WE STARTED THE TECHNOLOGY MANAGEMENT PLAN. FLIP TO THE NEXT SLIDE. OUR GOALS WERE TO ALIGN THE TECH TECHNOLOGY WITH, UH, THE CITY OF HU. UM, PROVIDING BUDGETS FOR RESIDENT, IMPROVED RESIDENT SERVICES, EFFICIENCIES, AND TO REDUCE RISK. RISK IS AN IMPORTANT THING IN CYBERSECURITY. TOO MANY CYBERSECURITY, RANSOMWARE ATTACKS, ALL THOSE KINDS OF THINGS, THE RIGHT SIZE IT RESOURCES TO MEET THE CITY'S NEEDS. UM, AND THE END RESULT, WE'LL PROVIDE A SIX YEAR ACTIONABLE ROADMAP, WHICH INCLUDES, UM, PARTIES BY INVESTMENTS IN TIMELINE. NEXT SLIDE. WHAT WE DID IS, UH, WE, DURING OUR ASSESSMENT PROJECT PROCESS, WE ASKED DAVID AND CREW FOR A WHOLE BUNCH OF DOCUMENTATION, AND WE ASKED FOR SO MUCH DOCUMENTATION ACTUALLY TO SEE HOW MUCH DAVID HAS AS MUCH AS TO READ THROUGH IT. BUT WE, IT HELPS US GET STARTED. THEN WE INTERVIEWED, UH, DAVID'S TEAM AND THEN, UH, MAJOR DEPARTMENTS IN THE CITY, UH, PUBLIC WORKS, POLICE, UH, DEVELOPMENT SERVICES, FINANCE, INCLUDING COURTS AND UTILITY AND, UH, UTILITY BILLS GO AWAY AND DEVELOP BY DETAILED INITIATIVES SUPPORTING, UM, UH, THE, AS AN ASSESSMENT AND, UH, RECOMMENDATIONS. AND THEN WE DO PLANNING AND PRIORITIZATION WORKSHOPS. WE WORK WITH CITY STAFF TO PRIORITIZE ALL THE INITIATIVES AND PLAN OVER THE SIX YEARS WHEN WE'RE GONNA DO EACH PROJECT. I'LL PLAN OUT THE BUDGET AND THEN HERE WE ARE, REPORT AND FINAL PRESENTATIONS. OKAY, WE'LL START WITH THE IT DEPARTMENT AREAS FOR IMPROVEMENT. THE, UM, THE DATA NETWORK AND INTERNET CONNECTIVITY BEEN, UH, RELATIVELY, I WOULD JUST CALL 'EM UNRELIABLE OVER THE LAST FEW MONTHS. UH, WE BEST PRACTICE FOR MUNICIPALITIES THESE DAYS IS REDUNDANT INTERNET CONNECTIONS FROM TWO DIFFERENT SITES USING TWO DIFFERENT CARRIERS. SO THAT'S A PROJECT THAT DAVID'S WORKING ON RIGHT NOW. ON THE DATA DATA NETWORK SIDE, UH, THE CITY USES ESSENTIALLY A POINT TO POINT DATA NETWORK CONNECTING THE VARIOUS SITES TO THE CORE. AND THERE'S A, A NEW METHODOLOGY CALLED SOFTWARE DEFINED NETWORKING THAT BUILDS RESILIENCY ON TOP OF THAT. SO THAT'S AN EXPANSION OF THE DATA NETWORK. AND DAVID'S ALSO WORKING ON THAT RIGHT NOW TOO. THOSE, THAT'S REALLY THE HIGHEST SINGLE PRIORITY THING, AND THAT'S THE ITEM THAT WE, THAT THE CITY DECIDED TO START WORKING ON IT IMMEDIATELY AND IS BUDGETED FOR SOME, SOME OF THE MONEY IS BUDGETED FOR THIS YEAR. [00:05:01] UM, DURING OUR INTERVIEWS, WE FOUND THAT, UH, CITY DEPARTMENTS ASKED FOR ADDITIONAL IT SUPPORT FOR JUST DAY-TO-DAY PROBLEMS IN THE CASE OF POLICE AND THEN BUSINESS APPLICATIONS. IN THE CASE OF THE OTHER DEPARTMENTS. POLICE DEPARTMENT BY ITSELF HAS MORE THAN 50 APPLICATIONS. THE CITY AS A WHOLE HAS OVER 200 APPLICATIONS. ALL THESE APPLICATIONS REQUIRE SUPPORT AND CARE AND FEEDING. PLUS, UM, ONE OF THE BUSINESSES I RUN IS A LOCAL GOVERNMENT IT SUPPORT COMPANY. WE HAVE A LOT OF THE SAME TECHNOLOGIES OUR CLIENTS THAT POLICE DOES, AND THE STUFF THAT'S IN THE POLICE VEHICLES TAKES JUST A LOT OF TOUCHING. THERE'S A LOT OF GEAR IN THERE, AND IT, YOU KNOW, THE OFFICERS AREN'T NECESSARILY GENTLE WITH WHAT'S IN THEIR CARS. THINGS COME BECOME DISCONNECTED. YOU HAVE TO UNDERSTAND IT ALL. UM, EVEN IF YOU, YOU KNOW, YOU'RE USED TO PLUGGING SOMETHING IN AS U USB AND THAT'S SECURE, WELL, THOSE THINGS WOBBLE OUT AND FALL APART. SO HAVING SOMEONE THERE TO WORK WITH THE POLICE ON A DAY-TO-DAY BASIS TO KEEP ALL THEIR VEHICLES WORKING IS REALLY AN IMPORTANT FUNCTION, UM, FOR BACKUP AND RESTORATION. CITY HAS GOOD BACKUPS FOR WHERE WE WANT TO GET TO IS CLOUD-BASED BACKUPS AND CLOUD-BASED RESTORATION. SO THAT SHOULD FOR SOME REASON, THIS BUILDING BECOME UNAVAILABLE OR THE IT ROOM STAFF CAN WORK ANYWHERE AND THE PLANS TO SUPPORT THAT. AND, UH, SOME MORE IMPROVEMENTS THAT AT THE BOTTOM. SEPARATELY, WE COMPLETED A CYBERSECURITY ASSESSMENT. THIS IS A SUMMARY SLIDE OF ALL THE, UH, INITIATIVES FROM THE CYBERSECURITY ASSESSMENT. UM, MAY LOOK LIKE THERE'S A LOT OF RED, BUT THIS IS ABOUT, UH, AVERAGE FOR MS HALLS WE WORK WITH. WHAT'S HAPPENED OVER THE LAST THREE YEARS IS CYBERSECURITY REQUIREMENTS HAVE GOTTEN STRICTER AND STRICTER. SO, UM, IT'S REALLY HARD IN A SMALL MUNICIPALITY TO KEEP UP. JUST DON'T HAVE THE STAFF TO KEEP UP WITH THESE THINGS. AND, UH, YOU KNOW, DAVID SEEMS QUITE SMALL, SO, UH, I THINK THE TOP THREE ARE THE THINGS THAT ARE GONNA GET DONE THIS COMING YEAR, INCLUDING WORKING ON SOME OF THE OTHERS. BUT THERE'S A MORE DETAILED ASSESSMENT THAT CIVIL STAFF HAS RELATED TO ALL THESE. THIS IS DONE BASED ON THE, UH, CYBERSECURITY INTERNET. SO CYBERSECURITY, INTERNET SECURITY ASSESSMENT, METHODOLOGY'S A BUNCH OF WORDS, BUT THE GOVERNMENT METHODOLOGY BASELINE FOR THIS ON THE BUSINESS APPLICATION SIDE, UH, THE PERMITTING SYSTEM, THE SYSTEM THAT ACTUALLY, UH, FOR, YOU KNOW, FOLKS BUILDING HOUSES OR REMODELING, UH, IS, DOES PERMITS, OKAY, BUT ACTUALLY DOESN'T DO ANY OF THE OTHER THINGS YOU DO IN A LAND MANAGEMENT SYSTEM RELATED TO ZONING, UH, LAW ENFORCEMENT AND, AND THOSE KINDS OF THINGS. SO SYSTEM'S REALLY FOCUSED, BUT IT'S REALLY FOR KIND OF A SMALLER COMMUNITY. AND AS YOU GROW DOING, YOU KNOW, HUNDREDS OF PERMITS EVERY YEAR AS YOU GROW AND YOU HAVE BIGGER DEVELOPMENTS, HAVING MORE ADVANCED LAND MANAGEMENT SYSTEM IS, IS GONNA BE IMPORTANT TO YOU. ENTERPRISE ASSET MANAGEMENT IS ABOUT WORK ORDERS AND THE PHYSICAL ASSETS OF THE CITY. THAT PARTICULAR SYSTEM, THE, THE KEY TO THAT IS ACTUALLY HAVING A GOOD INVENTORY LAWYER, UH, ASSETS AND ACTUALLY MOVING FROM A PAPER-BASED WORK ORDER SYSTEM TO ATTEND THE BASED WORK ORDER SYSTEM. NOW, THE SYSTEM WAS IMPLEMENTED SOME TIME AGO, UM, AND ACTUALLY THE IMPLEMENTATION DIDN'T GO SO WELL. IT REALLY REQUIRES RE-IMPLEMENTATION. WE SEE THIS A LOT. UM, FOR THIS, THIS PARTICULAR SYSTEM, I THINK IT'S A LOT OF IT'S BECAUSE THE FOLKS IN PUBLIC WORKS, IT'S THE FIRST TIME THEY EVER USE A COMPUTER SYSTEM AND THEY CAN'T QUITE ENVISION HOW THE THING'S SUPPOSED TO WORK FOR THEM. SO, YOU KNOW, FINANCE IS PRETTY GOOD. THEY, THEY'VE BEEN USING COMPUTER SYSTEMS FOR 40 YEARS. THE NEW NEW FINANCE SYSTEMS GO PRETTY WELL, BUT THESE SYSTEMS JUST DO NOT, IT DOESN'T MATTER IF THE FUNCTIONALITY'S IN THE SYSTEM OR NOT, BUT PEOPLE ARE ALWAYS SAYING, WE NEED TO REPLACE IT. WE NEED TO REPLACE IT. NOBODY'S, PEOPLE DON'T, UH, THERE'S NOT ENOUGH TRAINING INCLUDED IN THE INITIAL IMPLEMENTATION ABOUT THE PROBLEMS. SO THAT'S, UH, GONNA BE A TASK FOR THE CITY TO DO. THEN THE E R P SYSTEM THAT THE CITY HAS, UM, IS CALLED, UH, TYLER PRO, UM, FORMERLY CALLED INCODE. E R P STANDS FOR ENTERPRISE RESOURCE PLANNING. IT DOES FINANCE, HR OF ALL THOSE KINDS OF THINGS. BUDGETING, UM, THAT SYSTEM IS ALSO FOR, FOR CITIES OF THE SIZE THAT YOU ARE NOW, YOU'RE GETTING TO THE, TO REALLY THE HIGHER END OF THE OF SIZE ENERGY OF THE PRODUCT. AND AS YOU CONTINUE TO GROW, [00:10:01] YOU MAY WANT TO MOVE TO A NEW SYSTEM. WHAT WE DID IN THE PLAN IS WE PUT AN ASSESSMENT IN, IN, UH, TWO OR THREE, UH, THREE OR FOUR YEARS OUT. SO CAN KIND OF REVISIT THAT AND SEE IF, IF YOUR, IF FINANCES FIT LIKE THEY'RE ONGOING IT. OKAY, NEXT. UM, ONE, ONE OF THE THINGS THE DEPARTMENTS, UH, ASKED FOR, I TALKED EARLIER ABOUT THE NUMBER OF APPLICATION THAT FOLKS HAVE, UM, IS A BUSINESS ANALYSIS TOOL SET. SO ALL THE, ALL THE DEPARTMENTS HAVE THESE APPLICATIONS AND THEY REALLY NEED SOMEONE WHO'S TECHNICAL TO HELP THEM, UH, TRANSLATE WHAT THEY NEED INTO THE BUSINESS PROCESSES AND THE COMPUTER SYSTEM. SO THAT'S WHAT A BUSINESS ANALYST DOES. AND I'LL SHOW YOU A SLIDE LATER ON, UH, THAT, AND I'LL PROVIDE A LITTLE MORE DETAIL THERE, BUT ESPECIALLY WITH THE, UM, ENTERPRISE ASSET MANAGEMENT SYSTEM AS ONE OF THE THINGS PUBLIC WORK SAYS THEY REALLY WISH THEY WOULD'VE HAD MORE SUPPORT FROM IT FOR THAT, BUT IT'S JUST NOT ACTUALLY SOMETHING THAT IT CURRENTLY HAS THE SKILLSET TO DO. WE'LL TALK ABOUT THAT MORE LATER. UM, EVERY DEPARTMENT AND DIVISION WE INTERVIEW ASK FOR MORE TRAINING. AND THIS IS REALLY TYPICAL ACROSS THE BOARD. UM, AND IN THE WAY I TALK ABOUT IT IS, YOU GOT THESE FINANCE SYSTEMS, THESE SYSTEMS OR TOOLS, AND THEY COST YOU HUNDREDS OF THOUSANDS OF DOLLARS BY THE TIME YOU'RE DONE. AND NOT PROVIDING STAFF WITH TRAINING MEANS YOU CAN'T REALLY LEVERAGE THESE TOOLS AND UTILIZE THEM APPROPRIATELY. WHAT HAPPENS IS STAFF, THEY ACTUALLY DON'T UNDERSTAND THAT THERE MAY BE FEATURES IN THERE THAT'LL HELP 'EM BE MORE EFFICIENT. SO GIVING STAFF TRAINING ON A REGULAR BASIS REALLY WILL HELP YOU OVER TIME STREAMLINE OPERATIONS AND IMPROVE THE EFFICIENCY AND UTILIZATION OF YOUR SYSTEMS. AND THEN BUSINESS PROCESS REVIEWS KIND OF GRAPHS IN INTO THE BUSINESS ANALYST TOOL SET. OKAY, SO THIS IS A BENCHMARK OF IT EXPENSE VERSUS OPERATING EXPENSE FOR THE CITY. AND THE, THIS IS ACTUALLY USING, I SHOWED YOU THE PICTURE OF GRAPHICS WITH ALL THE CLIENTS ON IT. THIS IS USING INFORMATION FROM LOCAL GOVERNMENT AGENCIES. IT'S NOT LIKE BUSINESSES, CORPORATIONS, , THEY'RE ALL LOCAL GOVERNMENT AGENCIES. MOST OF THEM ARE YOUR SIZE. SO, UH, ON THE LEFT HAND SIDE, P O IS THE LOW, RECOMMENDED LOW. UM, THE, UM, BLUE BAR IS ABOUT WHERE WE THINK YOU SHOULD BE SPENDING WISE. AND THEN THE GREEN IS HIGH. AND THAT'S FOR CITIES THAT HAVE APPLICATIONS DEVELOPMENT. ON THE RIGHT HAND SIDE, THE RED ARE, ARE WHAT YOU'VE BEEN SPENDING ON AN ANNUAL BASIS. 20 20, 21, 22 CAN SEE YOU'RE, YOU, YOU KNOW, YOU'RE TWO AND A HALF, TWO AND A HALF OR SO PERCENT. AND THE RECOMMENDATION IS THREE AND A HALF PERCENT OF, UM, OF EXPAND OPERATING EXPENSES ON THE EXACT NUMBERS OF THE BOTTOM. SO BASED ON THE LESS THAN THAT ON THIS YEAR, RIGHT, BECAUSE PART OF THE BUDGET THIS YEAR WAS FOR THIS MASTER PLAN, WHICH REALLY WASN'T MONEY, WE WOULD, WE WOULD COUNT THE MASTER PLAN IN THERE. CAUSE IT'S ANYWAY. YEAH, YEAH, WE WOULD. SO, UM, SO THE POINT OF THIS IS COMPARED TO YOUR PEERS, YOU'VE BEEN UNDERSPENDING ON TECHNOLOGY AND IT CREATES A TECHNOLOGY GAP, WHICH IS, AND I'LL SHOW YOU THAT WHEN WE TALK ABOUT THE PLAN GOING FORWARD. SO STRATEGIES MOVING FORWARD, PRIORITIZE THE NETWORK AND IN, AND INTERNET RESILIENCY. I DIDN'T TALK ABOUT OFFICE 365, BUT, BUT THAT'S A KEY STRATEGY. THAT'S THE CITY'S IMPLEMENTING NOW IS EXPANDING THE USE OF O OFFICE 365. UM, THE TOOL KEY, THE KEY, UH, WHAT KEY TOOLS FOR THAT ARE TEAMS, WHICH, YOU KNOW, WE USE FOR LOTS OF THINGS. UM, ONEDRIVE IN SHAREPOINT, WHICH IS A COLLABORATION TOOL, IT'S CYBERSECURITY TOOL SET IMPROVEMENTS ARE JUST GONNA CONTINUE FOREVER. IT'S JUST, IT'S ACTUALLY GONNA JUST SOAK UP MONEY AND THERE'S NOTHING WE CAN DO ABOUT IT. UM, WHAT WE NEED TO DO, THE IT SIDE IS AUTOMATE THINGS. UM, THEY, YOU KNOW, DAVE'S STAFF IS, IS SO, UH, SMALL THAT IT DOESN'T HAVE ANY TIME TO REALLY AUTOMATE THINGS AND MAKE 'EM MORE EFFICIENT. SO BUSY KIND OF PUTTING ON FIRE AND THEN EXPAND. I SEE IT SUPPORT STAFFING TO SUPPORT POLICE AND THOSE DEPARTMENTS BETTER. SO ONE, ONE OF THE THINGS WE TALK ABOUT ON THE DEPARTMENT LEVEL IS TO GAIN EFFICIENCY THROUGH IMPROVED APPLICATION UTILIZATION, WHICH WE TALKED ABOUT IN THE, WHEN WE TALKED ABOUT TRAINING. AND THEN THEN, YOU KNOW, LAND MANAGEMENT REALLY DOES NEED REPLACEMENT ASSET MANAGEMENT IMPROVEMENT AND THEN EVENTUALLY, YOU KNOW, IMPROVE REPLACE E R P. WHAT [00:15:01] WE WANT TO DO ON THE IT SIDE IS BUILD A BETTER PARTNERSHIP BETWEEN THE IT AND THE DEPARTMENTS SO THAT IT CAN SUPPORT THE DEPARTMENTS AND ALL THEIR APPLICATIONS AND HAS A, A SKILL SET TO HELP THE DEPARTMENTS IF THEY GET STUCK WORKING WITH THEIR VENDOR AND THEY CAN'T FIGURE OUT, YOU KNOW, KIND OF WHAT'S GOING ON, SOMETIMES THEY DON'T EVEN SPEAK THE SAME LANGUAGE TO, TO DO THE INTERFACE ON THAT AND HELP THE DEPARTMENTS CAN BECOME MORE EFFICIENT. AND ON THE STAFFING SIDE, I THINK WE TALKED ABOUT A LOT OF THIS, THE CYBERSECURITY ANALYST EDITION IS A BIG HELP THAT'S BECOMING AN INDUSTRY STANDARD FOR ALL MUNICIPALITIES. UM, POLICE DEPARTMENT SUPPORT NEEDED. UH, WE'VE TALKED ABOUT POTENTIALLY ADDING SOME ADDITIONAL CONTRACT IT SUPPORT AND THE RECOMMENDATION TO ADD A BUSINESS ANALYST AT SOMEPLACE IN THE FUTURE. AND NOW THIS IS, UM, YOU KNOW, I TALK ABOUT A BUSINESS ANALYST AND ONE OF THE QUESTIONS THAT I WAS ASKED IS, OKAY, SO WHAT DOES THIS PERSON DO? THIS IS, THIS IS A FLOW CHART FROM ANOTHER MUNICIPALITY OF A, OF A, YOU KNOW, SMALL PERMIT INTAKE AND PROCESS ACROSS THE TOP, YOU KNOW, ALL THE LITTLE BOXES OF VARIOUS STEPS OF THE PROCESS OVER ON THE, THE LEFT SIDE AT THE TOP IS THE APPLICANT, THE BUILDING DIVISION ADMINISTRATION SYSTEM SUPPORT RECORDS. THEY END UP, SO WHAT THE BUSINESS ADAMS WOULD DO IS BUILD THIS FLOW CHART AND THEN TAKE A LOOK AT IT AND SAY, HUH, I WONDER WHY THE INSPECTION REQUEST IS LOGGED IN ADMIN. AND THEN THERE'S A SEPARATE LITTLE SCRIPT THAT RUNS AND IT'S NOT ALL DONE IN THE BUILDING DIVISION. I WONDER IF I COULD TAKE THOSE TWO LITTLE STEPS, PUT 'EM IN THE BUILDING DIVISION AND MAKE IT MORE EFFICIENT. THAT'S WHERE THE BUSINESS ANALYST ANALYST, UM, I'LL TELL YOU ANOTHER QUICK STORY. FROM MY EXPERIENCE, I WAS WORKING WITH THE CITY. WE'VE DONE A TECHNOLOGY THING, WE WERE IMPLEMENTING IT. CITY MANAGER SAID, WE'VE GOT THREE STATIONS TO PROCESS A PERMIT AND A RESIDENCE ARE HAVING TO WEIGH BETWEEN STATIONS AND IT TAKES THEM 45 MINUTES TO GET THROUGH THE PROCESS. I WANTED TO TURN INTO ONE STATION. I WANT THE WHOLE THING DONE IN UNDER 30 MINUTES.
