[00:00:01] ALL RIGHT, IT IS SEVEN [Planning and Zoning] O'CLOCK AND WE WILL CALL THIS MEETING OF THE PLANNING AND ZONING COMMISSION FOR TUESDAY, JANUARY 3RD, 2023 TO ORDER. UH, FIRST ITEM IS, UH, ROLL CALL. UH, COMMISSIONER MOYER MORRIS. HERE. COMMISSIONER SCHWART FAGER. HERE. COMMISSIONER HUDSON IS HERE. COMMISSIONER BOYER HERE. COMMISSIONER LAWYER HERE. AND COMMISSIONER MEYER HERE. ALL RIGHT. NEXT UP WE HAVE PUBLIC COMMENT. UH, DO WE HAVE ANYONE SIGNED UP FOR PUBLIC COMMENT? WE HAVE ONE. WE HAVE ONE. ALL RIGHT. IT'S HERE TO REPRESENT, UH, ITEM 5.1. NO COMMENT. THANK YOU. OKAY. ALL RIGHT. SO, NO. OH, AND, UH, LET'S, UH, NOTE THAT 7 0 1 WE HAD I COMMISSIONER LEE HERE. ALL RIGHT. . AWESOME. ALL RIGHT. UH, NEXT UP IS, UH, ITEM, UH, CONSENT AGENDA. UH, ITEM, THIS IS A NEW PROCEDURE. MM-HMM. , UH, ITEMS 4.1 CONSIDERATION, IMPOSSIBLE ACTION ON THE MEETING MINUTES FROM THE REGULAR SCHEDULED PLANNING AND ZONING COMMISSION MEETING HELD ON DECEMBER 6TH, 2022. AND ITEM 4.2, CONSIDERATION, IMPOSSIBLE ACTION ON THE PROPOSED WILCO RANCH, PHASE TWO, SECTION TWO, LOT 10 BLOCK D REPLAT 0.244 ACRES, MORE OR LESS OF LAND ONE RESIDENTIAL LOT LOCATED ON COUNTY ROAD ONE 19, AND LIMMER LOOP. AND IF THERE ARE NO OBJECTIONS, I WOULD LIKE TO PULL ITEM 4.2. I WILL SECOND IT. ALL RIGHT. UM, BIT OF EXPLANATION ON, ON THAT. MY INTENT IS TO BE ABLE TO VOTE DIFFERENTLY ON THESE TWO ITEMS, SO I DON'T WANT TO APPROVE BOTH OR DENY BOTH. ALL RIGHT. SO ITEM 4.1. DO WE HAVE ANY, UH, QUESTION, COMMENT, DISCUSSION? ALL RIGHT. THEN I'LL ENTERTAIN A MOTION ON 4.1. MOTION TO APPROVE 4.1 MINUTES FROM DECEMBER 6TH, 2022. MEETING TO ACCEPT. SECOND. ALL RIGHT. I HAVE MOTION BY COMMISSIONER MORRIS, A SECOND BY COMMISSIONER LEE. ANY DISCUSSION ON THE MOTION? THEN I WILL CALL FOR VOTE. ALL IN SA ALL IN FAVOR SAY AYE. AYE. AYE. ALL OPPOSED? SAME SIGN. MOTION PASSES. SEVEN ZERO. NO, I HAVE TO RECUSE MYSELF CAUSE I WASN'T HERE. THAT'S RIGHT. I'M SORRY. I'M SORRY. 6 0 1 RECUSAL. COMMISSIONER BOYER, WHEN YOU'RE DONE, I NEED YOU TO, UM, I'LL HAVE ANGEL REACH OUT. YOU'LL NEED TO SIGN A FORM FOR RECUSING. ALL RIGHT. NEXT IS ITEM 4.2, CONSIDERATION POSSIBLE ACTION ON THE PROPOSED WILCO RANCH. PHASE TWO, SECTION TWO, LOT 10 BLOCK D REPLAT 0.24, FOUR ACRES, MORE OR LESS OF LAND ONE RESIDENTIAL LOT LOCATED ON COUNTY ROAD ONE 19. AND LIMMER LOOP. DID YOU WANT A FULL PRESENTATION OF THE ITEM OR DID YOU JUST WANNA ASK YOUR QUESTION? NO, I, UM, AS I, AS I SAID, THE REASON I DIDN'T WANT TO APPROVE THE CONSENT AGENDA, I WANTED TO APPROVE FOUR ONE, AND I PERSONALLY WOULD LIKE TO DENY FOUR TWO. SO THE, THE WAY THAT THE ITEM READS IS CONSIDERATION IMPOSSIBLE ACTION. MM-HMM. . UM, SO IF THE RE RECOMMENDATION IS DISAPPROVAL BECAUSE OF STATUTORY REQUIREMENTS, THEN YOU CAN APPROVE THAT APPROVING. IT IS APPROVAL OF THAT DENIAL. OKAY. OKAY. I JUST WANTED TO BE CLEAR ON THAT ONE. AND IT'S TRULY JUST FOR STATUTORY, IT'S A REPLAT. UM, BY THE TIME THAT WE GET COMMENTS BACK, IF THERE'S NO TIME TO ACTUALLY MAKE THAT, THERE'S NO CHECKBOX ON THIS APPLICATION, SO WE'LL STATUTORILY DENY IT. MM-HMM. . ALL RIGHT. ANY, UH, COMMENTS OR QUESTIONS ON 4.2? THEN? UH, I WILL MAKE A MOTION TO DENY 4.2 PER STAFF RECOMMENDATION. SECOND. ALL [00:05:01] RIGHT. UH, ANY QUESTIONS, COMMENTS, DISCUSSION ON THE MOTION? ALL RIGHT, THEN I WILL CALL FOR VOTE. ALL IN FAVOR OF DENYING THE, UH, ITEM 4.2, SAY AYE. AYE. AYE. AYE. ALL OPPOSED? SAME SIGN. MOTION PASSES. SEVEN ZERO. NEXT IS ITEM 5.1. HOLD A PUBLIC HEARING AND CONSIDER A RECOMMENDATION TO CITY COUNCIL FOR THE REVISED PLAN UNIT DEVELOPMENT ZONING ORDINANCE REQUEST FOR THE PROPERTY KNOWN AS 4 11 4 21, 4 31 AND 4 41 EDGE SCHMIDT BOULEVARD, PLANNED UNIT DEVELOPMENT, 4.30 ACRES, MORE OR LESS OF LAND LOTS. 2, 3, 4, AND FIVE OF THE EMERY FARMS COMMERCIAL SUBDIVISION LOCATED ON EDGE SCHMIDT BOULEVARD. GOOD EVENING AND HAPPY NEW YEAR, UH, CHAIRPERSON. AND, UM, JUST TO GO OVER THIS ONE AGAIN, WE DO HAVE A MINOR PRESENTATION. I WAS AWARE, IT'S BROUGHT TO MY ATTENTION FOR SOME REASON, THE STAFF REPORT IS ONLINE, BUT IT DID NOT PRINT IN YOUR PACKET. SO WE'LL JUST, UM, YOU'VE SEEN THIS ONE A FEW TIMES, I THINK, OVER THE SUMMER, SO IT SHOULD BE FAIRLY FAMILIAR FOR ALL OF YOU. I THINK YOU'VE BEEN, JIM, YOU MAY HAVE BEEN HERE FOR THIS ONE AS WELL. UM, THIS IS A PUD AMENDMENT. SO OUR PLAN UNIT DEVELOPMENT AMENDMENTS 4.3 ACRES. UM, IT'S LOTS, 2, 3, 4, AND FIVE. IT WAS PLATTED IN 2007. UH, YOU'VE SEEN THIS ONE A FEW TIMES. IF YOU'VE BEEN ON THE COMMISSION FOR ANY LENGTH OF TIME. IT HAS BEEN PLANNED FOR A HOTEL. THERE WAS AN ISSUE WITH THE HEIGHT THAT FOUR STORIES AND 35 FEET, THEY DON'T WORK TOGETHER. UM, THIS WAS RECENTLY APPROVED IN AUGUST OF 2022 FOR A P U D CHANGE. HOWEVER, THE LANGUAGE IN THAT POD DOCUMENT DID NOT ALLOW FOR THIS CHANGE TO BE A MINOR AMENDMENT WHERE WE COULD DO THIS AT AN ADMINISTRATIVE LEVEL. UM, SO YOU CAN SEE HERE, MAINLY THE CHANGE IS, AS YOU MAY RECALL, THE PRIOR SITE PLAN AND LAYOUT SHOWN IN THE P U D SHOWED THE POOL TO BE TOWARDS ED SCHMIDT BOULEVARD. THIS IS ACTUALLY PUTTING IT TOWARDS THE BACK. HOWEVER, THIS DOES INCREASE THE DISTANCE BETWEEN THAT ADJACENT SINGLE FAMILY PROPERTY AND THE BUILDING. SO WHAT WE'RE REALLY GETTING, NOTHING ELSE IS CHANGING. IT REALLY IS JUST MOVING WHERE THIS, UM, THE POOL'S GOING TO BE. SO STAFF RECOMMENDS APPROVAL OF THAT, PUT AMENDMENT BASED ON THIS NEW LAYOUT. IT IS A PUBLIC HEARING, AND WE HAVE ONE PERSON SIGNED UP TO SPEAK, UM, OKAY. ON BEHALF OF THE DEVELOPER. ALL RIGHT, SO THIS DOES CALL FOR A PUBLIC HEARING, SO I WILL OPEN THE PUBLIC HEARING AT 7:12 PM AND WE DO HAVE SOMEONE SIGNED UP TO SPEAK ON THIS, EVERYONE. UM, SO WE'RE BACK AGAIN AFTER WE DID QUITE A BIT OF WORK TO GET THIS AMENDMENT. AND THEN WE HAD SOME DIFFICULTY WHEN WE WENT BACK TO THE BRAND, UM, INVERTING THE BUILDING TO MOVE THE WINDOWS, UM, TO THE EAST. UM, IT WAS SIGNIFICANT, MORE DESIGNED THAN, THAN WE'D ANTICIPATED. AND MARRIOTT, UM, ON THE SUBSEQUENT REVIEW, UM, WOULD NOT ALLOW THE POOL TO BE, UM, WHERE IT WAS SHOWN IN THE PREVIOUS SITE PLAN, UM, BECAUSE OF HOW FAR IT'S PLACED FROM THE COMMON AREAS. UM, I HAVE THE ARCHITECT WITH ME TONIGHT IF YOU HAVE ANY QUESTIONS ABOUT THAT. UM, UNFORTUNATELY, THIS SITE PLAN WE'RE LOOKING AT, UM, IS NOT THE FINAL SITE PLAN THAT THAT, THAT WE ARE TRYING TO APPROVE. UM, WE RESUBMIT, WE SUBMITTED A MORE CURRENT SITE PLAN, AND THEN WHEN WE RESUBMITTED THE ENTIRE PACKAGE, THE SITE PLAN HAS NOT BEEN UPDATED. UH, THE ONLY DIFFERENCE IS THAT POOL, I IS, UM, MOVED TO THE NORTH, UM, TO WHERE THE SOUTHERN BOUNDARY OF THAT POOL WOULD BE AT ABOUT THE MIDDLE OF THE BUILDING. UM, I DON'T KNOW IF YOU COULD BRING THAT UP, ASHLEY, BUT I, I EMAILED IT TO YOU, UM, JUST ABOUT AN HOUR AGO. NO, I CAN'T BRING THAT UP DURING A LIVE MEETING. UM, SO THIS DOES MOVE THE BUILDING OR INCREASE THE SPACE BETWEEN THE BUILDING AND THE ADJACENT SINGLE FAMILY BY 25 FEET, AND THERE'LL BE, UH, SOLID PRIVACY PARTITION, UM, UH, SURROUNDING THE POOL. AND, EXCUSE ME, UH, YOU SAID PRIVACY PARTITION. UH, IS THAT A FENCE OR IS IT A MASONRY WALL? YES. SOLID WALL. YEAH. OKAY. WHAT'S THE HEIGHT OF THE, THE FENCE, DO YOU KNOW? SIX FEET. [00:10:04] ALL RIGHT. WELL, IF, UH, LOOKS LIKE WE'VE GOT SOMEONE ELSE TO, UH, I'M THE ARCHITECT, SO I WOULD LIKE TO ADD SOMETHING TO THAT. SO, UM, ON THE, ON THE WEST SIDE, WE HAVE, WHICH IS NOT SHOWN ON THE, UH, SITE PLANT. WE HAVE THE SHOWER, UH, THE POOL EQUIPMENT ROOM, AND THE UNISEX TOILET MORE THAN HALF THE LENGTH OF THE POOL. SO THAT'S A SOLID MASONRY WALL WITH NO WINDOWS, NOTHING. SO THAT'LL BE LIKE A FULL SOLID MASONRY WALL BETWEEN THE HOTEL AND THE SUBDIVISION. AND THEN PART OF IT WOULD BE A FENCE, WHICH WILL HAVE A PRIVACY PANEL. SO THERE WILL BE NO VIEW OF THE POOL. SO PRETTY MUCH MOST OF THE POOL WILL BE OBSTRUCTED FROM VIEW VIEW BY, UH, THAT MASONRY WALL. AND THEN WHATEVER IS LEFT WILL HAVE A FENCE WITH A PRIVACY PANEL. SO, IN MY OPINION, AS IF IT WERE FOR PRIVACY OF THE SUBDIVISION, THIS IS A BETTER OPTION BECAUSE WE HAVE A POOL AND WE HAVE THE BUILDING MOVED FURTHER AWAY FROM THE SUBDIVISION. AND THEN THE POOL ALSO HAS ITS ACCESSORY BUILDINGS, WHICH HAVE A MASONRY WALL, SO THERE'S NO VIEWING OF THE POOL FROM THE SUBDIVISION, AND THEN THE REST OF THE FEATURES REMAIN THE SAME. THANK YOU. ALL RIGHT. WHAT'S THE HI HEIGHT OF THE BUILDING? UH, THE MAINTENANCE SHOWER AND BATH, THAT'LL BE WHATEVER WE DO STANDARD, WHICH IS LIKE 12 FEET. OKAY. AND, AND THIS, THIS, THIS RESIDENTIAL PROPERTY DUE WEST, IS IT A SINGLE STORY OR A TWO-STORY? UH, UH, TO THE WEST? I THINK MOST OF IT IS, UH, SINGLE STORY, WHICH I'M JUST SAYING SIX FOOT AND A TWO-STORY HOUSE. DOESN'T, DOESN'T GLOCK MUCH, BUT Y SIX UH, FEET IS JUST THE FENCE HEIGHT, BUT THE MASONRY WALL IS LIKE 12 FEET. OKAY. THANK YOU. YES, SIR. ALL RIGHT. SO I, UH, WITH THAT, UH, IF THERE'S NO ONE ELSE TO SPEAK ON THIS ITEM, I WILL CLOSE THE PUBLIC HEARING AT SEVEN. UH, I WAS OFF BY FIVE MINUTES. UH, NOW I'M CLOSING IT AT SEVEN 12 AT, I OPENED IT AT 7 0 7. CAN'T READ MY WATCH, AND I WILL OPEN IT UP TO DISCUSSION NOW IN THE DIAS. ANY QUESTIONS, COMMENTS? WILL WE, SINCE THIS IS NOT THE FINAL, WILL WE HAVE TO SEE THE FINAL TO, I WOULD SUGGEST INSTEAD OF HAVING TO BRING THIS BACK AGAIN BECAUSE THE LAYOUT IS EVER CHANGING, THAT RECOMMEND APPROVAL WITH THE SUBSTANTIAL CONFORMANCE TO THIS LAYOUT, UM, DESPITE STAFF REQUEST THE MINOR MODIFICATION OR MINOR MODS TO THE P U D OR WHAT CONSISTS OF A MINOR VERSUS A MAJOR WERE NOT MADE IN THIS P U D, WE CAN ALSO RECOMMEND TO CHANGE THAT LANGUAGE BECAUSE IF YOU READ IN THE P U D, UM, DESPITE I CAN MAKE COMMENTS, I CAN'T CHANGE THAT SECTION FOR THEM. THAT'S WHY THEY'RE BACK BEFORE YOU IS BECAUSE THEY'RE MINOR. UM, WHAT CONSTITUTES A MINOR CHANGE? THE P U D DOES NOT INCLUDE A SITE PLAN CHANGE. IT INCLUDES, INCLUDES PHASING, WHICH WOULD BE MORE FOR A SINGLE FAMILY NEIGHBORHOOD. UM, SO I WOULD SAY THAT IT JUST NEEDS TO BE SOMETHING THAT AS LONG AS IT SUBSTANTIALLY CONFORMS TO THIS, AND THE, THE BUILDING GETS NO CLOSER THAN WHAT'S SHOWN HERE, AND IT STILL HAS THE NO HABITABLE WINDOWS ON THAT WEST SIDE, I THINK YOU SHOULD BE FINE. THAT WAS THE MAIN GIST OF EVERYTHING THAT WE HAD DONE THE LAST TIME THIS WAS BEFORE US. THIS IS TRULY JUST A LAYOUT CHANGE MM-HMM. THAT PUSHES THE BUILDING FURTHER AWAY FROM THAT WESTERN PROPERTY LINE. OKAY. YEAH. UM, I DO HAVE A QUESTION REGARDING WHERE THE BUILDING IS SITTING IN RELATION TO ED SCHMIDT. I KNOW WE HAD SOME POE, SOME DRAINAGE, ET CETERA, RUNNING ALONG THAT SIDE. I JUST WANNA MAKE SURE THAT THE BUILDING WITH IT BEING PUSHED CLOSER TO ED SCHMIDT ISN'T ENCROACHING ONTO ANY OF THAT. P E WE SHOULD STILL BE FINE BASED ON WHAT THE P D IS. ONCE WE GET INTO SITE PLANNING, WE'LL KNOW MORE. BUT AGAIN, THAT'S WHY I WOULD SAY JUST DO SUBSTANTIAL CONFORMANCE SO THAT WE CAN GET INTO THAT NITTY GRITTY SIDE OF THIS, UM, WITHOUT HAVING TO COME BACK FOR ANOTHER PUBLIC HEARING IN ANOTHER PUT AMENDMENT ALL. SO IF WE'RE PUSHING IT CLOSER TO THE ROAD, I KNOW THAT ETCH SCHMIDT EVENTUALLY IS SUPPOSED TO WIDEN. IS IT THE OTHER SIDE THAT HAS GIVEN UP ACCESS TO WIDENING ED SCHMIDT EVENTUALLY, OR ARE WE GONNA BE POTENTIALLY TAKING SOME FROM BOTH THIS BEING PLOTTED IN 2007? I KNOW RIGHT OF WAY WAS PROVIDED FOR WITHIN THAT FINAL PLAT. IF HAVE TO WIDEN IT FURTHER, THEN YABA CITY WILL HAVE TO REACH BACK OUT AT A LATER DATE INTO LANDSCAPING AND OTHER THINGS. BUT UNTIL WE ACTUALLY GET INTO AN ACTUAL SITE PLAN, UM, BEING THAT THIS IS JUST THE LAYOUT [00:15:01] EXHIBIT AS PART OF THAT P D I WOULDN'T A HUNDRED PERCENT KNOW. I WOULD SAY IT, THAT WAS ALSO MY QUESTION, BUT REALLY UNDER, IT SAYS 90 FOOT RIGHT AWAY UNDERNEATH IT. SO I'M PRETTY SURE THE RIGHT OF WAY IS NOT ACTUALLY GETTING INTO WHERE THE BUILDING IS OR ANY OF THE LANES. NO, THE PAVEMENT SHOULD BE EXPANDING, BUT NOT THE RIGHT OF WAY WIDTH AT THIS POINT. YEAH. OKAY. BUT THERE'S ALSO ENCORE RIGHT OF WAY THERE AS WELL, RIGHT? MM-HMM. , THEY'LL HAVE EASEMENTS THEY'LL HAVE TO AVOID DURING THEIR SITE PLANNING PROCESS. OKAY. CURRENT, YEAH. CURRENT SITE PLAN. THEY'RE OUT OUTSIDE OF IT. MM-HMM. OR OUTSIDE THE BUILDING SETBACK LINE TOO. THEY, THEY STILL HAVE SOME ROOM TO PLAY WITH. I GUESS THE, MY CON CONCERN IS YOU'RE MOVING A HIGH ACTIVITY, LOUD ACTIVITY CLOSER TO THE RESIDENTS. UM, I LIKE THE IDEA OF PROVIDING THE BATHROOM AND SHOWER, THE MASONRY PARTITION, I GUESS, IF YOU WILL, BETWEEN THE POOL. I WOULD RATHER THERE BE, UM, INSTEAD OF A SIX FOOT TALL, I ASSUME IT'S DOUBLE-SIDED FENCE. YES, IT IS DOUBLE-SIDED. MAYBE AN EIGHT FOOT TALL DOUBLE-SIDED FENCE. WE CAN DEFINITELY DO THAT BECAUSE THAT'S A SMALL PORTION OF THE, UH, OF THE POOL. WE CAN DEFINITELY OKAY. TO EIGHT FEET. AND WE ADDED A LITTLE BIT MORE OF A, OF A BUFFER. LOOKS LIKE THE HOUSE IS BACK THERE. SINGLE STORY. THERE'S ONE TWO-STORY HOUSE THAT'S KIND OF OFFSET. 2008. SAY IT AGAIN, THE ADDRESS. 2008, 2009. YEAH, I WAS LOOKING AT 2008. ASHGROVE IS A 2000 IS A TWO-STORY. I'LL GET THIS CORRECT. YEAH. MOST OF THOSE ALONG THERE ARE ONE STORIES IN THAT, IN THAT SPECIFIC, YEAH. THE ONLY ONE I SEE IS THE TWO STORIES, 2008 SOUTH ESCROW, WHICH IS ON THE, UH, NORTHWEST CORNER OF THIS PROPERTY. I DON'T KNOW HOW IT ALIGNS WITH THE POOL EXACTLY. BUT, UM, OKAY. ANY FURTHER DISCUSSION? QUESTIONS? COMMENTS? UH, I DO HAVE A COUPLE QUESTIONS. ARE THERE ANY PARKING SPOTS THAT ARE GONNA BE ELIMINATED BY SHIFTING OF THE POOL? UH, NO. WE, WE WERE AT, AT OUR MINIMUM PARKING AND, UM, WE, WE'VE MAINTAINED THE SAME PARKING WITH THIS CHANGE. SO THEN WITH THIS CHANGE, AND YOU SAID IT GOES TO THE MIDPOINT OF THE BUILDING, DOES THE CURB LAYOUT THAT'S SHOWN HERE, IS THAT REMAINING, IS JUST THE PHYSICAL LOCATION OF THE POOL AND THE AMENDED BUILDINGS? IT STILL IS WITHIN THIS FOOTPRINT? YES. YES. THE POOL'S JUST MOVED, UM, UM, ALL, ALL THE WAY NORTH TO, TO, TO THE, TO THE NORTHERN BATTERY OF THOSE PARKING STALLS. AND THOSE TWO PARKING STALLS ARE COMPENSATED IN THE OTHER AREA. OKAY. SO IT IS ACTUALLY TAKING PARKING. SAY THAT AGAIN? YOU, THE, IN THE, IN THE, THE MOST RECENT LAYOUT WE HAVE, UH, THE POOL IS ALL THE WAY THE NORTH TO THAT, UH, DRIVING LANE THERE. SO IT WILL ACTUALLY TAKE TWO TO THREE PARKING SPOTS IS WHAT YOU'RE SAYING THEN? AND WE ARE ABLE TO ADD 'EM BACK AT THE NORTHEAST CORNER. OKAY. OKAY. AND THEN THE MATERIAL FOR THE MASONRY, IS IT SPLIT FACE OR IS IT PAINTED BLOCK? IT'LL BE, IT'LL BE SPLIT FACE. AND, UH, GOING BACK TO YOUR, UH, COMMENT THE, TO THE UNISEX TOILET, THE POOL EQUIPMENT ROOM, AND THE SHOWER IS ACTUALLY ON THE NORTH SIDE OF THE POOL, SO IT'LL BE, OH YEAH, IT'LL BE, IF THERE IS A TWO STORY BUILDING, IT'LL BE RIGHT IN FRONT OF THAT. THANK YOU. OKAY. THAT'S ALL I HAVE. ANY FURTHER QUESTIONS, COMMENTS, DISCUSSION? ALL RIGHT. THEN I WILL ENTERTAIN A MOTION ON FIVE ONE. ALL RIGHT. I'LL MAKE A MOTION TO APPROVE FIVE ONE, UH, UH, UH, RECOMMEND APPROVAL TO CITY COUNCIL ON FIVE ONE, PROVIDED THE SITE PLAN, UH, SIGNIFICANT SIGNIFICANTLY CONFORMS, SUBSTANTIALLY CONFORM WORKS SUBSTANTIALLY CONFORMS MM-HMM. TO THE, UH, TO THE AGREEMENT. OH, SURE. . ALL RIGHT. WE HAVE A MOTION BY COMMISSIONER HUDSON, A SECOND BY COMMISSIONER [00:20:01] BOYER. ANY DISCUSSION ON THE MOTION? CAN WE ADD THAT THE, THE YES FENCE AROUND THE POLE IS INCREASED IN HEIGHT TO EIGHT FEET, DOUBLE-SIDED, EIGHT FOOT TALL FENCE? YES, SIR. UM, ON THE, ON THE WEST SIDE. ON THE WEST SIDE, YES. I LIKE THAT. YEAH. I'M, I'M OKAY WITH ADDING, UH, WEST. YEAH, WEST SIDE FENCE WILL BE INCREASED TO EIGHT FEET. HMM. AND DOUBLE-SIDED. AND DOUBLE-SIDED. YOU OKAY WITH THAT ONE? I'M, I'M GOOD WITH THAT. THAT SOUNDS LIKE A FRIENDLY AMENDMENT TO ME. YEP. ALL RIGHT. , UH, THEN ANY, ANY FURTHER DISCUSSION ON THE MOTION? ALL RIGHT, THEN I WILL CALL FOR VOTE. ALL IN FAVOR SAY AYE. AYE. ALL OPPOSED? SAME SIGN. MOTION PASSES. SEVEN ZERO. NEXT IS ITEM 5.2. HOLD A PUBLIC HEARING IN CONSIDERATION OF A RECOMMENDATION TO CITY COUNCIL FOR THE REVISED PLANNED UNIT DEVELOPMENT ZONING ORDINANCE REQUEST FOR THE PROPERTY KNOWN AS NORTHTOWN COMMONS. PLANNED UNIT DEVELOPMENT, 28.449 ACRES, MORE OR LESS OF LAND LOCATED ALONG LIMMER LOOP EAST OF FM 1616 NORTH. OKAY, THIS IS ANOTHER FUN ONE. UM, I DON'T SEE A DEVELOPER'S REPRESENTATIVE IN THE AUDIENCE, HOWEVER, I THINK WE CAN GET THROUGH THIS ONE JUST FINE. UM, THE CURRENT PROPOSAL, YOU HAVE A RED LINE, WHICH ACTUALLY WHEN WE PRINTED IT TURNED OUT TO BE ORANGE LINES. THAT WAS A MIS THAT WAS AN ACCIDENT, I PROMISE. IT'S ACTUALLY A RED LINE. UM, IT'S TO AMEND THE DEVELOPMENT STANDARDS AND THE P U D TO CLARIFY THAT THE COMMERCIAL USES NEED TO FOLLOW THE B ONE DISTRICT. THERE WAS SOME LANGUAGE IN THERE THAT MADE IT LOOK LIKE ALL B ONE USES COULD ONLY BE 10,000 FEET, UM, SQUARE FEET. THAT WAS NOT THE, THE INTENT OF THE ORDINANCE. IT WAS ACTUALLY TO ALLOW A DAYCARE UP TO 10,000 SQUARE FEET. UM, BUT THE WAY THAT IT READ MADE PEOPLE A LITTLE NERVOUS THAT THEY WOULD NEVER BE ABLE TO GET A LARGER COMMERCIAL BUILDING. SO WE CLARIFIED THAT. UM, UPDATED THE FENCING STANDARDS TO MEET THE UDC. UM, YOU CAN SEE THAT WAS JUST STRICKEN FROM THE P U D ALLOW FOR MURALS ON BUILDINGS BY, RIGHT. WE GET SOME, UH, WE DO HAVE SOME USERS BACK THERE THAT WOULD REALLY LIKE TO, UM, PAINT SOME THINGS ON THEIR, UM, BUILDINGS. IT WOULD BE WITH STAFF APPROVAL. SO WE'LL SEE IT. IT'LL BE SOME ART. I LIKE IT. UM, PROVIDED TO 25% OF COMMERCIAL USE WITHIN THE INDUSTRIAL BUILDINGS, SO THEY CAN ALWAYS HAVE SOME LITTLE ADDITIONAL SPACE. MM-HMM. , ONE OF THOSE IS KE THAT WAS AN EDC PROJECT, BUT THIS WAY THEY CAN ACTUALLY GET A LITTLE, UM, COMMERCIAL AREA OUT FRONT, EVEN A TASTING ROOM, WHICH WOULD BE PRETTY COOL. AND THEN ALSO REMOVE THE PROPOSED RIGHT OF WAY THAT GOES INTO MAKER. SO THERE IS A REASON FOR THIS. THE REASON THEY ASKED IS IT WAS PROPOSED. IT WAS NEVER ACTUALLY REQUIRED. AND I THINK WHAT WE'VE SEEN FROM EMORY FARMS IS THAT HAVING AN INDUSTRIAL AREA THEN FEED DIRECTLY INTO AN EXISTING NEIGHBORHOOD MAY NOT BE THE BEST BET. AND AFTER TALKING TO BOTH ENGINEERING PUBLIC WORKS AND THE E S D, EVERYBODY HAS SAID IT'S NOT ACTUALLY NECESSARY TO HAVE THAT. THEY DO HAVE THEIR, UM, THEIR I F C ACCESS POINTS AND WE DON'T NEED THAT ACCESS POINT. THEY WOULD BE ABLE TO COVER WHAT WOULD BE IN THAT POTENTIAL RIGHT OF WAY WITH EASEMENTS FOR WATER, WASTE WATER. SO WITH THAT, I'LL TURN IT OVER TO YOU. IT IS A PUBLIC HEARING. ALL RIGHT. SO WITH THAT, LET'S OPEN THE PUBLIC HEARING AT, READ MY WATCH CORRECTLY. 7:24 PM AND IS THERE ANYONE TO SPEAK ON THIS ITEM? ALL RIGHT. HEARING NONE, WE WILL CLOSE THE PUBLIC HEARING AT 7:24 PM AND OPEN IT UP TO DISCUSSION FROM THE DIAS. I HAVE A LAUNDRY LIST. ALL RIGHT. GO FOR IT. SHOULD WE START, OR YOU JUST, HOW ABOUT IF YOU GUYS START, YOU MIGHT SOMETHING. I HAVE A VERY SMALL, MY SMALL QUESTION IS JUST WITH THAT CONNECTION FROM MAKER MEADOWS BEING REMOVED, I JUST WANNA MAKE SURE THAT THAT WASN'T PROMISED AT SOME POINT TO THE RESIDENTS. CUZ LOOKING AT THE OTHER CONNECTION POINTS, I MEAN, THERE ARE SOME OTHER LIMITED CONNECTIONS TO GET OUT, BUT THERE'S NO DIRECT CONNECTION TO LIMBER LOOP AT THE MOMENT. SO I'M JUST MAKING SURE THAT WASN'T SOMETHING THAT WAS, I'VE NEVER FOUND EVIDENCE THAT ANYTHING LIKE THAT WAS PROMISED. WE DIDN'T GET THAT BACK. WE DID HAVE, UM, ONE PERSON SAY NO, ACTUALLY TWO, ONE ACTUALLY GAVE A REASON. AND ONE OF 'EM WAS THE CONNECTIVITY. BUT OTHERWISE, I HAVE NOT SEEN ANYBODY ACTUALLY CAME BACK AND SAY, HEY, THIS, THIS OCCURRED. MM-HMM. , UM, TALKING TO THE ESD OR ANYBODY WHO WAS HERE AT THE TIME IS A LITTLE, THE ESD IS EASY TALKING TO ANYBODY HERE WAS THE TIME IS A LITTLE DIFFICULT. BUT I HAVE NOT SEEN ANYTHING, UM, IN A STAFF REPORTER OTHERWISE THAT SAID THAT THAT WAS GOING TO BE, UM, THAT WAS GONNA BE A CONNECTION. OKAY. I WAS JUST MAKING SURE. UM, AND THEN MY ONLY OTHER QUESTION WAS, SO EXHIBIT F NUMBER FIVE IS ABOUT THAT, ABOUT [00:25:01] THE FENCING THAT YOU WERE TALKING ABOUT. IT SAYS THAT IT WILL GO WITH UDC RULES, BUT THEN THERE IS ONE CAVEAT TO ALLOW CHAIN LINK FENCING FOR INDUSTRIAL LOTS. SO THAT'S ONLY INTERNAL TO THEIR OWN LOT. SO IF THEY NEED THEIR OWN OUTDOOR STORAGE, THEY CAN USE THAT INTERNAL TO THEIR LOT OR BETWEEN INDUSTRIAL LOTS, BUT NOT AS THEY'RE, UM, FENCING ADJACENT TO THE RESIDENTIAL. OKAY. CAN WE MAKE SURE THAT THAT'S EXPLICITLY STATED BECAUSE WE WANNA MAKE SURE THAT THE INDUSTRIAL DOESN'T HAVE LIKE A CHAIN LINK FENCE FACING AN ACCESS ROAD OR SOMETHING LIKE THAT? SURE. O OBVIOUSLY IF IT'S INTERNAL FOR THEIR OWN STORAGE, THAT'S GREAT, BUT YEAH, NO, GREAT POINT. YEAH. OKAY. ACTUALLY, I'D, I'D LIKE TO DOVETAIL ONTO THAT ONE. UH, THE FENCE SPECIFICALLY. UM, IS THERE ANYTHING IN THE UDC THAT THINGS BEHIND THE FENCE WILL NOT EXCEED THE HEIGHT OF THE FENCE? THERE IS NOT. OKAY. SO THEY CAN STACK CONTAINERS, STOR, UH, CARGO CONTAINERS BEHIND A GREEN CHAIN, UH, CHAIN LINK FENCE. WE DO HAVE SOME LIMITATIONS IN THE UDC ON OPEN STORAGE, EVEN BEHIND A FENCE. SO I DON'T THINK CONTAINERS WOULD OCCUR. IT'S MORE GONNA BE ANY OF THE MANUFACTURING EQUIPMENT OR I KNOW, UM, ONE OF THEM, I THINK THEY HAVE SOME EQUIPMENT BACK THERE FOR THE BREWING. OTHER THINGS. YEAH. AND I, I DRIVE BY THERE ALL THE TIME. IT'S 750 FEET FROM MY HOUSE. OKAY. AND THE FENCES ARE FALLING DOWN. YOU CAN SEE ALL THE EQUIPMENT PLAIN IS DAY UP ABOVE THE FENCE LINE. THAT'S WHY I WAS ASKING ABOUT THE UDC. IF THERE'S A REQUIREMENT, I'LL DOUBLE CHECK. SOME OF THOSE MAY ACTUALLY BE LEGALLY NONCONFORMING BECAUSE THEY WERE THERE PRIOR. THERE IS ONE BUILDING OVER THERE AND I THINK IT'S THAT ONE THAT WAS ACTUALLY THERE PRIOR TO, WE COULD CERTAINLY HAVE CODE ENFORCEMENT LOOK INTO IT. I DON'T KNOW IF WE CAN HOLD THEM TO THE OTHER STANDARD, BUT CERTAINLY IF THERE'S A FENCE FALLING DOWN, WE CAN GET CODE ENFORCEMENT OVER THERE. YEAH. AND, BUT IF THERE'S SOMETHING YOU WANNA ADD TO THIS PD. OKAY. SUGGEST JUST WANTED TO MM-HMM. SINCE YOU BROUGHT UP THE FENCE. ANY OTHERS? ALL RIGHT. WELL, UH, SINCE WE'RE ON EXHIBIT F, UH, ITEM THREE ON THAT, I WOULD LIKE TO SEE THAT THE MURALS WILL ONLY FACE AN ADJACENT PUBLIC STREET. I DO NOT WANT MURALS FACING RESIDENTIAL. OKAY. IF THAT MAKES SENSE. THAT DOES WHY CAN, WHY MM-HMM. ? WELL, THE, THE STAFF HAS TO APPROVE THE MURALS. MM-HMM. . BUT ART IS LIKE OPINIONS. EVERYONE'S GOT THEIR OWN OPINION ON IT. AND WE DON'T NEED TO SET THE CITY UP OR OH, I DON'T LIKE THAT OUT MY BACK WINDOW. AND YOU MIGHT HAVE TO SEE IT EVERY DAY OUT YOUR BACK WINDOW POTENTIALLY. RIGHT. BECAUSE YOU HAVE A TWO OR WHATEVER STORY GOING. EXACTLY. SO LET'S JUST ELIMINATE THAT PROBLEM RIGHT FROM THE GET-GO. IT FACES A PUBLIC STREET. IT DOESN'T HAVE TO BE ON A PUBLIC STREET, IT JUST HAVE TO FACE A PUBLIC STREET, IF THAT MAKES SENSE. THAT DOES NOT, NO. HOW COULD IT BE ON THE STREET IF IT DOESN'T? NO. THAT THAT'S WHAT I'M, IT DOESN'T HAVE TO BE ON THE STREET. IT JUST HAS TO BE SIMPLE. SO IT COULD BE OUTTA WESTERN LEAF FACE FACING OR NORTH OR FACING. SO IF THERE'S, IF THERE'S GONNA BE A STREET TO THE WEST, I THINK YOU SHOULD JUST STATE THAT IT CAN'T FACE SOUTH. CAUSE THAT'S THE ONLY DIRECTION FOR RESIDENTIAL. RESIDENTIAL BE OR EAST FACE TOWARDS RESIDENTIAL. RESIDENTIAL. RESIDENTIAL. THEY'RE MEANING BUILDING ON THE EAST SIDE. WELL, THAT, THAT WAS ANOTHER QUESTION. UM, WHAT LOT IS THIS? SO THIS IS THE ENTIRE P U D, BUT THE LOT THAT YOU WERE GIVEN THE, HERE, LEMME GET TO EM. THESE MM-HMM. , YOU CAN SEE HERE LIMMER LOOP AND THEN, UM, THE CAROL MEADOWS IS TO THE EAST. THAT IS CAROL MEADOWS. IS THAT, UH, 49 3 8 20. SO THAT'S THE FARTHEST, THAT'S THE EASTERNMOST. LOT OF THE EDEN. OKAY. SO THIS GO AGAINST THE, THE BOTTOM SIDE IS UP AGAINST RESIDENTIAL. OH, HOUSES, HOUSES. TWO CIRCLE DRIVES. YEP. THE MURALS ARE ALLOWED. HOWEVER, THEY CANNOT FACE RESIDENTIAL, RESIDENTIAL OWNED PROPERTIES. THAT WOULD, THAT WOULD BE ACCEPTABLE AS WELL. YEAH. VERBIAGE. . I LIKE THAT WORDING BETTER THAN YOUR WORDING. SORRY, I SAID VERBIAGE. UM, IS THAT JUST MURALS OR IS THAT VERBIAGE AND ART? I MEAN, IS IT WORDING OR JUST, WELL, YOU WOULDN'T MURAL, YOU WOULDN'T PUT A SIGN FACING HOUSES. RIGHT. SO WHY WOULD [00:30:01] YOU PUT A MURAL FACING HOUSES? WELL, I'M JUST SAYING IF YOU'RE GONNA INCLUDE ARTWORK, WOULD YOU ALSO INCLUDE VERBIAGE AS NOT FIXING YOU? NO, I, I, I DON'T WANT, IF WE, IF WE'VE GOT A LOVELY SHRUBBERY DISPLAY BETWEEN THE BUILDING AND THE RESIDENCE, RESIDENTIAL NEIGHBORHOODS, GREAT. THAT'S FINE. THAT'S ART. RIGHT. BUT A MURAL SHOULD NOT BE ON THE SIDE OF THE BUILDING. SO YOU'RE SAYING NOT ANYTHING AT ALL? NO MURAL. NO MURAL. MY MISUNDERSTANDING. I MISUNDER. YEAH. I THINK THE VERBIAGE THAT THEY'RE WANTING TO ADD TO THE POD WAS SPECIFIC TO MURALS, SO. RIGHT. I THINK THAT'S WHAT HE'S SAYING IS, YEAH. I, I AGREE. I UNDERSTAND. OKAY. UM, NUMBER 12 IN EXHIBIT F. UM, THE SITE LIGHTING, EXCUSE ME. WOW. UM, IT SAYS IT WILL NOT ILLUMINATE ADJACENT. CAN WE, I DON'T KNOW IF WE CAN ALTER THIS OR NOT, BUT I KNOW WE'RE HAVING ISSUES WITH OTHER COMMERCIAL ENTITIES AND THE LIGHTS BEING VISIBLE AND DIS DISTRACTING TO THE RESIDENTS BECAUSE THEY FACE THE RESIDENCES. CAN WE, CAN WE WORD IT SO THAT THE LIGHTS WILL NOT FACE ADJACENT RESIDENTIAL? OR YOU CAN SHIELD IT? YEAH, YOU CAN PROPOSE ANYTHING. OKAY. THAT'S FINE. ALSO, 30 FEET REALLY TALL. MM-HMM. FOR LIGHTS, THAT WAS PART OF THE ORIGINAL. THAT'S NOT EVEN AN AREA THAT THEY WANTED TO CHANGE. RIGHT. SO WE DID NOT TOUCH THAT SECTION. BUT IF YOU SEE SOMETHING IN THERE YES. YOU CAN RECOGNIZE. YEAH, I, I'M JUST LOOKING AT, AT THE, THE ILLUMINATION. OKAY. THAT'S GREAT. BUT WE, WE'VE GOTTA SOMEHOW ZERO FOOT FOOT CANDLES AT ZERO FOOT CANDLES IS THE UDC, RIGHT? IT IS, YEAH. THAT'S THE UDC. HOWEVER YOU CAN STILL SEE IT. ILLUMINATION IS A LITTLE BIT DIFFERENT. I MEAN, JUST BECAUSE YOU'RE AT ZERO FOOT CANDLES DOESN'T MEAN IT'S NOT BRIGHTER OUTSIDE. RIGHT. THEN SHIELDING YEAH. SOME SHIELDING OR FACING OR SOMETHING SO THAT THE LIGHT IS NOT VISIBLE TO THE RESIDENTIAL. I THINK WE NEED TO REDUCE THAT HEIGHT TOO. THAT'S, THAT'S REALLY TALL. I'M TRYING TO THINK OF WHAT WE DO NO MORE THAN 2025. WELL, I, I WOULD BE A LITTLE CONCERNED WITH DROPPING IT TOO FAR BECAUSE WE'VE GOT A 45 FOOT, UH, ROOF PEAK FOR ANYTHING ON LIMMER, AND WE'RE APPLYING THIS TO THE ENTIRE SITE. SO I WOULDN'T WANT IT BELOW THE ROOF LINE NECESSARILY, DEPENDING ON WHAT THAT BUILDING IS USED FOR. WHICH WE DON'T KNOW. JUST KIND OF THINKING OF, OF IN THE FUTURE PARKING LOT LIGHTING THAT CAN'T BE ATTACHED TO A BUILDING. NOT, IT'S NOT. TYPICALLY THAT WOULD BE YOUR LANDSCAPING LIGHT. OKAY. EVEN IF IT'S FACING DOWN, EMERGENCY LIGHTING WOULD FACE DOWN. OKAY. WE DON'T ALLOW WALL PACKS. SO THIS IS JUST PARKING LOT LIGHTING. OKAY. WELL, I, I THINK AS LONG AS IT'S SHIELDED OR NOT FACING, HOWEVER, WHICHEVER WORDING WORKS BETTER, YOU KNOW, LESSON LEARNED FROM ALL THE OTHER COMMERCIAL ADJACENT TO RESIDENTIAL. RIGHT. OKAY. UM, SO THEY WANT TO LEAVE WADDLES STREET, THE 150 FOOT LONG STUB OFF OF, UH, OUT OF MEGA MEADOWS. THEY WANT TO LEAVE THAT AS A STUB. NOW, IS THAT WHAT I'M WELL, THAT IS AN ADJACENT PROPERTY ENGINEERING AND PUBLIC WORKS WILL HAVE TO COME UP WITH SOMETHING CREATIVE IF THE RIGHT OF WAY IS REMOVED. THE POTENTIAL RIGHT OF WAY, CUZ THIS IS NOT AN THE RIGHT OF WAY ON THIS SITE IS NOT ACTUALLY AN ADOPTED RIGHT OF WAY. IT'S NEVER BEEN PROVIDED TO IN ANY DOCUMENT. IT WAS AN IDEA IN A P U D. OKAY. BECAUSE WHEN I WAS ON, WHEN WE, UH, WERE LOOKING AT MAJOR MEADOWS, THE ADJACENT DEVELOPMENT AND THEY LOST A HOME LOT TO PUT A STREET, AT LEAST ONE HOME LOT TO PUT A STREET IN THERE WITH THE INTENT OF IT CONNECTING TO LIMMER, LUKE. AND NOW THAT STREET ISN'T GOING TO EXIST. IF APPROVED. IF APPROVED. I KIND OF HAVE AN ISSUE WITH THAT. SO IN REALITY, THAT DOES KIND OF GO BACK TO MY QUESTION IS [00:35:01] IT WAS SORT OF PROMISED THEN AT SOME POINT, I DON'T KNOW IF IT WAS A GENTLEMAN'S AGREEMENT OR IF IT WAS WRITTEN ON A NAPKIN OR WHATEVER. YEAH. IT'S A STUB STRAIGHT. SO THERE WAS SOMETHING . YEAH. MM-HMM. , THERE'S JUST NOT FOR THE, IT'S 150 FEET OF STUB. IT'S NOT 30 FEET. YOU KNOW, THAT'S, THAT'S A HOME LOT RIGHT THERE THAT THEY DIDN'T GET TO DEVELOP BECAUSE OF A STREET. AND, AND I KNOW THIS, THIS IS PARTIALLY RELATED, BUT JUST LOOKING AT THE CURRENT ACCESS, I MEAN, YOU ONLY HAVE TWO ACCESS POINTS TO CARROLL DRIVE AND MAKER LANE AND MEGA LANE IS RIGHT ACROSS FROM THE SCHOOL. SO, YEP. I DON'T KNOW IF THERE'S CURRENTLY ANY ISSUES IN THE MORNINGS OR AFTERNOONS WITH TRAFFIC BACKING UP. I, I DON'T KNOW. THIS IS JUST RANDOM BALL PARKING. I DON'T KNOW IF THERE'S BEEN COMPLAINTS OR ANYTHING CUZ THAT COULD REALLY BENEFIT FROM ANOTHER ACCESS POINT, WHICH IS WHY WHEN IT CAME, WHEN I WAS ON MM-HMM. , YOU KNOW, WE PUSHED FOR A THIRD ACCESS POINT OUT OF THE 210 PEOPLE THAT WERE NOTIFIED IN WITHIN 600 FEET, ONLY ONE ROPE BACK THAT THEY WANTED THE STREET TO CONTINUE. OKAY. I'M 750 FEET AWAY. . YEP. I MEASURED IT OUT. BUT YEAH. UM, SO IF THAT STREET WERE TO GO THROUGH, IF WADDLES WERE TO GO THROUGH ALL THE WAY TO LIMBER LOOP THAT THEN LOT 40, UH, 4 9 3 8 20 WOULD ESSENTIALLY BE 175 FEET WIDE BY 600 FEET LONG. I THINK THAT IS SUFFICIENT FOR SOME PURPOSES. WHERE IS WADDLE STREET? I'M SORRY? UH, THAT'S THE NORTH STUB OFF OF CORTON IN MEGA MEADOWS. YEAH. UM, SO JUST TO CLARIFY, YOU'RE, YOU'RE STATING THAT YOU FEEL IT DOES NEED TO CONNECT TO, OR THAT THERE'S JUST AN ISSUE HAVING A STUB OF STREET REMAINING. THERE, THERE'S AN ISSUE EITHER WAY. IF WE GET RID OF THE INTENDED STREET MM-HMM. , I'M GONNA CALL IT THE INTENDED STREET. IF WE GET RID OF THAT, THEN WE'RE, WE'RE ESSENTIALLY SAYING, HEY THANKS A LOT ME, MEADOWS, UH, IT COSTS YOU A HOME LOT, BUT WE'RE NOT GONNA USE THAT. WHICH SEEMS GROSSLY UNFAIR TO ME. WELL I THINK YOU, IF WE DO PUT THE STREET THROUGH, THEN IT ACCOMPLISHES WHAT THE ORIGINAL INTENT, AT LEAST IN MY MIND WAS WHEN I APPROVED THIS YEARS AGO FOR MAYOR MEADOWS TO SO PERS A THIRD ACCESS. YEAH. SO PERSONALLY, IF IT WOULD NOT GO THROUGH, I WOULD RECOMMEND, I DON'T KNOW WHO WOULD HAVE THE COST TO TEAR THE ROAD OUT AND POSSIBLY PUT A POCKET PARK THERE. CUZ THERE IS NO PARK IN THIS ENTIRE NEIGHBORHOOD. I DON'T KNOW IF THAT WAS BEFORE REQUIREMENTS WERE IN PLACE, BUT THAT, THAT COULD BE A GOOD ALTERNATIVE. MM-HMM. . UM, I'M JUST THINKING, BUT THAT'S, IF THE ROAD DOES NOT NEED TO GO THROUGH, AT LEAST THEN I'M SURE RESIDENTS WOULD ENJOY HAVING A PARK VERSUS A ROAD THAT GOES TO NOWHERE. YEAH. 150 FOOT LONG STUB . JUST PERSONALLY I WOULD SAY, I MEAN IF, IF IF EMERGENCY SERVICES ALREADY LOOKED AT IT AND DOESN'T SEE AN ISSUE, DID ISSD LOOK AT THIS WITH THE SCHOOL TO THE SOUTH AT ALL? I'M GUESSING PROBABLY NOT. CUZ IT'S NOT, THEY'RE NOT PART OF OUR REVIEW. YEAH. WE TELL THEM IF WE GET NEW SUBDIVISIONS COMING IN, BUT THAT'S ABOUT IT. MY PERSONALLY, MY ONLY THING WOULD BE IS IF ISD WOULD SEE AN ISSUE WITH TRAFFIC AT THE, AT THE SCHOOL TO THE SOUTH AND ONLY HAVING TWO ACCESS POINTS. RIGHT NOW, ONLY ONE THAT ACTUALLY GOES TO A COLLECTOR, THE OTHER ONE GOES TO MORE OF A RESIDENTIAL STREET. BUT OTHERWISE I DON'T SEE A TON OF ISSUE. YEAH. I CAN'T QUITE MAKE IT OUT, BUT IT LOOKS LIKE IT'S 396 FEET, UH, THE DEPTH OF, UH, THE, THIS DRAWING. SO THAT MEANS THEY'VE GOT 200 FEET BEHIND THEM THAT ISN'T BEING USED. RIGHT. SO YOU DON'T, I MEAN THIS IS JUST A REQUEST. IF YOU DON'T WANT TO, WE CAN APPROVE OTHER THINGS ON THIS. IF YOU WANNA MAKE THE RECOMMENDATION TO NOT REMOVE THE RIGHT OF WAY AND, AND KEEP THE RIGHT OF WAY AS PROVIDED. OKAY. YEAH. AND THEN HOPEFULLY, BUT WAS WAS THE RIGHT OF WAY ACTUALLY PROVIDED [00:40:01] IN THE ORIGINAL PD? NO, THE RIGHT OF WAY HAS ONLY EVER BEEN AN IDEA IN THE PD. SO IT SAID THAT THERE WOULD BE A RIGHT OF WAY AND YOU CAN SEE THAT IN THE RED LINES, BUT NOT THAT IT WAS EVER ACTUALLY DEDICATED TO THE CITY. OKAY. OKAY. THEY'RE ASKING TO NOT HAVE TO BUILD OR DEDICATE THE RIGHT OF WAY. OKAY. BUT PLANNING COMMISSION HAS FULL ABILITY TO SAY WE WANT THE RIGHT OF WAY THAT STAYS, THESE OTHER CHANGES CAN BE PUSHED. YOU CAN TABLE UNTIL THE APPLICANT CAN EXPLAIN THE REASONINGS WHY BEHIND YOU HAVE SOME OPTIONS. I MEAN, WE DEFINITELY DON'T PUSH THE RIGHT OF WAY ON A LOT OF OTHER THINGS. SO I THINK WE HAVE A LOT OF ISSUES WITH TRAFFIC IN OTHER AREAS AND IF WE'RE ADDING TO THAT JUST BY A SIMPLE AGREEING WITH SOMETHING THAT PROBABLY SHOULDN'T BE AGREED UPON. I MEAN, IF WE CAN FIX ONE , GOTTA START SOMEWHERE. START SOMEWHERE, RIGHT. . YEAH. SO, UH, ANY OTHER COMMENTS, DISCUSSION ON THIS ITEM? SO I'M NOT FAMILIAR WITH THIS AREA AND I'M STILL TRYING TO FOLLOW THE CON CONVERSATION. SO THE RIGHT OF WAY IMPACTS WHAT THIS BLOT THAT WE'RE LOOKING AT THAT'S ON THE SCREEN. UH, IT, FROM WHAT I CAN TELL, IT LOOKS LIKE THE RIGHT OF WAY WILL PASS JUST TO THE EAST OR THE TOP OF THIS LOT. OKAY. SO WE ARE OR WEST, I'M SORRY, WEST, YES. CEMENT WEST. SO IT, IT WOULD TAKE OVER A PORTION OF THIS LOT IS WHAT I'M UNDERSTANDING. SO WE'RE IMPACTING THE POTENTIAL FOR A BUSINESS TO COME INTO A NEEDED SPACE IN THIS FAC IN THIS NEIGHBORHOOD, PROVIDE A GOOD SERVICE AND WE'RE GOING TO ARGUE OVER A RIGHT OF WAY THAT'S NOT NEEDED. IT WASN'T IN THE ORIGINAL PLAT. I MEAN, THAT'S WHAT I'M SEEING IS WE'RE DENYING A BUSINESS AN OPPORTUNITY THAT DOESN'T SEEM RIGHT. WELL, AGAIN, I'M, I CAN'T QUITE MAKE OUT THE DIMENSIONS OF THIS LOT ON THE DRAWING, BUT I MEAN, IT DOESN'T MATTER, RIGHT? BECAUSE IF WE HAVE THIS DRAWING AND IT DOESN'T SHOW A RIGHT AWAY, THEY'RE ASKING FOR IT TO BE TAKEN AWAY. OBVIOUSLY THESE TWO ARE PROBABLY SOMEHOW TIED TOGETHER. IT IMPACTS THE ABILITY OF A BUSINESS TO COME INTO OUR COMMUNITY. TO ME, I HAVE A PROBLEM WITH THAT IS WE WANT TO BRING BUSINESSES IN. THAT'S YOUR AND AND WHAT, THAT'S THE ELEVATIONS AS WELL THAT WOULD BE INCLUDED MM-HMM. , BUT THAT'S WHO THEY'VE CON CONTRACTED WITH MY UNDERSTANDINGS THAT THEY'RE CONTRACTING WITH, UM, THIS ENTITY TO BRING THAT TO THE LIMMER SIDE. YEAH. SO TO ME IS, YOU KNOW, IS IT NEEDED, IT WASN'T IN THE PLAT, SO THEY DIDN'T PLAN FOR IT. SO THE FACT THAT THE VERBIAGE WAS IN HERE IS SOMETHING THAT'S MOOT BECAUSE THEY DIDN'T DESIGN FOR IT EVER. IT WASN'T PLATTED, IT WASN'T REVIEWED. SO WE'RE LOOKING AT THIS FROM A STANDPOINT OF, WELL, IT WOULD BE GREAT TO HAVE IT BECAUSE THEY COULD USE IT, BUT WE'RE ALSO THEN PUTTING IN SOMETHING THAT IS BENEFICIAL TO THE COMMUNITY AND THE LOCAL RESIDENTS AND IS NEEDED ON THAT SIDE. I JUST DON'T SEE THE JUSTIFICATION OF SAYING, SORRY, BUSINESS, WE DON'T WANT YOU TO BE HERE. SO TO CLARIFY ON THE, UH, SKETCH SITE MAP MM-HMM. , I GUESS IF I'M, IF I'M LOOKING AT IT CORRECT, AND I WAS JUST ESTIMATING THE WIDTH ON IT, IT LOOKS LIKE THE RIGHT OF WAY WOULD PASS TO THE WEST OF THIS PROPERTY ADJACENT TO IT. I MEAN, UNLESS I'M TOTALLY VISUALLY LOOKING THIS WRONG, I DON'T KNOW HOW YOU COULD FIT THAT ENTIRE THING BETWEEN THAT RIGHT OF WAY AND THE CURRENT RESIDENTIAL AREA, IT'S 175 FEET BETWEEN HMM. THE, THE RIGHT OF WAY AND THE, I'M GONNA STOP GONNA SAY THE FENCE ALONG THE RESIDENCES. WHAT, WHAT IMAGE ARE YOU LOOKING, ARE YOU REFERRING TO? I I MEASURED THIS EARLIER ON. NO, NO, NO. I MEAN, BUT THAT YOU COULD SHOW ON THE, UM, THE, THIS ONE OR NO, THE OVERHEAD SKETCH OF THIS BACK. OKAY. YEAH. I'M SEEING 140. YOU'RE SEEING ONE 40. WELL, I'M GOING FOR THE FULL RIGHT OF AWAY. I MEAN, I CAN TAPE YEAH. THE RIGHT OF WAY. IS THE FENCE LINE OVER HERE? NOT THERE. SO ONE 40 IS FROM THERE TO, I CAN'T GET A DOOR NOW. OKAY. BECAUSE I, I I GOT 1 75. YEAH, ONE 40 IS LIKE FROM THERE TO THERE ABOUT 1 47. I THINK EITHER WAY I DON'T, I I KIND OF GET WHAT, UM, [00:45:01] ER SCHWARTZ FAILURE WAS SAYING, WE DON'T WANT TO AVOID BRINGING IN A NEEDED BUSINESS, RIGHT? CAUSE THIS IS A GROCERY STORE, WE NEED AS MANY FREAKING GROCERY STORES AS WE CAN GET. AND SO WE DON'T WANNA DENY THAT, BUT AT THE SAME TIME, IF THE ACCESS IS TRULY NEEDED FOR RESIDENTIAL, I MEAN, WE DON'T WANT TO NOT HAVE THAT AS WELL. WELL, UH, WE KEEP BUILDING THINGS ON TOP OF THINGS ON TOP OF THINGS, AND THEN WE KEEP TALKING ABOUT TRAFFIC AND STUFF LIKE THAT. AND THAT'S, I THINK WHERE RICK IS COMING FROM, SORRY, COMMISSIONER HUSTON'S COMING FROM IS THE FACT THAT YES, IT IS A VERY MUCH NEEDED THING, BUT TRAFFIC IN HU IS HORRIBLE RIGHT NOW AND ESPECIALLY DURING SCHOOL TIMES AND ESPECIALLY THINGS LIKE THAT. AND IF WE'RE TALKING ABOUT ONE OF THE ACCESS POINTS IS WITH THE ELEMENTARY SCHOOL, I GUARANTEE YOU TRAFFIC FROM 7:00 AM UNTIL EIGHT 30 IS HORRIBLE. AND AGAIN, FROM TWO, WHEN PARENTS START LINING UP UNTIL ABOUT THREE 30. SO I WOULD, I WOULD HONESTLY LIKE TO TABLE THIS UNTIL WE COULD GET THE DEVELOPER HERE TO, TO TALK WITH THEM ABOUT IT. I MAKE A MOTION TO TABLE IT. OH, I WAS JUST GONNA ASK, IS THERE A WAY WE CAN ALSO REQUEST THE ISD TO POTENTIALLY GIVE THEIR INPUT ON TRAFFIC PATTERNS AT THE SCHOOL? I CAN TELL YOU RIGHT NOW, THIS DOESN'T CHANGE THEIR TRAFFIC PATTERN CURRENTLY. MM-HMM. , RIGHT? IT DOESN'T HAVE ANY BEARING ON WHAT THEY'RE CURRENTLY DOING. I DON'T KNOW IF IT WOULD CHANGE WHAT THEY HAVE IN THE FUTURE. I CAN ASK. WE HAVE A MEETING NEXT WEEK. NO, NO, NO. I'M, I'M, I'M STATING IF THEY'RE CURRENT ARE CURRENT. MY CONCERN IS THE BACKUPS AT THE SCHOOL IN THE MORNING AND THE AFTERNOON. MM-HMM. , I MEAN, I DON'T LIVE IN THE NEIGHBORHOOD, SO I DON'T KNOW WHAT I'M SAYING. IF MANY OTHER LOCATIONS, THE BACKUPS ARE PREVENTING PEOPLE FROM COMING OUT AND WITH THE SOUTH EXIT OF THE NEIGHBORHOOD BEING ACROSS FROM THE SCHOOL, IF THERE IS ALREADY GRIDLOCK THERE, THERE'S LITERALLY ONLY ONE OTHER EXIT RIGHT NOW THAT ALSO FEEDS TO THE SAME GRIDLOCK AREA. SO I THINK THAT'S WHAT I'M SAYING. IF ALONG WITH, UM, WHAT WAS STATED, IF WE COULD POTENTIALLY HAVE I S D JUST PROVIDE INPUT, NOT LIKE A FULL STUDY, BUT JUST INPUT WHAT THEIR CURRENT PEAK PEAK TIME ANALYSIS IS. SO WE DO HAVE A MOTION TO TABLE. I SECOND IT. ALL RIGHT. MAKE NOTES. OKAY. I HAVE A MOTION TO TABLE BY COMMISSIONER, LAWYER AND A SECOND BY COMMISSIONER SCHWART FIGURE. ANY DISCUSSION ON THE MOTION SCHWART FIGURE? I'M PRACTICING. ALL RIGHT. THEN WITH THAT, I WILL CALL FOR VOTE. ALL IN FAVOR OF TABLING, SAY AYE. AYE. AYE. ALL OPPOSED? SAME SIGN. MOTION PASSES SEVEN ZERO. NEXT UP IS ITEM 5.3. HOLD A PUBLIC HEARING AND CONSIDERATION OF A RECOMMENDATION TO CITY COUNCIL FOR THE HUDDLE. SO 2040 COMPREHENSIVE PLAN. I THINK Y'ALL ARE PRETTY MUCH DONE WITH ME HAVING TO SAY ANYTHING ABOUT THIS, BUT, UM, NO, NO, NEVER. THIS IS YOUR BABY . SO, UM, YEAH, THIS IS REALLY EXCITING. THIS IS THE FIRST OF MANY. I KNOW THAT YOU GOT THIS, UM, EARLY, MID LAST WEEK. I READ THIS OVER THE CHRISTMAS HOLIDAY. MY PRINTED COPY IS PRETTY FLAGGED UP WITH SOME FUN STUFF. UM, SO I WILL LET, UM, CHANCE WITH FRIESA NICHOLS, TAKE IT AWAY. JUST THANKS FOR THE LAST YEAR OF WORK ON THIS. REALLY. THANKS CPAC MEMBERS. ALL RIGHT. UH, CHANCE SPARKS WITH FRIESEN NICKELS IN MARCUS, TEXAS OFFICE. UH, I AM JOINED HERE THIS EVENING BY, UH, CAITLIN, UH, ALSO FROM OUR SAN MARCUS OFFICE. AND JORDAN WAS SIMPLE CITY, ONE OF THE SUB-CONSULTANTS, UH, THAT FOCUSED ON THE DOWNTOWN PLAN. AND WE'RE REALLY EXCITED, UH, TO, TO INTRODUCE THE HUK SOAR 2040, UH, COPPER COMPREHENSIVE PLAN. UH, THIS TERM SOAR, UH, IS NOT JUST LIKE THE WORD SOAR LIKE FLIGHT. IT ACTUALLY STANDS FOR SOMETHING. IT SHRINKS OPPORTUNITIES, ACTIONS, RESULTS. UH, AND THAT'S ONE OF THE THEMES THAT WE REALLY WANT TO EMPHASIZE IN THIS PLANNING EFFORT, IS IT'S NOT NECESSARILY ABOUT THIS JOURNEY TO THE VISION. IT'S ABOUT WHAT YOU DO WITH IT ONCE YOU F ONCE YOU FORM IT. UH, AND THAT'S BEEN OUR, OUR KIND OF KEY EMPHASIS THAT WE AS WE MOVE FORWARD, OUR OVERALL PLANNING TEAM. THIS WAS A COMPLEX TEAM. UH, IT INCLUDED US AS THE, AS THE PRIME LEAD FOR THIS, ALONG WITH SIMPLE CITY FOR THE DOWNTOWN PLAN. WE WERE ALSO JOINED BY OUR FRIENDS AT KIMLEY HORN FOR TRANSPORTATION AND MOBILITY, UH, TXP, WHICH IS A MARKET ANALYSIS AND ECONOMIC DEVELOPMENT FIRM BASED HERE IN AUSTIN. AND, UH, AND THEN JOHNSON PLANNING MEREDITH JOHNSON, UH, TO BRING A PRESERVATION PERSPECTIVE WITHIN THAT DOWNTOWN CONTEXT. [00:50:01] UH, SO WHAT WE'RE GONNA BE TALKING ABOUT THIS EVENING, WE'RE GONNA GIVE YOU A QUICK OVERVIEW IN PRO OF THE PROCESS. WE'RE GONNA SUMMARIZE WHAT WE'VE HEARD ALONG THE WAY AND A FEW OF THE KEY DOCUMENT TAKEAWAYS. Y'ALL HAVE HAD THIS DOCUMENT NOW FOR A LITTLE WHILE. UM, I'M SURE Y'ALL READ THAT COVER TO COVER DURING THE HOLIDAYS, MAYBE TRIED TO AVOID FAMILY AND, UH, AND THEN TALK THROUGH THE NEXT STEPS OF, OF WHAT HAPPENS AFTER THIS. SO CAN I GIVE YOU THE OVERALL PROCESS? UH, YOU HAD A COMPREHENSIVE PLAN THAT WAS INITIALLY ADOPTED IN 2015 AND AMENDED IN 2019. UH, AND, UH, THE REASON WE DO THESE PLANS, IT'S ALL ABOUT COORDINATION, EFFICIENT USE OF RESOURCES, AND GETTING EVERYBODY ESSENTIALLY SINGING FROM THE SAME SHEET OF MUSIC. UH, IT'S A, UH, DECISION MAKING TOOL FOR REALLY ALL PARTIES THAT TOUCH, UH, MUNICIPAL GOVERNMENT AND INFLUENCE OTHERS. UH, AND IT ENSURES THAT THE GROWTH YOU GET IS THE GROWTH YOU WANT. UH, THERE'S NO SAYING NO AND SHUTTING THE DOOR TO GROWTH. IT'S ABOUT THE CHOICES YOU MAKE FOR THAT GROWTH TO DO SOMETHING FOR YOU ALONG THE WAY. SO THIS PROCESS, UH, BEGAN BACK KIND OF AUGUST, 2021, UH, WITH PROJECT KICKOFF, WORKING THROUGH SOME INITIAL ENGAGEMENT AND, UH, AND THEN SHIFTING INTO, UH, AUGUST, NOVEMBER TIMEFRAME, WE STARTED STARTING TO BUILD THIS, UH, CONTENT. BASICALLY, WE SPENT A LOT OF TIME LISTENING. UM, NOT A WHOLE LOT OF TIME OF US YAKING AT PEOPLE. AND, UH, AND THEN TAKE THAT AND TAKE WHAT WE'VE HEARD AND TURN IT INTO, OKAY, HERE'S THE DIRECTION WE NEED TO GO IN TERMS OF VISION, UH, AND IN TERMS OF THE RIGHT STEPS TO TAKE TO GET THERE. WE ALWAYS SAY, FOR EVERY GOAL, THERE'S PROBABLY 20 OR 30 WAYS TO GET THERE. OUR JOB AS A CONSULTING TEAM AND PLANNERS IS TO IDENTIFY THE RIGHT PATH FOR HUK IN THAT CIRCUMSTANCE BASED ON YOUR CAPACITY, THE, THE CULTURE, THE COMMUNITY, AND THINGS LIKE THAT. UH, FROM THERE WE KIND OF MOVED INTO A CONFIRMATION STAGE, DID SOME FOLLOW UP PUBLIC ENGAGEMENT, UH, HERE ABOUT, I GUESS ABOUT A MONTH AGO, GIVE OR TAKE. AND, UH, AND NOW IT'S HEADED INTO THIS ADOPTION AND APPROVAL CYCLE. SO THAT'S KIND OF THE PROCESS THAT WE'VE BEEN THROUGH. INVITE CAITLIN UP HERE. SHE'S GONNA TOUCH BRIEFLY ON THE ENGAGEMENT PROCESS. SEEMS SUPER SIMPLE. THANKS, CHANCE. I THINK I CAN FIGURE IT OUT. HAPPY NEW YEAR EVERYONE. THANK YOU FOR BEING HERE TONIGHT. UM, SO I'M GONNA TELL YOU A LITTLE BIT ABOUT WHAT WE'VE DONE OVER THE LAST 18 ISH, ISH MONTHS IN TERMS OF ENGAGING, ENGAGING STAKEHOLDERS AND WHAT WE'VE HEARD FROM THEM. SO WE HAD A COMPREHENSIVE PLAN ADVISORY COMMITTEE. SOME, UM, OF YOU WERE ON THERE. AND THAT COMPREHENSIVE PLAN ADVISORY COMMITTEE MET THROUGHOUT THE PROCESS TO GIVE US GUIDANCE AND, AND DIRECTION ON THE PLAN. UM, WE WENT TO CITY COUNCIL, BRIEFED THEM A COUPLE TIMES. WE'RE GETTING READY TO DO IT AGAIN HERE, UH, IN A COUPLE WEEKS. OF COURSE, WE HAVE THE RESIDENTS AND THE COMMUNITY AT LARGE ARE THE MAIN STAKEHOLDER IN A COMPREHENSIVE PLAN. THIS IS REALLY FOR THEM, RIGHT? AND TO BENEFIT THEM. UM, AND SO WE'LL TALK A LITTLE BIT ABOUT SOME OF THOSE EVENTS THAT WE HELD. AND THEN WE ALSO HAD A SERIES OF SIX FOCUS GROUP MEETINGS NEAR THE BEGINNING OF THE PROCESS. YOU CAN SEE SOME OF THOSE TOPICS LISTED HERE. BUSINESSES, ECONOMIC DEVELOPMENT, REAL ESTATE, UH, INSTITUTIONS INCLUDING EDUCATIONAL, SOCIAL SERVICES AND NONPROFITS, RELIGIOUS AND FAITH-BASED COMMUNITY, YOUTH AND HOA IN NEIGHBORHOODS. THIS IS JUST A QUICK SUMMARY OF ALL THE ENGAGEMENT ACTIVITIES WE'VE DONE. WE HAD FOUR PUBLIC EVENTS, FOUR VIRTUAL ENGAGEMENTS, SIX ADVISORY COMMITTEE, THE C P A C MEETINGS, UM, THOSE SIX FOCUS GROUP MEETINGS, AND THEN A WEALTH OF ONLINE VIRTUAL ENGAGEMENT. THAT'S SOMETHING WE'VE GOTTEN PRETTY GOOD AT OVER THE LAST COUPLE YEARS, UM, AS YOU CAN SEE HERE. SO THE SUMMARIES AND SURVEY RESPONSES, AND ALL OF THIS IS INCLUDED IN THE PLAN, UM, AS AN APPENDIX. SO IF YOU WOULD LIKE TO DIG INTO IT, THERE ARE LOTS OF PAGES OF, UH, SURVEY RESPONSES THAT YOU CAN LOOK THROUGH. BUT GENERALLY, JUST TO SUMMARIZE WHAT WE HEARD ACROSS ALL OF THESE ENGAGEMENT ACTIVITIES IS, UM, PRIORITIES INCLUDING TRANSPORTATION. MOBILITY IS NUMBER ONE THAT CAME OUT REALLY, REALLY CLEARLY FOR YOUR COMMUNITY. I DON'T THINK THAT'S PROBABLY A SURPRISE TO ANY OF YOU GUYS. UM, INFRASTRUCTURE WAS NUMBER TWO. AND THEN GROWTH AND LAND USE. NUMBER THREE, FOLLOWED BY PARKS, ECONOMIC DEVELOPMENT, CITY SERVICES, URBAN DESIGN, CHARACTER AND HOUSING AND NEIGHBORHOODS, ALL OF WHICH WE ADDRESS IN IN OUR PLAN. AND THEN SOME OF THE KEY THEMES THAT WE HEARD THROUGHOUT ALL THIS ENGAGEMENT AS WELL. UM, INDEPENDENT, BUT STILL CONNECTED. SO I THINK THAT LEADS INTO THAT SECOND ONE OF CREATING A UNIQUE IDENTITY THAT YOU GUYS ARE HUK AND YOU'RE DIFFERENT THAN ALL OF THE COMMUNITIES AROUND YOU. AND HOW DO YOU, UM, MAKE SURE THAT YOU GUYS CELEBRATE THAT UNIQUE IDENTITY BEING A CITY OF INNOVATION, WHICH, UM, YOU'LL HEAR SOME INTERESTING THOUGHTS ABOUT THAT. WE HAVE RECOMMENDED IN TERMS OF AN INNOVATION DISTRICT AND YOUR INNOVATION BOULEVARD OVER THERE ON YOUR WEST SIDE. UM, SELF-RELIANT. EVERYTHING YOU NEED IS HERE SO YOU DON'T HAVE TO LEAVE THE CITY OF HU TO GO TO WORK OR TO GO OUT TO EAT OR ANY OF THOSE KIND OF THINGS. WALKABILITY, LESS [00:55:01] AUTO CENTRIC, RESOLVING TRAFFIC ISSUES, IMPROVED TRANSPORTATION. YOU'LL SEE ALL OF THOSE UP THERE. OBVIOUSLY THAT GOES BACK TO ONE OF THOSE TOP PRIORITIES OF TRANSPORTATION. SO THAT MAKES SENSE. UM, SAFETY, INCLUSIVITY AND WELCOMING, COMFORTABLE. AND THEN JUST ADDRESSING THE DEMOGRAPHIC SHIFT. UM, YOU GUYS ARE A COMMUNITY OF FAMILIES. WE DON'T SEE THAT CHANGING, BUT THERE ARE, UM, SOME CHANGING DEMOGRAPHICS IN TERMS OF, UM, YOUNGER PROFESSIONALS IN TERMS OF RETIREES COMING TO BE POTENTIALLY NEAR GRANDKIDS WITH ALL OF THOSE FAMILIES THAT ARE HERE. AND SO JUST MAKING SURE THAT YOU GUYS ARE ACCOUNTING FOR THE DEMOGRAPHIC SHIFT AND, UM, ALLOWING OPPORTUNITIES FOR ALL THE DIFFERENT PEOPLE WHO WANT TO BE HERE IN HUDA. SO WITH THAT, WE'LL JUMP INTO DOCUMENT. ALL RIGHT, SO THE DOCUMENT ITSELF, UM, YOU KNOW, SOME PEOPLE WILL COMMENT AND, AND SAY, WOW, THE DOCUMENT'S LONG. WELL, THE DOCUMENT'S LONG BECAUSE WE LIKE PICTURES. UH, PEOPLE ARE VISUAL BY NATURE. SO TO THE EXTENT POSSIBLE WITH OUR PLAN DOCUMENTS, UH, WE MAKE SURE THAT THERE IS GOOD VISUALS TO GO WITH WHAT WE'RE TRYING TO CONVEY, UH, ALONG THE WAY. PLUS, IT JUST MAKES IT EASIER TO READ. UH, AS WE GO THROUGH THAT, UH, YOU WILL SEE THEMES WITHIN THIS, THIS PLAN THAT YOU HAVE HEARD BEFORE. YOU KNOW, WHEN YOU LOOK AROUND WITHIN THE SPACE, FOR EXAMPLE, YOU SEE THESE PILLARS AND, AND PARTICULARLY THE PILLARS. THESE HAVE A LOT OF CARRYOVER INTO YOUR GUIDING PRINCIPLES, THINGS LIKE THAT. WE'VE HEARD THAT ESSENTIALLY CONFIRMED ALONG THE WAY. UH, WE'VE ALSO TRIED TO RECOGNIZE THE POSITION THAT HUK IS IN. WHEN THEY ENTERED INTO THIS COMPREHENSIVE PLANNING EFFORT, UH, THERE HAD BEEN SOME SIGNIFICANT LEADERSHIP SHIFTS IN THE CITY, SOME CHANGES IN PERSPECTIVES ON HOW THE CITY SHOULD BE MANAGED. UH, AND THOSE DID HAVE IMPACTS FOR PEOPLE THAT LIVE IN THE COMMUNITY, HOW THEY PERCEIVE THE CITY. SO WHAT WE'VE TRIED TO DO WITH THIS PLANNING EFFORT IS USE IT LIKE A RESET BUTTON, UH, TO KIND OF GET A CLEAN RESET OF HERE'S WHAT WE'RE GOING TO DO. WE'RE GOING TO TAKE THESE PLANS, WE'RE GOING TO SEE WHAT WE'RE SUPPOSED TO DO, AND THEN WE'RE GONNA DO IT. AND THERE'S GONNA BE AN ACCOUNTABILITY PATHWAY FOR THAT. UH, SO THAT'S GONNA, THAT YOU'LL SEE THAT REVERBERATE THROUGHOUT THE PLAN. THIS IS BROKEN INTO 10 PIECES. UH, ONE OF THESE IS ACTUALLY TYPICALLY CONSIDERED A STANDALONE DOCUMENT, THE DOWNTOWN PLAN. AND OFTENTIMES EVEN TRANSPORTATION SPINS OFF AS ITS OWN, AS ITS OWN THING. UH, THIS BEGINS WITH A SNAPSHOT. THIS KIND OF TELLS THE STORY OF HUK AS IT IS TODAY AND WHERE IT'S BEEN, UH, TALKS THROUGH YOUR STRENGTHS AND WEAKNESSES, YOUR OPPORTUNITIES, OPPORTUNITIES AND THREATS. KIND OF A CLASSIC SWAT ANALYSIS. UH, BUT ALSO MAKE SURE TO TELL A MORE COMPLETE STORY OF WHO HUTTO IS, WHAT IT MEANS TO THE PEOPLE THAT LIVE HERE, UH, WHO SETTLED IT, THINGS LIKE THAT, THAT SOMETIMES GET OVERLOOKED, ESPECIALLY FOR NEWCOMERS. WE THINK OF OUR AUDIENCE AS PEOPLE THAT DON'T LIVE HERE YET NECESSARILY, UH, THROUGH OUR ENGAGEMENT PROCESS. IT LED TO THIS VISION STATEMENT. UH, THE VISION STATEMENT IS, I, THE IDEA BEHIND IT IS YOU'RE TAKING HUDDLE TODAY, YOU'RE JUMPING IN A TIME MACHINE, JUMPING FORWARD ABOUT 20 YEARS. YOU WANT THIS STATEMENT TO DESCRIBE THE CITY THAT YOU LAND IN, UH, OUT THERE. SO YOU SEE KEY THEMES, SUSTAINABLE, INNOVATIVE, WELL MANAGED RIGHT UP FRONT. UH, TALKING ABOUT JUST THE, YOU KNOW, HISTORY AND CULTURE IS CELEBRATED AND ESSENTIALLY YOU DON'T FORGET WHO YOU ARE. UM, WE OFTEN SAY THAT THIS, THAT THE SMALL TOWN FEEL HAS NOTHING TO DO WITH POPULATION AND EVERYTHING TO DO WITH THE PEOPLE AND HOW THEY CONNECT WITH ONE ANOTHER. THERE ARE CITIES OF 700,000 THAT FEEL LIKE A SMALL TOWN IN HOW THEY OPERATE THAT'S POSSIBLE HERE. AND THIS IDEA OF THE HIPPO AWAY. UH, SO WE TOOK THE HIPPO AWAY AND TURNED THAT INTO HOW DO WE DESCRIBE THE GUIDING PRINCIPLES FOR THIS PLAN? AND, UH, AND SO, UH, THAT BREAKS OUT INTO FISCAL SUSTAINABILITY. THAT YOU CAN DO THE MATH TO DO WHAT YOU WANT. VIBRANT PLACES IN A VIBRANT DOWNTOWN THAT PEOPLE SHOULD BE EXCITED ABOUT LIVING HERE. IT SHOULD NOT BE A DRIVE TO YOU QUALIFY CITY. IT SHOULD BE A CITY OF CHOICE FOR PEOPLE. UH, THAT IS CONNECTED IN EVERY SENSE. UH, THIS IS MEANING BOTH LITERALLY GOOD ROADWAY NETWORKS, THINGS LIKE THAT. BUT INTERPERSONAL CONNECTIONS THAT YOU'RE CREATING SPACE FOR THAT WELCOMING AND SAFE, THAT THIS IS A PLACE THAT PEOPLE ARE WELCOME. THEY'RE EXCITED TO LIVE HERE. THEY FEEL GOOD ABOUT IT. THEY SHOULD LOCK THEIR DOORS AT NIGHT, BUT THEY DON'T HAVE TO. UH, AND, UH, A HEALTHY COMMUNITY, MEANING THEY HAVE GOOD ACCESS TO FRESH FOODS, BUT GOOD ACCESS TO RECREATIONAL OPPORTUNITIES. AND THIS IS FOR EVERYBODY FULLY INCLUSIVE. UH, SO YOU'D OFTEN FIND FALL INTO THAT TRAP OF WE'RE GONNA BUILD SOME MORE PLAYGROUNDS, AND THAT'S IT WITHOUT THINKING ABOUT THE FULL SPECTRUM OF EVERYBODY THEY SERVE. AND THEN AN ECOSYSTEM FOR ENTREPRENEURS. Y'ALL DO A GOOD JOB OF ATTRACTING STUFF. BUT LET'S SEE WHAT WE CAN START BUILDING HOMEGROWN HERE. UH, AND MAKING THIS THE PLACE WHERE WHEN PEOPLE WANNA SET UP A BUSINESS, Y'ALL ARE THE GO-TO. SO LAND USE AND DEVELOPMENT, THIS HAS OF COURSE THE FUTURE LAND USE MAP. AND, UH, AND SEVERAL THEMES THAT EMERGE OUT OF THIS. THE IDEA OF 10 MINUTE NEIGHBORHOODS THAT YOU CAN GET THINGS YOU NEED OR WANT WITHIN 10 MINUTES OF YOUR HOUSE. WELL, I KNOW HOW, HOW YOU FIX PART OF YOUR TRAFFIC PROBLEM. YOU STOP HAVING TRIPS AND RE [01:00:01] AND REIMAGINE WHAT THOSE CAN BE. UH, A CITY OF VILLAGES, YOU ARE BISECTED BY A RAILWAY. THAT RAILWAY IS NOT GOING ANYWHERE. IT'S ONE OF THE HARDEST BARRIERS FOR ANY CITY TO DEAL WITH. SO THE APPROACH THAT WE'VE TAKEN IS THAT YOU HAVE THESE, THESE SIMILAR EXPERIENCES AVAILABLE IN MULTIPLE PLACES IN THE COMMUNITY. SO IT'S THE CITY OF VILLAGES. THAT'S HOW YOU CREATE THAT SMALL TOWN. AND A LOT OF DECISION MAKING CRITERIA IS BUILT INTO THIS, WHICH I'LL TOUCH ON HERE. UH, WE USE A DASHBOARD METHOD. AND THE REASON WE DO THIS IS IT TELLS YOU ABOUT WHAT IS THE USE MIX YOU'RE LOOKING FOR, BOTH RESIDENTIAL AND NON-RESIDENTIAL, AND THEN WITHIN THOSE CATEGORIES WHAT TO EXPECT. THE OTHER REALLY IMPORTANT PART IS THIS COMPATIBILITY TABLE, WHERE IT LISTS OUT A VARIETY OF DEVELOPMENT TYPES AND KIND OF A SPECTRUM OF HOW MUCH THEY ALIGN OR ARE APPROPRIATE FOR THESE DISTRICTS. AND THEN WHAT'S REALLY IMPORTANT IS THERE'S A SET OF CONDITIONS NEXT TO THAT. IT'S LANGUAGE THAT HELPS YOU UNDERSTAND WHAT PUSHES SOMETHING THAT'S MAYBE A THREE.TO BEING APPROPRIATE. WHAT WHAT'S IT GONNA TAKE, UH, BASED ON CIRCUMSTANCES OF PROPERTY? THE IDEA IS THAT THIS IS INFINITELY USEFUL FOR THINGS LIKE ZONING CHANGES, UH, ISSUES LIKE THAT WHERE IT'S AN EASY BUTTON FOR Y'ALL TO BE ABLE TO MAKE YOUR DECISIONS EASY FOR APPLICANTS TO KNOW WHAT ARE THEIR CHANCES, UH, AS THEY ENTER INTO THAT. UH, WITHIN TRANSPORTATION, UH, THE BIG EMPHASIS HERE WAS ACTUALLY GETTING THINGS INTO ALIGNMENT WITH EVERYBODY THAT TOUCHES HUK, UH, ESPECIALLY WILLIAMSON COUNTY ROUND ROCK. UH, LOOKING EAST TOWARDS TAYLOR SOUTH, TOWARDS PFLUGERVILLE. UM, MAKING SURE THAT ALL THESE ARE CONNECTING CORRECTLY AND REALLY RIGHT SIZING ALL YOUR ROADWAY CLASSIFICATIONS, GETTING THEM INTO, UH, NORMALIZED STANDARDS. UM, VERSUS YOU HAD SOME THAT WERE, UH, RATHER INTERESTING DIMENSIONS, UH, THAT WE WANT TO MOVE, MOVE YOU AWAY FROM. AND, UH, AND THEN LOOK AT HOW TO CREATE KIND OF THIS GRIT, THIS SYSTEM OF ARTERIALS WHERE YOU'VE GOT A RESILIENT SYSTEM, WHEREAS SOMETHING HAPPENS ON US 79, YOU CAN ACTUALLY GET SOMEWHERE STILL. UM, THAT'S A STRUGGLE RIGHT NOW. UH, UTILITY INFRASTRUCTURE, ONE OF THE THINGS THAT WAS GOING ON WITH THIS COMPREHENSIVE PLAN IS YOU HAD A WATER MASTER PLAN AND WASTEWATER MASTER PLAN GOING ON AT THE SAME TIME. THAT IS A BEST PRACTICE, AND Y'ALL SHOULD BE COMMENDED FOR THAT. A LOT OF LOT OF CITIES DON'T DO THAT. THEY SEPARATE THEM, DO THEM A COUPLE OF YEARS APART. WHEN YOU DO 'EM TOGETHER, IT ALLOWS THEM TO TALK TO EACH OTHER SEAMLESSLY. THAT'S WHAT HAPPENED WITH THIS, ALLOWED US TO SEE KEY PAIN POINTS THAT WERE GONNA HAPPEN AND MAKE SURE THAT WE HAD GOOD POLICY LANGUAGE AND OTHER CHAPTERS THAT WOULD HELP, UH, AS YOUR INFRASTRUCTURE CATCHES UP TO WHERE YOUR GROWTH IS GOING. UH, KEY THEMES THOUGH IS DUAL PURPOSE, MULTI-BENEFIT FACILITIES. UH, IN A CITY THAT'S HIGH GROWTH, YOU'RE, YOU KNOW, WHEN YOU'RE GETTING AN EASEMENT. IT SHOULD NEVER BE A SINGLE PURPOSE EASEMENT. IT SHOULD BE THINKING ABOUT EVERYTHING YOU NEED. UH, IT'S SYSTEMS THINKING THAT ALL THE WATER CYCLE IS CONNECTED FROM YOUR WATER SUPPLY TO YOUR WASTEWATER SYSTEM, TO YOUR STORM WATER SYSTEMS THAT THEY ALL TOUCH EACH OTHER AND YOU NEED TO RECOGNIZE THAT. AND WHEN YOU MAKE DECISIONS, UM, THERE'S A COUPLE OF KEY RECOMMENDATIONS. WATER AUDITING, UM, YOUR INFRASTRUCTURE IS STARTING TO AGE, SO YOU DO WANNA START GETTING INTO THAT EARLY. UH, I, ONE THING I WANT YOU TO THINK ABOUT BENEFICIAL REUSE. YOU HAVE A WASTEWATER TREATMENT PLAN. IT'S GENERATING WATER. TREAT IT TO A SLIGHTLY HIGHER STANDARD. YOU CAN START DOING STUFF WITH IT. YOU CAN START SELLING IT, UH, IN SOME CASES. AND, UH, AND THEN LOOKING FOR INNOVATIVE STORMWATER MANAGEMENT, GREEN INFRASTRUCTURE. Y'ALL ARE A GREAT NATURAL FIT FOR THAT. UH, REGIONALIZED STORMWATER APPROACHES AS WELL. UH, SO WE WANTED TO EMPHASIZE THAT. UH, WE ALSO HAVE IN THAT CHAPTER, PUBLIC FACILITIES. AND REALLY WHAT WE LOOKED AT IS BASED ON YOUR GROWTH, WHEN ARE YOU GOING TO NEED THINGS, IS THE REALLY SIMPLE EXPLANATION. UM, AND WHAT WE'VE ESPECIALLY ZEROED IN ON IS A COUPLE OF KEY FACILITIES, UH, ONE BEING YOUR, YOUR POLICE STATION. UH, THAT IS NOT WHERE IT NEEDS TO BE FOR A FAST-GROWING CITY. UH, BUT ALSO THINKING ABOUT PLACES LIKE YOUR LIBRARY THAT, UH, THEY'RE CURRENTLY IN SHARED SPACE HERE. YOU'RE GONNA HAVE PRESSURE FOR GROWTH, UH, AS AN ADMINISTRATION IN THIS BUILDING. AND YOU'RE GONNA HAVE PRESSURE FOR GROWTH IN A PUBLIC, FOR THE PUBLIC LIBRARY. IT'S EASY TO SPIN THE PUBLIC LIBRARY OFF INTO A SEPARATE BUILDING OR MAYBE HITCH IT UP TO A NEW REC CENTER, UH, AS WELL, UH, PUBLIC WORKS, UH, IS IN NEED OF SOME, SOME FACILITIES THAT'LL PREPARE THEM FOR REALLY MAINTAINING A METROPOLITAN SYSTEM. AND, UH, AND A KEY RECOMMENDATION IS GO AHEAD AND TAKE THAT STEP OF DOING A FULL FACILITY AND SPACE NEEDS ASSESSMENT. THIS IS WHERE YOU ACTUALLY LOOK AT NOT WHAT DO WE NEED RIGHT NOW, BUT WHAT DO WE NEED 20 YEARS FROM NOW IN TERMS OF FACILITY SPACE. AND DEVELOP A PLAN OF ACTION FOR WHEN YOU'RE GOING TO MAKE THOSE INVESTMENTS, UH, AND HOW YOU SHOULD MAKE THEM, WHAT THINGS SHOULD BE TOGETHER. UH, WE DO, WE ARE BIG ADVOCATES OF SHARED FACILITIES, UH, WHENEVER POSSIBLE, INCLUDING CONSIDERATION OF FOLKS LIKE COUNTY OFFICES, D P S, THINGS LIKE THAT, THAT, UH, OFTEN ENJOY A SHARED SPACE, PARKS AND [01:05:01] OPEN SPACE. UH, YOU DO HAVE A STA SEPARATE STANDALONE PARKS, RECREATION AND OPEN SPACE PLAN. WE ARE RECOMMENDING AN UPDATE TO THAT. AND WE HAVE ALSO INCLUDED SOME POLICY LANGUAGE FOR THAT UPDATE. A KEY ONE BEING LOOK AT YOUR E T J, NOT JUST YOUR CITY LIMITS. AND WE'VE IDENTIFIED SOME KEY PARK OPPORTUNITIES THAT WE WANT Y'ALL TO THINK ABOUT. ONE IS UPDATING, EXPANDING FRITZ PARK. UM, WE'VE ALSO GOTTEN REALLY INTERESTED IN THIS AREA DOWN SOUTH TOWARDS BRUSHY CREEK. UH, THIS WHAT WE CALL THE ORGA CENTER, UH, ORGA NATURE EXPLORATION PARK, KIND OF A NATURE-BASED, UH, PARK. AND THEN A MUSTANG CREEK PARK THAT'S KIND OF IN THE NORTHERN PORTION OF THE CITY. THERE'S NOT A LOT OUT THERE YET, BUT THERE WILL BE SOON. SO PLAYING AHEAD FOR THAT. UH, AND THEN, UH, AND THEN THINKING ABOUT THE NEED FOR A REGIONAL PARK. WHEREVER'S APPROPRIATE FOR THAT. WE'VE KIND OF, AGAIN, LOOKED TOWARDS BRUSHY CREEK, JUST GOT GREAT, YOU KNOW, LOCATION, AMENITY TO IT. UH, AND THEN A LOT OF TRAIL CONNECTIONS. UM, WE, WE'VE TAKEN APPROACH OF WITH HERE IS, UH, TRAIL ORIENTED DEVELOPMENT, UH, WHERE YOUR TRAILS, YOUR PUB, YOUR OPEN SPACES, BECOME YOUR PLACEMAKING OPPORTUNITIES AND GIVE PEOPLE WAYS TO CONNECT AND GET PLACES. Y'ALL ARE, AGAIN, FAMILY CITY. UM, IF PEOPLE ARE WALKING SOMEWHERE WITH THEIR KIDS, THEY'RE PROBABLY GONNA CHOOSE A TRAIL BEFORE THEY'LL CHOOSE A SIDEWALK ALONG THE BIG ARTERIALS. LET'S TRY TO CAPITALIZE ON THAT ECONOMIC RESILIENCE. EXACTLY WHAT IT SOUNDS LIKE. YOU'VE BEEN THROUGH A PANDEMIC. WE THINK A LOT ABOUT HOW, WELL, YOU CAN'T AVOID THE, THE ECONOMIC CYCLE, BUT YOU CAN INFLUENCE WHETHER YOU JUST GO THUD OR WHETHER YOU BOUNCE. THAT'S RESILIENCE. IS THAT BOUNCE. UH, AND SO WE'VE REALLY JUST TRIED TO COMMUNICATE WHERE ARE Y'ALL GOING ECONOMICALLY? UH, HOW CAN YOU INCREASE OPPORTUNITY FOR RESIDENTS HERE TO WORK HERE? AGAIN, THIS IS HOW YOU ACTUALLY SOLVE TRANSPORTATION ISSUES, IS SHORTEN THOSE TRIPS, CHANGE WHAT THOSE TRIPS ARE, UH, GETTING PROACTIVE. UM, INFRASTRUCTURE IS ONE OF YOUR BEST TOOLS FOR ECONOMIC DEVELOPMENT, UH, TO DRIVE WHERE IT HAPPENS. UH, DOWNTOWN, UH, A LOT OF SITE SELECTORS WILL TELL YOU THEY JUDGE A CITY BY THEIR DOWNTOWN, CUZ THAT TELLS YOU HOW YOU'RE, HOW THEY WILL BE TREATED IN 20 YEARS. UH, SO WE WANT YOU TO THINK ABOUT THAT AND, UH, THINK ABOUT TARGETING SOME HOTELS AND HOSPITALITY, UH, AS YOU GO FORWARD. THAT'S A MISSING THING RIGHT NOW. SOMETHING THAT'S NEEDED. UH, AND THEN NEIGHBORHOODS, HOUSING AND PRESERVATION. SO WHAT WE'VE LOOKED AT IS SINGLE FAMILY DETACHED HOMES. THOSE ARE STILL GONNA BE THE PREDOMINANT THING HERE. WE DON'T EXPECT THAT TO CHANGE, BUT THERE'S DEMAND FOR OTHER FORMS OF HOUSING. AND IT'S NOT JUST A, AND IT'S NOT JUST A CONVERSATION ABOUT AFFORDABILITY, ALTHOUGH THAT'S AN IMPORTANT CONVERSATION. IT'S A CONVERSATION ABOUT WHAT ARE PEOPLE NEEDING, UH, BASED ON THEIR POSITION IN LIFE. UM, YOU KNOW, I THINK ABOUT MY PARENTS, FOR EXAMPLE. THEY LIVE IN A HOUSE THAT IS TOO BIG. UM, AND I THINK A LOT ABOUT WHAT IS THEIR NEXT MOVE. UM, WHEN, WHEN THEY NEED TO DOWNSIZE. THERE'S NOT A WHOLE LOT OF OPTIONS NEAR US. UH, WE ALSO TALK ABOUT THE CYCLE OF HOUSING AND HOW DO YOU GET FROM A VICIOUS CYCLE OF NEIGHBORHOOD DECLINE INTO A VIRTUOUS CYCLE WHERE IT NEVER HITS RO IT NEVER HITS THE BOTTOM, IT BOUNCES AND THEN JUMPS HIGHER IN TERMS OF HOW IT'S CARED FOR, HOW IT'S LOVED. TALK A LOT ABOUT AGING IN PLACE IN HERE. AND THEN COMMUNITY CHARACTER. HOW DO YOU PHYSICALLY CONVEY WHAT HUK IS TO PEOPLE? AND THEN WE ALSO DISCUSSED SMALL AREA PLANNING. UH, WITHIN THIS, UH, THERE'S THREE AREAS THAT WE'VE ZEROED IN ON IN ADDITION TO DOWNTOWN THAT WE THINK ARE WORTH AN ADDITIONAL STUDY. ONE OF THESE IS THE OREGON DISTRICT. THIS IS THE AREA IMMEDIATELY SOUTH OF YOUR DOWNTOWN ACROSS THE RAILROAD TRACKS. RAILROAD TRACKS ARE SUCH A BARRIER THAT THAT IS FUNCTIONALLY A DIFFERENT PLACE. UM, AND SO YOU WANNA ZERO IN ON THAT FOR HOW TO, HOW TO IMPLEMENT THAT GOING FORWARD. UH, THE SOUTHEAST LOOP CORRIDOR, THE BIG TRANSPORTATION INVESTMENT'S GONNA DRIVE INVESTMENT, UH, BY DEVELOPERS. HOW CAN YOU SHAPE THAT? AND THEN WE'VE, UH, GOTTEN REALLY ATTACHED TO THE IDEA OF AN INNOVATION DISTRICT FOR Y'ALL. UH, BECAUSE YOU HAVE A TECHNOLOGY, UH, A TECHNICAL EDUCATION CENTER, AND YOU HAVE A LOT OF GOOD EXPOSURE TO SH ONE 30, AND YOU'VE ALREADY HAVE KIND OF THIS EMPLOYMENT BASE THAT'S STARTING TO SHOW UP. YOU EVEN HAVE A STREET NAMED INNOVATION BOULEVARD. UM, AND SO IT'S KIND OF ASKING FOR THIS EFFORT TO COORDINATE SOMETHING THAT'S MUCH MORE INTENTIONAL, UH, WHERE YOU SEEK TO BUILD PARTNERSHIPS AND LEVERAGE SOMETHING A LITTLE BIT STRONGER. WITH THAT, IT'S DEPEND ON DOWNTOWN MASTER PLAN. THANK YOU. CHANCE? HI COMMISSIONERS. I'M JORDAN FELDMAN AND I'M REPRESENTING SIMPLE CITY DESIGN. AND WE WERE THE LEAD ON THE DOWNTOWN MASTER PLAN PROJECT. UM, ON THE SCREEN IS THE VISION FOR THE DOWNTOWN THAT WAS PRODUCED THROUGH THE ENGAGEMENT PROCESS. AND IT IS DOWNTOWN HU OFFERS A FAMILY FRIENDLY ENVIRONMENT CONNECTED BY SAFE STREETS, WITH A VIBRANT CORE, FEATURING DIVERSE OPTIONS TO SHOP, LIVE AND THRIVE LOCALLY. IT'S THE HIPPO WAY OF LIFE. THIS VISION IS SUPPORTED BY THEMES AND GOALS WITHIN THE CHAPTER OR THE SECTION, UM, THAT ARE SEPARATED INTO [01:10:01] THREE CATEGORIES OF PLACEMAKING, BUSINESS AND DEVELOPMENT. ON THE RIGHT SIDE OF THE SCREEN IS THE FULL CONCEPT FOR THE DOWNTOWN. AND THIS BUILDS ON THE OLD DOWNTOWN MASTER PLAN, BUT IT'S A LITTLE BIT DIFFERENT. WE SPLIT THE, THE DOWNTOWN INTO THREE DISTRICTS. THE CO-OP DISTRICT, WHICH IS THE NEW DOWNTOWN, THE NEW AREA CONNECTED TO THE DOWNTOWN THAT CITY HALL IS IN AND WHERE WE ARE CURRENTLY. AND THEN THE OLD TOWN DISTRICT, WHICH IS WHERE YOUR HISTORIC CORE IS, AND MOST OF YOUR NEIGHBORHOOD RESIDENTIAL FABRIC. AND THEN THE ORAIN DISTRICT, THAT'S SOUTH OF 79. OH. AND THEN ALSO ON THIS MAP ARE FOUR SMALL AREA PLANS THAT WE PRODUCE THROUGH THIS PROJECT. AND I'M ABOUT TO GO OVER ONE OF THEM. SO THIS IS THE E EAST STREET BLOCK CONCEPT, AND IT IS BETWEEN, IT'S IN THE VACANT LAND THAT'S IN BETWEEN E STREET, FARLEY STREET, 1667 AND 79 ON THIS LAND. WE WANTED TO SHOW HOW A VARIETY OF DIVERSE BUILDING TYPES WOULD LOOK AND HOW IT COULD REFLECT THE OLD HISTORIC AREA OF THE DOWNTOWN WITH NEW BUILDINGS. UM, THESE BUILDING TYPES INCLUDED TOWNHOUSES OR ROW HOUSES, FLEX SPACES THAT COULD BE COMMERCIAL OR RESIDENTIAL, UM, APARTMENTS, RETAIL OFFICE. UM, THE HENRIETTA SPACE WAS MADE INTO A PLAZA, AND IT'S WRAPPED WITH A BUILDING THAT COULD BE APARTMENTS, A BOUTIQUE HOTEL OFFICE SPACE. AND THEN WE ALSO INCLUDED PARKING IN THE MIDDLE OF THE CONCEPT TO SUPPORT THE PARKING NEEDS DOWNTOWN. BUT IT'S WRAPPED BY BUILDINGS AND IT ISN'T INTERFERING WITH THE DOWNTOWN LOOK OR FEEL. SO THE DOWNTOWN MASTER PLAN INCLUDES MANY DIFFERENT TOPICS. UM, WE HAVE DOWNTOWN ECONOMICS THAT SHOWS A LOT OF VALUABLE INFORMATION ABOUT TAXABLE VALUES OF PROPERTIES, AGE OF PROPERTIES DOWNTOWN, UM, BUSINESS CHARACTERISTICS AND TOURISM. UM, WE COVERED EVENTS AND TOURISM, ART AND PUBLIC SPACES. HOUSING. WE GIVE A REALLY GOOD DETAIL ABOUT THE CURRENT ZONING AND WHAT KIND OF MISSILE MISSING MIDDLE HOUSING THAT THE CITY CAN PROVIDE THROUGH NEW DEVELOPMENT, UM, CONNECTIVITY THROUGH THE DOWNTOWN AND TO THE DOWNTOWN. THIS INCLUDES SIDEWALKS, CONNECTIVITY TO PARKS AND TRAILS, CONNECTIVITY FROM THE ORG GAME DISTRICT ACROSS TO THE OLD TOWN DISTRICT AND THE CO-OP. SO DIFFERENT ACTION ITEMS, UM, CIVIC SPACES, ACTIVATION OF SPACES, DOWNTOWN SIDEWALKS, HISTORIC PRESERVATION, AND A DOWNTOWN SPECIFIC IMPLEMENTATION AND ACTION PLAN THAT WAS SEPARATED INTO CATEGORIES OF ONE TO THREE YEARS, THREE TO FIVE YEARS, AND FIVE PLUS YEARS BASED ON THE COMPLEXITY OF THE PROJECT. OKAY. THANK YOU. SURE. THIS BRINGS US TO THE, UH, THE CHAPTER THAT IS ADMITTEDLY THE LEAST GRAPHICALLY INTERESTING, BUT PROBABLY THE MOST IMPORTANT, UH, WHICH IS IMPLEMENTATION. AND, UH, SO THIS IS WHERE WE KIND OF LAY OUT, OKAY, WE SAID, WHERE WE'RE TRYING TO GET TO, THIS IS THE CHAPTER. THAT IS THE HOW DO WE GET THERE. AND, UH, WHAT YOU'LL SEE WITHIN THIS IS A VARIETY, UH, IS SOME BEST PRACTICE RECOMMENDATIONS. HOW DO YOU UPDATE THIS PLAN? UM, ANNUAL REPORTING. UM, AGAIN, ACCOUNTABILITY. UH, YOU'RE GONNA HEAR THAT A LOT. AND, UH, AND DECISION MAKING. HOW DO YOU USE THIS TO MAKE DECISIONS? UM, WE ALSO HAVE A, UH, RATHER LONG ACTION ITEM, UH, LIST WITH PRIORITIZATION. UM, WHAT'S KIND OF INTERESTING ABOUT THAT IS THERE ARE, UH, PROJECT BUNDLES. CERTAIN ACTIONS WHEN YOU DO THEM TOGETHER WITH OTHERS ARE MORE IMPACTFUL. IT'S LIKE PLUGGING IN AN AMPLIFIER. UH, SO WE HAVE IDENTIFIED SEVERAL PUB PROJECT BL UH, BUNDLES FOR THAT. UH, AND THEN ALSO WE'VE, UH, FEATURED PERFORMANCE METRICS IN THIS. IN FACT, THERE'S OVER 59 PERFORMANCE METRICS, UH, BECAUSE WE KIND OF SAY ADMISSIBLE GOVERNMENT. UH, WHEN IT COMES TO, TO GOVERNMENT ACTION, YOU ONLY REALLY DO WHAT YOU MEASURE. SO, UH, IF YOU HAVE A WAY OF MEASURING IT, YOU HAVE A WAY OF SHOWING PROGRESS. IF YOU HAVE A WAY OF SHOWING PROGRESS, YOU HAVE A WAY OF DEMONSTRATING THAT YOU DO, THAT YOU'RE DOING WHAT YOU SAID YOU WERE GONNA DO. IT ALSO CAN TELL YOU IF THE ACTIONS ARE NOT HAVING THE DESIRED EFFECT OR IF THERE WAS SOMETHING UNANTICIPATED. UH, WE'RE NOT GONNA SIT HERE AND ACT LIKE THESE PLANS ARE PERFECT. THE MOMENT THAT THEY ARE PRINTED, UH, THE MOMENT THEY ARE PRINTED, THE NEXT DAY THEY WILL BECOME OBSOLETE TO SOME EXTENT BECAUSE SOMETHING WILL HAPPEN. YOU CAN'T HELP THAT. UH, SO YOU WILL FIND THESE, UH, PERFORMANCE METRICS IN THERE. UH, THEY ARE ALL, UH, WE'RE ALL SELECTED BASED ON THE CITY'S CAPACITY TO COLLECT THAT DATA. UH, SO A LOT OF USING OPEN [01:15:01] SOURCE DATA, UH, GIS DATA THAT THEY HAVE READY ACCESS TO AND THEIR OWN LIKE PERMITTING DATA AND THINGS LIKE THAT. UH, SO TRYING TO MAKE THIS WHERE IT'S AN EASY TO USE THING GOING FORWARD, EASY TO REPORT ON, CUZ YOU REALLY EASILY TURN THAT INTO A FRONT FACING, UH, DASHBOARD FOR YOUR WEBSITE. UH, WE HAVE SEEN THE NUMBER OF CITIES DO THAT. WE LIKE SEEING THAT. UM, AND, UH, AND ALLOWS YOU TO KIND OF TELL YOUR STORY AS YOU GO FORWARD. SO WHAT HAPPENS NEXT? UH, WELL, UH, SO NEXT STEPS. UH, SO WE'RE COLLECTING PUBLIC FEEDBACK. THIS IS POSTED ONLINE RIGHT NOW. WE'RE COLLECTING THROUGH JANUARY 13TH. UH, THIS WILL BE GO INTO CITY COUNCIL FOR A DISCUSSION ON JANUARY 19TH. WE'LL MAKE ANY NECESSARY REVISIONS. AND THEN A CITY COUNCIL ADOPTION TENTATIVELY SCHEDULED FOR FEBRUARY 2ND. SO, UH, WE'RE REALLY AT THE, THE TAIL END OF THIS. WE'RE EXCITED ABOUT IT. UM, WE'RE EXCITED THAT PEOPLE ARE EXCITED ABOUT IT. WE'VE SEEN SOME OF THE POSTS THAT HAVE GONE OUT ON THIS. UM, PEOPLE REALLY LIKE HIPPOS HERE. MY GOODNESS, . UM, I KNOW WE'RE JUST JOKING THAT WE COULD PROBABLY COULD HAVE PUT A HIPPO ON EVERY PAGE AND PEOPLE WOULD'VE LOVED IT EVEN MORE. UM, BUT THAT'S OUR PRESENTATION THIS EVENING. UH, IF THERE'S ANY QUESTIONS, HAPPY TO ANSWER. UH, I, I DO HAVE ONE QUESTION. UM, I'VE GOT ALL KINDS OF COMMENTS, BUT THERE'S A PUBLIC HEARING TO UN UNDERSTOOD. I DO HAVE ONE QUESTION. ARE WE GOING TO SEE THIS AGAIN? UH, THAT'S WHY I LIKE TO, YOU, ASHLEY, ARE THIS, IS THIS COMING BACK HERE, SO IT WON'T BE PRIOR TO, BUT IF THERE'S COMMENTS OR THERE'S CONTENT, THINGS THAT YOU'VE NOTICED, CUZ I KNOW I'VE SENT THEM IN, YOU WILL SEE THOSE CHANGES MADE. OKAY. UM, SO GET THOSE TO ME AS QUICKLY AS POSSIBLE SO IT'S, SO WE CAN SHARE THEM WITH THE TWO. SO IT'S NOT GONNA COME BEFORE P AND Z AGAIN, THIS IS, THIS IS IT, SO TO SPEAK. YEAH. EVERYTHING THAT'S GETTING ADOPTED THIS POINT. SO UNLESS YOU HAVE LIKE A MAJOR, YOU KNOW, CHAPTER RIGHT THING, IT NEEDS TO OCCUR OR BE DISCUSSED. UM, ANYTHING ELSE WE'RE COLLECTING THAT DATA AND ANY CHANGES IN THOSE ONLINE COMMENTS? UP UNTIL, UM, GOSH, NEXT WEEK, ARE WE ALREADY THERE NEXT WEEK? YEP. 10, 10 DAYS. AND NEXT FRIDAY, . AND THEN, UM, YOU'LL SEE THOSE CHANGES MADE PRIOR TO THAT COUNCIL MEETING, THEN PRIOR TO FINAL ADOPTION. OKAY. OKAY. JUST WANTED TO CLARIFY. YEAH. ALL RIGHT. SO, UH, YES, UH, THIS DOES CALL FOR A PUBLIC HEARING. SO WITH THAT, I WILL OPEN THE PUBLIC HEARING AT EIGHT 17, READING MY WATCH. RIGHT? IS THERE ANYONE WHO WISHES TO SPEAK ON THIS ITEM? SEEING NO ONE? I WILL CLOSE THE PUBLIC HEARING AT 8:17 PM AND OPEN IT UP TO DISCUSSION FROM THE DIAS. WANNA JUST GO FROM WHERE I'M SITTING LEFT TO RIGHT AND JUST EVERYBODY HAS A CHANCE. GET IT, GO FOR IT. THAT LEFT TO RIGHT, THAT LEFT . I'M SITTING LEFT, LEFT, LEFT. WHERE DO YOU WANT ME TO START? ? UM, WELL, I APPLAUD ALL THE EFFORT FROM EVERYONE INVOLVED. UM, I, I'LL BE HONEST WITH YOU, I, I JUST DOWNLOADED THESE LAST WEEK, SO I'VE NOT REVIEWED EVERY PAGE OF THESE. UM, WHAT I HAVE SEEN IS, IS, IS IMPRESSIVE. UM, WHAT, RIGHT, WHAT I'M DOING RIGHT NOW IS JUST TALKING TO NEIGHBORS AND PEOPLE AND FOLKS. UH, AGAIN, THIS JANUARY 13TH IS LOOMING. I I'VE BEEN ON, THIS IS MY SECOND MEETING. SO, UM, I HAVE, I HAVE BEEN AWARE OF THIS DOCUMENT THOUGH, UM, BEFORE LAST MONTH. UM, BUT THAT'S KIND OF WHAT I'M NOW IS, IS, IS, IS, UH, IS BEING GETTING PREPARED FOR JANUARY 19TH. SO, UM, I DON'T KNOW HOW ACTUALLY HOW THIS WORKS. IF WE HAVE SPECIFIC COMMENTS OR QUESTIONS REGARDING THIS DOCUMENT, SHOULD WE GO THROUGH YOU, THROUGH OUR CONSULTANTS OR DO, ARE WE ALLOWED TO TALK TO CONSULTANTS DIRECTLY? JUST, JUST WHAT ARE THE RULES? OR THAT IF I HAVE QUESTIONS SPECIFICALLY ABOUT SOMETHING, JUST GO TO YOU ABOUT IT. YEAH, EITHER WAY. OR YOU CAN ALSO DO THE ONLINE, UM, COMMENTS OR IF YOU HAVE QUESTIONS, IF YOU WANT A LITTLE BIT MORE BACK AND FORTH, WE COULD PROBABLY JUST WORK THAT OUT AMONGST US. OKAY. YEAH, IT'S GOOD. ONLINE COMMENTS? UH, UH, WHAT ARE YOU REFERRING TO? THERE'S THE ONLINE COMMENT LINK THAT WENT OUT OF, THERE'S ACTUALLY A FULL DASHBOARD. ONE FOR THIS MM-HMM. 2040 SPECIFICALLY. YEAH. SO I WAS CONJUGATE YOU THAT, OH, SORRY. YEAH. JUST FOR THE COMPREHENSIVE CITY COUNCIL MESSAGE BOARD TYPE OF THING. THERE'S NOT ONE FOR P AND Z OR ANYTHING? NO, NO. SORRY. UM, YEAH, I, LIKE I SAID, APPLAUD, LOOKS WONDERFUL. I'VE ONLY BEEN HERE FOR 12, 13 YEARS, UH, BUT GREW UP FOR 60 PLUS YEARS, JUST 25 MILES AWAY. SO, UM, HUDDLES NEAR AND DEAR. AND, UH, I FEEL REALLY GOOD BEING PART OF THIS RIGHT NOW. SO, UH, AGAIN, I'M JUST GONNA FOCUS ON NEIGHBORS, PEOPLE [01:20:01] OR QUESTIONS. TRY TO BE A CONDUIT FOR THEM. UM, AND THEN BE PREPARED FOR JANUARY 19TH. BUT THANK THE CITY STAFF ALSO FORGOT IT'S EFFORT, CONTRIBUTIONS AS WELL. THE NAGGING TO GET THIS DONE. AND FUNDING. YOU NAG? NO, I DID. IT WAS THREE YEARS. IT'S FINE. NO COMMENT. OH NO, IT'S, IT'S A GREAT DOCUMENT. , UH, YOU KNOW, I THINK, UH, THE TIME AND EFFORT'S, UH, VISIBLE IN WHAT'S BEEN PRODUCED, SO, UM, COULD HAVE ADDED A FEW MORE PICTURES TO THE PAGES. I THINK BEYOND THAT THOUGH, NO. UH, I'M GLAD TO SEE THAT THERE'S A GOOD VISION FOR HUK. SO, NO, I, I, I WOULD, I WOULD, UH, REFLECT WHAT EVERYONE ELSE IS SAYING. I MEAN, I KNOW THIS IS SOMETHING THAT'S BEEN NEEDED FOR A WHILE. ASHLEY WAS ABSOLUTE GIDDY WHENEVER THIS BECAME A REALITY. AND, AND I THINK WE WERE JUST AS MUCH CUZ WE, WE WERE SEEING A LOT OF THINGS THAT WERE GETTING DEVELOPED AND THERE WAS NO BIG PLAN TO PULL IT ALL TOGETHER, UM, ESPECIALLY BEFORE THINGS KEPT GETTING DEVELOPED. SO, UH, I'M GLAD THAT WE HAVE SOMETHING THERE KIND OF IN PLACE THAT WE'RE ABLE TO, UM, HELP INFORM SOME OF THE OTHER PIECES. UM, I I, I DID HAVE A QUESTION PROBABLY FOR ASHLEY ON THIS. SO THE WAY FORWARD AFTER THIS IS WE, I KNOW ONE OF THE RECOMMENDATIONS WAS KIND OF RE-LOOKING AT THE THOROUGHFARE PLAN AND THE MOBILITY MASTER PLAN. SO IS THAT SOMETHING THAT'S NOW GONNA BE A FOLLOW ON RE-LOOK BASED ON RECOMMENDATIONS FROM HERE? YEAH, SO THAT IMPLEMENTATION CHAPTER, I'LL BE REAL WITH YOU. I READ EV ALL OF THIS OVER THE CHRISTMAS BREAK. I MAY HAVE BEEN TRYING TO AVOID CERTAIN PEOPLE AND ZERO JUDGMENT. UM, I THINK THAT REALLY READS AS A WORK PLAN FOR MM-HMM. , MY DEPARTMENT. THERE ARE GOING TO BE OTHERS OBVIOUSLY INVOLVED THOROUGHFARE, THE MOBILITY MASTER PLAN'S GOING TO INVOLVE A LOT MORE THAN THAT. BUT I THINK A LOT OF THAT YOU'RE GONNA SEE IF THIS IS ADOPTED AS IT IS, I THINK WHAT YOU'RE GONNA SEE IS THAT'S GONNA BE REFLECTED IN THE UPCOMING BUDGET OF WHAT WE'RE GONNA BE ASKING FOR. CUZ WE HAVE THOSE SHORT, MEDIUM AND LONG-TERM GOALS. THAT IMPLEMENTATION, IMPLEMENTATION CHAPTER. UM, ONE THING TO NOTE IN THERE, AND I CHECKED IT OFF CUZ I FELT GOOD ABOUT IT, WE ALREADY HAVE THE UDC REWRITE FUNDED. SO WHEN WE HAVE, THAT'S ACTUALLY, UM, BEEN IN THERE. SO WHEN WE HAVE A COMPREHENSIVE PLAN ADOPTED, WE CAN GO, UM, RIGHT BACK OUT, GO OUT FOR THAT AND THEN, UM, START ON THAT, WHICH THEN WE PROBABLY WILL HAVE TO HAVE TWO MEETINGS A MONTH. YEAH. UM, JUST TO WARN YOU, AND THEN JUST FOR CLARIFICATION, IF Y'ALL COULD, BECAUSE YOU'RE A SEPARATE BOARD, YOUR CITIZENS, IF YOU HAVE CITIZEN COMMENTS, SUBMIT THOSE ONLINE OR TO ME. BUT IF, IF IT'S AS A P AND Z COMMISSIONER, IF YOU COULD SUBMIT THOSE TO ME SO THAT WE COULD GET THOSE SEPARATE FOR COUNSEL JUST TO SEE IF THERE ARE ANY SEPARATE COMMENTS FROM P AND Z. ONE THING WORTH NOTING TOO, CAUSE YOU MENTIONED THE UDC, IS THAT IT'S NOT PART OF THIS PLAN DOCUMENT, BUT WE ARE ACTUALLY DRAFTING A DIAGNOSTIC REPORT ON YOUR UNIFIED DEVELOPMENT CODE BASED ON THIS. AND HOW MANY PAGES IS THAT? UH, IT'S GONNA, LOOKS LIKE IT'S GONNA LAND AROUND 70 PAGES. WE'VE GOT THOUGHTS. THAT'S NOTHING. WE HAVE THOUGHTS. WE HAVE THAT MANY PAGES OF THOUGHTS TOO. YOU'RE, YOU'RE BETTER THAN I AM WITH THE UDC CUZ I ONLY GAVE, I ONLY CAME UP WITH 12 . WOW. MYSELF. I PROBABLY HAVE, BUT MY COMMENT, IT'S A LITTLE SHORT. IT'S ONLY 420 PAGES. . COME ON. ACTUALLY, WHAT IF AS, AS A, I MEAN I WEAR TWO HATS. I AM A HATO CITIZEN AND I AM A HATO P AND Z MEMBER. WHAT IF I HAVE INPUTS AS A CITIZEN VERSUS MY P AND Z INPUTS? I THINK YOU CAN STILL JUST GO THROUGH YOU. YEAH, I THINK SO. JUST BECAUSE THE WAY THAT YOU'VE BEEN PLACED ON THIS BOARD IS OBVIOUSLY CUZ YOU ARE A CITIZEN. SO I THINK YOU KIND OF HAVE TO WEAR THOSE TWO HATS ALL THE TIME. RIGHT. BUT IF, BUT I WOULD DIFFERENTIATE THEM. I'M THINKING MORE IF YOUR NEIGHBORS HAVE THEM RIGHT. SEND THOSE THROUGH THE ONLINE FORM INSTEAD OF THROUGH ME. OKAY. YEAH. THANK YOU. DIRECT EVERYBODY ELSE THAT YOU MAY TALK TO, TO THE ONLINE PORTION FORM. YEAH, IT'S, SORRY, IT'S NOT A FORM, IT'S JUST THE ONLINE PORTION, UM, THROUGH THE LINK. BUT IF YOU HAVE ANY, YOU THE COLLECTIVE ROYAL, YOU HAVE ANY COMMENTS, JUST GET THOSE TO ME AND WE'LL GET THOSE ADDRESSED IF THERE'S COMMENTS, UM, QUESTIONS. I KNOW WE HAD A FEW QUESTIONS THAT I'VE ALREADY BEEN ABLE TO ANSWER THAT CAME OUT FROM THAT. UM, AND OF COURSE EVEN ON THE STAFF SIDE, WE'VE HAD, I KNOW I'VE BEEN GOING BACK AND FORTH A LOT OF, HEY, WHAT'S THIS? DID WE HAVE THAT CONVERSATION? I THINK WE DID, BUT IT'S BEEN A YEAR, SO I'M NOT A HUNDRED PERCENT THANKS. UM, THE, THE OTHER QUESTION COMMENT THAT, THAT I HAD WAS, UM, ON THE IMPLEMENTATION AND THE STEPS THEREOF, WE HAD THE ONE ONE TO THREE YEAR, THREE TO FIVE AND THE FIVE PLUS. UM, I GUESS I'M A LITTLE CONCERNED BECAUSE THIS IS TAKING LOOK AT 20 YEAR. SO TRANSLATING A FIVE YEAR OR A SIX YEAR PLAN INTO A 20 OR A 25 YEAR PLAN MAY BE A BRIDGE TOO FAR FOR SOME PEOPLE AND MAYBE SPOONFEEDING IT A LITTLE BIT MORE, HEY, [01:25:01] HERE'S HOW WE GET FROM YEAR SIX TO YEAR 20. YEAH. THAT'S SOMETHING THAT'S, THAT'S TALKED ABOUT IN THAT CHAPTER A LITTLE BIT IS IF FIVE YEARS YOU SHOULD BE THINKING ABOUT WHETHER ANY UPDATES ARE NEEDED. BASICALLY YOU DO A COMPREHENSIVE REVIEW AND YOU DECIDE DO WE NEED TO UPDATE THIS PLAN? YES OR NO? IS IT STILL RELEVANT? UH, ARE THERE ACTIONS THAT ARE STILL OUTSTANDING? BECAUSE A LOT OF THOSE ACTIONS ARE ACTUALLY ONGOING ACTIONS WHERE YOU HAVE TO JUST KEEP DOING THIS OVER AND OVER. MM-HMM. . UM, SO THERE'S DEFINITELY AN ASPECT OF THAT ALSO. UH, I HAVE NEVER SEEN A CITY ACTUALLY HIT EVERY SINGLE TIMING THRESHOLD ON ONE OF THESE PLANS. UH, SO IT'LL END UP STRETCHING OUT TOO. I I, I GUESS WHERE I'M GOING IS, YOU KNOW, KIND OF LIKE, UH, PREVIOUS COUNCILS HAD, HOW DOES THIS AGENDA ITEM APPLY TO THE FIVE PILLARS? HOW DOES THIS PROJECT, IS THIS SOMETHING THAT IS GOING TO BE AROUND IN 20 YEARS OR IS THIS SOMETHING THAT WE NEED TO REVISIT EVERY THREE OR FIVE OR SOMETHING LIKE THAT AND KIND OF SPOONFEEDING THE PUBLIC. I GET IT, I'M READING THE WHOLE THING, I UNDERSTAND IT, BUT I THINK WE MIGHT BE ABLE TO GET A LITTLE BIT MORE SUPPORT MM-HMM. IF WE'RE SAYING, HEY, IF WE DO THIS PARK IMPROVEMENT, IT'S GOING TO BE HERE IN 2040. IT'S NOT, WE'RE REDDING THE FIELD, IT AIN'T GONNA LAST 20 YEARS. RIGHT. THAT TYPE OF THING. YEAH. YEAH. I UNDERSTAND WHAT YOU'RE SAYING. AND THAT, THAT'S WHERE IT'S ABOUT HOW YOU, HOW YOU MESSAGE THAT'S THE PUBLIC. EXACTLY. YOU'RE TAKING THESE ACTIONS. UM, OFTENTIMES WE'LL SEE THE COMPREHENSIVE PLAN GUIDING PRINCIPLES WILL GET PULLED INTO A COVER, LIKE FOR YOUR STAFF REPORT COVERS. WE'VE SEEN THAT DONE. UH, WE'VE ALSO SEEN LIKE CATEGORIES CALLED OUT WHERE IT'S LIKE, HOW DOES THIS RELATE TO ADOPTED PLANS AND POLICIES? AND THAT'S SOMETHING THAT YOUR STAFF HAS TO KNOW WHAT NEEDS TO GO INTO THIS. SO THERE'S A, A DOT CONNECTION BACK TO THAT WITHOUT CREATING MORE WORK FOR HER. BECAUSE I SEE THE SIDE EYE, I MEAN TO ME THIS IS ALL ABOUT THE FUTURE OF HU AND IF WE CAN HELP, HELP PUSH THIS OUT TO THE PUBLIC AND SAYING, NO, THIS IS GOING TO BE A, YOU KNOW, WE DO THIS, THE ORGA NATURE PARK, FOR EXAMPLE. WE DO THIS, IT'S GOING TO BE AROUND FOREVER NOW. YOU KNOW, THIS IS SOMETHING WE CAN, YOU KNOW, BE COM UH, COMMUNITY AROUND. IT'S NOT A ONE AND DONE AND, UH, KIND OF WENT TO HELL. NOPE. NO, THIS IS, THIS IS 2050. YOUR GRANDKIDS CAN GO ENJOY THIS. YOU KNOW, THAT TYPE OF THING. YEAH. YOU SAID, UH, THAT THIS, THIS CHAPTER DISCUSSED THAT. WERE YOU TALKING ABOUT THE IMPLEMENT IMPLEMENTED IMPLEMENTATION? YES. OKAY. MY ADHD JUST NEEDED CLARIFICATION. . YEAH. JUST TO CLARIFY A LITTLE BIT. UM, SO THERE IS, THERE'S THE MAIN IMPLEMENTATION CHAPTER THAT'S FOR EVERYTHING. AND THAT ACTUALLY HAS PRIORITIZATION UP TO 10 YEARS. IT GOES A LITTLE BIT BEYOND. UM, JORDAN WAS TALKING ABOUT SPECIFICALLY THE DOWNTOWN CHAPTER. YOU DIDN'T HAVE 10. I THOUGHT I SAW FIVE. IT'S OKAY. YEAH. SO GOING UP TO FIVE THAT'S IN THE DOWNTOWN CHAPTER. OKAY. CAUSE THAT'S A LITTLE BIT MORE NEAR TERM STUFF FOR THE DOWNTOWN. SO THERE ARE KIND OF TWO, THERE'S THE MAIN IMPLEMENTATION CHAPTER AND THEN THERE'S THE DOWNTOWN IMPLEMENTATION AND ACTIONS THAT'S IN THE DOWNTOWN MM-HMM. CHAPTER. SO JUST TO CLARIFY, I'M, I'M, I MUST HAVE YES. SAW FIVE ON BOTH IN MY MIND. YEAH. YES. SURE. THANK YOU. SO I, I KNOW WE WERE GOING DOWN SO I DIDN'T , UM, LOOK AT YOU. I ONLY HAVE, I KNOW THINK I ONLY HAVE THREE THINGS, BUT I'LL PROB WE'LL SEE. UM, FIRST THING, UM, KIND OF EARLY IN, EARLY IN, UM, THE REPORT, UH, PAGE EIGHT, IT WAS KIND OF TALKING ABOUT THE NUMBERS FOR GROWTH. UM, FROM WHAT I'M LOOKING AT, IT'S REALLY ONLY TALKING ABOUT GROWTH FOR THE ACTUAL CITY LIMITS AT THE MOMENT. AND I KNOW EJ IS ONE THING THAT IS PROGRESSIVELY GOING TO GROW, WHICH WILL EXPONENTIALLY GROW OUR, UM, RESIDENT BASE JUST BASED ON AREA. SO I GUESS KIND OF OF THE QUESTION IS, IS THERE A WAY THAT THAT CAN POTENTIALLY GET FACTORED INTO THOSE NUMBERS AND KIND OF THAT ANALYSIS? SURE. AND THAT, THAT ACTUALLY SHOWS UP A LOT MORE IN YOUR UTILITY SYSTEM MASTER PLANS. THEY PULL IN THAT ETJ PERSPECTIVE FOR THEIR MODELING. THE ISSUE WE RUN INTO IS WE HAVE TO PULL OTHER DATA AS WELL FOR OTHER TOPICS. GETTING THAT WHERE IT WOULD COVER THE E T J IS REALLY DIFFICULT. UH, WE'D END UP HAVING TO BREAK DOWN BLOCK GROUPS AND THINGS LIKE THAT. AND THIS WAS REALLY JUST KIND OF SETTING THE, THE STAGE OF WHERE IS THE CITY RIGHT NOW, WHERE HAS IT BEEN? UH, WE STARTED LOOKING TOWARDS PROJECTIONS WITHIN THOSE UTILITY PLANS AND THINGS LIKE THAT. UM, BUT THAT'S A HARD THING FOR US TO I TO SPECIFICALLY IDENTIFY IN THE E T J, UH, AS FAR AS ET J POPULATION. YEAH. AND I, AND I THINK OBVIOUSLY I UNDERSTAND THAT. I THINK IT WAS JUST MORE OF, I MEAN AS YOU'RE SHOWING THE PROJECTIONS, JUST TRYING TO FACTOR IN A LITTLE BIT OF, AND I MEAN IT, IT CAN EVEN BE BASIC PERCENTAGE GROWTHS, BUT FACTORING IN THE, THE IN-STATE SPACE OF HU INCLUDING E [01:30:01] T J, CUZ WE'LL PROGRESSIVELY OVER 20 YEARS POTENTIALLY BE AT THE EXTENT OF OUR E T J, WHO KNOWS. SO SHOWING THAT END STATE TO INCLUDE THAT MM-HMM. AND OBVIOUSLY THERE'S PROBABLY NO ANALYSIS FOR IT, BUT SOME KIND OF, CUZ WE REALLY WANT TO SHOW IF WE'RE SHOWING WHAT 2040 LOOKS LIKE, WE WANT TO SHOW WHAT THE ACTUAL CITY POPULATION WOULD FULLY LOOK LIKE. AND WAS WASN'T THAT KIND OF CAPTURED ON THE WATER WASTEWATER WITH THE L U E PRO PROJECTION? YEAH, I THINK IT WAS ON THOSE I WAS JUST TALKING ABOUT AT THE BEGINNING OF THE MM-HMM. . YEAH. FIRST FEW PAGES KIND OF UPFRONT. JUST MAKING SURE THAT IT'S KIND OF SHOWING THAT MM-HMM. BECAUSE WE WANT, WE WANT PEOPLE TO REALIZE THAT, I MEAN IF WE'RE JUST TALKING ABOUT WHERE WE'RE CURRENTLY AT, I MEAN OUR NUMBERS ARE GONNA BE MUCH SMALLER. I MEAN WE MIGHT BE AT 40 OR 50,000 PEOPLE BUT IN REALITY WE'RE GONNA BE A HUNDRED THOUSAND PEOPLE. YEAH, PROBABLY. SO JUST MAKING SURE THAT THAT'S STATED. UM, REAL QUICK, THE OTHER ONE, OH, SO WHEN IT WAS TALKING ABOUT OTHER PLANS, I KNOW FOR SURE THAT, I MEAN AS PART OF THE CPAC YOU GUYS REFERENCED A TON OF STATE AND COUNTY PLANS AS WELL FROM TRANSPORTATION TO WHATEVER. I JUST, THOSE AREN'T REALLY LISTED IN, I KNOW PAGE NINE HAD A BUNCH OF THE DIFFERENT PLANS. MM-HMM. , I WOULD JUST RECOMMEND TRYING TO ADD MAYBE A FEW MORE OF THOSE TARGETED PLANS IN THERE SO THAT WAY WHEN PEOPLE ARE READING THROUGH IT, THEY REALIZE, CUZ RIGHT NOW IT'S REALLY JUST THE CITY PLANS LISTED. SO IF YOU HAVE MORE OF THE WIDER PLANS THAT WERE REFERENCED, I THINK THAT WOULD BE A HUGE WIN LATER ON. SO WE CAN KNOW THAT THERE WERE NUMEROUS WIDER RESEARCH DATA. YEAH. WHAT WE COULD DO IS, IS ACTUALLY JUST CALL THAT OUT AS LIKE A A, YOU KNOW, THEY WOULD NICHE GET THEIR OWN FEATURE. CAUSE OTHERWISE THIS THING WOULD BE EVEN LONGER MM-HMM. . OH YEAH. BUT YOU KNOW, JUST SOMETHING THAT SAYS ALSO, YOU KNOW, CAUSE THESE ARE JUST THE CITY ADOPTED PLAN BUT ALSO MEANT JUST MENTIONING, YOU KNOW, THIS DID INVOLVE REVIEW OF MULTIPLE OTHER PLANS, COORDINATION WITH OTHER ENTITIES, THINGS LIKE THAT. MM-HMM. , THAT'S DOABLE. AND THEN I, I'LL STICK WITH THREE. AND MY LAST QUESTION WAS TRANSIT. SO TRANSIT WAS SOMETHING THAT WAS BROUGHT UP A LOT IN COMMENTS AND, AND CPAC DISCUSSIONS, BUT IT SEEMED TO BE MISSING QUITE A BIT IN THE FINAL REPORT. CAUSE YEAH, THAT'S ABOUT BOTH INTERNAL TRANSIT AND CONNECTING TO THE REGION. YEAH. SO YOUR YOUR YOUR CONNECTION TO THE REGION, UH, AND THIS WAS FOCUSED ON GETTING YOUR THOROUGH FOR YOUR PLAN. RIGHT. CUZ THAT THING WAS NOT, NOT GOOD. UM, AND, BUT THAT'S THE REASON FOR THE, THE MOBILITY AC MOBILITY PLAN RECOMMENDATION. THE STANDALONE IS THAT'S USUALLY WHERE YOU PICK UP THE TRANSIT DEVELOPMENT PLAN TYPE OF EFFORT. UM, Y'ALL'S PATH, THE TRANSIT'S NOT GONNA BE EASY HERE. UH, CAUSE YOU HAVE TO FIGURE OUT, YOU KNOW, HOW DO YOU FUND IT. UM, BUT YOU ALSO HAVE A LOT OF MODELS IN THE REGION MM-HMM. , UH, FOR THAT. SO WE DEFER THE TRANSIT CONVERSATION TO THAT FUTURE PLAN EFFORT. REALLY. , , UH, I THINK THAT, UH, Y'ALL HAVE ALL JUST DONE A FABULOUS JOB ON IT. I MEAN IT'S SO MUCH DETAIL IN EVERYTHING AND I'VE BEEN SHARING IT WITH UH, I'M ON THE BOARD OF DIRECTORS OF OUR HOA FOR MY NEIGHBORHOOD AND SO SHARING IT WITH THE OTHER DIRECTORS AND EVERYONE AND UH, WE'RE TAKING IT TO OUR NEIGHBORS AND REVIEWING IT AND SO WE'LL BE BRINGING SOME COMMENTS AND SUCH BACK. BUT UH, KUDOS. GOOD JOB. OKAY. UM, SO I HAVE SPOKEN TO A LOT OF PEOPLE ABOUT THE SOUTH CORRIDOR AND WE ABSOLUTELY LOVE HAVING SOME OF THE PATHWAYS AND STUFF THAT ARE DOWN THERE. SO, UM, OVERALL THIS PLAN IS AMAZING. BUT IT'S DEFINITELY BEEN HELPFUL WITH THE FACT THAT THE CONSTRUCTION IS ALREADY HAPPENING IN SO MANY AREAS THAT WE'RE ABLE TO SHOW, OKAY, THIS IS WHERE IT'S GOING. THIS IS WHY WE'RE DOING WHAT WE'RE DOING NOW BECAUSE THIS IS WHERE IT'S GOING. SO GREAT JOB. THANKS. JUST ONE WORD COMES TO MIND. COMPREHENSIVE. THERE'S A LOT, A LOT TO THIS . UM, I LIKE TO U UTILIZATION OF THE FUTURE LAND USE MAP THE CORRIDOR COMMERCIAL ALONG THAT FUTURE SOUTHERN LOOP. UM, I WAS A LITTLE NERVOUS THAT WE WEREN'T GONNA UPDATE UDC. I KIND OF FORGOT ABOUT THAT. OH NO. THESE ARE GREAT TO HAVE. IT'S A GENERAL IDEA OF WHAT WE WANNA DO. BUT YEAH, THE UDC TO SET THAT IN STONE. IF I WILL TELL YOU AS SOON AS THIS GETS ADOPTED, THE INTERNAL CONVERSATIONS ARE THE NIGHT THAT THIS GETS ADOPTED. THE NEXT DAY I'M SUPPOSED TO HAVE AN RFQ READY FOR REVIEW OKAY. TO GO ON THE NEXT AGENDA. OKAY. LIKE, UH, THERE'S NO WAIT, . OKAY, GOOD. THERE'S NO CHILL BECAUSE THIS YEAR IT'S GOLD. AND THEN, UM, I JUST HAVE SOME, THERE'S JUST SOME TYPOS AND SOME FORMATTING ISSUES. I'LL, I'LL SHOOT OVER TO YOU. AWESOME. UM, YEAH, THAT'S ALL I GOT. I HAD ONE LAST THING. KIND OF WHAT RICK OR COMMISSIONER SAYING IS THAT AGAIN THIS IS THIS 20, 25 YEAR PLAN. DO WE AS A BODY OR THE CITY OR STAFF HAVE A SCHEDULED REVIEWS A QUARTERLY, YEARLY OR WHATEVER? AND SO WE DON'T CURRENTLY THERE IS SOMETHING IN THE CHARTER THAT P AND Z'S SUPPOSED TO GIVE SOMETHING TO COUNCIL ONCE [01:35:01] A YEAR. MM-HMM. , I THINK WE'VE DONE THAT TWICE. COVID HAPPENED IN THE MIDDLE OF ALL OF IT. MM-HMM. . UM, SO WE ARE DUE FOR ANOTHER OF, YOU KNOW, KIND OF WHAT DID WE DO LAST YEAR MM-HMM. , UM, NOW THAT WE ARE BACK AFTER A PANDEMIC. BUT THAT'S PART OF THAT IMPLEMENTATION CHAPTER IS TO SAY, HEY, WE'RE GONNA GO THROUGH AND ACTUALLY SHOW WHAT WE'RE DOING THAT MEETS IT. SO I KNOW MY STAFF REPORTS RIGHT FROM MY TEAM WILL CHANGE TO SHOW WHAT ARE WE IMPLEMENTING FROM, YOU KNOW, WHAT ARE WE HITTING ON THIS COMP PLAN WITH THIS APPLICATION. AND IT MAY NOT BE FOR EVERYTHING. I MEAN SOME OF THE PLATS ARE GONNA REALLY TIE BACK TO THE ZONING. IT'S NOT SO MUCH TO BE COMPREHENSIVE, IT'S JUST THAT WE'RE DOING SOMETHING. ABSOLUTELY. AND AS THIS IS A LIVING DOCUMENT, WE THE LIVING BODY WILL LEARN HOW. BUT THAT'S WHERE I THINK THAT DASHBOARD AND YOUR DIAGNOSTICS WILL BE A CRITICAL TOOL FOR US. SO NOT ONLY FOR YOURSELF BUT TO HELP US, YOU KNOW, DETERMINE AGAIN, IT'S A 20, 25 YEAR PLAN, WHATEVER WE'RE DOING THESE FIRST 2 1, 2, 3 YEARS. RIGHT. SO THE BIGGEST PART IS GONNA BE FOR EVERYBODY ELSE GOING FORWARD. AND I THINK THERE IS SOMETHING, I DON'T HAVE MY COPY IN FRONT OF ME. THE IMPLEMENTATION CHAPTER ACTUALLY SAYS WE NEED TO GO THROUGH, UM, AS A GROUP AND SAY HERE'S WHAT WE SUGGEST GETS CHANGED. AND THAT MAY NOT BE ON A YEARLY BASIS, THAT MAY BE EVERY OTHER YEAR OR SOMETHING. BUT THEN ONCE WE GET TO THAT FIVE, SIX YEAR PLAN, I WILL BE LOOKING AT A BUDGET TO SAY HEY, WE NEED TO PROBABLY UPDATE THIS AGAIN. WE'VE HAD CHANGES THAT WE ACTUALLY THINK THAT SOMEHOW I DO NOT KNOW HOW THIS COULD BE, WOULD BE INCORPORATED. BUT AS A SPIRIT OF THE LAW, SPIRIT OF THE, OF THE INTENTION HERE IS THAT WE HAVE SOME GOING FORWARD REVIEW ABSOLUTELY. OF HOW WE REVIEW IT. I MEAN IT'S ALMOST LIKE A REVIEW OF THE REVIEW YEAH. , BUT DOCUMENT THAT SOME WAY THAT WHETHER IT'S IN THE PLAN OR THE 2040 PLAN OR IT'S JUST SOMETHING P AND Z DOES OR IT'S THROUGH THE CHARTER OR THROUGH THE CITY COUNCIL DIRECTION, I THINK WE ADD IT TO WHAT IS ALREADY REQUIRED OF P AND Z AND THE CHARTER, WHICH DOES SAY MAKE SURE THAT YOU GUYS ARE BEHA, YOU KNOW, YOU'RE GETTING THIS COMPREHENSIVE PLAN DONE. CAUSE I THINK THAT'S WHAT I HAD HEARD WAS THE MAIN DRAWBACK TO THE LAST TIME THAT STAFF DID A FULL COMPREHENSIVE PLAN. WHICH LET'S BE HONEST, EVEN ON THE 2015 VERSION, I THINK THE LAST TIME THAT IT WAS DONE PRIOR TO THEN WAS PROBABLY 2008, 2009 WITH THE GROWTH GUIDANCE PLAN. MM-HMM , IT'S BEEN NEARLY TWO DECADES SINCE WE HAVE HAD THIS LEVEL OF WORK GO INTO A COMPREHENSIVE PLAN. WELL AND AS YOU STATED, ONCE YOU HIT PRINT, SOMETHING CHANGES IN THIS DAY AND, BUT WELL EVEN WHEN THIS WAS, WE'RE NOT DOING IT DAILY, BUT I'M JUST SAYING YOU GET ACCUMULATION. I THINK THE WEEK BEFORE THIS WENT LIVE WITH THE DRAFT I WAS EMAILING, HEY THE EDC HAS THIS PROJECT, WE NEED TO CHANGE THIS ON THE FUTURE LAND USE MAP. SO THIS WAS A LIVING, BREATHING DOCUMENT EVEN WHILE IT WAS IN PRODUCTION. BUT ABSOLUTELY I THINK THAT'S SOMETHING THAT UM, WE NEED TO PRIORITIZE AS, AND I'LL BE BETTER ABOUT ALSO ENSURING THAT WE PRIORITIZE, UH, FOR THE PLANNING AND ZONING COMMISSION TO HEY, WE'RE GONNA REVIEW THIS AND WE'RE GONNA SEE WHAT WE'VE DONE AND WE'RE GONNA ACTUALLY PROMOTE WHAT WE'VE DONE. AND I THINK, UM, GO AND START BRINGING THAT BACK TO COUNCIL AGAIN. SO WE, WE PROVIDE A ANNUAL REPORT. CORRECT. UM, ROLLED UP WITH THAT, SHOULD WE BE PROVIDING OUR RECOMMENDATION TO COUNCIL SAYING HEY, IT'S BEEN FOUR YEARS, WE NEED TO BUDGET THIS COMING YEAR. MM-HMM FOR THE MOBILITY PLAN, THE WASTEWATER PLAN, WHATEVER THE CASE MAY BE. AND WE INCLUDE THAT IN OUR URINE REVIEW. I THINK THAT COULD HELP. YEAH. IF WE SEE SOMETHING LIKE THAT, WE CAN SAY IT. EVEN IF IT'S NOT WITHIN TECHNICALLY DEVELOPMENT SERVICES. I KNOW THAT'S SOMETHING THAT WE TALK ABOUT ON STAFF AS WELL. YEAH. I CAN'T JUST THINK OF MY AREA. YOU HAVE TO THINK OF THE CITY AS A WHOLE. YEAH. I THINK THAT'S ANYTHING THAT THIS COMMISSION THAT IMPACTS THE COMPREHENSIVE PLAN. OKAY. IF WE SAY, HEY, YOU KNOW, IT'S, IT'S 2025, WE NEED TO LOOK AT THE WASTEWATER PLAN AGAIN OR WHATEVER THE CASE MAY BE AND WE JUST INCLUDE THAT AS PART OF THE P AND Z REPORT. CUZ I REALLY CAN'T THINK OF ANY OTHER BOARD OR COMMISSION THAT WOULD COVER IT. RIGHT. YEAH. I WOULD THINK THAT WOULD BE TOTALLY ON POINT. AND THAT'S SOMETHING IN THAT IMPLEMENTATION PROCESS OF JUST, HEY, WE NEED TO MAKE SURE THAT WE'RE CONTINUALLY CHECKING BACK IN WITH THIS. SO THIS ISN'T A BEAUTIFUL COMPREHENSIVE PLAN BUT THEN SITS ON A SHELF'S JUST SITTING HERE. YEAH. RIGHT. THIS IS SOMETHING THAT WE ACTUALLY, I THINK THAT'S WHERE SOAR GETS BACK INTO IT. WE NEED TO MAKE SURE THAT WE ARE ACTUALLY IMPLEMENTING THIS AND GETTING SOMETHING DONE OUT OF THIS PLAN THAT WE'VE PLAYED IN. WELL, ESPECIALLY SINCE WE'RE THE FINAL ON PLATS AND STUFF NOW, INSTEAD OF IT HAVING TO GO TO COUNCIL, I THINK THAT'S AN EXTRA MM-HMM. STEP FOR US TO MAKE SURE THAT WE'RE DOING THINGS CORRECTLY AND WHAT YOU'RE FOLLOWING WHAT, WHAT THE CITIZENS WHAT AND WHAT Y'ALL WORKED SO HARD FOR. SO I LIKE IT. YEAH. AND THIS IS LIKE WHAT WE SEE OFTEN SEE AS A BEST PRACTICE. A LOT OF TIMES THAT WE SEE THAT ANNUAL REPORT GETS KIND OF PUT TOGETHER. YOU KNOW, CAUSE Y'ALL, Y'ALL DO APPOINTMENTS IN JANUARY? IS THAT WHEN NEW PEOPLE ARE SEATED TYPICALLY? UM, NO. ALL THE TIME. OH, THAT'S EXCITING. IT'S ON EVERY AGENDA. OH. MM-HMM. THAT'S REALLY EXCITING. , THERE'S AN ANNUAL, LIKE WHERE, WHERE BOARD COMMISSION MEMBERS ARE, ARE RE-UPPED. A LOT OF TIMES WE SEE THE, THE ANNUAL REPORT PUT TOGETHER JUST BEFORE THAT. UH, SO THAT IT'S SOMETHING THAT THE PASSPORT GETS TO SEE, BUT IT'S ALSO USED AS AN ORIENTATION ITEM FOR YOUR NEW COMMISSIONERS. UH, AND THEN A LOT OF TIMES WE'LL SEE AROUND THE TIME BUDGET WE EVENTUALLY CALL BUDGET SEASON. MM-HMM. , UH, WHICH USUALLY STARTS [01:40:01] SOMETIME AROUND SPRING BREAK. UH, IT'S A GOOD TIME FOR THE P AND Z TO HAVE A CONVERSATION ABOUT WITH THE STAFF ABOUT HEY, WHAT ARE THE THINGS THAT WE THINK WE WANNA TACKLE NEXT FISCAL YEAR, UH, FROM THE PLANNING PERSPECTIVE. AND, UH, THAT'S A GOOD TIME TO GET OP GET INPUT GIVES UH, GIVES YOUR, YOUR DEVELOPMENT SERVICE DIRECTOR A LITTLE MORE GRAVITAS WHEN THEY WALK INTO THOSE BUDGET MEETINGS AND THEY CAN SAY, HEY, I'VE ALREADY GOT BOARD COMMISSION FEEDBACK ON THIS. YEAH. AND, AND IT GIVES US A LITTLE BIT MORE LEAD TIME THAN I'VE SEEN IN THE PAST. YEAH. YOU KNOW, WHERE IT'S, OH HEY, YEAH WE SHOULD PROBABLY DO THE, YOU KNOW, 2017 MASTER MOBILITY PLAN. WELL WE'VE GOT A MONTH LEFT TO BUDGET IT. GOOD LUCK . YEAH. SO WITH THAT, ANY FURTHER QUESTIONS, COMMENTS, OR DISCUSSION THEN? JUST CUZ I WANT TO, I AM GOING TO MAKE A MOTION THAT WE RECOMMEND TO CITY COUNCIL APPROVAL OF THE HA. SO 2040 COMPREHENSIVE PLAN. SECOND. ALL RIGHT. SO WE HAVE A MOTION BY COMMISSIONER HUDSON, A SECOND BY COMMISSIONER BOYER. ANY QUESTION, DISCUSSION ON THE MOTION? ALL RIGHT. ALL IN FAVOR SAY AYE. AYE. AYE. ALL OPPOSE. SAME SIGN. MOTION PASSES. SEVEN ZERO . COME HERE. RECESS. NO, I'M JUST KIDDING. . WE WON ALL GO HOME. OKAY. SO THE LAST THING I THINK WE HAVE, UM, I THINK WE'VE GOT DIRECTOR'S REPORT. I DON'T HONESTLY HAVE TOO MUCH FOR YOU BECAUSE WE HAVE THE ENTIRE COMPREHENSIVE PLAN TONIGHT, . UM, BUT CERTAINLY IF YOU DO HAVE ANYTHING, PLEASE GET ME YOUR COMMENTS. UM, AND THEN PLEASE CHECK WITH NEIGHBORS. ANYBODY ELSE SHARE? I'VE PUT THE LINK OUT THERE, UM, THROUGH OUR COMMUNICATIONS TEAM. UM, JUST TRYING TO GET AS MUCH BACK, CUZ I KNOW AS A FRIDAY IT WENT LIVE, BUT THAT AS, AS A FRIDAY WE DIDN'T HAVE ANY COMMENTS BACK. SO I THINK SOME OF 'EM ARE STARTING TO ROLL IN. UM, BUT WE CERTAINLY WANT TO GET A FEEL. I KNOW THAT NOT EVERYBODY'S GOING TO AGREE. UM, AND THAT WAS KIND OF THE POINT OF, YOU KNOW, I KNEW WHERE WE HAD COME FROM, WE'D BEEN HERE FOR SOME OF IT. AND I THINK THE HARD CONVERSATIONS ARE NECESSARY SO THAT WE CAN TRY TO MOVE FORWARD CUZ A PLAN IS BETTER THAN NO PLAN AND WE KNOW THAT GROWTH IS COMING AND SO WE NEED TO PLAN FOR THAT. UM, RATHER THAN JUST GOING, OH NO IT'S HAPPENING AGAIN . SO JUST SHARE UH, COMMISSIONER MORRIS, YOU HAD A QUESTION? UM, JUST, UM, A CLARIFICATION, UH, AS A CITIZEN AND WITH A DISCLAIMER THAT I AM ON THE PNC BOARD, IS IT ALL RIGHT FOR ME TO POST THESE LINKS, THESE COMMENT LINKS ON MY SOCIAL MEDIA? ABSOLUTELY. OKAY. ABSOLUTELY. YEAH, PLEASE DO. I MEAN I SHARED 'EM ON MY OWN. OKAY. UM, AND MY FRIENDS KNOW THAT I'M, MY DAD'S A DRILL SERGEANT, I WANNA KNOW THE RULES. YEAH. NO I DID. I WAS LIKE, I AM SO PROUD OF THIS TEAM. SO YEAH, ABSOLUTELY. I WANT EVERYBODY TO RESPOND. OKAY. EVEN IF IT'S SOMETHING THAT YOU KNOW, WE CAN RIGHT. GET BETTER AT OR I DON'T REALLY LIKE THIS OR I KNOW THAT THERE IS A LITTLE BIT OF PUSHBACK BECAUSE WE ARE GROWING AND THAT'S BEEN, UM, A LOT DIFFERENT THAN WHAT HADDO HAS BEEN DOING CUZ UM, IT REALLY STARTED TO HIT. I MEAN I REMEMBER GETTING HERE IN 2018 AND I'M LIKE, WE'RE A LITTLE BUSY AND THEN IT TOOK OFF EVEN THROUGH THE PANDEMIC. SO CERTAINLY I THINK THAT WE'RE GONNA HAVE SOME OF THOSE COMMENTS AND UM, SOME HARDER CONVERSATIONS. BUT I, AGAIN, I THINK HAVING A PLAN IS BETTER THAN NOT HAVING ANY PLAN AT ALL TO DEAL WITH WHAT WE'VE GOT COMING TOWARDS US. AND LET'S MAKE IT HUDDLE. GREAT. SO I'VE GOT THREE QUESTIONS. MM-HMM. , UH, NUMBER ONE, UH, THE ANNUAL REPORT FOR P AND Z SINCE IT WAS JUST MENTIONED. UM, DO YOU NEED ANYTHING? I'LL HAVE ANGEL SCHEDULE US A MEETING. OKAY. GOOD DEAL. UM, NUMBER TWO, UH, JUST A REMINDER, UH, P AND ZS A NOT A PSA, UM, TOMA. YEAH. ONLINE TRAINING. YEAH, IT'S JANUARY. IT'S A NEW YEAR. YEAH. PLEASE GET YOUR OPEN RECORDS. GO MAKE, GO, MAKE IT HAPPEN. , IF YOU NEED A LINK FROM THE CITY SECRETARY AGAIN, LET ME KNOW OR JUST RESPOND BACK TO ANY OF THE EMAILS FROM ANGEL. WE CAN GET YOU THAT LINK AND MAKE SURE THAT YOU'RE UP TO DATE. AND NUMBER THREE IS, UM, AS FAR AS SCHEDULING GOES, LAST MONTH WE PUT OUT THE CALENDAR FOR 2023 P Z YOU KNOW, I PLUGGED ALL THE DATES INTO MY PHONE. JUST RECOMMEND YOU UH, GO BACK, TAKE A LOOK AT IT, MARK IT ON THE CALENDAR CUZ IT'S A NEW YEAR. IT'S A NEW CALENDAR. IT WAS IN THE LAST PACKET. IF YOU NEED IT, LET ME KNOW. CAUSE I THINK WE HAD THAT ONE. NO, WE JUST CHANGED IT FOR YEP. I DON'T THINK WE HAD ANY CONDITIONS ON IT. UM, LET ME KNOW, I CAN GET YOU A LINK, UH, PDF DOWNLOAD AS WELL. WE DID HAVE A CONDITION IF WE NEEDED TO, [01:45:01] IF WE NEEDED TO COME BACK FOR DO A SPECIAL MEETING. YEAH, RIGHT. THAT IT WAS GONNA BE AN OPTION. YEP. YEP. AND THAT YEAH, YOU'RE RIGHT. WE HAD A DISCUSSION ON THAT HAPPEN ONCE WE GET INTO THE UDC. SO WE HAVE ONE WORK SESSION ON ONE REGULAR. YEAH. THAT'S ALL I HAVE FOR YOU. HAPPY NEW YEAR. THANK YOU SO MUCH FOR BEING HERE. OKAY, LET'S GET SOME THINGS DONE IN 2023. I HAVE LIKE, I HAVE AN IMPLEMENTATION PLANNING INSTEAD OF, OF SITTING AROUND ALL DAY. , YOU WANNA TURN THIS? ALL RIGHT. SO, UH, WITH THAT SAID, I BELIEVE IT IS TIME THAT WE ADJOURN THIS MEETING AND THE PLANNING AND ZONING COMMISSION AT 8:45 PM. * This transcript was created by voice-to-text technology.
