[(EDC) Board Meeting/(CDC) Board Meeting] [00:00:03] ALRIGHT. THE TIME IS SIX 30 AND I CALL THIS REGULARLY SCHEDULED HIDO ECONOMIC DEVELOPMENT CORPORATION, TYPE A AND TYPE B BOARD OF DIRECTORS MEETING TO ORDER. ROLL CALL PLEASE. YEAH. GOOD. SORRY. VICE CARLSON PRESENT. SECRETARY CLANCY. HERE. TREASURER HERE. UNDERSTAND. BOARD MEMBER SNYDER. HERE. BOARD MEMBER CLARK. HERE. BOARD MEMBER COLEMAN. HERE UNDER THE PLEDGE. MY PLEDGE. ALLEG TO THE FLAG OF THE UNITED STATES OF AMERICA TO THE REPUBLIC FOR IT STANDS, ONE NATION UNDER INVISIBLE WITH LIBERTY, JUSTICE DRAW. HONOR THE TEXAS FLAG PLEDGE TO LEAD TO THE TEXAS ONE STATE HONOR ONE. AND INVISIBLE. ALL RIGHT. ITEM FOUR, PUBLIC COMMENT. UH, DO WE HAVE ANYBODY SIGNED UP FOR THAT? NO. OKAY. UM, SO BEFORE WE GET INTO, UM, THE AGENDA, UM, IF THERE ARE ANY ITEMS THAT WOULD LIKE TO, OR THAT ANYBODY WOULD LIKE TO MAKE A MOTION TO MOVE, UM, I'D BE HAPPY TO ENTERTAIN THOSE. UM, I WILL WANT TO MOVE TSTC AND THE BUDGET PIECE UP, JUST THAT WAY WE CAN GET THEM OUT OF HERE AND THEY DON'T HAVE TO WAIT ON US. UM, THAT'S WHAT I'VE GOT. SO WHAT, WITH THAT BEING SAID, DO WE HAVE TO MAKE A MOTION ON THAT? MOVE UP? EIGHT ONE AND 82. SO I'LL MAKE THAT MOTION TO MOVE UP. EIGHT ONE AND 82. SORRY. NOW ARE THERE ANY OTHER ITEMS WE WANNA MOVE AROUND? YEAH, I'D LIKE TO MOVE, UM, ITEMS 11, ONE OUTSIDE OF EXEC. OKAY. SO WE'RE GONNA, LET'S MOVE THAT UP AFTER THE PRESENTATIONS. WE CAN DO THAT FIRST IF YOU WANT. YOU GUYS WANNA DO THAT FIRST? YEAH, THAT'S FINE. FINE. I'LL MOVE. UM, ITEM 11 ONE UP TO, UH, NOW IF THAT'S POSSIBLE. , . AND THEN WITH THAT YOU'RE ALSO, YOU HAVE, YOUR MOTION INCLUDES 81 AND 82. CORRECT. OKAY. ALL RIGHT. SO WE HAVE A MOTION TO MOVE 11 180 1 AND 82 UP. IS THERE A SECOND? SECOND. ALL RIGHT. WE HAVE A MOTION BY TREASURER LUCAS. SECOND BY BOARD MEMBER CLARK. WE CAN GET A ROLL CALL TREASURER LUCAS. AYE. BOARD MEMBER SNYDER. AYE. BOARD MEMBER CLARK. AYE. BOARD MEMBER COLEMAN. AYE. AYE. CARLTON. AYE. SECRETARY. THANK YOU. AYE. ALL RIGHT. 11 ONE, DISCUSS AND CONSIDER ACTION TO APPOINT A NEW H E D C BOARD CHAIR OR INTERIM CHAIR AND SPECIFY THE TERM. DO YOU WANNA SET IT UP? MAYBE THANK MIKE OR, OH, YEAH. UM, SO, , SORRY. UM, SO, UM, CHAIR ARIS MENDEZ HAS, UH, RESIGNED FROM THE BOARD. SO, YOU KNOW, HE SPENT, UH, A DECENT AMOUNT OF TIME AS THE CHAIR AND, UH, YOU KNOW, WANNA THANK AND APPRECIATE HIM FOR HIS TIME ON THE BOARD AND, UH, SERVING THE EDC, UM, WISH HIM THE BEST OF ENDEAVORS, YOU KNOW, FOR WHATEVER HE'S CHOOSING TO DO PERSONALLY. AND WITH THAT, UM, YEAH, THE FLOOR IS OPEN. YEAH, SO GO AHEAD. YOU WANNA SAY SOMETHING? YEAH, MY THOUGHT WAS, UM, WE WOULD JUST DO AN INTERIM CHAIR, BUT DO IT TO EXPIRE ON, UH, JUNE 30, JUNE 30TH, BECAUSE, UM, WE NORMALLY DO THE NEW TERM IN THE JULY MEETING ANYWAYS FOR ANOTHER ONE YEAR TERM. AND WE ALSO SHOULD HAVE OUR FULL BOARD, WE'LL BE A FULL BOARD BY THEN AND ANY APPOINTMENTS AND EVERYTHING. AND SO IN JULY WOULD BE THE, THE FIRST JULY MEETING WOULD BE THE FIRST, UH, WE'D BE THE NEW BOARD WITH ALL THE NEW TERMS AND EVERYTHING BASED ON WHAT EXPIRES AND EVERYTHING. I SEE YOUR POINT WITH THE BOARD, I MEAN, WITH THE, THE TERM. UM, BUT I WILL SAY THAT THE NEW PERSON COMING ON BOARD, I MEAN, W WHEN I THINK OF A CHAIR, I THINK OF THEIR EXPERIENCE WITH, NOT JUST WITH THE CADENCE OF, UM, OUR BOARD, BUT NOT ONLY, BUT HAVING THE EXPERIENCE WITH OUR BOARD AS WELL. AND I DON'T KNOW IF IT WOULD CHANGE NECESSARILY MY, UM, NOMINATION OR WHO I THINK WOULD DO REALLY WELL AS THE, THE CHAIR GOING FORWARD. SO WE CAN MAYBE APPOINT ONE NOW MM-HMM. , AND THEN, AND JU WHEN THE TERM COMES UP, WE CAN REELECT IF, IF I'M OKAY WITH THAT. BUT YEAH, I JUST, WHY I PUT AN INTERIM NECESSARILY INTO THE, SO I'LL MAKE A MOTION TO APPOINT, UH, DON CARLSON AS CHAIR. SEAN LUCAS IS VICE CHAIR. NO, WE DON'T HAVE THE VICE CHAIR ON THE AGENDA. I THINK WE HAVE TO, RIGHT? IF WE HAVE A VACANCY? NO, JUST THE CHAIR. IT'S JUST, YOU HAVEN'T ACCEPTED YET, SO THERE IS NO VACANCY UNTIL YOU ACCEPT. NO, THAT'S A GOOD POINT. ALL RIGHT. DON CARLSON AS CHAIR THEN WILL BE THE [00:05:01] MOTION. THEN I'LL SECOND THAT MOTION. OKAY. MY REASON FOR DOING THIS IS I, I DON'T, I'M NOT ONE THAT WE CAN'T MAKE ANY ACTION UNTIL WE HAVE A FULL BOARD, BECAUSE IF WE DO THAT, I MEAN, GOVERNMENT IN GENERAL, THIS IS HOW WE'RE SUPPOSED TO OPERATE. AND DON'S BEEN THE VICE CHAIR. HE'S BEEN ONE OF THE LONGEST SERVING PEOPLE YEAH. ON THE BOARD. UM, AND HIS TERM'S NOT UP THIS YEAR EITHER. AARON'S FAIRLY NEW, NOT THAT THAT'S A PRO ALL MARCUS IS CURRENTLY RUNNING FOR OFFICE, AND THEN TWO OF US CAN'T HOLD A POSITION. SO IN MY MIND, IT'S LOGICAL IN JULY, WHOEVER'S HERE CAN MAKE A, WHEN BOARD COMES UP, THEN THEY CAN DECIDE TO EXTEND IT OR NOT EXTEND IT. BUT THAT'S KIND OF WHAT LED ME TO THAT, THAT MOTION, IF YOU WILL. I AGREE WITH THAT. I THINK THAT DON HAS DONE A GREAT JOB. HE, AS A CO-CHAIR, HE'S DONE A GREAT JOB HOLDING THIS BOARD TOGETHER FOR OVER THE FOUR YEARS THAT HE'S BEEN A PART OF IT. HE'S THE LONGEST STANDING MEMBER ON OUR BOARD. AND, UM, I THINK YOU WOULD DO WELL AS A CHAIR. I AGREE. UM, YOU ACCEPT IT, . YEAH. I MEAN, LOOK, I'VE, I'VE BEEN HERE FOR A WHILE. UM, YOU KNOW, UM, MY PLANS ARE, YOU KNOW, NOT TO BE SITTING IN THIS CHAIR FOR, FOR YEARS TO COME. UM, AND, AND I DON'T MEAN THAT IN A NEGATIVE WAY, BUT, UM, I DON'T KNOW WHAT MY LIFE HOLDS FOR ME, YOU KNOW, THREE TO FIVE YEARS FROM NOW. SO WHATEVER THAT HOLDS, IT HOLDS. SO, UM, BUT, YOU KNOW, OUTSIDE OF THAT, FOR WHATEVER TIME THAT I HAVE THE ABILITY TO, TO SIT IN THE CHAIR, BE MORE THAN HAPPY TO DO SO, AND, UM, YOU KNOW, ALWAYS TRY TO LEAVE IT BETTER THAN WHAT I FOUND IT. UM, WITH THAT, ANY OTHER? I, I WOULD JUST SAY THAT THAT DOESN'T LEAVE A VACANCY. AND I DON'T KNOW WHO NECESSARILY WATCHES THESE LIVE STREAMS OR ANYBODY THAT'S OUT THERE, BUT PLEASE, IF YOU WANT TO GET INVOLVED WITH THE ECONOMIC DEVELOPMENT CORPORATION, WE HIGHLY ENCOURAGE YOU TO REACH OUT TO THE CITY AND, AND GO THROUGH THE APPLICATION PROCESS. WE'RE ALWAYS LOOKING FOR TALENTED INDIVIDUALS THAT WANNA BE PART OF THIS BOARD. AND I THINK WHAT MAKES THIS BOARD SO STRONG IS WE COME WITH A DIVERSE BACKGROUND. SO IF YOU FEEL LIKE YOU'VE GOT A BACKGROUND TOWARDS ECONOMIC DEVELOPMENT, WE'D LOVE TO HEAR ABOUT IT AND, UM, BE PART OF IT. SO I DO ENCOURAGE THE PUBLIC, UM, TO, YOU KNOW, GET INVOLVED IN THIS. IT'S, WE'RE, WE'RE IN EX EXCITING TIMES IN THE CITY OF HUTTO, AND, UM, IT'S EXCITING TO BE PART OF IT. SO, SO JUST SO YOU KNOW, I, I MADE AN ANNOUNCEMENT THAT THE NOMINATING COMMITTEE PUT THAT OUT PUBLICLY AND COUNCIL MEETING ON THURSDAY. GREAT. UM, AND THAT WE WILL BE BRINGING IN ALL THE RESUMES AND GOING THROUGH THEM ON THE THURSDAY BEFORE COUNCIL. THAT'S GREAT. UH, IS OUR CURRENT PLAN SO THAT WE CAN MAKE A NOMINATION FORWARD ON, UH, THAT'S GREAT. THANKS REN. FULL COUNCIL. NEXT, NEXT TWO WEEKS. CLARIFYING QUESTION ON 11 TWO, WE'RE AUTHORIZED IN THE VICE-CHAIR TO DO ACTION IF DON'S PICKED. DOES THAT MATTER OR DO WE NEED TO MAKE THIS SUBJECT TO LIKE EFFECTIVE TOMORROW? NO, UM, THE, YEAH, 11.2 IS ONLY THE SUBJECT MATTER IS THE REQUIREMENT. SO THE FACT THAT IT SAYS VICE CHAIR, AS LONG AS THE MOTION SAYS CHAIR, WE'RE FINE. OKAY. ANY OTHER COMMENT? NO. ALL RIGHT. UH, ROLL CALL PLEASE. BOARD MEMBER COLEMAN. AYE. BOARD MEMBER CLARK AYE. BOARD MEMBER SNYDER. AYE. TREASURER LUCAS. AYE. SECRETARY CLANCY. AYE. VICE CHAIR FOR ONE MORE? VOTE. AYE. MOTION, CARRIE, SIX ZERO. CONGRATULATIONS, DON. THANK YOU. UM, ALRIGHT. 8.1 TSTC ANNUAL REPORT. UM, MY NAME IS ADAMS SERVE STATEMENT STATE TECHNICAL COLLEGE HERE IN EAST WILLIAMSTON COUNTY JUST DOWN THE ROAD. AND I'M JOINED BY SOME OF MY COLLEAGUES. UM, NELSON ADAMS IS OUR ASSOCIATE PROVOST AND KIM, THE VICE PRESIDENT AND SPECIAL ADVISOR TO THE GOVERNMENT INITIATIVE. SO I DATA QUESTIONS YOU MAY HAVE ALL OF YOU RECEIVED WRITTEN, SO I'M JUST GONNA GIVE SOME HIGHLIGHTS FOR THE WRITTEN REPORT UNLESS YOU HAVE ANY QUESTIONS TO START. UM, WELL, SO SOME OF YOU, UM, ARE NEW BASIS TO ME, SO I'LL, UM, WE'LL START AT THE BEGINNING AND JUST EXPLAIN A LITTLE BIT ABOUT WHAT WE'RE DOING HERE. UM, EAST COUNTY CSTC IS THE ONLY, UM, STATE TECHNICAL COLLEGE TWO, YOUR STATE TECHNICAL COLLEGE. WE'VE BEEN AROUND ABOUT 55 YEARS. UM, WE'VE BEEN HERE IN HUK A LITTLE OVER 10. UM, AND THAT'S THE PART, UM, FROM YOUR COLLABORATION PARTNERSHIP AS WELL AS HU AND ALSO THE HU ISD. AND SO WE REALLY APPRECIATE YOUR PARTNERSHIP AND COLLABORATION. WE'VE WONDERFUL WORK, UM, INCLUDED IN ALL OF THE SITE SELECTION [00:10:01] VISITS AND, UM, OUR HAVE REALLY CONTRIBUTE EXPLAIN OUR EXPANSION. SO SIMPLY OUR MISSION IS TO PLACE MORE TEXANS AND RATE PAYING JOBS. AND, UM, THAT IS, UM, TRUE. AND THROUGH, UM, OUR FUNDING FORMULA, EVERYTHING THAT WE'RE DOING IS PERFORMANCE BASED AND WE'RE HELD ACCOUNTABLE TO THOSE STANDARD. UM, SO ARE A LITTLE BIT DIFFERENT FROM COMMUNITY COLLEGES. UM, OUR STUDENTS, UM, ARE, ARE PLACED IN BUSINESS AND THEN WE ARE PAID BEYOND THE, UM, ARE BASED ON THEIR, UM, OUTCOMES. SO FIVE YEARS BEYOND THEIR GRADUATION. UH, WE TRACK OUR STUDENTS, WE TRACK THEIR WAGES AND WE'RE PAID A PERCENTAGE ABOVE MINIMUM WAGE BACK TO THE COLLEGE BASED ON. SO WE'RE REALLY HYPER FOCUSED ON THOSE TECHNICAL EDUCATION PROGRAMS, UM, THAT ARE MARKET DRIVEN. UM, SO LET'S TALK A LITTLE BIT ABOUT OUR GROWTH AND YOU'LL SEE HOW PIVOTED TO MAKE SURE THAT WE'RE LEADING THIS PARTICULAR, WE DO HAVE 10 CAMPUSES STATEWIDE, UM, STRETCHING FROM HAR TO ABILENE. UM, AND WE KIND OF ARE THE CENTRAL TEXAS LOCATION CLOSEST, UM, TO OUR FLAGSHIP CAMPUS IN, UM, WE DO HAVE OUR OWN CHAPTER AND EDUCATION CODE, UM, DEVELOPED BY MINE BY LEGISLATURE, WHICH REALLY DESIGNATES US AS THE ECONOMIC DEVELOPMENT ENGINE. WE GOT VERY SERIOUSLY EVERYTHING WE'RE DOING. WE'RE WORKING WITH INDUSTRY, WE'RE WORKING WITH LABOR MARKET, INTELLIGENT ABCS AND CITIES, SCHOOL DISTRICTS TO HELP DRIVE, UM, WHAT THE INDUSTRY NEEDS AND MAKE SURE THAT WE ARE FILLING THAT SKILLS GAP. WE HAVE THREE BUSINESS LINES. UH, WE HAVE DUAL CREDIT, WHICH WE WERE TALKING ABOUT JUST A LITTLE BIT AGO. UM, NON-CREDIT, WHICH IS OUR WORKFORCE TRAINING, WHICH IS HIGHLY CUSTOMIZED. AND THEN OUR CREDIT TRAINING THAT WE PROVIDE RIGHT ACROSS THE ROAD COUNTY HIGHER EDUCATION CENTER. WE REALLY WORK HARD TO MAKE SURE, SURE THAT WE ARE ACCESSIBLE, UM, AND AFFORDABLE. SO SOME PEOPLE COME AND ASK, YOU KNOW, HOW MUCH IS IT GONNA COST? UM, IF I'M IN AND OUT OF DISTRICT, IT DOESN'T MATTER. UM, WE ARE THE SAME PRICE ALONG, UH, THROUGHOUT THE STATE AND OUR TWO YEAR PROGRAMS RANGE ANYWHERE FROM ABOUT 12,000 TO $14,000 AN FOR TWO YEAR. BUT WE OFFER CRI, UM, WE ARE OUR CERTIFICATE PROGRAMS. WE OFFER OCCUPATIONAL SKILLS AWARDS. SO THERE'S A LOT OF STACK OF CREDENTIALS WHERE FOLKS CAN COME TO US AND, UH, ENTER AND EXIT IT DIFFERENT TO MAKE SURE THAT THEY'RE LEAVING WITH THE INDUSTRY CREDENTIAL AND UPSKILL ARE, WE STILL WORK AT THEIR TRADITIONAL STUDENTS COMING DIRECTLY OUT AND WE'RE WORKING REALLY, UM, DILIGENTLY. UH, THE, THE CALLS ARE COMING IN, UM, DAILY FOR WORKFORCE TRAINING, UM, FOR INCUMBENT WORKERS. ALSO THE LARGE INSTITUTIONS THAT ARE COMING TO THE REGION. UM, THEY'RE TRYING IN OR THEY'RE, UM, FOR SKILLING THEIR, UM, THEIR NEW EMPLOYEES. THEY'RE COMING ONLINE. UM, WE'RE WORKING WITH PORSCHES OF COMPANIES. UM, RIGHT NOW WE START A NEW TRAINING PROGRAM NEXT WEEK, UM, WITH ABOUT FOUR COMPANIES THAT ARE COMING TOGETHER THAT NEED INJECTION MOLDING TRAINING. SO THAT'S AN EXAMPLE OF HOW WE CAN BRING COMPANIES TOGETHER, PROVIDE ALL MEET TOGETHER AND WE CAN DO IT MARKET. ANOTHER ADDED BENEFIT, UM, TO US BEING THIS REGION IS FOR THOSE COMING FROM SCHOLARSHIP OPPORTUNITIES. SO HU RESIDENTS ARE AUTOMATICALLY ELIGIBLE FOR A THOUSAND DOLLARS SCHOLARSHIP THAT NEED BUY. UM, THEY WILL GET 500 THE FIRST SEMESTER, 500 THE SECOND SEMESTER, AND IF THEY PERSIST THE THIRD AND FOURTH SEMESTERS, UM, AND THEY'RE HEAD OF I S D GRADUATES, THEY WILL BE ELIGIBLE FOR AN ADDITIONAL THOUSAND DOLLARS. SO HI ISD GRAPH LIVE HU AUTOMATICALLY GET A $2,000 SCHOLAR SHEET. OUR FOUND, WE ALSO HAVE A TSTC FOUNDATION, UM, AND WE HAVE RAISED ALMOST HALF A MILLION DOLLARS, UM, IN 2022, RIGHT OVER, I GUESS MAYBE START OVER HALF MILLION DOLLARS SURPASSED THAT ALREADY FOR 2023 FOR OUR STUDENTS RIGHT HERE IN EAST WILLIAMSON. SO THOSE, THAT MONEY CAN BE CASH AWARD, IT CAN BE SCHOLARSHIP DOLLARS, IT CAN BE EMERGENCY AID, UM, AND THAT MONEY IS FROM EMPLOYEES AND ALSO FROM INDUSTRY PARTNERS LOCALLY. SO WE'RE REALLY SEEING AN UPTICK OF LOCAL INDUSTRY GIVING BACK TSTC TO HELP, UM, HELP THEM HELP THEMSELVES AND HELP THOSE EMPLOYEE, UM, GET WHERE THEY NEED TO BE. EXCEPT FOR FULL-TIME AND PART-TIME OR JUST FULL-TIME STUDENTS. THE SCHOLARSHIPS, IT'S EITHER, OH, I'M SORRY. THE SCHOLARSHIPS ARE FULL-TIME STUDENTS. OKAY. THANK YOU FOR THE HU ISS D AND THE, AND THE RESIDENTS. THE, UM, BUT THE OTHER ADDITIONAL SCHOLARSHIP, MANY, UM, IS SUPPORT ALL WORKFORCE TRAINING, UM, OR THANK YOU. SO I'M MOVING TO THIS PAGE. UM, JUST HIGHLIGHTS THE, UH, THE PROGRAMS THAT WE'RE CURRENTLY OFFERING, UM, AT THIS CAMPUS, WHICH ARE, WELL, SOCIAL TECHNOLOGY SYSTEM TECHNOLOGY, PRECIS, MACHIN, H C, CYBERSECURITY AND CULINARY ARTS IN THE OFFER, A VARIETY OF PATHWAYS. [00:15:03] I DID WANNA POINT OUT ON THE NEXT PAGE OF THE POINTS OF PRIDE, UM, ABOUT HOW WE'RE, HOW WE'RE DOING, UM, IN OUR PERFORMANCE. SO ACROSS THE STATE IN 2022, UM, WE HAVE ABOUT AN 87% JOB PLACEMENT RATE. AND HERE IN HEDO IT'S 99% JOB. AND WE WERE, UH, 97% OVER THIS LAST SEMESTER. SO THAT'S GRADUATES FOUND THAT FOUND WORKING BY GRADUATION. UM, AND I KNOW NEAR SNYDER HAS SEEN THIS AT SOME OF OUR GRADUATIONS, THOSE STUDENTS THAT MAYBE DON'T HAVE EMPLOYMENT YET, UM, USUALLY HAVE A JOB BY THE TIME THEY NEED GRADUATION BY OUR EMPLOYER PARTNERS. AND YOU'RE ALL, ALL WELCOME AS WELL TO JOIN US ON STAGE. UM, AND THEY COME AND, UM, REALLY CELEBRATE THOSE STUDENTS WITH US AND ALSO MAKE SURE THAT THEY'RE GOING. SO IS THIS PRIMARILY HIGH SCHOOL STUDENTS COMING OVER OR UPSCALE NEEDS? IT'S A MIX. I WOULD SAY IT'S STILL IS PRIMARILY TRADITIONAL STUDENTS, BUT WE'VE REALLY BEEN FOCUSING ON MARKETING THE, WHAT WE CALL NON-TRADITIONAL. AND I'LL TELL YOU A LITTLE BIT ABOUT SOME INITIATIVES WE'RE UNDERTAKING IN A MOMENT OF HOW WE, UM, NON-TRADITIONAL STUDENTS UPSKILLING RE-SKILLING, MAYBE JUST COMING FOR A FEW CLASSES, UM, OR MAKING OR CHANGING CAREERS. AND SO THEY MIGHT HAVE A DIFFERENT SCHEDULE IN DIFFERENT DESIRES. UM, UM, AND FOR THE PAST FIVE YEARS ARE YOU CHECK STUDENTS HAVE AVERAGED A 90% PLACE DOING REALLY GOOD. THERE'S A LOT OF JOB OPPORTUNITIES HERE. UM, WE ARE REALLY WORKING WITH, UM, INDUSTRY PARTNERS TO GO THROUGH THE PROPER WAY TO REACH OUR STUDENTS HAVE SERVICES OFFICE THEY NEED, THEY ENGAGE IN UNDERSTAND, UM, THE TRAINING, THEN THE VALUE, UM, OF THE TRAINING THAT THEY'RE RECEIVING. SO WE HELP THEM ALSO UNDERSTAND THE WAGES, UM, THAT ARE COMPETITIVE. UM, JUST TO SHOW HOW MANY COMPANIES ARE REALLY STARTING TO PARTICIPATE. YOU KNOW, WE HAD A VIRTUAL JOB FAIR OVER THE PANDEMIC, BUT WE OPENED OUR FIRST FACE-TO-FACE JOB FAIR IN 2022. WE HAD 120 COMPANIES COME AND JUST THIS PAST WEEK OR MAYBE SO, UM, 200 COMPANIES PARTICIPATED IN THAT MAX OUT. UM, AND SO COMPANIES ARE REALLY, UM, ENGAGING WITH US RIGHT NOW FOR, AND THAT'S REALLY EXCITING TO SEE. UM, AS I MENTIONED EARLIER, WE REALLY SUPPORT THE EDCS, THE WORKFORCE COMMISSION, THE WORKFORCE SOLUTIONS CENTER. SO WE WORK COLLABORATIVELY WITH THEM AND ALSO COMMUNITY COLLEGES JUST TO BE ABLE TO BE A RESOURCE FOR THOSE SITE SELECTIONS. SO THE COMPANIES THAT WE'RE TRYING TO HELP YOU BRING TO THIS REGION, RIGHT? SO THEY CAN ALSO HAVE PRIMARY EMPLOYMENT HERE IN HAI TO EMPOWER OUR STUDENTS. UM, WE ARE CONSISTENTLY, UM, AVAILABLE AND, UM, REALLY AID AS A RESOURCE, WHETHER IT'S COUNTY IS THAT GOOD REGIONAL, UH, REGIONAL SITE SELECTION COMMITTEE, UM, ON OUR CAMPUS. AND SO WE ALSO CONTINUE TO USE THE CAMPUS AND THE SITE, UM, POST THIS MEETING. WE DIDN'T GET IN ON THE HELICOPTER RIDE, BUT UM, I HEARD IT WAS A RAINY, UH, A LITTLE BIT OF A WINDY DAY. SO, UM, YOU CAN LEAVE US OUT FOR THAT NEXT ONE. OKAY. ANY QUESTIONS? NO, I HAVE A QUESTION. OKAY. FOR THE JOB PLACEMENT, ARE THE JOB COACHES, I'M NOT SURE EXACTLY HOW YOU ALL, WHAT YOU MAY CALL ANY THE DEPARTMENT, ARE THEY COMMISSION BASED? ARE THEY SALARIED OR SALARIED? OKAY. YEAH. SALARIED EMPLOYEES. SO WE'VE GOT A VARIETY. WHAT I THINK IS WONDERFUL ABOUT WHAT WE DO AT TCC, BUT I DIDN'T GET UT, IS WE REALLY HAVE SERVICES FOR OUR STUDENTS. SO THE MINUTE IF YOU COME OVER AND, AND, AND YOU'RE ASKED FOR A TOUR, UM, YOU'RE BRINGING PERSPECTIVES, YOU KNOW, YOU MIGHT BE ONE. OUR CAREER SERVICES COACH OR COORDINATORS IS, IS THE TITLE, JOINS OUR RECRUITING TEAM ON, ON THAT TOUR RIGHT AWAY. WE'RE TALKING TO STUDENTS ABOUT THE JOB. WE'RE NOT REALLY SELLING PROGRAMS, WE'RE SELLING CAREERS. MM-HMM. AND I PUT A A A SLIDE IN HERE TOO AND I CAN FOLLOW UP WITH AN EXAMPLE OF WHAT IT LOOKS LIKE WHEN WE'RE SELLING CAREER PATH. WE'RE ABLE TO SHOW STUDENTS, TELL US WHAT YOU'RE INTERESTED, TAKE 'EM THROUGH THE CAMPUS, TALK TO 'EM ABOUT SOME OF THE SPECIALIZATIONS, TALK TO 'EM ABOUT SOME OF THE JOBS YOU WANNA WORK INSIDE OR OUTSIDE, YOU WANNA WAIT FROM TRAVEL. ONCE WE CAN HELP THEM NARROW DOWN SOME OF THEIR, UM, POOR INTERESTS, UM, IN THEIR CAREERS, THEN WE CAN HELP THEM DEFINE THEIR ENTIRE CAREER. UM, HOW MUCH MONEY DO YOU WANNA MAKE? HOW MUCH, HOW LONG DO YOU WANNA GO TO SCHOOL? AND SO IT SHOWS ALONG A TRAJECTORY ABOUT, YOU KNOW, FIVE DIFFERENT, UM, POSITIONS WITHIN THAT CAREER PATH THAT SHOWS EXACTLY WHAT THEY NEED. UM, AND ALSO THE EXIT POINTS. SO YOU START HERE, TAKE A FEW CLASSES, IF YOU WANNA ADD THE SPECIALIZATION, YOU TAKE TWO MORE CLASSES, YOUR EARNINGS WILL APPLY THIS PERSON. SO THAT'S REALLY HELPING, UM, OUR STUDENTS AND ALSO OUR CAREER COORDINATORS REALLY DESCRIBE WHAT WE'RE DOING. COME THEN AND TOUR THE PROGRAM. AND YOU JUST WALK THROUGH, UM, WELDING, YOU MIGHT NOT HAVE ANY IDEA WHAT KIND OF REGROUPING TASK THAT AND, UM, OUR INSTRUCTORS WILL GIVE, UM, A REAL WORLD EXAMPLES [00:20:01] OF WHERE THEY'VE BEEN, UM, AND THE PROS AND CONS OF THOSE POSITIONS. AND HERE LOCALLY, THEY REALLY HAVE, UM, MACHINE OF CHOICES. STUDENTS ARE GETTING TWO TO THREE JOB OFFERS, BOTH THE, THE, THE, UM, CAREER COORDINATOR AND CAREER SERVICES COORDINATOR ALSO WORKS WITH STUDENTS TO HELP THEM UNDERSTAND WHAT KIND OF JOB THEY'RE LOOKING. AND NOT TO JOB HOP FOR A DOLLAR HERE OR A DOLLAR THERE, BUT WHAT ARE YOU LOOKING FOR IN PROFESSIONAL DEVELOPMENT? UM, WHAT ARE YOU LOOKING FOR, UM, AND GROWTH? DO YOU WANNA GO BACK TO SCHOOL AND GET BENEFITS ARE AFFORDED TO YOU? UM, SO WE HELP THEM EVALUATE THE OFFERS. WE DON'T HELP THEM SELECT THE COMPANIES THEY WORK FOR. UM, BUT THAT'S KIND OF AN ENTIRE WRAPAROUND SERVICE. UM, BY, FROM THE FIRST SEMESTER THEY'RE GETTING TO DO RESUMES AND UM, JOB INTERVIEWS AND UH, INTERVIEW PRACTICUMS THAT THEN JUST TOLD ONE, UM, IN MARCH. UH, SO INTEREST APPOINTMENT AND PRACTICE THOSE SOMETIMES, YOU KNOW, LOT JOBS. UM, AND THEN WE ALSO HAVE STUDENT SUPPORT. SO, SO FOR STUDENTS AS SOON AS THEY PIPELINE OF APPLYING, THEY'VE GOT A, UM, A ENROLLMENT COACH OR GET AN AIDE HELPING THEM GET ALL THEIR, UM, DUCKS IN A ROW FOR COMING ON THEIR FIRST DAY OUT, THEIR TIME AT TSTC, IF THEY HAVE ANY STRUGGLES. SO A LOT OF STUDENTS THAT COME TO US, IT'S THEIR FIRST TIME, UM, REALLY BEING OUT ON THEIR OWN. UM, WE HELP THEM NAVIGATE BUT START TO MISS CLASSES OR STRUGGLE WITH SOME OF THEIR CURRICULUM INSTRUCTOR NOTIFIES, UM, VACATION SYSTEM AND THEN INVOLVED, YOU KNOW, HELP FIGURE OUT WHAT WE NEED, SOMETHING THAT WE CAN SOLVE. UM, SOMETIMES IT'S MONEY, MENTAL FORCES TUTORING, UH, BUT WE WANNA HELP MAKE SURE THAT THE BARRIERS AND MEETING THE STUDENTS WHERE THEY ARE. WE HAVE FULL-TIME COUNSELING, SO FREE COUNSELING FOR ALL STUDENTS THAT NEED IT, NOT JUST FOR MENTAL HEALTH COUNSELING ON IS, UM, ARE REALLY RELEVANT. UH, BUT FOR ORGANIZATION STRESS, UM, SOMETIMES I JUST REALLY NEED TO GET SOME HELP ON HOW TO GET FOR ALL OF THOSE SERVICE, UM, ON THE SPOT. OKAY. THOSE ARE THE, THOSE ARE THE BIG ONES. SO, UM, DID I ANSWER YOUR QUESTION AND, AND THEN SOME OH YEAH. IT ACTUALLY TIES INTO MY NEXT QUESTION, WHICH IS, SO YOU SAY AFTER FIVE YEARS IS YOU ALL DETERMINE WHERE THE STUDENT IS AT FIVE YEARS FROM NOW. WHAT METRICS OR WHAT SYSTEMS DO YOU USE TO DETERMINE OUTCOMES IN COMPARISON TO WHERE THEY STARTED? AND THEN IN FIVE YEARS, ARE YOU TRACKING INCOME BY ZIP CODE? CUZ LET'S SAY THAT STUDENT LEFT HUDDLE AND THEN THEY WENT TO DFW AREA. ABSOLUTELY. SO I THINK THEY'RE TRACKED BY AND THEY'RE, UM, W YEAH, SO THE TEXAS WORKFORCE COMMISSION TRACKS THE DATA BASED OFF OF, UM, THEIR SOCIAL SECURITY NUMBER. WE DON'T RECEIVE THAT INFORMATION, BUT THEY TRACK THEM. THEY CAN GET IT DOWN TO THE ZIP CODE BECAUSE IT HAS TO BE IN THE STATE OF TEXAS. SO IF WE TRAIN A STUDENT AND THEY LEAVE AND GO TO LOUISIANA OR OKLAHOMA, WE DON'T GET ANY FUNDING FOR THAT STUDENT. IT'S ONLY IN THE STATE OF TEXAS. SO THEY DO HAVE TO TRACK 'EM BY LOCATION. UM, BUT WE MAY BE ABLE TO GET A BREAKDOWN OF THAT AND SEND IT TO YOU IF YOU'D LIKE, BUT I KNOW, YOU KNOW, WE DO HAVE TO TRACK IT DOWN WITH THAT KIND OF DETAIL LEVEL. YEAH. WHICH IS IMPORTANT BECAUSE I THINK IF THEY'RE TRAINED HERE, THE ULTIMATE GOAL IS TO KEEP 'EM HERE AS MUCH AS POSSIBLE. SO IF THEY LEAVE, WE DON'T KNOW IF THEY, OR MAYBE YOU ALL DO, IF THEY STAYED WITH SET EMPLOYER FOR ONE YEAR, THEN LET'S SAY THEY USED THEIR TRAINING AND APPLIED IT TO ANOTHER INDUSTRY, HOW DO WE KNOW THAT IT WAS A DIRECT RESULT OF THIS PROGRAM VERSUS CONTINUED EDUCATION AFTER THEY COMPLETED THIS PROGRAM? SO, UH, TWO THINGS. THEY HAVE TO NOT BE ENROLLED IN ANOTHER INSTITUTION OF HIGHER EDUCATION IN ORDER TO BE TRACKED FOR THE, FOR OUR FUNDING MODEL. AND THEN, UH, TWO IS A LOT OF THE DATA IS CONTINGENT ON COMPANIES PROVIDING THAT INFORMATION. SO, UM, THERE'S A, THERE'S ACTUALLY A COUPLE BILLS THAT HELP WITH TRANSPARENCY, UH, REPORTING TO, UH, THE WORKFORCE COMMISSION. UM, BUT WE, UM, BECAUSE FOR EXAMPLE, IF ONE OF OUR STUDENT LEAVES OUR AUTOMOTIVE PROGRAM AND THEY GO WORK IN THE AUTOMOTIVE, UH, DEPARTMENT AT WALMART, THEY WILL SHOW UP IN THE DATA AT RETAIL. WELL THAT IS VERY HARD TO TRACK BACK TO OUR AUTOMOTIVE PROGRAM. EXACTLY. AND SO THERE'S SOME DATA, UH, CLEAN UP THAT NEEDS TO BE DONE FROM A, [00:25:01] UH, IT'S MORE OF A, UH, PROCESS THAT COMPANIES THAT WANT TO TAKE ON. THAT'S MORE STUFF THEY HAVE TO DO. BUT WE AREN'T WORKING, UM, TO TRY, NOT US PARTICULARLY, BUT UH, SOME ORGANIZATIONS OUT THERE THAT WANT SOME MORE TRANSPARENCY TO BE ABLE TO TRACK HOW STUDENTS TRAINING LEADS TO JOB AND JOB PLACEMENT AND SUSTAINED CAREERS. AND I KNOW THERE'S SOME TRACTION ON IT, BUT, UM, AS OF RIGHT NOW, WE DON'T GET THAT KIND OF DETAILED CAUSE IT'S NOT THAT BAD. AND WE ALSO, OUR ALUMNI ASSOCIATION, UM, THAT FOR SERVICES, UM, DEPARTMENT I WAS SPEAKING OF, THEY ALSO HANDLE OUR ALUMNI ASSOCIATION. SO THEY'RE ALSO REACHING OUT TO THE STUDENTS AND BEING IN TOUCH WITH THEM TO TRY TO GET THE STUDENTS TO ALSO TELL US WHERE THEY ARE. TELL US WHEN YOU LEAVE, UM, STUDENTS WILL COME BACK WHEN THEY BE COMING ALUMNI, THEY'RE STILL PART OF THE NETWORK FORTER. UM, AND SO WE'LL TRY TO KEEP TRACK OF THEM AND GET UPDATES FROM WHICH KINDA FILLS IN SOME OF THOSE HOLES, CERTAIN THOSE GAPS. AND ONE LAST QUESTION IS, HOW DO YOU DETERMINE WHICH CAMPUS RECEIVES WHAT TYPE OF PROGRAMS? SO MYRIAD OF THINGS. UM, SO WE ALSO HAVE, WE HAVE OUR OWN, UM, ECONOMIST ON STAFF, WHICH MICHELLE. AND SO FIRST WE START WITH LABEL MARKET INTELLIGENCE DONE SEVERAL TIMES THROUGHOUT THE, THE YEAR AND ESPECIALLY WHEN WE'RE PLANNING GROWTH. UM, SO FOR EXAMPLE, WE'RE GONNA BE GROWING IN HATO. UM, WE'LL BE ADDING A NEW BUILDING, UM, AS SOON AS WE CAN. UM, WE DID GET SOME CAPITAL, SOME FUNDING, CCAP FUNDING FROM THE LEGISLATURE IN, UH, THE LAST SESSION THAT HAS NOW BEEN EARMARKED. SO IT'S 208 MILLION, UM, STATEWIDE. AND WE RECEIVED THROUGH 38 MILLION, WE'VE NOW ADDED TO THAT. SO WE'RE GONNA SPEND ALMOST 60 MILLION ON. SO WE'VE DONE, WE'VE RE REASSESSED THE REGION'S NEEDS. THREE YEARS AGO IT LOOKED A LOT DIFFERENT THAN IT'S NOW ALONG THE CITY CONDUCTOR AND ADVANCED MANUFACTURING INCREASE DIVIDEND. SO WE'LL TAKE THAT LABOR MARKET INTELLIGENCE, ALSO LOOK THROUGH A, UM, A LENS OF OUR PROGRAMS TO DETERMINE ARE THERE HIGH PAYING WAGES IN THIS REGION. WE'LL ALSO LOOK AT OUR STATEWIDE REG AGENCY, YOU KNOW, IS THIS A RESOURCE THAT WE NEED TO SUPPORT THE STATE AND THE REGION? FOR INSTANCE, UM, WE HAVE WELDING AT EVERY SINGLE CAMP, HIGH, HIGH VALUE JOBS AND HIGH NEED ACROSS THE, UM, WE MAY, WE DON'T HAVE AUTOMOTIVE , BUT IF WE HAVE AUTOMOTIVE IN WACO AND WE'RE SEEING THAT THAT IS LEADING THE JOBS AREN'T, UM, FLUENT HERE, THEN WE WOULD, WE'D PROBABLY OPT OUT. SO WE ARE LOOKING FOR OUR NEW BUILDING. WE REASSESS THE EVALUATION AND WE'RE REALLY GONNA BE FOCUSED ON THAT ADVANCED MANUFACTURING TIME. UM, THAT WILL HELP, UM, SERVE THIS ENTIRE REGION, UM, RIGHT, RIGHT HERE ON INNOVATION BOULEVARD, BUT ALSO BEYOND ALL THE SUPPLIER NETWORKS THAT'LL BE SUPPLYING SEMICONDUCTOR COMPANIES. UM, AND SO WE'RE GONNA BE BUILDING OUT SOME, UH, SOME NEW PATHWAYS TO SUPPORT THAT, BUT REALLY HAVE A COMMON CORE, COMMON TECHNICAL CORE. UM, SO THAT STUDENTS WILL BE ABLE TO COME IN AND, UM, START THERE AND THEN DECIDE WHAT THEIR SPECIALIZATION, IF THEY NEED TO GET ROBOTIC SPECIALIZATION OR, UM, ADVANCE MANUFACTURING TECHNOLOGY SPECIALIZATION OR AUTOMATION AND WELLNESS SPECIALIZATION. THEY'LL BE ABLE TO DO THAT FROM THE SAME. UM, SO THAT'S, THAT'S THE SHORT ANSWER, IS USING THAT LABOR MARKET. CAN WE ALSO LOOK AT OUR PROGRAMS AND THE VIABILITY OF THE PROGRAM, UM, THE GROWTH OF THOSE PROGRAMS, CAPACITIES. SOME OF OUR PROGRAMS ARE PRETTY EXPENSIVE TO STAND UP AND SO WE ALSO DETERMINE WHAT THE MONEY THAT WE HAVE IN HAND, WHAT'S GONNA BE THE MOST VALUE. UM, AND THAT'S WHY FOR THIS PARTICULAR BUILDING, WHICH I HOPE WE'LL BE DOING, BUILDING THREE ALMOST RIGHT BEHIND IT, IF KENDALL, IF KENDALL, UH, GETS US ALL THE FUNDING WE'RE LOOKING FOR FROM THE LEGISLATURE. UM, BUT WE ARE AT THE MERCY OF THE LEGISLATURE. WE DO NOT, UM, HAVE A TAX BASE HERE. AND SO YOUR CONTRIBUTION DEFINITELY HELPS WITH BRINGING, BRINGING US COMMUNITY. BUT IN ORDER, ORDER TO BUILD THAT MONEY THAT COMES FROM THE BRANCH CAMPUS MAINTENANCE TAX, UM, WITH THE SCHOOL DISTRICT OF TEMPLE COLLEGE, WHICH WORKS, THE MAINTENANCE AND OPERATIONS FOR THAT BUILDING WILL NOT CIRCLE, UM, THE FUNDING THAT WE GET FROM THE CITY EDC AND, AND SCHOOL DISTRICT WILL NOT FUND. SO IT'S IMPERATIVE THAT WE NOT ONLY HAVE CONSTRUCT, BUT THAT WE ALSO UNLOCK ADDITIONAL COMMUNITY NET. AND WE DO HAVE A LEGISLATIVE FINISH TO UNDERWAY, UM, FOR A PERMANENT ENDOWMENT FOR TSTC THAT WOULD GIVE US, UM, ACCESS TO FUNDS, UM, MORE QUICKLY. SO WE'LL BE ABLE TO BE MORE RESPONSIVE TO INDUSTRY AND RESPONSIVE TO MARKET. YOU GET CALLS FOR LEGISLATURE OFTEN, CAN YOU STAND UP THIS PROGRAM? WE HAVE A REALLY LEAD, UM, WITH THE COMMON ASSOCIATION STEP IN AND HELP BUILD CERTIFICATIONS ONTO, SO [00:30:01] THIS FUNDING WOULD, WHICH WE'RE ASKING FOR A BILLION DOLLARS SOUNDS LIKE A LOT OF MONEY WILL BE THE, THE MATH ON HOW MUCH OF NEW BUILDING AND PROGRAMS COST ISN'T EVEN GET US AS MUCH AS WE WOULD NEED, BUT IT WOULD DEFINITELY HELP. SO WE'RE HOPING THAT, THAT WE'RE GETTING REALLY POSITIVE FEEDBACK FROM THE LEGISLATURE. UM, I'LL TELL YOU, WE SAY WE HAVE TO SAY NO A LOT TO COMMUNITIES THAT, UH, THAT WANT US IN THEIR REGION, COUNTIES, AND CITIES ALL UP AND DOWN THE CORRIDOR. UM, WHEN CAN WE HAVE A TSTC? UM, SO THERE'S A LONG PRO INVOLVED PROCESS TO DO THAT. UM, BUT THAT'S JUST SHOWING US THAT THE NEED IS VERY GREAT AND A LOT OF THESE, UM, INDUSTRIES AREN'T BEING SERVED. AND SO, UH, WE WANNA BE ABLE TO SERVE AS MANY COMMUNITIES AS WE CAN. UM, WITH THAT FUNDING, BEING ABLE TO STAND UP THE, HOW MANY PROGRAMS DO YOU ALL HAVE CENTERED AROUND LIKE EMERGENCY MANAGEMENT PREPAREDNESS, WASTEWATER TREATMENT, DIFFERENT THINGS LIKE THAT, KNOW THAT WE HAVE ANY SPECIFIC FOR EMERGENCY PREPAREDNESS AND WASTEWATER TREATMENT YET? WE HAVE HAD CONVERSATIONS WITH TDLR ACTUALLY IN YOUR, UM, ABOUT, ABOUT LOOKING AT SOME OF THOSE OPPORTUNITIES TO SEE IF THERE'S LICENSING AND EDUCATION THAT WE CAN PROVIDE. UM, WE DO, UM, A LOT OF SAFETY TRAINING. WE DO A LOT OF THAT PROBABLY MORE THROUGH OUR WORKFORCE ARM, UM, WHEN IT'S IN HIS CUSTOMIZED TRAINING. WE HAVE SOME SIMILAR BUT WE CAN BUILD UPON AND WE HAVE INSTRUCTORS THAT ARE CREDENTIALED, IF YOU WILL, TO BE ABLE TO TRADE THAT. IF THE DEMAND IS HIGH ENOUGH AND THE JOBS PAY ENOUGH, IT'S USUALLY SOMETHING THAT WE WOULD ADD TO OUR WHEELHOUSE. BUT I DON'T KNOW THAT WE'VE GOTTEN A LOT OF, SO CURRENTLY WITH OUR WORKFORCE TRAINING ON NON CREDIT SIDE, WE, I'M LOOKING AT GETTING AN INSTRUCTOR, UM, I GUESS RE-CERTIFIED TO TEACH WASTE WATER TREATMENT. UM, WE KNOW IN THE RURAL COMMUNITY WE SERVE, IT'S AN ISSUE. AND, UH, AND THERE'S A REAL NEED FOR THROUGHOUT THE STATE, TEXAS STATE. YES, WE ARE LOOKING AT THAT. UM, AND I BELIEVE THAT INDIVIDUAL SHOULD BE SIR, UH, THE NEXT COUPLE WEEKS, A COUPLE MONTHS. SO, AND THAT'S WHAT, THAT'S REALLY THE, THE, THE GOAL IN OUR WORKFORCE TRAINING IS WE'RE ABLE TO, TO MAKE THESE DECISIONS AND UM, WHEN WE'RE ADDING A NEW PROGRAM, UM, TO THE ROSTER AS A, UH, CREDIT PROGRAM WE HAVE TO GO TO, IT TAKES A LITTLE BIT LONGER, UH, TO DO THAT, BUT THAT'S THE VALUE. AND THIS NEW BUILDING WILL ALSO ALLOW US THAT ADDITIONAL SPACE TO BE ABLE TO ACCOMMODATE A LOT OF THAT WORK WORK. IT'LL LOOK COMPLETELY DIFFERENT FOR THOSE OF YOU WHO HAVE BEEN TO THE BUILDING, UM, THIS BUILDING IS A MULTI-INSTITUTION TEACHING CENTER. SO IT'S BUILT SO THAT WE CAN TEACH TECHNICAL TRAINING, BUT ALSO TEMPLE COLLEGE CAN TEACH THEIR ACADEMICS, INCLUDING BIOLOGY AND CHEMISTRIES AND HAVE CLASSROOMS AND LABS AND THEN TAKES A A AND M CAN ALSO, UM, THE NEW BUILDING WILL BE AN INDUSTRIAL TRAINING CENTER, SO IT'LL BE TALL AND STRONG AND HAVE A ENOUGH POWER AND GAS WATER REALLY SORT FLEXIBILITY, UM, BECAUSE WHAT IS POPULAR, UM, IN THE REGION AND THE THREE NEEDS ARE, UH, IN ONE TERM AND SHIFT. AND SO THIS WILL ALLOW US TO BE ABLE TO PIVOT IT QUICKLY, UM, SO THAT WE CAN STAND PROGRAMS OR THANK YOU. ONE OF THOSE OTHER INITIATIVES I WAS, UM, GETTING BACK TO YOU AARON ON IS THE PERFORMANCE BASED EDUCATION ON SERVING, UH, NON-TRADITIONAL BY 2025, ALL OF OUR HYBRID PROGRAMS WILL BE, UM, CONSIDERED WHAT WE CALL PERFORMANCE BASED MODELS, WHICH IS A FORM OF COMPETENCY ATION. SO RIGHT NOW, IN THE MAJORITY OF OUR PROGRAMS AS A COHORT MODEL, RIGHT, YOU COME IN FIRST SEMESTER, YOU ATTEND, YOU PERSIST AND YOU GO EIGHT TO 10, MONDAY, WEDNESDAY, FRIDAY, UM, THIS MODEL OPENS UP THE SCHEDULE NUMBER ONE. UM, SO STUDENTS WILL BE ABLE TO COME BETWEEN 8:00 AM AND 10:00 PM WITHIN REASON, UM, DEPENDING ON THE, THE NEED. UM, AND THEY PICK THE TIME THAT THEY COME TO SCHOOL. SO WE HAVE TWO PROGRAMS RIGHT NOW ON HOW TO, THAT WE'RE DOING THE JC AND CYBERSECURITY. UM, THE BIGGEST CHANGE IN THIS IS HOW THOSE STUDENTS ARE CREATED. THE COMPANY SOS ABF, THEY MUST MASTER EVERY SINGLE COMPETENCY BEFORE MOVING, BUT WE'RE ACTUALLY THEN PUTTING OUT BETTER STUDENTS, BETTER PRODUCTS, RIGHT TO INDUSTRY AND TOMORROW. UM, AND SO WE'RE, WE'RE IN THE PROCESS OF KIND OF GOING THROUGH THAT FOR THE ADDITIONAL PROGRAMS. UM, THIS ALSO IS LIKE A SUBSCRIPTION, WE CALL SUBSCRIPTION BASED MODEL. SO STUDENTS CAN'T THAT WANT TO ACCELERATE, QUICKLY, CAN'T. SO IF YOU HAVE SOMEONE THAT CAME IN AND ALREADY HAS INDUSTRY EXPERIENCE, THEY WOULD STILL START AT THE BEGINNING, BUT THEY CAN MOVE MORE QUICKLY. UM, SO IF THEY TAKE FOUR CLASSES OR REGISTER FOR FOUR CLASSES, IF THEY ACCELERATE QUICKLY, THEY CAN REGISTER FOR AN ADDITIONAL TWO FOR ADDITIONAL COSTS. SO IT'S REALLY A COST SAVINGS, TIME SAVINGS DEPENDING ON HOW THEY TIME MANAGE. UM, AND THE INSTRUCTORS REALLY THEN THE LABS ARE OPENED UP CAUSE THEY'RE NOT TEACHING TIME. THERE MAY BE FIRST SEMESTER AND FOURTH SEMESTER STUDENTS, [00:35:01] UM, ATTENDING AT THE SAME TIME AND WORKING ON DIFFERENT EQUIPMENT IN THE LAB. SO WE'LL BE ABLE TO THEN TRAIN A DIFFERENT PEOPLE WORKING REALLY WELL. WE'RE LEARNING, LEARNING SOME LESSONS. IT'S ONLY A YEAR AND A HALF, BUT WE'VE BEEN, UM, EMBARKING ON THIS AND SO WE'RE GOING OUT OUR NEXT TO THAT. SO THAT REALLY DOES HELP THE, AGAIN, THE NON-TRADITIONAL STUDENTS THAT MAY HAVE, UM, OTHER JOBS, YOU KNOW, DURING THE DAY OR OUR KIDS OR FAMILIES TO TAKE CARE OF OR LIKE TO TAKE NAPS DURING THE DAY. UM, THEY CAN COME AT ANY POINT IN TIME, UM, DURING THAT DAY, THEIR TIME TO DEMONSTRATE THEIR HOBBIES. CAN A STUDENT BE AT MULTIPLE CAMPUSES AT ONCE? THEY, THEY CANNOT. UM, WE'VE, WE'VE HAD STUDENTS DO THAT BEFORE IN A, IN A PINCH, BUT THEY'RE REALLY REGISTERED WITH ONE CAMPUS NOW. THEY CAN TAKE ONLINE CLASSES AND OTHER, UM, REMOTE AND MOVE, BUT WE HAVE A LOT OF STUDENTS THAT TRANSFER EVERYTHING. AND SO IF THAT'S A POSSIBILITY, WORKING ON THAT. UM, ALSO JUST I JUST MENTIONED IN YOUR INTERNSHIPS, EXTERNSHIPS, WE'RE WORKING WITH COMPANIES RIGHT NOW ON ALL SORTS OF MODELS FROM APPRENTICESHIPS THAT ARE, YOU KNOW, UP LABOR OR APPRENT TYPE MODELS WHERE THEY'RE EARNING AND LEARNING. THEY'RE GONNA NEED TO COME TO CAMPUS AND LEARN AND GO DEMONSTRATE OFTEN THE JOB. WE'VE GOT SOME REALLY SUCCESSFUL INTERNSHIP PROGRAMS RIGHT NOW, UM, FOR OUR THIRD SEMESTER STUDENTS, UM, WHERE INDUSTRY KNOWS THAT THEY BETTER CAPTURE THEM PRETTY EARLY, IDENTIFY THOSE STUDENTS. UM, BUT THEY MAY HAVE AN AGING WORKFORCE, THEY'LL COME TO SCHOOL A COUPLE DAYS A WEEK AND THEN WE'LL WORK GETTING ABOUT 20 TO $25 AN HOUR AS INTERNS AND THEN SCALING UP, UM, TO 30 PLUS HOURS AN HOUR. UM, REALLY IMMEDIATE SUCCESS. UM, I JUST PUT A FLYER IN HERE, UH, JUST TO DESCRIBE WHAT I WAS MENTIONING EARLIER ABOUT THOSE CAREER PATHWAYS AND HOW THOSE STACKABLE CREDENTIALS ALIGN THAT CAREER PATHWAY IN A NOW EVERY, ALL THE CURRICULUM ALSO IS, IS VETTED ANNUALLY AND SOMETIMES MORE OFTEN DEPEND. YOU ORDER CHANGING PROGRAMS BY INDUSTRY ADVISORY BOARDS, SUBJECT MATTER EXPERTS ARE TAKING WHAT WE'RE TEACHING, PUTTING IT, UM, BEFORE INDUSTRY AND HAVING TO VALIDATE WHAT'S CHANGED TO RELEVANT. WE'RE OBSOLETE. WE'VE SEEN A LOT OF THINGS AFTER COME BACK. UH, WE'RE ABOUT TO START A TESLA TRAINING PROGRAM IN THE FALL FOR PROGRAM THAT WE HAVE KIND OF SUNSET AS PART BEING. UM, BUT THEY, IT'S A RELIEF AT TESLA. SO WE'RE GONNA IMPLEMENT THAT INTO OUR WORK SOURCING, SEEING A LOT OF THINGS COME BACK AND THEN A LOT OF THINGS EVOLVE. AND SO, UM, WE'RE MAKING SURE THAT WHAT'S WHAT'S NEEDED HERE IS WHAT WE'RE TEACHING HERE, UM, BUT CAN BE CONSISTENT ACROSS THE STATE. A LOT OF THE JOBS IN HAR ARE DIFFERENT IN THE JOB THEY'RE GETTING LIKE CENTRAL TEXT, SO WE MIGHT HAVE TO SHIFT, UM, WHAT WE'RE TEACHING HERE. AND I DID WANNA POINT OUT, UM, CAUSE WE, WE GET THESE QUESTIONS A LOT ABOUT HOW THE SCHOOL DISTRICT AND WE'RE REALLY INDUSTRY REALLY FOCUSED ON THIS NOW TOO, STARTING THE PIPELINE EARLIER, UM, ON THESE WHERE TALKED TO PARENTS EARLIER, UM, IN IN MIDDLE SCHOOL, UM, SO THAT STUDENTS ARE EXPOSED AND PARENTS GET COMFORTABLE WITH THIS ALTERNATIVE, UM, TO SEEING THAT YOU'RE NOT PROMISED A JOB. UM, OR THERE MIGHT NOT BE A JOB OR A CAREER AT THE END OF A YEAR DEPENDING ON YOUR DEGREE. UM, AND ALSO THE AMOUNT OF DEBT. YEAH, YOU'RE A PROMISED STUDENT LOAN DEBT BUT YOU'RE NOT PROMISED, PROMISED STUDENT LOAN DEBT. AND THAT WAS REALLY OUR GOAL THAT STUDENTS WALK AWAY LITTLE TO KNOW DEBT, RIGHT? UM, AND WE WORK WITH THEM TOO, AGAIN TO, THEY WANNA CONTINUE THEIR EDUCATION, WE ENCOURAGE THAT, BUT WE DETERMINE WHAT THEIR EMPLOYER, YOU KNOW, ASK FOR MENT, GET THE JOB, HELP THEM PAY FOR YOU TO GO TO UNITED CHURCH, THEN YOU BUY THAT HOUSE AT FOUR YEARS OLD. UM, SO THESE, UM, BUT THESE OPTIONS ARE AVAILABLE TO HIGH SCHOOL STUDENTS. SEVERAL OF THEM, YOU KNOW, WE'RE, WE'RE BRINGING THIS OVER TO THE CAMPUS. WE'RE ALSO, WE ALSO CREDENTIAL SITES. SO RIGHT NOW ON BOTH HUDDLE AND TAYLOR, TAYLOR HAS A WELDING PROGRAM. WE CREDENTIALED SITE AND AN INSTRUCTOR, THEY WORK FOR THE SCHOOL DISTRICT FOR THEIR ADJUNCT PAID BY, UM, BY TSTC. THEY'RE TEACHING OUR CURRICULUM IN THE SAINT AND UM, SO THAT WAY THEY CAN STAY THERE. BUT WE REALLY LIKE TO SEE THE STUDENTS COME OVER TO THE CAMPUS, GET THAT, UM, EXPOSURE TO THE WAY WE TALK ABOUT, UM, CLASSES AND CAREERS IN OUR, UM, IN OUR CLASS IT'S A LITTLE BIT DIFFERENT THAN HIGH SCHOOL. WE WERE TALKING ABOUT, UM, BEHAVIOR AND WHEN ON SOFT SKILLS AND EMPLOYABILITY SKILLS OUR WAY THROUGH. AND SO OUR DUAL CREDIT, UM, IS CURRENTLY $33 FOR CREDIT HOURS. SO THAT'S ONLY $99 A COURSE IN MOST OF THE SCHOOL. UM, PAID [00:40:02] FOR THAT. UM, JUST TO GIVE YOU UH, SOME EXAMPLES I'VE LISTED HERE ABOUT WHAT THAT COULD BE SAVING CULINARY ARTS, CAUSE WE HAVE BOTH OF THOSE STOOD UP. UM, DRS UM, IT'S A SAVINGS OF ALMOST THREE CLASSES OF DIGITAL WELDING TAKES ALMOST $40 OR BELOW 4,000. UM, AND THEN I TO ARTICULATE HERE, THE, UM, THE, UH, STUDENTS FOR 2022, WE HAD 44 JUST HEAD HIGHEST CONTROL STUDENTS, A COMBINATION OF CULINARY ARTS AND ALSO WELD. YOU SAID 4,400? NO, NO. WHAT'D YOU SAY? THAT WOULD BE AWESOME. UM, BUT NO, 44 ONLY. OH, 44 TOTAL. OKAY. AND THAT'S ARE THE, UM, STUDENTS THAT, OH NO, I THINK THREE OF OUR WELDING STUDENTS I JUST HEARD YEAH. ARE GOING TO SKILLS, USA SKILLS. OH, NICE. SO THREE OF THOSE HIGH SCHOOL STUDENTS ARE NOW BEING THAT EXPOSURE IN OUR PROGRAM AND ARE GETTING TO COMPETING. HOW MANY TOTAL STUDENTS DID YOU HAVE? WELL, AT ABOUT 300. OKAY. ON THEM, ON THE SIDE OF CAMPUS. OKAY. UM, WE WILL, WE'LL BE ABLE, WITH THE COMPETENCY BASED EDUCATION MODEL, WE'LL BE ABLE TO ADD A COUPLE MORE HUNDRED TO THAT NUMBER. UM, WHEN WE OPEN UP THOSE LAB SPACES, THAT REALLY IS WHERE WE'RE AT. WE'RE REALLY NEARING CAPACITY. YEAH, THAT WAS GONNA BE MY ADD NIGHT EVENING PROGRAMS TO ALL PROGRAMS. CAUSE THE DEMAND IS IN THERE. UM, BUT WE DO CURRENTLY RUN UNTIL 10 30 NIGHT ON MONDAY THROUGH THURSDAY I'LL MEET OUR RULING HP. AND, UM, SO THESE LEGISLATIVE PRIORITIES I JUST MENTIONED, UM, ARE, ARE SPELLED OUT IN HERE AND ALSO IN THE, UM, DATA. SO I WON'T GET INTO THE WEEDS ON THOSE, BUT, UM, WE'LL ANSWER ANY QUESTIONS ON, ON, I MENTIONED THE ENDOWMENT, WHICH IS REALLY IMPORTANT FOR ALL OF OUR, UM, ALL OF OUR CAMPUSES. BUT WE ALSO HAVE A BILL FOR THE LEGISLATURE, WHICH IS LOOKING REALLY PROMISING. UM, CAROLINE HARRIS OR PARIS AND ALSO CHARLES SCH HEARING SEPARATE BILLS. UM, THEY'RE SISTER BROTHER BILLS. UM, AND THAT'S TO ESTABLISH A PERMANENT PRESENCE EAST WILLIAMS COUNTY. SO THOSE OF YOU THAT'VE BEEN HERE A WHILE, YOU, YOU KNOW OR NOT REMEMBER, UM, ARE COMPLEX, UM, STRUCTURE. UM, AT W AT THE, SO WE'RE UNDER AN OPERATIONS AGREEMENT FOR 25 YEARS AND BEYOND THAT WE ARET CURRENTLY, UM, WE ARE THE ROSTER OF CAMPUS BY THE LEGISLATURE. WE ARE STILL TETHERED TO WACO IN THAT SENSE. SO WE'RE OUR STANDALONE CAMPUS. UM, BY BEING DESIGNATED A STANDALONE CAMPUS MEANS WE WILL ALWAYS BE ABLE TO, WE WANT TO BE HERE. UM, WE ARE ABOUT TO INVEST ALMOST 60 MILLION OF THE STATE'S NEED, UM, INTO THIS, UM, LOCATION. AND WE WANT TO DO SO WITH THE CONFIDENCE OF KNOWING THAT IN 25 YEARS IF OPERATION AGREEMENTS CHANGE THAT WE WOULDN'T, UM, WE COULD STILL HAVE CABLE ENSURE THAT WE COULD STILL, UM, SERVE THIS LOCATION. SO THAT'S A REALLY IMPORTANT BILL. UM, IT'S, IT SEEMS LIKE AN EASY BILL JUST ADDED TO THE ROSTER. UM, AND SO FAR I THINK WE ALSO, I KNOW, UM, FORMER CHAIR HAS BEEN REALLY SUPPORTIVE OF THAT. HE'S COMING DOWN TO THE CAPITAL AND THIS IS OUR, THE SLATE OF OFFICE TO LEARN A LITTLE MORE ABOUT THAT SO I CAN HAVE, UM, MORE INFORMATION WITH YOU IF YOU'D LIKE. HOW MANY, UH, NEW STUDENTS CAN YOU HAVE IN THE NEW BUILD? THAT'S TO BE DETERMINED. UM, WE ARE, WE ARE STILL TRYING TO FIGURE OUT THE SIZE, WHAT THAT MONEY IS GONNA GET US. UM, AND THEN AS SOON AS WE'RE ABLE TO ARTICULATE THE PROGRAMS THAT'LL BE STANDING UP IN THERE, THEN WE'LL KNOW THAT WE'LL BE ABLE TO, WE'RE LOOKING AT, YOU KNOW, 30 YEARS DOWN THE ROAD BEING ABLE TO, UM, USE THAT SPACE. WE WILL HAVE ADMINISTRATIVE SPACE IN THAT BUILDING AS WELL. UM, AND WE HOPE TO BE ABLE TO ADD, NOT ADVANCE MANUFACTURING TECHNOLOGY, BUT ALSO, UM, ADD ADDITIONAL PROGRAM SPACE. SO WE ARE JUST STARTING TO WORK WITH OUR ARCHITECT ON THAT PROGRAMMING. SO BY THE TIME ON NEXT WE'LL SHOW YOU SOME DESIGN PLANS OR MAYBE WE'VE BROKEN GROUND BY THEN . WELL THAT IS ALL I HAD, UM, FOR YOU TODAY. DO YOU HAVE ANY ADDITIONAL QUESTIONS OR, UM, AND ALSO NELSON IS IMPORTANT. DO YOU GUYS STILL, UH, OFFER TOURS FOR, UH, MEMBERS? I WOULD HIGHLY ENCOURAGE THE NEWER BOARD MEMBERS IF YOU WANT TO REACH OUT AND GO VISIT THE, THE FACILITY AND KIND OF DO A, GET A TOUR. I ENJOYED GOING OVER THERE AND SEEING THE FACILITIES AND I THINK IT KIND OF ALL THAT YOU'RE SAYING, I CAN ENVISION IT A LOT MORE BECAUSE I'VE HAD THAT EXPERIENCE. SO I THANK YOU FOR GIVING ME THE TOUR NIGHT OFF FOR ANYBODY THAT COMES ONTO. YEAH, PLEASE DO. AND SOME OF YOU HAVE BEEN OVER. WE, WE LOVE GIVING TOURS AND WE ALSO HAVE A FULL-TIME. WE'VE GOT PLENTY OF PEOPLE, UM, DOING THAT ALL THE TIME. SO, UM, COOL ABOUT THAT IS YOU'RE GONNA GET TO TALK TOO. WE WALK INTO THE LABS, THEY'RE REALLY THE EXPERTS. UM, WE'VE BEEN SELLING THE JOBS AND THE PROGRAMS, BUT THEY'RE THE ONLY THE ONES THAT CAN TALK TO YOU ABOUT, UM, WHAT THE STUDENTS ARE LEARNING, WHAT INDUSTRY PARTNERS FEEDBACK IS, [00:45:01] UM, WHAT THE WAGES ARE LOOKING LIKE FOR EACH OF THOSE. UM, AND ONES WE'RE OPEN, WE'RE USUALLY WE CAN, UH, POP IN OR MAKE AN APPOINTMENT, SHOW YOU AROUND. I KNOW FOR, FOR A COUPLE YEARS BEFORE I EVEN, UM, JOINED TSTC, I WOULD JUST GO TO THE THIRD FLOOR FOR EVENTS, PROBABLY LIKE IT FOR CHAMBER LUNCHEONS OUTTA POWER BREAKFAST UNDERNEATH. UM, IT'S A WHOLE NEW WORLD DOWN ON THE FIRST FLOOR, SO DEFINITELY COME CHECK IT OUT. UM, ABOUT AN HOUR IS A GREAT TIME, BUT IF YOU HAVE 30 MINUTES CAN INTRODUCE YOU TO OUR STUDENTS. UM, LOVE TO TALK ABOUT WHAT THEY'RE GONNA DO. THANK YOU. AWESOME. ANYTHING ELSE? ANYTHING ELSE? THANK YOU. YOU'RE VERY WELCOME. THANK YOU. ALL RIGHT, ITEM EIGHT TWO. CITY OF HU, BUDGET PLANNING PROCESS UPDATE FOR THE RECORD. ANNE, YOU ALL RECEIVED A DRAFT BUDGET CALENDAR? YES. OKAY. SO, UH, THIS IS THE CITY OF PETTO BUDGET CALENDAR, NOT THE ECONOMIC DEVELOPMENT BUDGET CALENDAR. SO THE, THE ECONOMIC DEVELOPMENT BUDGET FEEDS INTO THE CITY BUDGET. SO THE, I THINK SOME OF THE KEY DATES IN HERE ARE JUNE THE 16TH, WHERE ON THAT DATE, UH, WE'LL SEND TO THE DEPARTMENT HEADS AND TO THE ECONOMIC DEVELOPMENT CORPORATION. AND THAT FORM WILL SHOW HERE IS, UH, FISCAL 22 EXPENDITURES. HERE'S YOUR 23 DIG, HERE'S YOUR 23 BUDGET SET TODAY, AND HERE'S A BLANK COLUMN FOR 24. AND WHAT WE'LL BE LOOKING FOR IS FOR YOU TO FILL OUT THAT 24 FY 24 BUDGET COLUMN WITH THE BUDGET AMOUNTS THAT YOU'RE REQUESTING. SO IN THE PAST WHEN I'VE WORKED WITH ECONOMIC DEVELOPMENT COUNCIL, SOME OF THEM HAVE SAID, AND WE JUST WANT YOU TO DO IT FOR US. AND SOME OF 'EM HAVE SAID, PLEASE WORK WITH OUR ECONOMIC DEVELOPMENT DIRECTOR AND BRING US A BUDGET. AND SOME HAVE SAID, WORK WITH OUR TREASURER AND, UH, YOU KNOW, GET THAT COLUMN FILLED OUT FOR FY 24. SOME HAVE SAID WE HAVE A COMMITTEE OF THE BOARD THAT'S A BUDGET COMMITTEE. SO WHAT I WANTED TO DO IS TO SHARE WITH YOU WHAT THE EXPECTATIONS ARE IN DEVELOPING THE BUDGET, UM, DETERMINING YOUR NEEDS AND FEEDING THAT INFORMATION BACK TO THE CITY FOR INCLUSION IN THE CITY'S BUDGET. SO DURING THE MONTH OF JUNE IS WHEN I NEED TO BE WORKING WITH SOMEBODY HERE FROM THE ECONOMIC DEVELOPMENT CORPORATION TO, TO DETERMINE WHAT YOUR BUDGET REQUEST IS AND THEN BRING BEFORE THE WHOLE BOARD THAT BUDGET REQUEST FOR APPROVAL, AND THEN TAKE THAT BUDGET REQUEST AND FEED IT INTO THE CITY'S BUDGET. THE DROP DEAD DATE FOR THAT, WE'LL, WE'LL START THE PROCESS IN JUNE, BUT IF YOU LOOK HERE ON THE CALENDAR FOR AUGUST THE THIRD, THAT'S THE DATE THAT THE CITY'S BUDGET WILL BE PRESENTED TO THE CITY COUNCIL AND ALSO POSTED ON THE CITY'S WEBSITE FOR REVIEWED BY THE CITIZENS. SO BETWEEN SAY JUNE THE 16TH AND AUGUST THE THIRD IS THE PROCESS FOR DEVELOPMENT OF THE BUDGET, PRESENTING PRESENTATION TO THE ECONOMIC DEVELOPMENT BOARD AND THEN FEEDING THAT INTO THE CITY COUNCIL'S BUDGET. UM, SO WITH THAT I'VE PRESENTED YOU THE CALENDAR, KIND OF A SCHEDULE, AND THEN AT SOME POINT IF Y'ALL CAN JUST LET ME KNOW HOW YOU WOULD LIKE ME TO WORK IN DEVELOPING THE EDCS BUDGET FOR FY 24. I'D BE HAPPY TO WORK WITH HOWEVER YOU WANT TO, YOU KNOW, WHOEVER YOU WANT ME TO WORK WITH, THE DEVELOPMENT OF THE, DO YOU HAVE ANY QUESTIONS? I WOULD SAY MY PERSONAL PREFERENCE IS TO START OFF, YOU WOULD WORK WITH BOB SINCE HE'S OUR DIRECTOR, AND MAYBE THAT WAY YOU GUYS CAN SCHEDULE WHAT'S COMING UP, WHAT WE ALREADY KNOW FROM ECONOMIC PAYMENTS AND THINGS LIKE THAT, SALARIES. AND THEN I THINK WHEN WE GET TO THAT POINT, HAVE ALL THAT DOWN. WE KNOW HOW MUCH MONEY'S LEFT OVER, IF THERE IS ANY. AND THEN I THINK MAYBE WE CAN BRING THAT BACK TO THE BOARD TO THEN SAY, OKAY, HERE'S WHAT WE HAVE LEFT, WHAT WE CAN DO. SO I THINK MAYBE LIKE A QUASI TO WHERE MAYBE THEY START THE PROCESS, BUT MAYBE IN MAY WE CAN LOOK AT, I DON'T WANNA CALL IT A DRAFT, BUT WE, WE SEE A BUDGET THAT'S GOT ALL THE, THE HARD STUFF IN THERE THAT WE CAN'T GET OUT OF AND THEN WE CAN LOOK AT ALL [00:50:01] THE OTHER STUFF. OKAY. IT'S JUST, I'M JUST THROWING OUT THAT YOU GUYS NO, I WOULD AGREE. I THINK ROUGH DRAFTS FIRST STARTS SHOULD COME FROM BOB AND AND TEAM, UM, OVER THERE. AND THEN, UM, PLEASE GET ME INCLUDED IF YOU NEED BE AS A TREASURER, I'D LOVE TO JUST KIND OF PUT A SET OF EYES ON IT BEFORE WE GO MAYBE TO THE BOARD AND THEN FROM THERE. AND THEN THE OTHER THING I'D LIKE TO KNOW IS WHEN WE GET SOME OF THE BUDGET ITEMS THAT WERE CONTRACT OBLIGATED, I ALSO WANT KNOW THE END DATES OF WHEN THOSE GO AWAY AND WHETHER THEY'RE, THOSE ARE DECISIONS LIKE, YOU KNOW, TSTC HAS BEEN NEAR, YOU KNOW, 10 YEARS. I DON'T KNOW HOW LONG THE AGREEMENT WAS WITH THE EDC, BUT AT SOME POINT I IMAGINE IT'LL BE A EITHER RE-UP OR CHANGE OR TERMS OR SOMETHING. SO, UM, AND THE KOCH FEST AND ALL THE OTHER ONES, 25 YEAR 25 MM-HMM. KEEPING IN 20. OKAY. CURRENTLY. YEAH. OKAY. THANK YOU VERY MUCH. AWESOME. THANK YOU. THANKS. THANK YOU. ALL RIGHT. ITEM FIVE ONE, HOLD A PUBLIC HEARING FOR PROJECT H W B. THE PROJECT SUPPORTS THE OPENING OF A NEW LIGHT FOOD AND ALCOHOL SERVICE VENUE LOCATED IN THE HISTORIC DISTRICT OF DOWNTOWN, WHICH IS TO OPEN AUGUST, 2023 IS PLANNED TO OFFER BOTH INDOOR AND OUTDOOR SERVICE AREAS WITH MORE THAN 3000 SQUARE FEET OF FLOOR SPACE AND AN ANTICIPATED OCCUPANCY CAPACITY OF 160 PEOPLE. THE VENUE MAY BE USED AS AN EVENT, UH, RENTAL SPACE AND MAY OFFER MEMBERSHIPS AND CENSUS DESIRE AND INCLUDE A SMALL BUSINESS GRANT, OFFSET CERTAIN EXPENSES FOR FINISH OUT AND START COSTS. PUBLIC MEETING IS OPEN AT 7 22. DON'T BELIEVE WE'LL HAVE ANYBODY COMING IN TO TALK ABOUT IT. ECONOMIC INCENTIVE THAT WE CAN DELIBERATE IT AS TO WHETHER CONSIDER NOT THIS PARTICULAR PROJECT, A ENTREPRENEUR, UH, LOCAL THAT WANTS TO GET IN WINE BAR BUSINESS. YOU JUST ACCOMPLISHED WHAT WE NEED TONIGHT, WHICH IS TO READ GENERIC SORT OF INFORM RECORD. WE WON'T BRING ANYTHING BACK SPECIFICALLY ACTION UNTIL WE'VE GOTTEN THROUGH AT LEAST ONE MORE MEETING CYCLE AND YOU'LL GET AN ECONOMIC ANALYSIS OF THE PROJECT AND ANY OTHER PROJECT. AND TONIGHT IS JUST SIMPLY TO GET OUT ON THE, ON THE PUBLIC NETWORK WITH THIS POSSIBILITY THAT, SO BOB, DON'T WE TYPICALLY AT LEAST IDENTIFY OR LET THE PUBLIC KNOW KIND OF WHERE THE SPACE IS OR WHERE THEY'RE THINKING OF PUTTING THAT? OR IS THAT SOMETHING THAT IS NOT NECESSARILY PUT IN BEING NEGOTIATED? SO PUT A SPECIFIC PROJECT AND IT WAS OKAY, BUT WHEN WE COME BACK, WE DEFINITELY HAVE, THEY WILL HAVE GOTTEN FARTHER IN THEIR LEASE NEGOTIATIONS. I A PARTICULAR SPOT THAT MAKES SENSE. HISTORIC DOWNTOWN, HISTORIC DISTRICT OF DOWNTOWN IS A AREA. YEAH, NO, I, I AGREE THAT'S, THAT'S AN AREA I, I DON'T KNOW, JUST IF I, I GUESS I WAS JUST THINKING, REFLECTING AS IF I WAS THE PUBLIC. THAT'S LARGE AREA, YOU KNOW, AND I MAY NOT CARE IF IT'S OVER HERE, BUT I MAY CARE IF IT'S OVER HERE. AND THE WHOLE PURPOSE OF THE OPENING IT UP FOR PUBLIC DISCUSSION IS SO THAT THEY CAN HAVE QUESTIONS ABOUT THAT. RIGHT. SO THIS 60 DAY NOTICE PERIOD IS ACTUALLY TO, TO DES TO DESCRIBE THE PROJECT FOR PURPOSES OF THE PUBLIC SO THAT THE 60 DAY PERIOD THAT IS PROVIDED BY LAW FOR THE PRO PUBLIC TO CREATE A PETITION TO PROTEST THAT PROJECT CAN BE GIVES, GIVES THEM THAT OPPORTUNITY. RIGHT. BUT THEY DON'T EVEN KNOW WHERE IT IS. AND SO, BUT THEY KNOW IT'S IN THIS LIKE TWO TH FIVE ACRE AREA AND IF THEY HAD A PROBLEM WITH THAT, THEY COULD PUT PUT YEAH, I GET THAT PROTEST THAT I'M JUST, SO IF THEY, YEAH, SO IF THEY HAD A CONCERN WITH REGARDS TO THE PROJECT, THIS WOULD GIVE THEM AN OPPORTUNITY TO ASK THAT VERY QUESTION. IS IT ON THE EAST SIDE OR THE WEST SIDE OR THE NORTH SIDE OR THE SOUTH SIDE, OR IF THAT'S NOT BEEN DETERMINED. UM, BUT UH, BUT YEAH, SO IF, IF, SO THIS IS REALLY THAT 60 DAY SHOT CLOCK, SO TO SPEAK. YEAH. UM, FOR THAT PETITION TO BE FILED. IF IT WOULD BE FILED. YEAH, I GET THAT. THANK YOU. I APPRECIATE IT. I I I WAS JUST WONDERING IF THAT WAS NECESSARY AND YEAH, I I KNOW YOU, YEAH, THANK YOU. SO I'M KIND OF A SHOT ON THIS AND THAT THE, ESPECIALLY THIS HISTORIC AREA, E STREET MEANS SOMETHING TO SOME PEOPLE DIFFERENTLY THAN MAIN STREET OR WEST STREET. AND SO IT'S EASY TO SAY IT'S A FOUR OR FIVE ACRE PLACE AND SO THEY'LL FIGURE IT OUT. BUT POTENTIALLY, WHAT IF, WHAT IF WE HAD AN AREA AND PEOPLE SAID, WELL I'M, I'M OPPOSED TO IT NOW. AND SO THEN WE HAVE A PETITION, WE HAVE ALL THESE THINGS HAPPEN AND THEN, THEN THEY FOUND OUT THE DETAILS AND THEY'RE LIKE, OH, WELL IF YOU WOULD'VE TOLD ME IT WAS THERE, I WOULDN'T HAVE BEEN SO UPSET. AND SO I, I DON'T KNOW WHAT THE PETITION LOOKS LIKE. SO I DO THINK [00:55:01] IT'S SOMETHING MAYBE IN THE FUTURE WE DON'T NECESSARILY HAVE AN ADDRESS, BUT WE DIAL IT DOWN TO LIKE A PROJECT IN THE HOME DEPOT SHOPPING AREA OR THE LOWE'S SHOPPING OR LIKE, UM, THE MEGA SITE. CUZ IF YOU JUST SEE ON THE EAST SIDE OF TOWN OFF OF 33 49 AND IT'S BANK, UM, YEAH. WHERE TO ME, HISTORICAL DOWNTOWN, IT ACTUALLY GOES ON THE SOUTH SIDE OF 79. SO WE DON'T EVEN KNOW IF IT'S NORTH OR SOUTH. AND SO, YEAH, I DON'T KNOW IF IT'S A HUGE DEAL, BUT I DO AGREE THAT YEAH, I DON'T, I DON'T WANNA GET INTO IF THEY'RE NEGOTIATING LEASES, I GET THAT AND I DON'T WANT GET INTO ANY OF THAT PROBLEM. BUT IT'S, I THINK ABOUT PUBLIC COMMENT AND, AND THERE'S, I MEAN IF YOU WANT TO HAVE ANOTHER, UH, PUBLIC HEARING WITH MORE SPECIFICITY, ASSUMING THAT WOULD BE AVAILABLE, ONCE THAT'S AVAILABLE THEN YOU CAN DO THAT AND WAIT ANOTHER 60 DAYS. IF YOU FEEL THAT THAT'S, THAT'S, SORRY ITS DEFINITELY ON EAST STREET, THAT PROPERTY VIDEO. OH, EAST STREET. WELL I KNOW THIS. NO ONE TYPICALLY COMES TO PUBLIC . THAT'S WHAT I WAS GONNA SAY. IF , IT MAY BE A BIG NOTHING BURGER. I JUST ASKED IT AS A QUESTION. I PROMISE YOU THEY MAY NOT COME BECAUSE WE TALK IN OUM ABOUT EVERY SINGLE DETAIL THAT HAPPENS ANYWAY. THEY JUST SIT AT HOME. YEAH. . SO, ALRIGHT. EAST STREET THAT OUGHT WOULD BE GOOD. I MEAN HERE'S THE OTHER ELEMENT TOO IS THIS IS A A T A B C LICENSED FACILITY ONCE IT'S ALL SAID AND DONE. SO THEY, THEY WOULD STUFF TO GO THROUGH THEIR OWN RESPECTIVE PERMITTING PROCESS AND EVERYTHING ELSE. SO THEY'D HAVE HAVE AN OPPORTUNITY TO PROTEST THERE. UM, WHICH OBVIOUSLY ANY OF THAT WOULD BE WRAPPED INTO ANYTHING THAT WE WERE TO OFFER FOR ANY INCENTIVES IS THAT, YOU KNOW, ALL THOSE CONDITIONS. SO YEAH, THEY'LL HAVE PLENTY OF OPPORTUNITY IF THEY DON'T LIKE THE LOCATION NEXT TO A DAYCARE OR WHATEVER, YOU KNOW. , IS THIS FOR SOMEBODY WHO LIVES IN THE CITY? YES. OKAY. AND THERE WILL BE MORE INFORMATION BY TIME WE GET BACK TOGETHER. I THINK THEY'LL HAVE NARROW RELEASE OPTIONS DOWN A BIT. WE'LL BE ABLE TO TALK ABOUT THERE'S KINDA CLOCK TO THIS. YEAH, SURE. I'M OKAY WITH STARTING THIS SHOT CLOCK NOW. I'M, I THINK THAT YEAH. , SHE'S SECONDS. YOU HAD ME AT WINE BAR NOW. SEND ME AT SOMETHING DOWNTOWN. . ANY OTHER COMMENTS, QUESTIONS, CONCERNS? CLOSE IT. HEARING NONE. WE ARE CLOSING THE PUBLIC HEARING AT 7 27. ITEM SIX ONE STAFF UPDATES RELATIVE TO THE SITE SELECTORS VISIT HOSTED BY THE WILLIAMS COUNTY ECONOMIC DEVELOPMENT PARTNERSHIP ON MARCH 23RD THROUGH 25TH, 2023. PLANNING FOR THE UPCOMING I C S C CONFERENCE IN LAS VEGAS ON MAY 21ST THROUGH THE 23RD OF 2023 H E D C, BUDGET PLANNING AND THE PROPOSED BUSINESS RETENTION AND EXPANSION PROGRAM AND F T E. AND CAN YOU, UH, BOARD, UM, WE'RE GONNA SPLIT THIS ONE UP BETWEEN SHANE AND I. UM, THE ONLY THING I ADD TO WHAT GAVE YOU FROM THE SCHEDULE STANDPOINT WILL BE A PUBLIC WORKSHOP SECOND, I BELIEVE IN LIKE NINE AND THAT'LL BE AN OPPORTUNITY FOR CITIZEN TO COME AND TALK ABOUT ANY OF THE THINGS THAT WE DO. IS GOVERNOR, IF YOU HAVE PEOPLE THAT YOU THINK COULD COME AND TALK. BOB CHAIR, I'M SORRY TO INTERRUPT. I JUST GOT NOTIFICATION THAT THE VIDEO IS, HAS NO AUDIO, SO I DON'T KNOW IF THAT'S SOMETHING THAT WE CAN LOOK AT, BUT IF YOU ARE WATCHING THIS, NOBODY CAN HEAR ANYTHING. YEP. I'M SORRY TO INTERRUPT, BUT NO, THAT'S GOOD. YOU NEED THIS THEN. WELL, I, I HAVE NO IDEA. WELL, I DON'T KNOW HOW THE, HOW THE CAPTURING WORKS, BUT UM, ALL I KNOW IS I GOT A TEXT THAT SHOWED THE IMAGE AND SAID THERE'S NO SOUND AND THEY TURNED THEIR TV UP, RIGHT? YEAH. , EVERYBODY ELSE IS LISTENING. THEY'RE GOT MAL FUNCTION AND THEIR SPEAKER, THE MUTE WAS OFF. DO YOU WANNA TAKE A MOMENT? DO YOU WANT TO, SHOULD WE RECESS? CAN YOU RESET THAT CHENEY OR, I DON'T THINK YOU'RE SUPPOSED TO BE SET UP BY THE WAY, SECRETARY. WE GET STARTED, SO YEAH, I'M SURE THAT'LL END UP ON A FACEBOOK GROUP. I ASKED THE QUESTION, I'M PROBABLY GONNA GET BEAT UP NOW THAT I ASKED THAT QUESTION, BUT I ASKED THE QUESTION. JUST CHECK IS THAT MOVIE WHERE THE GUY'S FILMING AND THEN THE TAPE GOES DEAD AND HE DOESN'T WANNA SAY THAT. THE TAPE WITH DEAD PRETEND LIKE HE'S FILMING. YEAH, IT'S LIKE A, FORGET WHICH MOVIE THAT WAS. I THINK IT'S LIKE TRUE LIES OR SOMETHING LIKE THAT WITH ARNOLD. SO YES. SOME KIND OF TERRORIST COMMENT. SO, UM, CHENEY, IF YOU WANT TO, I GUESS JUST RECORD THE AUDIO IN THE INTERIM, CAUSE I KNOW THE SWAGGO STUFF IS NOT IN YOUR, DO YOU WANNA GO AHEAD AND NOW YES, IT IS SEVEN 30 ON APRIL 10TH AND WE ARE CONTINUING THE HUDDLE E D C MEETING. UH, WE ARE CURRENTLY ON ITEM SIX ONE. ALRIGHT, [01:00:01] TO PICK UP WHERE WE WERE. UM, TALK BRIEFLY ABOUT THE SITE SELECTOR'S VISIT. DID YOU KNOW ABOUT TWO AND A HALF MONTHS AGO WE SIGNED UP WITH WINSTON COUNTY, MADE $10,000 CONTRIBUTION, THE COUNTYWIDE ECONOMIC DEVELOPMENT EFFORTS, MOST OF THAT INVOLVED THINGS LIKE CLIENT DATA AND INFORMATION, BUT IN ADDITION, THERE'S BEEN AN ATTEMPT MADE AND WILL CONTINUE TO BE OUTSIDE THE AREA. WILLIAMSON COUNTY, IT'S WORKING FOR THE AUSTIN REGIONAL. WE'RE NOT INTO THE MARKET AT ALL. UM, WE HAD A GROUP HERE ON THE 23RD, 24TH, UH, FIFTH MARCH, MADE UP OF NATIONAL SITE SELECTORS, LA, VIRGINIA, UH, DALLAS AND INDIAN. AND THESE PEOPLE WILL HAVE DIFFERENT PRACTICE AREAS, SO SOME JUDICIAL MANUFACTURING TECH, UH, BUT THE IDEA IS TO GIVE THEM SOME SPECIFIC EXPOSURE BY BRINGING INTO THE MARKET A COUPLE OF DAYS DINNER, THE WILLIAMSTON COUNTY TEAM, THE FIRST NIGHT HERE, WHICH WAS A THIRD, THEY SPENT ALL FRIDAY TOURING THE COUNTY HELICOPTER TOUR. THEY SPENT TIME HERE IN HUDDLE AND TWO OR THREE OTHER COMMUNITY REGION. THEY ACTUALLY WERE A CHE, UH, SESSION. PROBABLY ONE OF THE MOST HEAVILY ATTENDED ONLY THE SATURDAY AND WENT BACK PRETTY TRADITIONAL TYPE OF, UM, ENGAGEMENT THAT WE'VE GONE THROUGH AND OUR AS WELL. UM, AND AGAIN, IT'S A GOOD WAY IF YOU DON'T, AREN'T FAMILIAR WITH THE MARKET NEW TO THEIR BUSINESS, BUT IT'S HELPFUL FOR THEM, MS CAN TELL YOU THAT WE WOULDN'T HAVE BEEN ABLE TO DO THIS OURSELVES, UM, AND PULLED IT OFF FOR THAT AMOUNT OF MONEY. FACT IS WE'VE GOT SOME EXPOSURE THAT WE OTHERWISE, UM, IT'S ALSO A LITTLE MORE INBOUND ORIENTED. OBVIOUSLY WHEN YOU GO WITH THE AUSTIN REGIONAL CHAMBER, IT'S USUALLY A VISIT TO MARKET, BOTH EFFECTIVE. UM, YOU GO RECRUIT CALIFORNIA COMPANIES FOR HIS HOME TURF. UM, BUT WHEN YOU DO HAVE PEOPLE WHO AREN'T MAYBE AS FAMILIAR WITH THE MARKET, GETTING 'EM ON YOUR HOME TURF IS ALSO QUITE USEFUL. I KNOW HAVING WORKED WITH SOME OF THESE GUYS GALS BEFORE THAT THEY'RE FIRMS AND THE INDIVIDUALS OR IN THIS BUSINESS, THEY WILL HAVE PROJECTS, THEY WILL HAVE INTEREST. NOW CONTAINS FIRST STEP IN A LARGE NUMBER OF STEPS THAT WILL HAVE TO BE TAKEN IS OUTREACH. ARE WE GONNA FOLLOW UP WITH THEM ON THE SITE? SELECTORS, WE SENT OUT INFORMATION TO ALL OF THEM, INCLUDING, YOU KNOW, AN PACKET TO DO WITH THEM. IT'S NOT REALLY HELPFUL TO DO IT ONCE THE NUMBER DO IT AGAIN. BUT NOW GREAT. AS I SAY, AS AS WILCO TRIES TO SORT OUT THE JURY, THERE'LL BE OTHER OPTIONS LIKE THIS. LET ME KNOW BIOS AND ALL THE INFORMATION. THAT WAS IT. THE OTHER TWO ARE KIND OF FORWARD LOOKING. I SEES KNOW A NUMBER OF YOU HAVE BEEN TASKED WITH THE EXCITEMENT OF GOING TO VEGAS. ROLLING HAS, DO WE COME UP WITH SCHEDULES FOR EVERYBODY AND JUDGES FOR EVERYBODY AND TRAVEL FOR EVERYBODY. SO THERE'S A BIT MORE OF A PROCESS THIS YEAR THAN WHAT WE WENT THROUGH IS WE ARE EXPECTING A PRETTY BUSY SCHEDULE WITH ANNOUNCEMENTS THAT WE INCREASE THE ENTRANCE THAN AUTO HAS MEETING. WE'VE ALSO MOVED OUR BOOTH TO A SPOT THAT'S MUCH MORE CENTRAL PROCESS. PAT DOWN IN THE, IN THE ROOFING SECTION OF THIS HALL. SOMETHING WE WANNA TAKE A MINUTE. SURE. SO TRAVEL ACCOMMODATIONS AND BOOTH LAYOUT ARE DONE. AND THEN THE OUTSTANDING ITEMS IN PROGRESS WHERE I'M FINALLY, I THINK THE SCHEDULES COVERAGE AND UH, SESSION ATTENDANCE AS WELL AS JUST TIME FOR EVERYONE WALK THE HALL AND ENGAGE CAN EXPERIENCE THAT. UM, THE SWAG ORDER WILL BE PLACED BY THE END OF THE WEEK. AND THEN WE'RE ALSO GONNA SEND A POLL TO [01:05:01] THE BOARD MEMBERS AND COUNCIL MEMBERS BASED ON THE VETERAN ATTENDANCE TO Y'ALL AND COUNCIL FOCUSED ON OR NO, UM, AND HAVE, UH, A VENDOR OR A CONTRACTOR RATHER WORKING ON BOARDS THAT WILL BE IN SO IN SHAPE. PREPAR FOR THAT. EXCITED FOR THAT. AND THEN, UM, FOR THE BUSINESS RETENTION, AN PROGRAM AND THE FULL-TIME EMPLOYEE POSITION PREVIOUSLY THAT WILL BE REQUESTED FOR THIS NEXT FISCAL YEAR. UM, I'VE BEEN WORKING WITH, UH, ON THE A TWO 10 AND I THINK THE LAST STEP DATA I SHARED WITH YOU MET WITH THE BRE REPS FROM BLUE RIVER ROCK AND WE'VE ALSO VETTED A FEW SOFTWARE, UH, VENDORS THAT WOULD SUPPORT THE B CUSHION AT ALL AS THE EVERY TAKE FUNCTIONS AND PROJECT MANAGEMENT FOR ECONOMIC DEVELOPMENT. AND ONE AND MAYBE RIGHT INTEGR FOR US AND RIGHT IS THE PROGRAM HAS, UH, SELECTED FOR THEIR PROJECT MANAGEMENT. SO HAVING THAT INTEGRATION PUBLIC WORKS AND PROJECT. UM, ADDITIONALLY WE ARE CREATING AN DESCRIPTION. WE'VE PULLED JOB DESCRIPTION WEBSITE AND, UH, PARTNERS GET A ROBUST JOB DESCRIPTION Y'ALL. UM, AND THEN WE'RE CURRENTLY IDENTIFYING RESOURCES THAT WE'D LIKE TO PROVIDE IN THE NEXT FISCAL YEAR AND PROGRAM SCAFFOLDING WE CAN PUT IN PLACE OVERHEAD WHEN THAT COMES ON AND START RIGHT AWAY. ONE OTHER QUICK LITTLE SIDEBAR THAN THAT. WE'VE ALSO OF COURSE BEEN REACHING OUT TO SOME OF THE CEOS, THOSE I MIGHT MENTION. ONE IN PARTICULAR PARTICULARLY HELPFUL, UH, IN TERMS OF THE KIND OF A SOUNDING BOARD FOR SOME OF THAT WE'RE TALKING ABOUT SO THAT WHEN WE PLAN ACTIVITIES THAT WE'RE SORT OF GETTING EMBEDDED BY MS. BEHALF IS ALSO WILLING TO SPEND SOME TIME INTERPRETING OTHER, HE'S BEEN REALLY GENEROUS. WE'VE THE MEETING WITH HIM ABOUT JENNY, WHO'S GOING TO THE I CSC AGAIN. UM, IT'S THE TWO OF US. UH, COUNCIL MEMBER FORTON, UM, BOARD MEMBER COLEMAN TREASURER LU AND . UH, I'M GOING TO RIGHT. OKAY. YOU ALSO, BUT I THOUGHT YOU WERE ASKING. YEAH, I, YEAH, I PAID FOR THE, I I TOOK CARE OF EVERYTHING ELSE. OKAY. AND THEN THE, OH, GO AHEAD. NO, I'M SAYING, SO IS HE WEARING THE SANDWICH BOARD THAT YOU'RE PURCHASING OR NO, IT'S THE, THIS FUNNY SIGN THAT YOU SPIN AND I HAVE TO WEAR THE HIPPO OFF OUTFIT. OKAY, SO HIPPO HEARD YOU'RE DRESSING AS THE HIPPO AT THE BOOTH. YEAH. YEAH. I DIDN'T GET THE MEMO ON THAT. . SO THE F IS THE FTE GONNA BE A BUSINESS RETENTION EXPANSION PERSON? YES. OKAY. WHAT I WOULD ASK IS, I'D LIKE TO, WHEN YOU GUYS ARE BRINGING THIS UP, NOT JUST A JOB DESCRIPTION, BUT WHAT YOU ENVISION SOMEONE DOING FOR 40 HOURS A WEEK FOR 52 WEEKS A YEAR TO COME UP. BECAUSE A LOT OF TIMES I'VE SEEN THIS IN THIS CITY BEFORE, THERE'S AN IDEA FOR A POSITION, BUT THEY EITHER DON'T HAVE THE DESCRIPTION OR THEY HAVE JUST SOME GENERAL IDEA AND THEY'RE LIKE, WELL, WE'RE GONNA PAY THE PERSON $150,000 A YEAR. AND I ALWAYS SIT THERE AND GO, YOU HAVE NO PLAN. LIKE IF I DID IT AT MY JOB, UM, THEY WOULD JUST SAY NO AND COME BACK NEXT YEAR. BUT IF WE CAN HAVE, YEAH, LIKE A GOOD PLAN LAID OUT, UM, AND I'M NOT SAYING LIKE EVERY SINGLE WEEK WHAT THEY'RE GONNA DO, BUT BECAUSE BUSINESS RETENTION, UM, I DON'T KNOW IF YOU ASKED 10 PEOPLE WHAT THAT WAS EXACTLY OR WHAT THAT WOULD ENTAIL, YOU'D PROBABLY GET 10 DIFFERENT ANSWERS. SO IT'D BE INTERESTING TO SEE WHAT YOU ARE WANTING TO DO, HOW MUCH YOU THINK IT'S GONNA COST. AND THEN BEFORE WE MAKE A DECISION ON IS THAT MONEY WELL SPENT OR, OR NOT EVALUATION ON THAT MAY OR MAY NOT BE. YOU HAD MENTIONED THAT MEETING SORT OF FELT LIKE THERE WAS SOME ADMINISTRATIVE HELP AND IT WOULD BE USEFUL. SO THERE MAY BE, FOR EXAMPLE, SOME HYBRID PERSON CALLS, BUT [01:10:01] AWESOME. THERE'S VERY DIFFERENT. YEAH. AWESOME. GO AHEAD. ANYTHING ELSE ON THIS ITEM? ANYONE GOING? ONCE? TWICE. ALRIGHT. ITEM SEVEN ONE, CONSIDER AND APPROVED CORPORATE MINUTES FROM ITS SPECIAL CALLED MEETINGS ON 3 20 23 AND THREE 30 OF 2023. I'LL MAKE A MOTION TO APPROVE. 71 IS PRESENTED. ALL RIGHT, WE HAVE A MOTION. I'LL SECOND. ALL RIGHT. WE HAVE A MOTION BY TREASURER LUCAS, SECOND BY SECRETARY CLANCY. IF WE CAN GET A ROLL CALL PLEASE. SECRETARY CLANCY. AYE. VICE CHAIR? CARLTON BOARD MEMBER COLEMAN. AYE. BOARD MEMBER CLARK AYE. BOARD MEMBER SNYDER. AYE. TREASURER LUCAS. AYE. MOTION PASSES. SIX OH ITEM NINE ONE. DISCUSS AND CONSIDER ACTION APPROVING THE OPENING OF A NEW BANK ACCOUNT FOR THE CORPORATION. A TRANSFER OF THE BALANCE OF FUNDS IN THE CURRENT ACCOUNT TO THE NEW ACCOUNT DUE TO THE CLOSURE OF THE CORPORATION'S CURRENT BANK CADENCE BANK. AND HU SO LAST TIME WE BROUGHT THIS ITEM UP, Y'ALL HAD GIVEN SOME FEEDBACK ABOUT MAYBE WANTING TO USE A SMALLER BANK, REGIONAL BANK, BUT ALSO WANT MAKE SURE THEY HAD A ROBUST ONLINE PLATFORM. SO, UM, CAME BACK WITH A FEW OPTIONS FOR YOU GUYS. UM, ALLIANCE BANK IS THE BANK THAT DID OUR LOAN FOR US, OPPOSED THEM AS WELL AS REGION PLUS OR FEW WELLS FARGO. SO THERE'S TRANSPLANT OPTIONS PREFERENCE. HOW HAS ALLIANCE BEEN SO FAR AND HAVE YOU LOOKED AT THEIR ONLINE PLATFORM? SO I HAVEN'T, I DON'T HAVE LOGGING CREDENTIALS SO I CAN'T SEE THAT. BUT UM, I KNOW NOT HAD ANY ISSUES. YES, WE HAVE THE TRANSACTIONS THUS FAR, SO, UM, THEY'VE BEEN REALLY GOOD AS FAR AS ADMINISTRATION AND YET NOT PLAY ANONYMOUS RECORDS DEPARTMENT WOULD BE MM-HMM. . YEAH. I'M NOT IN FAVOR OF HAVING WHERE THE LOAN GOES BECAUSE SOMETHING MONEY GOES WHERE THE LOAN GOES. YEAH. YEAH. BECAUSE IF SOMETHING HAPPENS AND WE RUN INTO ANY FISCAL ISSUES, I DON'T WANT THEM TAKING MONEY FROM THERE AND, AND SAYING, OH WELL YOU DIDN'T PAY THIS SO WE'LL JUST TAKE THIS INSTEAD. SO I'M A PLUS. I MEAN, I WAS MY GPA SO I'M IN FAVOR OF A PLUS. SO , BUT THAT WAS YOUR NICKNAME IN COLLEGE, A PLUS. THAT'S RIGHT. THAT'S RIGHT. SO VERSUS A BANK VERSUS A CREDIT UNION IS THERE, CUZ YOU KNOW, A PLUS IS A CREDIT UNION VERSUS A BANK. SO IS THERE SOME POLICY FROM THE FINANCIAL TEAM THAT WOULD SAY ONE WOULD BE BETTER THAN ANOTHER? NO, WE'RE WITH CADENCE BANK RIGHT NOW FOR CREDIT LOUD. UM, YOU WANNA CALL IT CHRISTIAN? I, I HAVE, I HAVE NO FEEDBACK. SEAN. YEAH, THERE'S SEVERAL BANKS HERE, RIGHT HERE ON 70. I WOULD ENCOURAGE YOU TO GET A BANK THAT'S CLOSE IN CASE TALK TO SOMEBODY HERE ON 79. WILL FARGO ALL EXCELLENT. NOT THE REGIONS BEFORE. YEAH, I LIKE A PLUS. I MEAN, I HAVE A NON-PROFIT AND A FOR-PROFIT WITH A PLUS AND I LIKE THE FACT THAT IT'S LOCAL AND I, I'M VERY BIG ON LOCAL RELATIONSHIP BUILDING AND WELLS FARGO. I, I JUST DON'T TRUST WELLS FARGO. OH. SO ONE, ONE THING WITH A PLUS, HOWEVER, THE CITY'S UNABLE TO IS WITH A PLUS BECAUSE, UH, THEY DO NOT HANDLE YEAH. WHICH IS WHY THEY'RE NO GUESS IS THE CITY, I MEAN THE ECONOMIC DEVELOPMENT CORPORATION. GOVERNMENTAL CORPORATION. NOPE. YES. IT'S NOT THOUGHT WE WERE AT 5 0 1. YOU'RE, YOU'RE A, YOU'RE A NONPROFIT CORPORATION AS A STATUTORILY DICTATED AS THAT. SO YOU WOULD BE A NONPROFIT JUST LIKE ANY OTHER NONPROFIT TO THE BANK. SO I I HAVE, IT'S THE LOCAL GOVERNMENT CORPORATIONS THAT ARE GOVERNMENT. THIS ONE ISN'T. RIGHT. THAT'S WHAT I THOUGHT. SO, SO, YOU KNOW, I HAVE RELATIONSHIPS WITH A PLUS REGIONS AND WELLS FARGO HERE IN TOWN. SO I'VE WORKED WITH ALL THREE OF 'EM, DONE DIFFERENT THINGS WITH ALL OF 'EM. THEY'RE ALL PRETTY GOOD. I WILL SAY THAT, UM, YOU KNOW, THE EFFICIENCIES WITH WELLS FARGO, I CAN SEE THAT, YOU KNOW, ISSUE IN THE NEWS AND STUFF THAT THEY HAD THERE WOULD BE EFFICIENCY WITH MATCHING WITH THE CITY. SO I'D HAVE COMFORT LEVEL WITH THERE, BUT ALSO BECAUSE OF ISSUES, YOU KNOW, SO MY [01:15:01] POINT, I WOULD SAY PROBABLY GO WITH REGIONS TO GO WITH THE BANK AND, UM, YOU KNOW, RIGHT THERE ON ONE, I THINK THEY'RE THE OLDEST BANK IN TOWN. UM, SO, YOU KNOW, I'LL THROW MY 2 CENTS. IF YOU'D ASK ME THIS QUESTION TWO MONTHS AGO, I WOULD'VE PROBABLY BEEN IN THE SAME BOAT WITH YOU GUYS. I THINK WITH SOME OF THE BANK SHAKEUPS AND SOME OF THE INSTABILITY IN OTHER BANKS, IT KIND OF POINTS TO, UM, WE DON'T KNOW NECESSARILY WHAT, UM, HOW OTHERS ARE INVESTING THEIR MONEY. AND WE'VE SEEN BANKS GO UNDER, WE'VE SEEN BANKS GET SEIZED. I'M NOT SAYING THAT ANY OF THE BANKS HERE THAT WE'VE NAMED MAY BE AT RISK FOR THAT, BUT LARGER NATIONAL BANKS WOULD BE MY PREFERENCE. TOO BIG TO FAIL. YOU'RE TAKING IT TOO BIG TO FAIL THE PROCESS. THEY'RE THERE POSSIBLY $250,000. I WILL TELL YOU, IF YOU, IF YOU'VE GOT A CLIENT COMING TO YOU COMPLETELY AND PANIC BECAUSE THEY'VE BEEN LOCKED OUT OF THEIR ACCOUNTS FOR TWO DAYS, THREE DAYS AND THEY WEREN'T ABLE TO TRANSFER A SINGLE DOLLAR OUT, MAKE PAYROLL OR ANYTHING, YOU'LL UNDERSTAND WHAT I'M SAYING IS THAT IT, IT, I WOULD'VE NEVER SAID THAT IN MY ENTIRE HISTORY BEING IN BANKING. I WILL JUST SAY NOW, THAT WOULD BE MY PREFERENCE. BUT UNTIL WE'RE ALL UNDER A CENTRAL DIGITAL , REGARDLESS OF THAT OR NOT, THAT'S NOT A TODAY THING. THAT'S NOT A TOMORROW THING. SO, WELL WE HAVE TO MAKE THEM, WE HAVE TO GIVE THEM DIRECTION TO THAT. I I UNDERSTAND THAT. WHAT I'M SAYING THOUGH IS WHAT BOARD MEMBER COLEMAN WAS REFERENCING IS LIKE THAT'S, YOU KNOW, IF SOMETHING LIKE THAT HAPPENS THAT'S THAT'S WAY DOWN THE LINE, THAT'S, THAT'S A PROBLEM YOU YEARS FROM NOW. SO I'LL MAKE A MOTION. THAT'D BE WELLS FARGO WANNA JUMP RIGHT INTO MAKING A MOTION OF THE BANKS. MM-HMM. , I'M OKAY WITH WELLS FARGO. I'LL SECOND THAT. I HAVE A MOTION BY BOARD MEMBER CLARK SECOND BY ER LUCAS, WE GET A ROLL CALL PLEASE BEFORE WE START I WAS JUST GONNA, I WAS NOT FOR BIG BANKS UNTIL SVB. YEAH. AND SO I APPRECIATE YOU NOT SAYING CHASE. YEAH. CAUSE I HATE FOR US TO HAVE A, UM, BUT I DO THINK THAT, UM, REGIONAL BANKS GIVE YOU MORE RELATIONSHIP. BUT UNFORTUNATELY IF WE'RE GONNA PARK MILLIONS OF DOLLARS IN A BANK ACCOUNT, UM, WE DON'T NEED A HEADACHE OF KNOWING IS IT COVERED THIS TIME AROUND? IS IT NOT COVERED? IN MY MIND. TOO BIG TO FAIL IS A THING. SO I MEAN, EVEN FOR MY, YOU KNOW, COMPANY, UM, I DON'T BANK WITH ANY BANKS THAT HAVE BEEN AT RISK. UM, HOWEVER, UM, THAT STILL ACTUALLY HAS A RIPPLE EFFECT EVEN THROUGH MY ORGANIZATION BECAUSE, YOU KNOW, MY VENDORS, MY CUSTOMERS, EVERYBODY USES A WIDE VARIETY OF PEOPLE. UM, SO EVEN THOUGH WE WEREN'T, YOU KNOW, DIRECTLY AFFECTED, WE STILL HAD TO, YOU KNOW, SUFFER THE CONSEQUENCES OF, OF OTHERS' ACTIONS ALONG THE WAY. SO, UM, BUT ALL, ANY OTHER DISCUSSION? ALL RIGHT. LOCAL BOARD MEMBER SNYDER. AYE. BOARD MEMBER CLARK AYE. BOARD MEMBER COLEMAN. AYE. AYE. SHERIFF CARLSON? AYE. SECRETARY CLANCY. AYE. HI TREASURER LUCAS. AYE. MOTION PASSES FIVE ONE ITEM NINE TWO. DISCUSS AND CONSIDER ACTION APPROVING A REFUNDING AGREEMENT WITH, WITH, EXCUSE ME, WITH WILLIAMSON COUNTY FOR THE CONSTRUCTION OF THE RIGHT TURN LANE FROM 33 49 ONTO THE SPINE ROAD AT THE MEGA SITE. WE MET LAST TIME, I BELIEVE THAT WE HAD DISCUSSED THE, UH, NECESSITY OF ADDING SOME CONSTRUCTION COSTS, PARTICULARLY CUZ OF THE DEL WAYNE FOR ORDER OF BASICALLY 79 AND 33 FOURS TO THE 90 MONEY. AND AFTER GOING BACK AND FORTH, WE LOOKED AT AN ESTIMATE OF $600,000. I THINK YOU'D ASKED MATT DO AND DO SOME ANALYSIS TO MAKE SURE THAT THAT NUMBER OF ARBITRARY THAT WAS ONE WE DID THAT BELIEVE THAT WE KIND OF VOTED TO MOVE ALONG WITH THIS PROCESS, BUT WE DID A RESOLUTION. COUNCILS APPROVE THAT THEY NEED TO ON THEIR END NEW ITEM. CAN I BELIEVE, MAY I CORRECT ME OR THAT NUMBER? I THINK IT WAS AN ADDITIONAL, IT'S AN, IT WAS AN ADDITIONAL. AND WHAT [01:20:01] NUMBER IS THAT? 600,000 WAS THE ESTIMATE. AND, AND THAT 600,000 IS CORRECT? YES. OKAY. ANY OTHER DISCUSSION QUESTIONS? COMMENTS ON THIS? JUST SO YOU KNOW, SINCE WE ALREADY VOTED ON IT, I'M NOT GONNA PUT A MOTION FORWARD BECAUSE, SO I'M JUST TRYING TO SEPARATE FOR THAT. SO THAT'S FINE. I'LL MAKE THAT MOTION. I'LL MAKE THE MOTION TO APPROVE NINE TWO AS PRESENTED. OKAY. I'LL SECOND. WE HAVE A MOTION BY TREASURER LUCAS, SECOND BY SECRETARY CLANCY. NEED A ROLL CALL PLEASE? BOARD MEMBER CLARK. AYE. BOARD MEMBER COLEMAN. AYE. VICE CHAIR? IT'S OKAY. AYE. SECRETARY CLANCY. AYE. TREASURER LUCAS AYE. SENATOR AYE. MOTION PASSES. SIX ITEM 93, DISCUSS AND CONSIDER ACTION TO APPROVE AUTODRAFT MONTHLY INTER INTEREST PAYMENTS FOR THE ALLIANCE BANK LOAN. WHEN WE, UH, ENTERED INTO THE LOAN FOR THE, UH, MEGASITE, LEVERAGING THE MEGASITE, WE BASICALLY NEGOTIATED ALLIANCE, UH, OUR FIRST BILL WAS A HARD INVOICE AND IT'S OBVIOUSLY GONNA BE A LOT EASIER IN FINANCING. RECOMMENDED THAT WE JUST GO AHEAD AND ENTER A, UH, DRAFT SOME DOLLARS, GET IN ON TIME. AND THERE'S NO CONCERN ABOUT WHETHER THIS AR HOLDING, UH, 1.1 MILLIONS FOR SURE THAT NO HICCUP CHANGE PAYMENT MATCH METHOD BY WISH. YEAH, IT SHOWS, IT SHOWS GOOD FAITH IN OUR END TO, TO DO SOMETHING LIKE THAT IS TO HAVE THE AUTODRAFT, IT MAKES THEM FEEL ASSURED THAT EVERY MONTH THEY'RE NOT ASKING US OR CHASING US DOWN FOR A PAYMENT. UM, IT'S PRETTY STANDARD STAFF DOWN TRYING TO FIGURE OUT MM-HMM. . YEAH. HAVE YOU, HAVE YOU REACHED OUT TO FIND OUT, CAUSE NORMALLY WHEN YOU'RE DOING, CUZ IT, IT IS JUST A LOAN, RIGHT? THAT THEY DO LIKE A QUARTER PERCENT INTEREST REDUCTION IF YOU DO AUTODRAFT PAYMENT OR SOMETHING, THAT WOULD BE NICE. HEY, HEY, YOU COULD ASK. I DON'T THINK SO. I MEAN, YOU GET THAT ON OUR LOAN. OTHER STUFF? NO. WELL, THE HARD, THE NOTE ITSELF IS GONNA BE A HARD NOTE, RIGHT? I MEAN, THE TERM IT'S ALREADY SET IN THE CONTRACT AND THEY DIDN'T MENTION ANYTHING OF AN AUTODRAFT. THAT'S WHERE THEY WOULD TYPICALLY MENTION SOMETHING LIKE THAT ON A NOTE. SO I DOUBT THAT THAT'S SOMETHING THAT WE COULD DO, BUT THAT WOULD BE NICE. BUT ASK, TYPICALLY I CAN SHARE PROGRAM THOUGH. . YEAH, I KNOW IN A CELL THIS IS IN A CELL PHONE. IT'S A LITTLE BIT MORE THAN THE CELL PHONE BILL. MY MY EXPERIENCE IS THAT'S DONE WHEN YOU'RE SIGNING UP FOR THE LOAN, WHEN YOU'RE SETTING IT ALL UP. YEAH. AND RATES HAVE GONE UP. UH, I THINK WE'RE AT SEVEN AND A HALF. IS THAT RIGHT BOB? IT'S TO RATES ARE UP WHAT, 50 70 BASIS POINTS? I THINK PRIME IS LIKE AT EIGHT. SO NOW IF YOU YEAH. COME BACK. UM, YEAH, I'LL MAKE THE MOTION TO APPROVE 93 AS PRESENTED SECOND. OH YEAH, GO AHEAD. ALL RIGHT. WE HAVE A MOTION BY TREASURER LUCAS SECOND BY SECRETARY CLANCY. IF WE CAN GET A ROLL CALL PLEASE. CHAIR CARLSON. AYE. SECRETARY CLANCY AYE. BOARD MEMBER COLEMAN AYE. BOARD MEMBER CLARK AYE. BOARD MEMBER SNYDER. AYE. TREASURERS WITH YOU? AYE. AYE. MOTION PASSES 60, UH, ITEM NINE FOUR, DISCUSS AND CONSIDER ACTION AS ON A RESOLUTION IMPROVING A SECOND AMENDED FUNDING AND REFUNDING AGREEMENT BY AND BETWEEN CITY OF HUTTO AND THE CORPORATION TO ACQUIRE PROPERTY TO PROMOTE NEW OR EXPANDED BUSINESS DEVELOPMENT WITHIN THE CITY, AUTHORIZING THE VICE CHAIR TO EXECUTE THE AGREEMENT AND PROVIDING AN EFFECTIVE DATE. WELL, UM, CITY FINANCE ASKED ME TO PREPARE THIS, UM, MODIFICATION AND IT, IT'S KIND OF COMPLICATED, SO I'LL JUST KIND OF START AT THE BEGINNING. SO IN 2020, THE CITY CREATED COTTONWOOD DEVELOPMENT CORPORATION. UM, AFTER DEVELOPING THE COTTONWOOD DEVELOPMENT CORPORATION, IT ENTERED INTO A ADMINISTRATIVE SERVICES AGREEMENT, MUCH LIKE THE ONE WE HAVE WHERE THERE'S AN ALLOCATION OF COST FOR THE EMPLOYEES OF THE CITY AND OTHER VENDORS LIKE THEIR, THEIR GENERAL COUNSEL, WHICH IS THE SAME AS THE CITY ATTORNEY AND MYSELF IN CONNECTION WITH THE LITIGATION TO, UM, UH, THAT THE CITY WAS, WAS SHALL PAY THOSE COSTS. AND THEN ONCE THE LOCAL GOVERNMENT CORPORATION, UH, WHAT, YOU KNOW, GOT [01:25:01] DONE WITH ITS PROJECT PROJECT, UM, UH, EXPANSION OR DURING THAT PROJECT, THEY WOULD THEN REIMBURSE THE CITY FOR THOSE COSTS THAT IT EXPENDED UP. IT FRONTED BASICALLY, UM, ONCE THE ECONOMIC DEVELOPMENT CORPORATION ACQUIRED THE PROPERTY OF THE COTTONWOOD DEVELOPMENT CORPORATION, THE COTTONWOOD DEVELOPMENT CORPORATION HAD NO A NO FURTHER ASSETS NOR PROJECTS IN WHICH TO, UM, EXPECT A, A REASONABLE OPPORTUNITY FOR REFUNDING. NOW THEY DO HAVE A CONTINGENT OPTION OF THE RECOVERY OF THE FUNDS FROM THE COTTONWOOD LITIGATION, WHICH IS OVER $20 MILLION. THAT BEING SAID, UM, THE, UH, UM, I UNDERSTAND THAT ADMINISTRATION RE UH, CITY ADMINISTRATION RECOMMENDED THAT FOR PURPOSES OF DOCUMENTATION AND SECURITY, THAT THE UH, FUNDING AND REFUNDING AGREEMENT ASSOCIATED WITH THE, THE FUNDS THAT, THAT WERE, UM, CONTRIBUTED TO THE ECONOMIC DEVELOPMENT CORPORATION FOR THE PURCHASE OF THE COTTONWOOD DEVELOPMENT PROPERTY BE EXPANDED BY THOSE COSTS ASSOCIATED THAT, THAT THEY BEAR AND ARE CONTINUING TO BEAR, UH, UNTIL SUCH TIME THE LITIGATION IS OVER OR ANY OTHER OBLIGATIONS OF GENERAL COUNSEL, UH, AND, UH, OTHER FINANCE PEOPLE FOR THAT PURPOSE. AND SO, UM, I PREPARED IT. THERE ARE SOME, UM, ISSUES WITH THE DOCUMENT RIGHT NOW. UM, AND SO IF, IF THAT IS A PROJECT THAT YOU WANT TO DO, UM, THERE IS A ACQUISITION OF COTTONWOOD DEVELOPMENT CORPORATION PROPERTIES IN EXECUTIVE SESSION. IF THERE ARE, ARE CONDITIONS OF THAT THAT YOU WANT TO DISCUSS FOR UNDER ECONOMIC DEVELOPMENT OBJECT OR UH, UNDER LEGAL COUNSEL, YOU HAVE THAT ON YOUR AGENDA. UM, BUT IF YOU DO TAKE ACTION TO APPROVE IT, I WOULD RECOMMEND THAT YOU PROVE IT IN A FORM APPROVED BY GENERAL COUNSEL. CUZ RIGHT NOW THE, THE FORM OF THE DOCUMENT, UM, THERE ARE ARE SOME TWEAKS THAT ARE CURRENTLY BEEN REQUESTED, BUT I'VE NOT BEEN ABLE TO, TO LEGALLY APPROVE. UM, BECAUSE THE, AND IT'S TERMINOLOGY, THAT'S WHY IT'S FORM. SO IF YOU WANT TO DO THE AGREEMENT, THAT'S, THAT'S GREAT. WE'LL WORK ON THE FORM. UM, AND THAT WAY THEY CAN MOVE FORWARD. WHO, WHO MADE THE INITIAL DRAFT? THAT'S THE CITY ATTORNEY? NO, AN ANNE ASKED ME TO DO THIS ON THE DAY THAT WE WERE POSTING THE AGENDA. RIGHT? I MEAN SO WHO DRAFTED IT THAT HAS YOU MEAN THE ADMINISTRATIVE AGREEMENT? YEAH, OR THE FUNDING REFUNDING AGREEMENT. WHICHEVER ONE HAS THE ISSUES THAT WE'RE, WE'RE TRYING TO WORK OUT, UM, THAT WAS PREPARED BY THE CITY ATTORNEY'S OFFICE. OKAY. WHO SERVES AS THE GENERAL COUNSEL FOR COTTONWOOD DEVELOPMENT CORPORATION? I THINK THE WAY I'D, I'D, I'D PHRASE IT LIKE THIS AND GEORGE CAN TELL ME WHEN I'M OFF IN OUR DEADLINE TO PURCHASE THIS LAND BEFORE IT WENT TO THE COURTHOUSE STEPS, THERE'S OVER $2 MILLION IN BACK LEGAL BILLS THAT ARE SITTING OUT THERE THAT'S OWED THAT IF COTTONWOOD WERE EVER TO HAVE MADE MONEY, THEN THEY WERE GOING TO PAY THE CITY BACK. AND SO, UM, I THINK IT'S SAFE TO SAY, AND BOARD MEMBER CLARK CAN CORRECT ME, IT APPEARED TO BE THE WILL OF THE CITY COUNCIL THAT IN THIS WHOLE DEAL THAT THE EDC, WHILE THIS IS AN INVESTMENT, NOT A BAILOUT FROM, UH, FROM COTTONWOOD OR, OR HUK THE CITY, THAT THE EDC, IF WE WERE NOT UNDER THE GUN, THIS WOULD'VE BEEN PART OF THE TOTAL EXPENDITURES. IT WOULD'VE BEEN THE LOAN, IT WOULD'VE BEEN ANY KIND OF COST. LIKE IT'S ALMOST LIKE A LIEN ON THE PROPERTY. IT WOULD'VE BEEN THAT. AND SO THE CITY'S STILL WORKING ON THE, UM, THE BUTLER LOAN, BUT I THINK OVERALL IT'S PROBABLY THE WILL OF THE CITY COUNCIL THAT, UM, THE EDC IS GONNA MAKE A LOT OF MONEY ON THE LAND. E D C AT SOME POINT, PROBABLY IN SOME OF OUR MINDS SHOULD BE PAYING THIS MONEY BACK, UM, SO THAT IT FLOWS BACK TO THE CITY AT SOME POINT. NOT LIKE IT'S THE FIRST THING WE HAVE TO DO, BUT IS THAT KIND OF SAFE TO YEAH, AND THE OTHER THING THAT KIND OF CAME UP IS DEPENDING ON THE OUTCOME OF THE APPEAL OF THE TRIAL, THAT THEN WE WOULD THEN FREE UP THE EDC FROM THAT RESPONSIBILITY IF COTTONWOOD GOT, YOU KNOW, SUCCEEDED AND GOT THEIR MONEY BACK, OBVIOUSLY WE WOULDN'T STILL SAY NO EDC, YOU NEED TO PAY IT. NO, COTTONWOOD WOULDN'T PAY IT. RIGHT. YEAH, THAT'S WHAT MY NEXT QUESTION WAS GONNA BE. MM-HMM. THAT WOULD BE, WE HAVE 20 MILLION, SO WOULDN'T THEY BE PAYING THAT? BUT YOU CAN'T PLAN ON THAT AND WE HAVE TO BUDGET AND WE CAN'T CHARGE AGAINST A CORPORATION THAT HAS NO ASSETS BECAUSE THEN IT SHOWS US LIKE A NEGATIVE ANYWAYS. THERE'S A REASON WE CAN TALK ABOUT THE, THE LEGAL PART OF IT WITH GEORGE IN THE BACK, BUT YEAH. BUT YEAH, SO YES, THE, THE THOUGHT WOULD FROM COUNCIL WOULD BE IF, IF THEY WON AND I'M ON THE COTTONWOOD BOARD NOW, WOULD BE THAT WE WOULD PAY THAT BACK AND THEN FREE UP THE EDC FROM THAT. YEAH. AND, AND IT ISN'T, [01:30:01] AND THE AGREEMENT AND WE, I PROVIDED, I DON'T KNOW IF IT WAS PROVIDED TO Y'ALL OR NOT IN THE PACKET, BUT THE AGREEMENT DOES NOT CREATE AN IMMEDIATE OBLIGATION TO REPAY THE FUNDS. IT ACTUALLY MAKES THAT OBLIGATION CONTINGENT ON, UM, YOU CAN'T SELL ALL OF THE COTTONWOOD DEVELOPMENT CORPORATION PROPERTY AND UNLESS YOU PAY THAT AGREEMENT OR PAY THAT MONEY OFF, UM, AND THAT DOESN'T RE UH, DOES NOT TRIGGER UNTIL AFTER THE CONCLUSION OF ANY LITIGATION THAT OCCURS. SO THAT'S PROBABLY A COUPLE YEARS. IS THE 2 MILLION AN ESTIMATE OR IS THAT THE TOTAL COST? IT'S AN ESTIMATE BECAUSE THOSE COSTS ARE ONGOING, BUT SO IT COULD BE 4 MILLION, THEY'RE 8 MILLION DOWN? NO, UM, I THINK IT'S LIKE, HONESTLY I THINK IT'S MORE LIKE 2.3 AND MOST OF THAT MONEY WAS INCURRED PRIOR, LIKE I'M GONNA SAY 20 19, 20 20. UM, I DON'T KNOW EXACTLY. IT'S, IT'S UH, IT'S A NIGHT MARRIAGE GOING BACK THERE. UM, BUT THAT'S MCGINNIS MONEY. YEAH, A LOT OF IT, UH, THE DISCOVERY AND ALL THESE THINGS HAVE BEEN DONE. UM, SO A LOT OF THE MONEY BEING SPENT NOW IS, IS SMALL COMPARED TO THE BIGGER, IT'S JUST A FILING OF A BRIEF, UH, SHOWING UP AT COURT HOLD. I'M SORRY, I WAS JUST GONNA SAY THAT THEN THE MALPRACTICE CLAIM OF WHICH, UM, BOTH COTTONWOOD AND RIVER CREEK AND THE CITY ARE PARTIES IS ANOTHER, UH, AVENUE OF POTENTIAL RECOVERY OF THOSE FUNDS AS WELL. YEAH, I THINK ALL THIS REALLY IS, IS TRYING TO FIGURE OUT A WAY, A MECHANISM TO MAKE THE ACCOUNTS GO TO ZERO WHEN WE GO TO WIND STUFF DOWN. WHEREAS RIGHT NOW WE, WE HAVE THESE HOLES THAT ULTIMATELY EVERYTHING'S SLOWING BACK TO THE TAXPAYER. SO SOME ENTITY THAT THE TAXPAYERS ARE INVOLVED IN ARE GONNA HAVE TO PAY THIS. AND I THINK THIS IS MORE OF A MECHANISM ON HOW TO TRY TO FIGURE OUT TWO OR THREE YEARS FROM NOW WHEN IT'S ALL EVERYTHING'S RESOLVED, SOMEHOW IT'S GONNA SOLVE HOW TO PUT IT ALL TOGETHER. YEAH. BECAUSE WE BUSTED IT UP, THE COURT HELPED US AND THEN NOW WE'RE TRYING TO PIECE IT ALL BACK TOGETHER MONEY-WISE. BUT SO WHEN THIS IS DUE, IT'S NOT DUE FOR A COUPLE OF YEARS. IT, IT MAY NOT BE DUE FOR FIVE YEARS, IT'S JUST MM-HMM IT, IT, UM, I, I'LL PULL UP THE, THE LANGUAGE OF THE, LIKE I, I WOULD SAY AT SOME POINT IN TIME WHEN WE PAY OFF THE ALLIANCE LOAN AND THEN WE PAY BACK THE MONEY, WE, CUZ WE BORROWED 6 MILLION FROM THE CITY AND WE GOT MONEY FLOATING AROUND ALL OVER THE PLACE THAT AT SOME POINT IN TIME AS WE START SELLING LAND ON THE NORTH SIDE, IT WOULD BE MY RECOMMENDATION THAT WE JUST GO AHEAD AND PARK SOME MONEY TO THE SIDE TO WHERE YOU HAVE THIS SITTING SO THAT YOU DON'T HAVE TO WORRY ABOUT IT BECOMING DUE AT ANY POINT IN TIME WITH A A LEGAL CASE. AND THEN IN THE MEANTIME WE'RE EARNING INTEREST ON IT WHILE WE'RE SITTING THERE WAITING. BUT UNTIL THAT HAPPENS, WE'VE GOT OTHER DEBTS THAT ARE, UH, PRIMARILY DUE. SO I'M GONNA GIVE YOU MY INPUT AND I'M SORRY ABOUT BEING LONG WINDED. SO FOR THOSE OF Y'ALL THAT HAVE BEEN HERE FOR A WHILE, YOU KNOW, ONE OF MY PET PEEVES, WHICH THAT THAT NUMBER ONE PET PEEVE IS SPENDING MONEY WITHOUT ASKING PERMISSION. SO THE WAY THAT I SEE THIS RIGHT NOW AND DON'T READ INTO THIS AND THINK THAT IT'S GONNA GO ONE WAY OR THE OTHER, UM, WHERE I SIT, BUT IS THE CITY WAS IN DURESS AND ASK THE EDC, FOR LACK OF A BETTER TERM TO BAIL OUT THAT THAT PIECE OF PROPERTY, UM, I AGREED WITH IT AND I SUPPORT THE DECISION. HOWEVER, UM, RIGHT NOW WE DON'T EVEN KNOW WHAT THE DOLLAR AMOUNT IS AND IT'S NOT REALLY A GREAT LOOK IN MY OPINION TO BE LIKE, OH HEY BY THE WAY, HEY GO, GO GET ALL THIS MONEY, GO BUY THIS LAND AND GO REALLY STRETCH THE EDC TO NOT TO SAY IT'S LIMITS, BUT ON THE, ON THE HIGHER END OF THINGS, UM, AND LEVERAGE OTHER PROPERTIES AND THIS OTHER STUFF WITHOUT AS MUCH AS GOING, HEY WE, WE'VE NEVER GOTTEN A, HEY, IF YOU BUY THIS LAND, HERE'S WHAT THE CITY WANTS. BASICALLY HERE'S YOUR, YOUR DRIVE IT OFF LOT, YOU KNOW, TT AND L TYPE PRICE. NOW ALL OF A SUDDEN IT'S, OH HEY, WELL NOW YOU, YOU KNOW, THE EDC IS GONNA MAKE A TON OF MONEY, UM, IN THEORY. SURE. UM, BUT WE ALL KNOW FROM EXECUTIVE SESSION WHAT'S GOING ON AND, AND THINGS THAT, THAT THAT PROJECT, HOW, HOW IT HAS BEEN IMPACTED MAINLY DUE TO THE ECONOMY, UM, AMONG OTHERS. BUT IS THAT NOW, NOW IT'S JUST, OH HEY WE'LL JUST PAY THIS TOO. I MEAN LIKE, I DON'T KNOW WHY PEOPLE THINK THE EDC IS JUST SOME SLUSH FUND SLASH PIGGY BANK. I'M NOT TRYING TO END UP ON A SOAPBOX, SO MY APOLOGIES, BUT LIKE THIS STUFF HAS GOTTA STOP AND I'M NOT GONNA BE OKAY WITH, OH HEY YEAH, I JUST, JUST HAVE THE EDC FOOT THE BILL. THIS IS WHAT HAPPENED FOUR YEARS AGO WHEN I, WHEN I JOINED THE BOARD AND IT WAS A MESS AND A PROBLEM. SO, YOU KNOW, MY RECOMMENDATION RIGHT NOW WOULD BE NOTHING MORE THAN TO, YOU KNOW, TABLE THIS ITEM BECAUSE WE DON'T EVEN KNOW HOW MUCH MONEY IT IS. SO HOW COULD WE GO? ANYBODY ON THIS BOARD IN GOOD FAITH SAY YOU HAD TO [01:35:01] STROKE A BLANK CHECK. I KNOW THAT WOULD DRIVE YOU UP THE WALL AND I KNOW IT WOULD DRIVE YOU UP THE WALL AS WELL. AND I THINK THAT SAME WOULD HOLD TRUE FOR ANYBODY ELSE ON THIS BOARD. SO, UM, AND INSTEAD OF TABLE IT, WELL IF WE TABLE IT THERE, COULD WE TABLE IT SO IT COMES BACK, WE, WE TABLE IT THEN WE CAN BRING IT BACK AFTER EXECUTIVE SESSION. SO YOU GOOD WITH THAT? AND THAT IS PROPER TABLING. YES. CUZ IT'S WITHIN THE SAME MEETING. OH, I SECOND YOUR TABLING. OKAY. TO AFTER EXECUTIVE, UM, LET'S SEE ONTO ITEM NINE FIVE, YOU NEED TO TAKE A VOTE ON, I'M SORRY. YES. TABLE. YES. UM, ALRIGHT, ROLL CALL PLEASE. WE HAVE A MOTION, MOTION BY, UH, BOARD MEMBER CLARK OR GUESS REALLY BY BY ME. 32ND. YEAH. SECOND. YEAH. SECOND BY CLARK TO TABLE THE ITEM BOARD MEMBER SNYDER. AYE. TREASURER LUCAS AYE. SECRETARY CLANCY. AYE. CHAIR CARLSON AYE. BOARD MEMBER COLEMAN AYE. BOARD MEMBER CLARK. AYE. MOTION CARRIE. SIX ZERO. AYE. ITEM NINE FIVE. UH, BOARD AGAIN, MR. HAVE YOU COME BACK IN AN EARLIER DISCUSSION? UM, HERE I THINK THE LAST GREAT LAST WHEN WE WERE HOLD ON BOB. NO, I ACTUALLY READ IT. YOU GOTTA KEEP COUNCIL HAPPY, DISCUSS AND CONSIDER ACTION ON A RESOLUTION REQUESTING THE CITY AMEND ITS CURRENT DESIGN CONTRACT WITH KRE IN THE AMOUNT OF BID FROM KRE A $489,171 AND 20 CENTS TO ADD WATER WASTEWATER DRAINAGE AND ATTENTION FOR THE EASTWEST SPINE ROAD WITH THE CORPORATION FUNDING THE INCREASE IN THE CONTRACT. UH, OKAY. SO, AND WE HAD HAD SOME DISCUSSION AROUND THIS FROM THE LAST TIME THAT WE MET. UM, RIES WAS GIVEN THE ORIGINAL TO, TO DESIGN FOR, FOR THE SPINE ROAD, UM, THE ORIGINAL CONTRACT CALLED FOR SUPER ROAD, UH, FOR WHATEVER REASON WHEN THAT WAS BRIDGE FORWARD, UH, THAT INCLUDE WATER WASTE, WATER DRAINAGE AND ATTENTION FOR DESIGN OPTIONS. SO WE WENT BACK TO THEM AND THAT AGAIN WORKED WITH US, HAD A FULL DESIGN SINCE IT DOESN'T DO US A WHOLE LOT OF GOOD TO HAVE THE DESIGNS TWO THIRDS OF THE AND CAME UP WITH AN ESTIMATE OF UP TO FOUR $89,171 TO UP TO IT SEEMS VERY SPECIFIC BUT NO , THE ADDITIONAL WATER WASTEWATER DRAINAGE. AND I THINK MATT, I THINK WE SPOKE TO THIS LAST TIME MATT HAD TO LEAVE IF YOU NEED ANYBODY OUT OF BE HAPPY TO SPEAK, BUT THAT'S WHAT THIS ACTION IS. TRUCTURE ITEMS IN THE ROAD DESIGN TOSSED IT OUT. SO TO ME, THIS IS WHY WE HAVE, WE HIRED MATT, I HAVE NOT BEEN HAPPY WITH OUR ENGINEERING GROUP WE HAD BEFORE. AND SO THIS IS A PRIMARY EXAMPLE. I MEAN, WE ARE ASKED TO APPROVE THINGS THAT ARE BROUGHT TO US BY PROFESSIONALS AND THEN PROFESSIONALS INADVERTENTLY LEAVE OUT THINGS AND WE DON'T KNOW. I MEAN WE, WE DON'T KNOW HOW TO LOOK THROUGH ALL THAT STUFF AND GO, DID YOU DO THIS? DID YOU DO THAT? WHAT ABOUT THIS? AND SO THIS TO ME IS AN EXAMPLE OF GARVER LEFT THINGS OUT. UM, I DON'T KNOW WHY WE KEEP USING 'EM AS A CITY. SO I APOLOGIZE CUZ THIS BOARD'S RELYING ON CITY AND THEIR PROFESSIONALS AND THEN THEIR PROFESSIONALS DON'T DO THEIR JOB. AND SO NOW WE'RE COMING BACK AND I MEAN WE JUST HEARD FROM THE CHAIR, WE'RE ASKING NOW TO PAY FOR DESIGN CHANGES. WHEN, IF THAT WAS THE INTENT TO HAVE THIS STUFF ALL ALONG, WHY WASN'T IT DONE THAT WAY TO BEGIN WITH? UM, BUT IT'S MY UNDERSTANDING WE NEED ALL THESE UTILITIES ANYWAY FOR THE, AND AND THESE IS, THIS IS JUST BRINGING IN WHAT BASICALLY THE TRUNK LINES TO THE, TO THE SITE, NOT TO EACH INDIVIDUAL PAD. PEOPLE STILL HAVE TO DRAG OFF. UM, BUT AS IT STANDS WE'RE DESIGNING THE ROAD WITH NO UTILITIES AND SO EVERYBODY WILL HAVE ACCESS BUT NO WATER, WASTE WATER TO ANY OF THE SITES AND THE MEGASITE. YEAH, I THINK THIS NEEDS TO WAIT FOR EXECUTIVE SESSION AND REQUEST SUPPORT. CONSIDER POSTPONING IT OR TABLING IT UNTIL AFTER EXECUTIVE SESSION. I'LL MAKE A MOTION TO TABLE IT UNTIL AFTER EXECUTIVE SESSION. ALL RIGHT, WE HAVE A MOTION BY TREASURER LUCAS AND I WILL ACTUALLY SECOND THAT ITEM. BRING OUT A ROLL CALL PLEASE. [01:40:08] BOARD MEMBER SNYDER. AYE. TREASURER LUCAS AYE. SECRETARY CLANCY AYE. BOARD MEMBER COLEMAN AYE. BOARD MEMBER CLARK AYE. CHAIR CARLSON. AYE. MOTION PASSES SIX ZERO ITEM 10 EXECUTIVE SESSION.
