ELEVATOR HERE. IT'S AMAZING. [00:00:01] ALRIGHT, SIX [1. CALL SESSION TO ORDER] O'CLOCK. WE'LL CALL THE CITY COUNCIL WORK SESSION FOR THURSDAY, FEBRUARY 1ST, 2020 FOURTH ORDER. I'LL START WITH ROLL CALL COUNCIL MEMBER THOMPSON. COUNCIL MEMBER THORNTON. HERE. MAYOR CLARK. COUNCIL. MAYOR LAR. HERE. COUNCILOR WILCOTT. HERE. TIM TIMOR. HERE. MAYOR. SENATOR HERE. FIRST ITEM IS THREE, [3.1. Presentation of Biennial Community Survey results on City Services & Culture (Allison Strupeck and Robert Heacock)] ONE PRESENTATION OF BI, AM I SAYING RIGHT. BIENNIAL AWARD FOR COMMUNITY SURVEY RESULTS ON CITY SERVICES AND CULTURE. GOOD EVENING, MR. MAYOR, MEMBERS OF THE COUNCIL. MY NAME IS ROBERT HAYCOCK. I'M WITH THE ETC INSTITUTE. IT'S MY PLEASURE TO BE HERE TO, UH, DELIVER THE FINDING REPORTING OF, UH, THE SECOND SURVEY THAT WE'VE BEEN FORTUNATE ENOUGH TO CONDUCT WITH THE CITY OF HU. THE PREVIOUS ONE WAS IN 2022. FORGIVE ME, I'M GONNA GO THROUGH HERE PRETTY QUICKLY. WE HAVE A LOT OF INFORMATION, BUT, UH, AT THE END I'LL HAVE SOME TIME FOR QUESTIONS IF YOU HAVE 'EM. THIS JUST REPRESENTS KIND OF THE FOOTPRINT FOR ETC, UH, WHERE WE'VE BEEN ACROSS THE COUNTRY. THE AGENDA IS PRETTY STRAIGHTFORWARD. PURPOSE AND METHODOLOGY, BOTTOM LINE, UP FRONT, MAJOR FINDINGS, SUMMARY, AND THE QUESTIONS. PURPOSE OF THE CONDUCTING A SURVEY, AS YOU CAN READ HERE, I WON'T READ ALL OF THEM, BUT BASICALLY TO HAVE THAT OBJECTIVE DATA APPROACH, TO HAVE THAT VALID, STATISTICALLY SIGNIFICANT VALID SURVEY, UH, TO GIVE FEEDBACK TO THE, UH, THE RESIDENTS AND, AND GAVE OPINIONS ABOUT POSSIBILITY OF NEW FACILITIES, NEW PROGRAMS IN THE FUTURE. AND THEN ALSO TO COMPARE HOW THOSE PERFORMANCE WITH OTHER COMMUNITIES, WHICH IS IMPORTANT. METHODOLOGY IS LAID OUT HERE. WE HAD A SEVEN PAGE SURVEY, WHICH IN COVER LETTERS, BOTH IN ENGLISH AND SPANISH, WE HAD A SPANISH TRANSLATION AVAILABLE ON THE WEBSITE AS WELL. AND WE WENT THROUGH HERE THAT WHEN THE, UH, SURVEY WAS ADMINISTERED, YOU HAD ABOUT A MARGIN OF ERROR. YOU HEAR THAT WITH SURVEYS. OURS WAS 4.7%. THIS GIVES YOU A QUICK LOCATION OF WHERE THE RESPONDENTS, UH, CAME FROM. BOTTOM LINE, UP FRONT IS SOME VERY POSITIVE NEWS. WE HAD 78% OF RESPONDENTS RATED THE CITY OF HUTTO AS EXCELLENT OR A GOOD PLACE TO LIVE, AND 76% GAVE RATINGS OF EXCELLENT OR GOOD AS A PLACE TO RAISE CHILDREN. 89% OF RESPONDENTS INDICATED THEY FEEL SAFE OVERALL IN HU AND WE'RE GONNA SHOW YOU SOME COMPARISONS LATER ON THAT ARE GONNA EVEN PUT THIS IN A GREATER LIGHT BECAUSE A LOT OF COMMUNITIES AROUND THE COUNTRY AND IN THE STATE OF TEXAS HAVE NOT FARED AS WELL AS HU IN THOSE CATEGORIES. YOU SEE HERE, ALSO RESIDENTS GENERALLY SATISFIED WITH OTHER SERVICES AND WHAT THE HIGHEST INVESTMENT PRIORITIES ARE. WE'RE GONNA COVER THOSE IN MORE DETAIL, MOVE FORWARD. THE FIRST FINDING IS THAT RESIDENTS HAVE A POSITIVE PERCEPTION OF QUALITY OF LIFE IN THE CITY. THIS GIVES YOU A LOT OF BREAKDOWN, AND I'M SORRY THERE'S A LOT OF INFORMATION HERE TO KIND OF ABSORB, BUT MOST OF THE QUESTIONS THAT WE ASK ARE ON A FIVE POINT SCALE WITH THE BLUE COLORS, THE DARK BLUE, AND THE LIGHT BLUE BEING EXCELLENT AND GOOD. THE GRAY IS NEUTRAL AND THE PINK AND THE RED ARE CONSIDERED BELOW AVERAGE OR POOR. ONE THING THAT I'LL INDICATE IS THAT WHEN I WORK WITH A LOT OF COMMUNITIES AND PROVIDE THIS DATA, THE TENDENCY SOMETIMES IS TO LOOK AT THE RED COLORS AND SAY, WE WANT TO TURN THOSE FOLKS AROUND. WE WANNA REACH OUT TO THOSE THAT ARE DISSATISFIED AND HAVE THEM BECOME SATISFIED. I I'VE FOUND THROUGH THE YEARS THAT YOU HAVE MORE SUCCESS FOCUSING SOMETIMES ON THE NEUTRAL, ON THE GRAY. THOSE PEOPLE TOOK THE TIME TO FILL OUT A SURVEY, BUT THEY INDICATED NOT A SPECIFIC OPINION, BUT THEY'RE NEUTRAL. THAT TO MEANS TO US, AND A LOT OF TIMES WITH MORE DATA, INFORMATION COMMUNICATION, YOU CAN REACH THOSE PEOPLE AND MOVE THEM TOWARDS THE EXCELLENT AND GOOD. BUT YOU CAN SEE HERE SENSE OF COMMUNITY PRIDE, A PLACE TO LIVE, A PLACE TO RAISE CHILDREN ALL EXTREMELY HIGH WITH, UH, A PLACE TO RAISE CHILDREN AT 76% BEING GOOD OR EXCELLENT PERCEPTION OF SAFETY. UH, A LOT OF POSITIVE HERE WHEN YOU CAN'T EVEN REALLY DEFINE PERCENTAGES OF THE DARK RED, YOU'RE DOING SOMETHING RIGHT. AND CLEARLY YOU ARE HERE IN TERMS OF PERCEPTIONS THAT YOUR RESIDENTS HAVE, UH, THROUGHOUT THE COMMUNITY, BUT ESPECIALLY IN THE NEIGHBORHOODS DURING THE DAY. UH, YOU SEE THAT THERE A LITTLE BIT DIFFERENTLY IN PARKS. AND THAT MIGHT BE AS I WOULD TELL YOU, UH, WHEN YOU LOOK AT THESE, I I WAS GONNA MENTION THIS IS JUST A SNAPSHOT IN TIME. IT DOESN'T TELL A WHOLE STORY ABOUT ANYTHING. IT CAN LEAD YOU TO A STORY. UM, BUT IT'S REALLY HELPFUL TO POINT OUT THOSE AREAS OF ENGAGEMENT POTENTIAL FOR FOLLOWING UP WITH YOUR, YOUR RESIDENTS AND YOUR STAFF FOR FUTURE DISCUSSIONS TO MOVE THE NEEDLE ON SOME OF THESE ITEMS. BUT, UH, THIS IS JUST A PICTURE IN TIME AND AT THIS MOMENT, UH, THAT'S WHAT YOUR RESIDENTS HAD INDICATED. OVERALL, VERY POSITIVE FEEDBACK FINDING. NUMBER TWO, RESIDENTS ARE GENERALLY SATISFIED WITH SAFE SERVICES. AGAIN, WE SEE THOSE, SOME DIFFERENT CITY SERVICES LAY LAID OUT HERE WITH SOLID WASTE SERVICES, OVERALL QUALITY OF LIBRARY SERVICES AND WASTEWATER, SANITARY AT THE TOP. AND THEY DO HAVE SOME, UH, OF POINTS OF CONCERN AT BELOW. CERTAINLY, FLOW OF TRAFFIC ON CITY STREETS AND FLOW OF TRAFFIC ON MAJOR ROADWAYS HAS RISEN [00:05:01] TO A VERY HIGH LEVEL. UH, THE HIGHEST LEVEL OF CONCERN AND, AND WE'LL SEE THAT AGAIN WHEN WE LOOK AT THE BENCHMARKS AND EVEN IN COMPARISON, UH, WHEN YOU'RE LOOKING WITH WASTE AND THE UTILITY SERVICES, TRASH, GARBAGE COLLECTION SERVICES AND OUT AND CURBSIDE RECYCLING SERVICES CREATED VERY HIGH. UH, YOU GET DOWN TO FEES FOR WATER SERVICES, FEES FOR WASTEWATER, SANITARY SEWER SERVICES. UH, OBVIOUSLY THERE'S SOME CONCERN THERE AMONGST THE RESIDENTS, BUT THERE'S ALSO, EVEN IN THOSE CATEGORIES, STILL CLOSE TO A THIRD OF YOUR RESIDENTS ARE SAYING, I'M NEUTRAL. SO THOSE FOLKS ARE SIGNALING IN A WAY THAT THEY'RE OPEN TO MORE INFORMATION AND PERHAPS, UH, BECOMING, UH, MORE IN THE SATISFIED, VERY SATISFIED, UH, COLUMN SATISFACTION WITH MAINTENANCE SERVICES RANGING FROM THE CONDITION OF STREET SIGNS, MAINTENANCE CITY BUILDINGS. WE DID HAVE A NEW, UH, CATEGORY HERE. THIS WAS CLEANLINESS OF ROADSIDE. AND YOU CAN SEE IN, IN MOST OF THOSE, UH, RESPONSE AREAS, RESIDENT WERE MOST SATISFIED, THE CONDITION OF STREET SIGNS AND MAINTENANCE OF CITY BUILDINGS. YOU DO GET DOWN THERE AT, AT THE BOTTOM, YOU HAVE A LITTLE BIT MORE OF THOSE IN THE, IN THE RED CONCERN. BUT, UH, REALLY INTERESTING EASE OF REPORTING. MAINTENANCE CONCERNS. 41% SAID NEUTRAL. THAT REALLY STANDS OUT. THAT MEANS THEY'RE NOT REPORTING ANYTHING, PARDON? THAT MEANS THEY DON'T REPORT ANYTHING. THEY MAY NOT BE REPORTING ANYTHING OR, OR THEY MAY NOT BE NOT UNSURE ABOUT HOW TO REPORT SOMETHING OR THEY'VE GIVEN UP OR YOU DON'T KNOW, COMPLAINING ABOUT ROADS FOR FIVE YEARS. NO ONE'S LISTENING. ALWAYS NEGATIVE. WHAT'S BE POSITIVE? IF I GAVE UP I WAS SO FRUSTRATED ABOUT AND DOING IT WOULD, BUT IT WOULD BE NEGATIVE, THEN IT WOULD BE NEGATIVE, IT WOULDN'T NEGATIVE. WELL, LIKE I SAID, THE REAL ISSUE HERE IS, IS IT'S A STARTING POINT OF CONVERSATION. SO WHEN YOU LOOK AT THOSE RECOGNIZING THAT AT LIFE, IT COULD BE ANY OF THE THINGS THAT YOU ALL TALKED ABOUT, BUT WITHOUT FURTHER CONVERSATION, UH, WITH RESIDENTS MAY NOT KNOW FOR SURE, UM, WHAT THE RIGHT WAY TO MOVE FORWARD WOULD BE WITH CODE ENFORCEMENT. YOU CAN SEE HERE, WITH THE EXCEPTION OF ENFORCEMENT AND MOWING AND CUTTING WEEDS ON PRIVATE PROPERTY, NO MORE THAN 23 OF YOUR RESIDENTS WERE DISSATISFIED IN ANY OF THE CATEGORIES HERE. AND THAT'S, THAT'S, UH, THAT'S VERY POSITIVE FOR THE COMMUNITY AS WELL. THAT'S GOTTEN BETTER SATISFACTION WITH THE FOLLOWING PARKS AND RECREATION FACILITIES. MOVING PRETTY QUICKLY HERE, BUT OVERALL MAINTENANCE OF CITY PARKS RATED VERY HIGH YET ALONG WITH NEIGHBORHOOD PARKS. DOWN BELOW YOU HAVE PUBLIC POOLS AND YOU CAN SEE LATER ON WE'RE GONNA TALK ABOUT, UH, POOLS AND AQUATIC ACCESS AND THOSE ISSUES. UH, CERTAINLY THE PUBLIC IS, IS WEIGHING IN ON SOME OF THOSE ISSUES. SATISFACTION WITH LIBRARY SERVICES, AND YOU'LL SEE HERE NOT ONLY VERY POSITIVE RESULTS IN THIS SURVEY, BUT BUILDING ON THE LAST SURVEY, UH, YOU SEE SOME VERY POSITIVE CHANGE IN, IN SEVERAL OF THE CATEGORIES RELATED TO, UH, LIBRARY SERVICES, FRIENDLINESS AND HEALTH OF, OF STAFF IS ONE OF THOSE THAT INCREASED QUITE A BIT IN THE LAST TWO YEARS. 30, OH, I APOLOGIZE, ONE TO TOO MANY. SO WE HAD A COUPLE NEW CATEGORIES THOUGH, AND WE ASKED ABOUT LOCATION OF THE, THE LIBRARY FACILITY AND THE SIZE OF THE LIBRARY FACILITY AND THE SURVEY, WHICH WE, WE HAD NOT BEFORE. AND WHERE YOU SEE THERE, YOU SEE A MAJORITY OF FOLKS THAT ARE, UH, EITHER SATISFIED OR VERY SATISFIED WITH ALL OF THOSE CATEGORIES RELATED TO THE LIBRARY AS YOU'RE FINDING. NUMBER THREE, WE WANT TO, EVEN THOUGH IT'S ONLY BEEN A SHORT PERIOD OF TIME, WE WANTED TO SHOW SOME TRENDS SINCE 2022. WHAT I WILL SAY GOING INTO THIS IS OUR EXPERIENCE ACROSS THE COUNTRY IN THIS LAST YEAR OR SO IS MOST, IF NOT ALL OF OUR CLIENTS HAVE, HAVE EXPERIENCED SOME DOWNWARD, UH, MOVEMENT IN PUBLIC OPINION. CAN'T SAY IT'S RELATED TO ONE PARTICULAR ITEM, BUT I CAN SAY THAT WITHOUT A DOUBT THAT WE'RE SEEING PEOPLE A LITTLE BIT MORE, UH, QUESTIONING SOME OF THE ITEMS THAT THEY'RE, THEY'RE BEING ASKED ABOUT. AND YOU'LL SEE THAT IN SOME OF YOUR RESULTS TOO. THERE ARE AREAS THAT HAVE GONE UP AND THERE ARE AREAS THAT HAVE GONE DOWN. SO THESE ARE THE LARGEST AREAS OF SATIS OF INCREASE IN SATISFACTION SINCE 2022. I MENTIONED AT THE START THAT WE HAD A 4.7, UH, PERCENT MARGIN OF ERROR, IF YOU WOULD. AND SO WE WE'RE NOT, WE'RE BASICALLY FOCUSING ON THOSE AREAS THAT WERE ABOVE THAT, THAT ARE BEYOND THAT STA STATISTICAL, UH, UH, THAT STATISTICAL BOUNDARY OF THE 4.7%. UH, AND, AND FOCUSING ON, ON THE LARGER ITEMS SUCH AS OUTDOOR SPLASH PADS, FRIENDLINESS OF THE LIBRARY STAFF, TREE CANOPY, ET CETERA, THAT YOU SEE HERE. WE'VE ALSO SEEN SOME DECREASES SINCE 2022. SMELL OF TAP WATER, WATER UTILITY SERVICES, FLOW OF TRAFFIC, MAJOR ROADS, ALL OF THOSE HAVE STATISTICALLY SIGNIFICANT, UH, MORE THAN THE MARGIN OF ERROR DECREASES IN SATISFACTION, UH, SINCE THAT TIME, MAJOR FINDING. NUMBER FOUR, WE WANT TO COMPARE HU TO OTHER COMMUNITIES. IF, IF YOU ONLY LOOK AT YOUR RATINGS BY THEMSELVES, YOU DON'T REALLY HAVE CONTEXT. THE EXAMPLE [00:10:01] I GIVE IS, IF YOU SURVEYED THE OVERALL SATISFACTION WITH PARKS AND IT CAME BACK AT 70% SATISFIED AND YOU HAD OVERALL SATISFACTION OF STREETS AND 50% CAME BACK, YOU MIGHT SAY, WELL, WE NEED TO PUT MORE MONEY IN IN STREETS BECAUSE THEY'RE WAY BELOW WHERE PARKS IS. BUT IF YOU LOOK AT 'EM IN COMPARISON TO OTHER COMMUNITIES IN TEXAS AND NATIONALLY, AND YOU FIND THAT THE AVERAGE SATISFACTION FOR PARKS IS 85% AND THE AVERAGE SATISFACTION FOR STREETS IS 40%, THEN YOU REALIZE MAYBE WE ARE, WE'RE REALLY FOCUSING ON THE WRONG THING. IF WE, WE SHOULD DO ABSOLUTELY FOCUS MORE ON STAYING AHEAD OF, OF THE PACE WITH, UM, WITH PARKS. SO IN THAT CONTEXT, WE'LL LOOK AT THESE VARIOUS CATEGORIES AND I I THINK YOU'RE GONNA SEE A MIXED BAG HERE, BUT SOME VERY POSITIVE THINGS. SO WE TALKED EARLIER, UH, AND I MENTIONED HOW ONE OF THE FIRST FINDINGS WAS, UH, YOUR CITIZENS REALLY RATE HATO AS A PLACE TO LIVE AND A PLACE TO RAISE CHILDREN. VERY HIGHLY. JUST LOOK AT IT IN COMPARISON TO THE OTHER SURVEYS THAT WE DO. THESE ARE NOT INDIVIDUAL SURVEYS, THESE ARE COMPREHENSIVE SURVEYS OF THE ENTIRE STATE OF TEXAS. SO IT'S NOT AN AMALGAMATION OF WHAT WE DID FOR SAN ANTONIO OR FORT WORTH OR KILLEEN OR LAKE CITY OR ANY OF THOSE OTHER CITIES THAT ARE CLIENTS OF OURS. BUT IT'S A, IT'S AN OVERALL TEXAS SURVEY THAT WE KEEP UPDATED REGULARLY, AND YOU'VE ALMOST LACKED THE FIELD IN TERMS OF, UH, OF SATISFACTION OR AN EXCELLENT PLACE TO LIVE, UH, PLACE RAISE CHILDREN AS WELL. NOW YOU GO DOWN, DOWN TO THE BOTTOM. HOW WELL IS THE CITY MANAGING GROWTH, THE VALUE RECEIVED FOR CITY TAXES AND FEES? THOSE ARE DEFINITELY NOT AS, NOT AS, UH, POSITIVE AS THE FIRST COUPLE OF CATEGORIES. WHAT DOES THAT, WHAT DOES THAT MEAN? UH, IT COULD, YOU COULD ALREADY, YOU HAVE TO UNDERSTAND, THERE'S SOMETIMES A, THERE'S A LAG IN PERCEPTION IN A LOT OF THESE CATEGORIES. THE PUBLIC DOESN'T NECESSARILY HAVE INTERACTION WITH THE CITY DEPARTMENTS IN EVERY ONE OF THESE CATEGORIES EVERY YEAR. UH, SOMETIMES THEY MAY HAVE AN INTERACTION WITH, WITH, UH, UH, THE CITY, YOU KNOW, ONCE EVERY COUPLE OF YEARS. IT, IT JUST REALLY DEPENDS. BUT, UH, WHAT WE WERE ABLE TO SAY HERE IS THAT YOU'RE DEALING WITH PERCEPTION. YOU WANT TO LOOK AT, YOU KNOW, HOW DO WE VALIDATE THESE, THESE RESPONSES? UH, AND IF SO, WHAT STRATEGIES CAN WE COME UP BETWEEN THE COUNCIL AND THE, THE MANAGEMENT TEAM THAT YOU HAVE TO MOVE THE NEEDLE IN THE RIGHT DIRECTION, SATISFACTION WITH COMMUNICATION SERVICES, AND REALLY VERY POSITIVE HERE. WHEN YOU LOOK AT THE COMPARISONS, I THINK YOU HAVE A COUPLE WHERE YOU'RE, YOU'RE, UH, WELL AHEAD, ESPECIALLY THE CITY'S USE OF SOCIAL MEDIA AND ACCOUNTS AT 10% HIGHER THAN THE TEXAS AND WELL AHEAD OF THE US AVERAGE. AGAIN, LOTS OF NUMBERS HERE AND, AND ALL OF THAT. BUT, UH, LOOK AT THE FIRST TOP. THE TOP ARE THE, ARE THE ONES WHERE YOU'RE REALLY COMPETITIVE AND ACTUALLY LEADING THE WAY. SOLID WASTE SERVICES, OVERALL QUALITY OF LIBRARY SERVICES, WASTEWATER, SANITARY SEWER SERVICES, STORM WATER MANAGEMENT, ALL OF THOSE, YOU'RE SIGNIFICANTLY, UH, ABOVE WHAT OTHERS ARE DOING IN TEXAS AND THE UNITED STATES. NOW, YOU GET DOWN TO THE BOTTOM, OBVIOUSLY, THAT'S THE AREA WHERE YOU WANT TO HAVE SOME CONVERSATION. YOU WANNA HAVE SOME STRATEGY ON WHAT YOU'RE GONNA DO TO, TO MOVE THE NEEDLE ON THOSE. AND IT MAY NOT BE EASY, BUT, UH, CLEARLY FLOW OF TRAFFIC IS AN ISSUE. WE WANNA REMIND YOU, THOUGH, EVEN ON THE PREVIOUS SLIDES, IT'S NOT JUST THAT THE SATISFACTION IS LOW AND LOOKING AT THAT, BUT THERE'S ALSO THOSE PEOPLE IN THAT GRAY AREA OF THE NEUTRAL THAT, UH, MAYBE WITH A CONCERTED EFFORT TO INFORM PEOPLE MORE OF, YES, WE ARE CONCERNED, WE ARE INVESTING IN IT, BUT SOMETIMES IT TAKES A WHILE TO, TO SHOW. AND, UM, A LOT OF TIMES WHEN COMMUNITIES GET BAD REPUTATIONS FOR THAT, PEOPLE JUST KIND OF AVOID IT, DRIVE OTHER WAYS AROUND. SO TO TRY TO AVOID SOME OF THOSE SNAGS IN TERMS OF FULL OF TRAFFIC SATISFACTION WITH WASTE AND UTILITY SERVICES. AGAIN, COLIN, KIND OF FOLLOWING THAT PATTERN AT THE TOP, YOU HAVE AREAS WHERE YOU'RE, YOU'RE, YOU RATED HIGHER THAN THE TEXAS AND US AVERAGES, ESPECIALLY, UH, IF YOU LOOK AT THE CURBSIDE RECYCLING, TRASH, GARBAGE COLLECTION SERVICES, ALL OF THOSE ARE, ARE WELL, WELL ABOVE YOU GET DOWN BELOW, UH, FEES FOR WATER SERVICES, FEES FOR WASTEWATER, SANITARY SEWERS, AND, UH, TASTE OF TAP WATER. UH, OBVIOUSLY LAGGING BEHIND. WHAT I CAN TELL YOU IS THAT EVALUATING HOW YOU'RE, WHAT THE MESSAGE IS THAT YOU'RE SENDING ON SOME OF THESE FEE ISSUES. BECAUSE A LOT OF TIMES THE THE FEES ARE REALLY BEYOND THE CITY'S CONTROL. SAY THAT AGAIN BACK THAT I SAID A LOT OF TIME TO GO BACK. OKAY. TO GO BACK FIVE, FIVE, UH, WORDS. START, START THAT WATER THING AGAIN. BE CAREFUL HOW YOU, I DON'T, WELL, I WAS THINKING HOW YOU INTERPRET THAT. UM, I APOLOGIZE. I DON'T IT'S OKAY. DON'T RECALL. EXACTLY. YOU'RE GREAT. UM, WHAT I WAS TRYING, THE POINT I WAS TRYING TO RAISE WITH, WITH FEES IS SOMETIMES, YOU KNOW, PEOPLE HAVE A HARD TIME REALLY UNDERSTANDING WHY THE FEES ARE WHAT THEY ARE. AND SO THEY WILL ATTRIBUTE CERTAIN THINGS TO THE FEES. THEY MIGHT ATTRIBUTE IT TO SAYING, WELL, THE CITY'S INEFFICIENT. UH, THEY HAVE WAY MORE STAFF THAN THEY NEED, ET CETERA, ET CETERA. THAT [00:15:01] MAY NOT BE THE CASE. AND SO IT'S KIND OF UP TO THE CITY TO TELL THE STORY. UM, GIVE THE, THE FACTS TO THE PUBLIC OF WHY THE FEES SOME OF THEM ARE, ARE FORCED UPON CITIES, BY REGULATORY AGENCIES, BY THE FEDERAL LEVEL OR THE, OR THE STATE LEVEL. AND YOU HAVE NO CHOICE BUT TO INVEST IN THOSE, TO TURN 'EM AROUND. SATISFACTION WITH MAINTENANCE SERVICES. AGAIN, THESE ARE MORE COMPARISONS AND YOU CAN KIND OF LOOK AT THOSE. I DON'T THINK I HAVE TO GO THROUGH ALL OF THEM. MM-HMM. SATISFACTION WITH POLICE SERVICES. NOW LOOK HERE, YOU'RE REALLY DOING A GREAT JOB ACROSS THE BOARD IN ALL OF THESE CATEGORIES OF THE POLICE DEPARTMENT. CLEARLY THE RESIDENTS ARE, ARE, ARE FEELING VERY POSITIVE ABOUT THE JOB THAT THE POLICE IS DOING. NOT ONLY POLICE SERVICES, BUT EFFORTS TO PREVENT CRIME AND EFFORTS TO PREVENT CRIME, YOU'LL FIND LATER IS, IS A HIGH PRIORITY OF THE RESIDENTS. WHAT DOES THAT MEAN? WHEN THEY'RE VERY, VERY HAPPY, WELL ABOVE THE, THE OTHER AVERAGES. HOW CAN THEY STILL BE, UH, A TOP PRIORITY? SOMETIMES WHEN YOU LOOK AT TOP PRIORITIES, IT JUST MEANS WE WANT YOU TO MAINTAIN THE GREAT JOB YOU'RE DOING, RIGHT. IT DOESN'T MEAN THAT WE WANT YOU TO, YOU KNOW, THEY PERCEIVE IT AS A HUGE PROBLEM, AND YOU HAVE TO THROW MONEY AT IT TO FIX A CERTAIN PROBLEM. SO IT'S IMPORTANT TO EVALUATE, DON'T JUST TAKE A NU ONE NUMBER ON ITS FACE VALUE, BUT LOOK, HOW CAN IT BE INTERPRETED? BUT YOU LOOK AT ALL THESE AND, UH, FROM EFFORTS TO, TO PREVENT CRIME, UH, RESPONSE TIMES FOR EMERGENCIES, UH, WAY AHEAD OF OTHER AVERAGES. AND, AND ANY OTHER QUESTIONS? STANDALONE QUESTION. WE ASKED ABOUT POLICE RESPONSE TIMES FOR EMERGENCIES. UH, THE RESIDENTS ARE VERY HAPPY WITH THAT. PERCEPTIONS OF SAFETY IN THE COMMUNITY TOUCHED ON A FEW OF THESE EARLIER, BUT IN NEIGHBORHOODS DURING THE DAY, PEOPLE FEEL VERY SAFE. OVERALL FEELING OF SAFETY, LOOK AT THAT. YOU'RE AT 88.9%. THE TEXAS AVERAGE IS 58.3. THE NATIONAL AVERAGE IS 66. SO YOU'RE DOING A GREAT JOB IN EVERY ONE OF THESE CATEGORIES IN TERMS OF HOW THE PUBLIC IS PERCEIVING YOUR POLICE DEPARTMENT SATISFACTION WITH CODE ENFORCEMENT. AND YOU GET INTO A LITTLE BIT DIFFERENT FEEL FOR THERE. YOU'RE, YOU'RE NEAR SOME OF THE AVERAGES, AND AT THE BOTTOM THERE, YOU'RE LAGGING BEHIND A LITTLE BIT ON ENFORCEMENT OF MOWING, CUTTING OF WEEDS ON PRIVATE PROPERTY. AGAIN, I WOULD SUBMIT TO YOU, THAT'S SOMETIMES THE CASE OF THE PUBLIC DOESN'T REALLY JUST, THEY JUST DON'T KNOW WHAT YOU'RE DOING. TRYING TO GET THAT INFORMATION OUT TO SOMEBODY IS, IS DIFFICULT. UM, I WOULD ALSO SAY THAT SOMETIMES PEOPLE CAN ARGUE, OKAY, UH, ENFORCEMENT OF MOWING OR CUTTING WEEDS, DOES THAT MEAN YOU'RE HAPPY THAT WE'RE DOING, UH, THAT WE'RE DOING, UH, THE RIGHT AMOUNT? OR ARE WE UNHAPPY BECAUSE YOU'RE DOING TOO MUCH? AND SO YOU HAVE TO WAGE THAT. I WOULD SAY BASED ON, ON WHAT I'VE SEEN, IT'S A QUESTION OF THEY, THEY WANT TO DO MORE IN TERMS OF ADDRESSING THAT PROBLEM. DO THEY BREAK IT OUT? WHETHER IT'S HOA CONTROL, THEY MAY BE UPSET BECAUSE OF HOA SAYING THAT THAT HAS NOTHING TO DO WITH THE CITY. THAT'S TRUE. NO, THESE QUESTIONS DON'T GET TO THAT LEVEL. UH, WE COULD IN THE FUTURE, SOME OF THE AREAS WE HAVE WHEN WE TALK ABOUT, UH, STREET MAINTENANCE, UH, FOR EXAMPLE, OR FLOW OF, OF OF STREETS WITHIN THE COMMUNITY. IN TALKING WITH YOUR PUBLIC WORKS DIRECTOR TODAY, UH, WE IDENTIFIED MAYBE ON THE NEXT SURVEY, WE CAN, WE CAN SAY WITH, WITH THE EXCEPTION OF HIGHWAY X, YZ, UH, HOW DO YOU RATE THE CITY'S ROADS? AND THEN SAY, HOW DO YOU RATE CITY'S ROADS SO YOU CAN KIND OF SEE WHAT THEY'RE THINKING? UM, WE CAN TALK ABOUT HOW ABOUT HOAS AND WHETHER OR NOT WE COULD FRAME IT IN THIS WAY. BUT, UH, I'VE NOT, I'VE NOT DONE A SURVEY WHERE WE'VE, WE'VE MADE THAT DISTINCTION, FRANKLY, FORMATIVE THINK FINDING NUMBER FIVE IS REALLY PRIORITIES FOR INVESTMENT. SO WHAT WE TRY TO DO IS WE REALIZE THAT IF YOU LOOK AT, UH, ONLY WHETHER OR NOT PEOPLE ARE HAPPY WITH A PARTICULAR SERVICE, AND YOU DON'T BALANCE THAT WITH WHETHER IT'S IMPORTANT TO THEM OR NOT, YOU COULD GO DOWN A RADICAL HOLE THAT YOU DIDN'T NEED TO GO IN INVESTING MONEY. SO PART OF THAT IS, LET'S SAY THE EXAMPLE. WELL, UM, YOU KNOW, I'M ASKED ABOUT HOW SATISFIED I'M IN WITH DOG PARKS AND I SAY, WELL, SAY YOU ONLY GOT ONE. I'M, I'M REALLY NOT, I DON'T, NOT REALLY SATISFIED WITH THAT. BUT THEN YOU ASK THEM, IS IT IMPORTANT? WELL, NO, IT'S NOT IMPORTANT. SO IT HELPS US FIND, REFINE THE DIRECTION. IF YOU CAN IDENTIFY, THERE'S SOME WHERE PEOPLE SAY, YEAH, WE KNOW WE COULD DO BETTER, BUT BEFORE WE GO THERE, WE WANT YOU TO FIX THESE OTHER PROBLEMS. AND THAT'S REALLY WHAT I'M HEARING FROM THE SURVEY HERE, IS THAT THEY'VE IDENTIFIED FLOW OF TRAFFIC ON MAJOR ROADS AND HIGHWAYS ON CITY STREETS. AND MAINTENANCE OF CITY STREETS IS ABOVE ALL OTHER CATEGORIES THAT WE'VE ASKED IN TERMS OF THE PRIORITY. ALSO, A HIGH PRIORITY ARE THE WATER UTILITY SERVICES AND PARKS, TRAILS AND RECREATION FACILITIES. THOSE ARE YOUR TOP FIVE. WE DIDN'T LIST ALL OF THEM JUST BECAUSE THEY GET KIND OF CLUTTERED. UH, BUT WE ASKED A TOTAL OF, OF 14 DIFFERENT SERVICES. AND THAT'S WHAT CAME OUT OF THAT. TRENDS WITH SAT SATISFACTION, UH, WITH MAJOR CATEGORIES OF SERVICES. IT'S A LITTLE HARD TO SEE, BUT THE 2024 IS IN THE DARK BLUE. AND THE [00:20:01] THE 2022 IS IN THE SILVER OR, OR THAT YOU SEE THERE. REALLY GO TO THE BOTTOM, THOSE FLOW OF TRAFFIC ON CITY STREETS. AND THEY KEEP, THOSE TWO ITEMS KEEP COMING UP AS THE MAJOR POINTS OF CONCERN. NOW WE'RE GONNA SHOW SOME GRAPHICALLY BY LOOKING AT THE CITY IN MAP FORM, UH, WHERE PEOPLE ARE DISSATISFIED. SOMETIMES THIS REALLY TELLS YOU, TELLS A STORY. UH, IN THIS CASE, FLOW OF TRAFFIC OBVIOUSLY IS THE NUMBER ONE CONCERN, BUT SOME AREAS OF THE CITY ARE DISSATISFIED WHILE OTHERS WOULD CON HAVE REGISTERED AS VERY DISSATISFIED WITH THAT PARTICULAR SERVICE. WHERE'S THE BLUE? YEAH, THERE'S BLUE OUTSIDE MY NEIGHBORHOOD UP THERE. I THINK IT'S OKAY. IT'S JUST WHEN YOU GET OUTSIDE OF MY NEIGHBORHOOD, , YOU SEE, GOOD LOOK AT YOU. WELL, I'M ON MAJOR ROADS AND HIGHWAYS KIND GO THROUGH HERE, BUT IF YOU WANT TO TALK ABOUT, I'M HAPPY TO ANSWER QUESTIONS. SO THEN WE, WE LOOK AT, UM, WATER AND UTILITIES THE SAME WAY WE DID BEFORE ON THOSE OTHER SERVICES. AND YOU CAN SEE FEES FOR WATER SERVICES, FEES FOR WASTEWATER, SANITARY SERVICE SERVICES AND TASTE OF TAP WATER ARE THE TOP THREE AREAS THAT THE CITIZENS ARE SAYING. THOSE ARE OUR, OUR VERY HIGH PRIORITY FOR YOU TO FOCUS ON. NOT THAT THESE OTHERS AREN'T IMPORTANT. AGAIN, IF IT'S A MEDIUM PRIORITY, IT'S STILL IMPORTANT, BUT THEY, THAT DOESN'T NECESSARILY MEAN WE WANT IT TO BE THE FOCAL POINT MOVING FORWARD. IT COULD MEAN WE LIKE THE JOB YOU'RE DOING. JUST, JUST CONTINUE TO DO THAT. SO IT'S NOT OFF THE RADAR NECESSARILY. UM, 'CAUSE YOU CAN SEE THERE THAT, UH, THE TRASH GARBAGE COLLECTION SERVICES WAS THE NUMBER ONE SATISFIED OF THE, OF THE OPTIONS WE HAD, BUT IT RANKED EIGHT OUT OF 10 IN TERMS OF IMPORTANCE. HOW, WHO IS YOUR WATER PROVIDER? WE, WE ASKED THIS QUESTION. I DON'T KNOW IF THIS WAS ASKED BEFORE. MAYBE IT, IT WAS, BUT I DON'T THINK WE BROKE DOWN THE RESULTS. OKAY, WELL I KNOW WE WANTED TO SHOW THE RESULTS HERE BECAUSE NOT ALL OF THESE CONCERNS ARE NECESSARILY RELATED TO WHAT YOU HAVE CONTROL OVER. SO SINCE YOU HAVE THREE WATER PROVIDERS WITHIN THE CITY, UH, MIGHT BE REALLY IMPORTANT TO HELP PEOPLE UNDERSTAND, OKAY, WHICH JURISDICTION AM I IN? THAT IF THEY HAVE CONCERNS ABOUT ONE OF THE OTHERS THAT ARE NOT YOU, YOU WANNA GET THAT WORD OUT THAT YOU'RE NOT . IT'S THE SAME THING WITH THE ROADS. IF THE ROADS AREN'T MAINTAINED BY THE CITY, THEN WE DON'T WANT THE CITIZENS THINKING THAT THAT'S THE SOURCE OF THE OR LOCATION OF THE PROBLEM. UNFORTUNATELY, THIS CASE, IT DOES BREAK OUT THAT, THAT THE SATISFACTION BETWEEN THE THREE, CLEARLY THERE'S LOWER LEVEL OF SATISFACTION WITH CITY HU WATER SERVICES THAN BY THE OTHER, UH, JURISDICTIONS YOU SEE THERE, AGAIN, WE'RE, WE'RE PUTTING IT IN THAT, IN THAT MATRIX FOR THE IMPORTANT SATISFACTION INDEX. THE THREE THAT REALLY POP OFF IS, UH, THE TOP IS THE CONDITION OF STREETS AND SIDEWALKS IN THE NEIGHBORHOOD. EASE OF REPORTING, MAINTENANCE CONCERNS, AND CLEANLINESS OF ROADSIDE. AGAIN, YOU MAY BE DOING SAME THINGS TO REMEDY THAT, BUT THEY TAKE TIME. IF YOU PUT, INTRODUCE NEW SYSTEMS ONLINE TO ALLOW PEOPLE TO REPORT THEIR PROBLEMS, TAKES TIME FOR THAT PERCEPTION AND EXPERIENCE THAT PEOPLE HAVE IN ORDER TO FILTER DOWN AND, AND TO IMPACT SOME OF THESE ITEMS. WE'RE LOOKING NOW AT PARKS AND RECREATION, REALLY TWO, UH, UH, ROWS TO THE LEVEL OF BEING THE, THE VERY HIGH PRIORITY. ONE IS QUALITY OF WALKING AND BIKING TRAILS. THAT WAS THE TOP. AND THEN PUBLIC POOL AS WE SHOWED EARLIER. THE CONCERN ABOUT THOSE LOOKING AGAIN AT, AT SOME OF THESE OTHER SERVICES PARKS, AND THESE ARE, THESE ARE NOT THE, BEFORE WE HAD THE, UM, WE HAD RECREATION FACILITIES, NOW WE'RE LOOKING AT PROGRAMS, VERY HIGH PROGRAMS, NATURE BASED PROGRAMMING, YOUTH ATHLETIC AND RECREATION, SENIOR RECREATION, SPECIAL EVENTS SPONSORED BY THE CITY. THOSE ARE THE TOP FOUR OTHER FINDINGS. SO WE ASKED FOR A LEVEL OF AGREEMENT WITH THE FOLLOWING STATEMENT. I CAN'T READ ALL OF THEM, BUT I'LL READ THE FIRST COUPLE AND, AND THEN LOOK AT THE, THE LAST ONE. THE CITY PROVIDES A SAFE ENVIRONMENT FOR RESIDENTS OF ALL BACKGROUNDS. WE HAD 76% OF YOUR RESIDENTS THAT AGREED OR STRONGLY AGREED WITH THAT, WITH ONLY ABOUT 7% OR SO. UH, DISAGREEING OR STRONGLY DISAGREEING. CITY ATTRACTS PEOPLE FROM DIVERSE BACKGROUNDS TO LIVE HERE. AGAIN, YOU HAD A HIGH PERCENTAGE, I BELIEVE THAT'S ABOUT, UH, 62% OR TWO THIRDS THAT SAID, UH, THE CITY, THEY AGREE OR STRONGLY AGREE WITH THAT STATEMENT. CITY STAFF AND LEADERS ARE ACCESSIBLE TO ALL RESIDENTS. AT THE BOTTOM OF THAT. ONE WAS THE LOWER RA, LOWEST RANKING ONE AMONG THAT LIST. UH, BUT STILL YOU HAVE 47% OF YOUR, YOUR, UH, CONSTITUENTS SAID THAT THEY AGREE OR STRONGLY AGREE, AGREE WITH THAT. AND AGAIN, I HATE TO BE LIKE A BROKEN RECORD, BUT LOOK AT THAT LARGE CHUNK, MORE THAN ONE THIRD OF YOUR RESIDENTS THAT TOOK THE TIME TO FILL OUT THE SURVEY ONLY TO SAY THAT I'M NEUTRAL. SO THEY, THEY DIDN'T REALLY HAVE AN OPINION ON THIS ONE, BUT THEY, THEY, THEY GAVE AN OPINION OF, OF NEUTRAL. THAT PROBABLY MEANS WITH MORE INFORMATION, AGAIN, AS I SAID, UH, YOU HAVE A, AN OPPORTUNITY TO MOVE THE NEEDLE ON THAT PARTICULAR ITEM. HAVE YOU PERSONALLY EXPERIENCED [00:25:01] DISCRIMINATION OF ANY KIND IN HU DO COMMUNITY IN RECENT YEARS? UH, 84% SAID NO. 13% SAID YES AND 4% SAID THEY WEREN'T SURE. WE ASKED PEOPLE. UH, IF YOU SAID YES TO THE PREVIOUS QUESTION, UH, WAS IT BASED ON ANY OF THESE CRITERIA? DO YOU THINK THE CITY IS MOVING THE RIGHT DIRECTION IN THEIR EFFORTS TO MAKE THE CITY A DIVERSE AND INCLUSIVE PLACE TO VISIT LIVE AND WORK? YOU WANNA COMPARE 2022 TO 2024. AGAIN, KEEPING IN MIND WE HAD THE MARGIN OF ERROR OF 4.7%, UH, BUT YOU DID SEE SIGNIFICANT MOVEMENT, MAYBE NOT STATISTICALLY SIGNIFICANT, BUT YOU HAD, UH, YOU WENT FROM 40% OF THE, OF THE PEOPLE RESPONDENTS SAYING THEY WEREN'T SURE TO 52% OR THAT WENT FROM 40% TO 32%. AND THE LEVEL OF PEOPLE SAID YES FROM UH, 48% TO 52, POTENTIALLY MOVING IN THE RIGHT DIRECTION. I MET WITH, UH, SOME OF YOUR FOLKS THAT ARE INVOLVED IN THOSE ISSUES AND ADDRESSING THEM AND HAD REALLY GOOD DISCUSSIONS ABOUT WHAT THE CITY COULD, COULD DO TO, TO MOVE FORWARD. HOW IMPORTANT IS IT TO YOU THAT, HOW TO BECOME MORE ATTRACTIVE AND VISIBLY WELCOMING AT ENTRY POINTS IN ALONG MAJOR CATEGORIES? I THOUGHT THAT WAS REALLY INTERESTING. 'CAUSE SOME COMMUNITIES WILL SAY, YEAH, THAT'S NOT REALLY IMPORTANT TO, TO HAVE THAT COMMUNITY PRIDE FEATURE OR INVESTMENT. UH, BUT CLEARLY YOUR, YOUR CITIZENS DO VALUE THIS WITH 62, 60 3%, TWO THIRDS SAYING IT'S VERY IMPORTANT OR SOMEWHAT IMPORTANT FOR HUDA TO BECOME MORE ATTRACTIVE AND VISIBLY WELCOMING AT THOSE ENTRY POINTS. WOULD THIS BE LIKE THE, UH, WELCOME TO JUDO SIDE OVER THE BRIDGE? YEAH, LIKELIHOOD OF PARTICIPATING IN THE FOLLOWING PROGRAMS AND OR EVENTS. UH, WE DID HAVE A NEW ONE HERE, WHICH IS A PUBLIC ARTS AND PROGRAM REALLY VERY POSITIVE IF YOU STOP AND THINK ABOUT IT. PEOPLE GETTING INVOLVED, PEOPLE WANTING TO HELP MAKE THEIR COMMUNITY A BETTER PLACE. AND IN MANY OF THESE CATEGORIES YOU COMBINE THE VERY LIKELY AND LIKELY TOGETHER. THAT MEANS WITH THE RIGHT INVITATION, WITH THE RIGHT OPPORTUNITIES, YOU HAVE A LOT OF PEOPLE THAT WHO WOULD LIKE TO BECOME MORE INVOLVED IN SOME OF THESE, UH, PROGRAMS, INCLUDING EVENTS, HIGHLIGHTING DIVERSE CULTURES, TRADITIONS, AND COMMUNITIES AND EVENTS GEARED TOWARDS ADULTS OVER THE AGE OF 21 LEVEL OF SUPPORT FOR FUNDING THE FOLLOWING AQUATIC FACILITIES. SO WE ASKED QUESTIONS AND WE ACTUALLY HAD MORE INFORMATION ON THE, ON THE QUESTION THEMSELVES. WE HAD PARAMETERS, FINANCIAL PARAMETERS, ESTIMATES OF, UH, YOU KNOW, MAYBE $7 MILLION FOR, UH, ONE OPTION OR, YOU KNOW, WE, THE, WE GAVE MORE INFORMATION THAN WE COULD REALLY PUT HERE. I'LL BRING YOUR ATTENTION TO, UM, PAGE ONE 50, SORRY, 1 57. THE BACK OF YOUR BINDER IS THE ACTUAL SURVEY. AND ON THE SURVEY, THE TOP OF PAGE SIX IS THE QUESTION ON AQUATIC FACILITIES. SO YOU CAN SEE EXACTLY WHAT THE SURVEY RESPONDENTS WERE ASKED. AND FOR THE RECORD, ALISON . OKAY, SO I DO, I DO THINK YOU SEE AT THE TOP THERE, BUILDING AN OUTDOOR COMMUNITY POOL, SUMMER USE ONLY, YOU HAVE 68% OF YOUR PUBLIC SAID THAT THEY WOULD STRONGLY SUPPORT OR BE SOMEWHAT SUPPORTIVE. DOES THAT MEAN YOU SHOULD RUN OUT TOMORROW, FILE THE PAPERWORK NECESSARY TO DO A BOND ISSUE? NO. OUR EXPERIENCE WITH THIS, AGAIN, THIS IS A, THIS IS A SNAPSHOT IN TIME. THIS IS THE BEGINNING OF A STORY, NOT NECESSARILY A AN OVERALL CONCLUSION. WHAT I WOULD TAKE FROM SOMETHING LIKE THAT AS A CITY MANAGER WOULD BE, UH, MAYBE IT'S IT'S TIME WE LOOK AT A POTENTIAL FEASIBILITY STUDY OR SOMETHING TO SEE IF WE SPENT THE MONEY. COULD WE DO IT IN A WAY THAT THAT IS SELF-SUSTAINING? YOU KNOW, HOW WOULD WE COVER ALL OF THOSE INS AND OUTS DEALING WITH A, YOU KNOW, POTENTIALLY THAT SIGNIFICANT OF AN INVESTMENT. THEN WE'LL GET INTO SOME OF THE CHARTS OF THE PUBLIC POOLS. YOU CAN KIND OF SEE WHERE THOSE, UH, REGISTERED THOSE FOUR AREAS TO THE RIGHT ON THE BOTTOM OF THAT BIGGER AREA. THOSE, THOSE DID NOT HAVE RESPONDENTS IN THEM, SO THAT'S WHY THEY'RE, THEY'RE COLORED TO GO WITH THE, THE OTHER LARGE, UM, YELLOW NEUTRAL AREA. BUT IN ALL THAT'S TRUE IN ALL THE CASES THAT WE DO, WE ALIGN THAT WITH THAT OPINION IN THAT AREA THERE. BUT YOU CAN SEE, YOU KNOW, THROUGHOUT MUCH OF THE CITY, THERE'S, THERE'S DISSATISFACTION IN TERMS OF, OF POOL. I HAD A QUESTION, WHY WOULD YOU NOT JUST PUT NO RESPONSE IF YOU DIDN'T GET THE INFORMATION? BECAUSE I KIND OF FEEL LIKE IF YOU JUST PUT NEUTRAL, I MEAN IT'S SHOWING A PRETTY COLOR, BUT WHY WOULD YOU NOT JUST PUT NO RESPONSE? WELL, IT, IT, THESE ARE, WE WOULD, IF A MAJORITY OF THEM, OF THE PEOPLE IN THOSE AREAS GAVE THAT RESPONSE IF THEY, YOU KNOW, THAT'S AN OPTION. IF THEY WERE ALL VERY SATISFIED, THAT WOULD BE DARK BLUE. IF THEY WERE SOMEWHAT, IF, IF THE OVERALL MEDIAN AVERAGE OF UM, MIGHT BE THE MEAN AVERAGE I SHOULD SAY OF RESPONDENTS IN THOSE AREAS, REGISTER A CERTAIN COLOR. WE, THAT'S, THAT'S NOT WHAT HE'S ASKING. OH, I'M SORRY. AREA THAT DIDN'T HAVE ANY RESPONSES BECAUSE THERE'S NOBODY THAT LIVES THERE. WHY DIDN'T YOU MARK THOSE AS A [00:30:01] RESPONSE TO THE DEFAULTING? YEAH, LIKE THE LOW YEAH. TOP A LOWER HALF, LOWER FOUR. THAT'S RIGHT. NEUTRAL. THAT'S A MEGA SITE. WE OWN THE LAND THAT'S VACANT. SO WHY WOULD YOU PUT ANY COLOR THERE? WHY I JUST LEAVE AT BLANK. THAT'S A GREAT POINT. THAT, THAT'S A FAIR, FAIR POINT AND I'LL, I'LL DISCUSS THAT, THAT OUR TEAM. MM-HMM, . YEAH. I TOOK THIS SURVEY AND I WAS VERY SATISFIED. SO SHOULD BE . WHERE'S YOUR HOUSE? YOU GOT A GREAT COMMUNITY COACH. THAT'S GREAT. I WOULD SAY WE DON'T ENCOUNTER A LOT OF AREAS OF, OF CITIES THAT HAVE AREAS THAT AREN'T CONTIGUOUS THAT END UP NOT REALLY HAVING RESPONDENTS IN THEM. SO WE DON'T COME ACROSS THIS VERY OFTEN, BUT IT'S VERY A FAIR POINT THAT YOU RAISED YES. LEVEL OF SUPPORT FOR FUNDING THE FOLLOWING NEW PUBLIC FACILITIES. THIS WAS NEW TO THE SURVEY FROM 2022. SO WE ASKED ABOUT PUBLIC RECREATION CENTER, PUBLIC SAFETY FACILITY, PUBLIC SENIOR CENTER AND PUBLIC LIBRARY. AND AGAIN, WHAT YOU SEE IS MORE THAN TWO THIRDS OF THE RESPONDENTS RANKED A PUBLIC RECREATION CENTER IS STRONGLY SUPPORTIVE OR SOMEWHAT SUPPORTIVE. AND ALSO, UM, GOOD RESPONSE IN, IN, IN ALL OF THE CATEGORIES REALLY CONSIDERING THAT PEOPLE PROBABLY DON'T HAVE A LOT OF INFORMATION OR NECESSARY FAMILIARITY. I WILL SAY THANK YOU FOR PUTTING THIS IN HERE 'CAUSE WE REALLY NEEDED THIS, BUT THEY'RE ALL SO CLOSE. WELL, I WOULD ASK THE QUESTION IS, YOU KNOW, WOULD YOU SUPPORT THIS WITH A TAX INCREASE OF X? AND, AND, AND THEN T HOW MUCH PEOPLE REALLY WANT IT BECAUSE WE JUST SAY WHAT CHANGE WOULD BE. YEAH. EVERYBODY WILL SAY YES TO ALL THESE THINGS. THEY'RE LIKE, YEAH, WHY NOT? BUT THEN WHEN YOU PUT DOLLARS TAX TO IT, PEOPLE GO, OH, WELL MAYBE I DON'T REALLY WANT ALL FOUR OF THESE. I REALLY ONLY WANT X. SO I THINK THAT'D BE MORE BENEFICIAL FOR LONG-TERM PLANNING FROM THE CITY COUNCIL PERSPECTIVE. UM, I I, I HEAR YOUR POINT. WHAT, WHAT I MIGHT SUGGEST AS A CONSIDERATION, THE NEXT SURVEY IS, ONE THING WE'VE DONE IN PARK SURVEYS THAT WE, WE DO REGULARLY IS WE'LL ASK PEOPLE, IF YOU HAD A HUNDRED DOLLARS TO INVEST IN THESE FOUR PROJECTS, WHICH ONE WOULD IT BE? HOW WOULD YOU ALLOCATE 'EM? ARE YOU'RE GONNA DO 25 TOWARDS EACH, YOU'RE GONNA DO ALL OF IT TOWARDS ONE. UM, 'CAUSE I UNDERSTAND THE, THE DESIRE TO, TO SPECIFY HOW MUCH SOMETHING COSTS, BUT THAT'S REALLY A STEP PROBABLY AFTER A FEASIBILITY STUDY OR AFTER YOU'VE, YOU'VE GOTTEN SOME HARD, HARDER ESTIMATES THAN WHAT WE HAVE AT THIS POINT BASED ON WELL, I GET THAT, BUT LIKE FOR EXAMPLE, WE MORE, WE'D NEED TO DO FOUR FEASIBILITY STUDIES. YEAH. IF WE, AND THOSE COST LIKE A HUNDRED GRAND. SO EVEN KNOWING IF YOU PUT SOME DOLLAR AMOUNT OR SOME AMOUNT, WE'RE LIKE, OKAY, WE REALLY NEED TO DO THE PUBLIC SAFETY FACILITY FIRST. YOU KNOW, I WAS HOPING TO NARROW IT DOWN TO TWO. IF THAT DOESN'T, I THINK THEY DO THAT PRETTY EASILY ON A NON-BINDING BALLOT MEASURE THAT COSTS THE CITY NOTHING AND THEN THE PEOPLE THAT VOTE CAN COME UP AND YOU CAN SAY, BASED ON A $10 MILLION COST TO BUILD A FACILITY, IF YOU'D BE WILLING TO PAY X AMOUNT OF DOLLARS A YEAR FOR X, Y, OR Z. YEAH. BUT THE ONLY THING I WOULD SAY, YES, BALLOT MEASURE, BUT WHEN YOU ONLY HAVE 10% OF PEOPLE THAT VOTE, YOU'RE ACTUALLY GETTING A BIASED VERSION. THIS IS A SCIENTIFIC POLL ACROSS THE PEOPLE WHERE EVERYONE THAT IS A, IN THE SURVEY, IT JUST STATISTICALLY SIGNIFICANT IS GONNA BE PAYING THE TAXES. THAT'S A GOOD POINT. NOT JUST VOTERS VERSUS EVERYONE WHO ACTUALLY, THEY GET MORE PEOPLE TO COME OUT AND VOTE THAN YOU. THEY'D GET A PULL OUT OF IT OR POTENTIALLY GET A VOTE. WELL, SOME OF THE ISSUE IS HOW, HOW MANY WHAT SALES TAXES GENERATED BY PEOPLE WHO DON'T EVEN LIVE INSIDE THE CITY. MM-HMM. . SO PART OF YOUR FRAMEWORK IS IF, IF YOU, UH, WOULD YOU BE SUPPORTIVE OF THIS IF YOU KNEW THAT ONLY 75% OF IT OR 25% OF IT WOULD BE PAID BY PEOPLE WHO DON'T LIVE IN YOUR COMMUNITY? UM, I'VE SEEN CITIES FRAME ISSUES THAT WAY. THAT'S A VERY GOOD WAY TO FRAME THAT. BUT IT REALLY WOULDN'T, THAT'S NOT REALLY CONTINUOUS BECAUSE WE SET AN INS RATE, WHICH GOES TO PROPERTY TAX VALUE. SO I WOULD NOT THROW IN THE SALES TAX THING. THAT'S A YEAH, YEAH. I'M NOT FAMILIAR WITH ALL THAT. I'M JUST SHARING AN EXAMPLE, BUT, BUT NO, THESE ARE, THOSE ARE REALLY GOOD POINTS AND I, I I DON'T DISAGREE. UM, THE GOOD NEWS IS NOW YOU, I THINK YOU HAVE, YOU'RE GETTING A BETTER FEEL KIND OF FOR, UM, YOU KNOW, IS THERE REALLY OPPOSITION? IS THERE STEAD OPPOSITION OUT OF THE GATE? CLEARLY, YOU KNOW, YOU LOOK AT THAT AND YOU GO, WE HAVE OVER 50%, WE HAVE 60%, 68% SAY THEY'D BE SOMEWHAT, ARE VERY SUPPORTIVE, BUT YOU STILL HAVE 20% THAT ARE NOT SURE. AND, AND I WOULD TELL YOU THAT SOMETIMES WHEN YOU PUT SOMETHING ON THE BALLOT, THAT'S WHEN OPPOSITION COMES OUT AND, AND THAT CAN CHANGE THINGS AS WELL. SO, UH, ANYWAY, I I THINK IT'S OVERALL VERY POSITIVE AND I'M GLAD WE DID THAT. WE CAN CERTAINLY WORK WITH YOUR STAFF. WE'RE ON CONTRACT TO DO ANOTHER ONE IN 2026. NOT THAT YOU'RE GONNA WAIT THAT LONG. UH, IF IT'S STILL CLICKABLE IN 2026, WE CAN THAT FIRST, WE CAN ADD OTHER LANGUAGE OR OTHER QUESTIONS FOR THOSE, THOSE TYPE OF ISSUES TO KIND OF RUN 'EM UP THE FLAGPOLE FOR YOU. YEAH. SO IN SUMMARY, UH, AGAIN, YOU'VE SEEN THESE, I DON'T WANNA REPEAT 'EM, BUT I, I WANT YOU TO BE ABLE TO, TO, TO GLANCE AND LOOK AT 'EM. AND CERTAINLY IF SOMETHING IS SURPRISING MEANS I I DIDN'T DO A GOOD ENOUGH JOB COVERING 'EM, BUT, UH, [00:35:01] A LOT OF TIMES WE LOOK AT AND WE HAVE ISSUES AND WE LOOK AT THINGS AND WE SAY, WELL, WE'RE NOT SURE IF PEOPLE ARE REALLY HAPPY TO BE HERE OR WHATEVER. BUT YOU HAVE 78% OF YOUR RESIDENTS TO DEFINE HOWTO AS AN EXCELLENT OR GOOD PLACE TO LIVE. AND A SIMILAR AS A RA A PLACE TO RAISE CHILDREN. WHAT DOES THAT MEAN? I I THINK SOMETIMES WE LOOK AT THE NEGATIVE WHEN, AND WE SAY, WELL, WE'RE DOING REALLY GREAT ON THESE OTHERS. WE'RE, WE'RE ALMOST LAPPING THE FIELD IN THE TEXAS AVERAGE. MAYBE WE CAN LESS REST ON, OR LAUREL, I WOULD ARGUE THOSE WOULD BE SOME OF THE AREAS THAT I WOULD BE MARKETING THE CITY MORE ABOUT. I WOULD PUBLICIZE THE HECK OUT OF THOSE TYPE OF FINDINGS AND, UM, USE THEM TO HELP BUILD GOODWILL. IF YOU HAVE PEOPLE WHO SAID, UH, 76% SAID IT'S A GREAT PLACE TO RAISE KIDS, TALK ABOUT AN AQUATIC CENTER OR RECREATION CENTER IN TERMS OF SERVING THE KIDS, BECAUSE THAT'S LARGELY WHY PEOPLE WANNA LIVE HERE ANYWAY. UH, VERY POSITIVE REWARD. I, WE ENJOYED MEETING YOU AND ALL YOUR STAFF. I'LL, I'LL, UH, STOP NOW AND OPENING FOR ANY QUESTIONS IF YOU HAVE ANY. HOW MANY PEOPLE CO UH, COMPLETED AND RETURN THE SURVEY? WE, WE SENT OUT 2,500 SURVEYS. WE RECEIVED 429 BACK 429. YES. OUR GOAL WAS 400 AND WE RECEIVED 429, WHICH IS WHY IT'S ACTUALLY BELOW THE 5%, UM, MARGIN OF ERROR. SO YOU SENT OUT HOW MANY, SORRY, 25. WE SENT OUT 2,500 AND WE RECEIVED 429, WHICH IS APPROXIMATELY 17%, WHICH IS VERY STRONG. A LOT OF TIMES WE'LL ONLY SEE A 10% RESPONSE, WHICH WE GET MORE PARTICIPATION. WE SAID 500. HOW DO YOU DETERMINE WHO GETS THOSE? WE BUILD THE SURVEY SAMPLE BASED ON THE DI THE, THE, UH, DEMOGRAPHICS OF THE COMMUNITY BECAUSE WE WANT IT TO BE REPLICATABLE. WE WANNA MAKE SURE THAT WE'RE PAYING ATTENTION TO DEMOGRAPHICS. AND IF 50% OF YOUR POPULATION IS, IS OVER THE AGE OF 50 AND OUR SAMPLE AND WE GET BACK RESPONSES, WE ONLY GET 10% OF THE RESPONDENTS ARE OVER THE AGE OF 50, THERE'S A PROBLEM. SO WE TAKE, UH, A LOT OF CARE TO, TO DESIGN THE SURVEY SO THAT IT CAN BE STATISTICALLY VALID AND REPLICATABLE IN THE FUTURE. AND THAT'S ALL TIED TO, UH, FACTORS THAT GO INTO THAT WITH YOUR DEMOGRAPHICS AND THAT'S HOW YOU DETERMINE WHO GETS THE SURVEY? YEAH, WELL IT'S RANDOMLY ONCE WE, ONCE WE, WE, WE BUY THE ADDRESSES FOR THE ENTIRE COMMUNITY. IT COMES WITH A LOT OF DIFFERENT INFORMATION AND WE'LL, WE'LL LOOK AT THOSE SEGMENTS OF THE POPULATION AND THEN ESSENTIALLY DRAW THOSE FROM THOSE GROUPS. WE'LL MAKE SURE THAT, UH, WE HAVE A, A REPRESENTATIVE GROUP. WE'LL ALSO LOOK AT THE DISPERSION, UH, ACROSS THE CITY AND MAKE SURE THAT WE'RE FAIRLY EVENLY, AS EVENLY AS WE CAN BE, UM, EVENLY DISPERSED ACROSS THE CITY, ACROSS THE CITY. SO WE'RE NOT JUST FOCUSED ON NORTHWEST AREA, BUT WE HAVE GOOD REPRESENTATION FROM OTHER AREAS AS WELL. SO DOES IT GET GOOFED UP AND BE START SHARING LINKS? LIKE IF WE'RE SHARING HERE, GO FILL OUT THE SURVEY. IS THAT MESSING UP IF YOU SELECTED PEOPLE BASED ON DIFFERENT TO THEIR ADDRESS? YOU CAN'T YEAH, IT'S, IT'S AN ACTUAL PHYSICAL ONLINE SURVEY WE WERE SENT OUT THAT HAD THESE QUESTIONS. OKAY. THE, THE APPROACH WAS WE HAD A, WE HAD AN ON, WE HAD A COVER LETTER FROM THE, FROM THE CITY, I THINK LEAVES SIGNED BY YOU, MR. MAYOR. AND THEN WE, UM, WE SENT OUT THE HARD COPY SURVEY WITH THAT. UH, WE HAD ON THE ENVELOPE, WE HAD A QR CODE. PEOPLE WANNA SCAN IT, THEY CAN DO THAT. UM, THEY GET THE HARD COPY, THEY FILL THAT OUT AND RETURN IT. BUT A LOT OF PEOPLE DON'T WANT TO GO TO THAT TROUBLE. THEY PREFER TO DO IT ONLINE. SO WE HAD AN ONLINE VERSION AS WELL. COVER LETTER WAS IN ENGLISH ON ONE SIDE IN SPANISH ON THE OTHER. AND WE HAD THE ENGLISH TRANSLATION ONLINE WITH A BUTTON THAT IF THEY WANNA SEE THE SPANISH TRANSLATION, THEY CLICK THERE AND IT GIVES THEM THE SPANISH TRANSLATION. SO WAS EACH QR CODE ONLY GOOD FOR ONE SURVEY? YES. WE, WE LOOKED AT IT BY HOUSEHOLD. AND SO YOU SHARED IT. SO IF YES, I, I MISUNDERSTOOD YOUR SHARED IT AND YES SIR. 3000 NEW PEOPLE. GOT IT. YOU'RE TELLING ME 3000 PEOPLE TOOK IT. IT'S ONLY GONNA COUNT AS ONE BECAUSE THAT'S SECURE EVERYTHING. YES SIR. WE, WE TRACK EVERYTHING THAT'S, WE TRACK EVERYTHING THAT'S, UH, BY ADDRESS. OKAY. SO WE'LL SEND OUT A SURVEY IF, IF YOU RECEIVED A SURVEY AT YOUR HOUSE AND FOUR OTHER PEOPLE IN YOUR HOUSEHOLD TRIED TO FILL IT OUT, OR FRIENDS TRIED TO BORROW YOURS AND FILL IT OUT, THEY NEED TO USE A VALID ADDRESS. THAT, THAT WAS PART OF OUR SAMPLE. OKAY. AND WE ONLY COUNT THE FIRST ONE THAT WE RECEIVED. SO IF WE RECEIVE 10 FROM ONE ADDRESS, WE FILTER OUT ANY THAT ARE, ARE EXTRA ABOVE THAT. SO WE NEED TO MAKE SURE WE'RE REALLY NOT, I DON'T, I SAW IT OUT. I DON'T KNOW WHO WAS SHARING IT, BUT WE NEED TO MAKE SURE WE'RE NOT SHARING IT. 'CAUSE I, I MEAN THEY CAN MAKE ONE THING I SHOULD SAY. WE, IF SOMEBODY IS, IF IT'S NOT PART OF OUR SAMPLE, WE CAN STILL COLLECT THOSE AND WE CAN GIVE YOU RESULTS IF WE DID, YOU KNOW, THEY'RE NOT GONNA BE NORMALLY ANY DIFFERENT THAN THE OVERALL BECAUSE OF HOW IT'S STRUCTURED. BUT SOMETIMES WE HAVE OPEN-ENDED QUESTIONS AND I DO HAVE COUNCIL MEMBERS THAT KIND OF LIKE TO SEE DO WE HAVE OPEN-ENDED QUESTIONS OR CONCERNS THAT PEOPLE ARE RELATING. WE KNOW THEY FILLED OUT THE SURVEY AND IT, AND IT'S NOT PART OF THE RESULTS THAT WE GAVE TONIGHT, BUT WE WANT EVERYBODY TO BE ABLE TO HAVE ACCESS [00:40:01] TO IT THAT COULD AND, AND SO WE DON'T PREVENT THAT. AND IF SOMEBODY HAD CONTACTED ALLISON OR THE CITY AND WANTED A COPY OF THE, THE SURVEY 'CAUSE THEY WANNA FILL ONE OUT, THEY CAN FILL ONE OUT, IT'S JUST, IT'S GONNA BE RECEIVED BY US, BUT IT'S NOT GONNA BE ENTERED INTO THE DATA THAT WE DELIVERED TONIGHT. 'CAUSE IT'S OUTSIDE OF THAT RAMP O OTHERWISE IT WOULD INVALIDATE A RANDOM SAMPLE ASPECT OF THIS. UM, I SEE THAT SOMETIMES WITH SURVEYS RELATED TO PARKS AND, AND THE OPEN PUBLIC, IF YOU JUST DO AN OPEN PUBLIC MEETING, YOU MIGHT HAVE EVERYBODY WHO LOVES SOFTBALL SHOW UP AND ALL THE SOFTBALL PARENTS AND PLAYER, EVERYBODY SHOW UP AND THEY'RE, THEY'RE TREATED AN EQUAL VOTE. WELL, THEY CAN KIND OF STUFF THE BALLOT BOX, SO TO SPEAK, UH, BY OVER REPRESENTING THE DESIRE OF THE OVERALL THE RESIDENTS. SO THAT'S WHY WE GO THROUGH THE, THE EFFORTS THAT WE DO AND THAT WE HAVE THE QUALITY ASSURANCE STEPS THAT WE DO TO MAKE SURE THAT WE'RE DOING IT RIGHT THE RIGHT WAY. GOTCHA. MAY I, MR. MAYOR, UH, IF MAY, IF I COULD ADD, UM, ROBERT HAS CAUTIONED STAFF NOT TO SEE THE NUMBER 400 OR 420 SOMETHING AS A, A LOW TURNOUT. THAT'S A VERY RELIABLE NUMBER, UM, NATIONALLY BY RESEARCH GROUPS SUCH AS HIS, UH, FOR, YOU KNOW, MATHEMATICAL PURPOSES. SO WE SHOULDN'T BE DISAPPOINTED WITH THAT, WITH THAT NUMBER OF RETURNS. IT WAS, IT, THEY EXCEEDED THE GOAL AND IT WAS STILL STATISTICALLY SIGNIFICANT. THAT'S HOW YOU GET YOUR PLUS OR MINUS BASED ON WHAT YOU PUT OUT, WHAT YOU RECEIVED AND YOU FIGURE OUT A PLUS OR MINUS BASED ON THAT, RIGHT? YES SIR. YES. THE MORE SURVEYS YOU, YOU, YOU GET THEORETICALLY YOU REDUCE THAT. YOU KNOW, TYPICALLY IF I, IF YOU LOOK AT MOST SURVEYS OR POLLS OR THOSE TYPE OF THINGS THAT ARE DONE, UM, THEY'LL SAY THIS STUDY CAME IN WITH A 5% MARGIN OF ERROR. THAT'S TYPICAL. UH, IT TAKES A LOT MORE FEEDBACK TO DRIVE THAT NUMBER DOWN. IT JUST BECOMES, UH, INEFFICIENT FINANCIALLY TO TRY TO DRIVE IT DOWN. WE DO HAVE SOME COMMUNITIES THAT THAT, THAT TRY TO DO THAT. BUT HONESTLY, IT DOESN'T REALLY CHANGE THE OVERALL RESULTS VERY MUCH. IF AT ALL THE QUESTIONS, HOW DID YOU GET THE QUESTIONS? LIKE, WERE THESE JUST TOPICS THAT YOU THOUGHT WOULD BE RELEVANT TO A CITY OUR SIZE OR, YOU KNOW, DID THESE QUESTIONS COME FROM OTHER CITIES AND KIND OF USE THOSE AS LIKE BEST PRACTICES? WHERE DID THE QUESTIONS COME FROM? UH, A LITTLE BIT OF BOTH OF WHAT YOU INDICATED. YOU KNOW, WE HAVE OUR HISTORY THAT WE BUILT UP OVER THE YEARS SINCE, UH, THE 1990S OF, OF GATHERING BENCHMARK DATA IN PARTICULAR SO THAT WE COULD HAVE THOSE COMPARISONS. UM, WE GENERALLY START A RELATIONSHIP, SO THIS IS OUR SECOND SURVEY. WE BUILT THIS ONE BASED ON THE LAST ONE. WE MAY HAVE DELETED SOME ITEMS, WE MAY HAVE ADDED SOME NEW ITEMS THAT STAFF HAD HAD RUNG UP, YOU KNOW, THROUGH THE PROCESS THEY THOUGHT WOULD BE IMPORTANT FOR US TO ASK. SO IT'S A LITTLE BIT OF A COMBINATION. IF IT'S, IF YOU'RE A NEW CLIENT, WHAT WE WOULD TYPICALLY DO IS SAY, HERE ARE SOME SURVEYS. SOME OF 'EM MAY BE NEAR NEIGHBORS OF YOURS, WHATEVER IT MIGHT BE. UM, THIS IS THE TYPE OF QUESTIONS THAT WE'VE ASKED, BUT HONESTLY, WE CAN DO, YOU COULD THROW ALL OF THESE QUESTIONS OUT TOMORROW AND WE WOULD DO A CUSTOM SURVEY THE NEXT TIME WE'RE AROUND IF YOU WANT TO, BECAUSE ULTIMATELY THAT'S WHAT WE WANT TO DO. NOT, NO, NOT THAT WE WANT TO NOT THAT WE WANTED TO, TO HAVE TO DO A, A TOTALLY CUSTOM SURVEY, BUT, UM, THERE'S, BECAUSE THERE'S THAT VALIDITY IN THE BENCHMARKS, BUT WHAT YOU WERE TALKING EARLIER IS, WELL, WE COULD RUN UP A, A QUESTION ABOUT SUPPORT FOR THIS POTENTIAL, UM, VALID ISSUE OR THAT POTENTIAL VALID ISSUE. WE WANNA HAVE ENOUGH IN THERE. AND I THINK YOU COULD SEE THERE WERE A LOT OF QUESTIONS IN THERE THAT WERE REALLY TAILOR MADE TOWARDS HUDA MM-HMM. , RIGHT? AND SO WE HAVE THAT COMBINATION AND IT'S, IT IS DRIVEN BY THE CUSTOMER, DRIVEN BY THE, THE STANDARDS THAT HAVE BEEN ADOPTED FOR QUESTIONS THAT ARE BENCHMARKS. RIGHT? AND THE REASON I ASK IS 'CAUSE I FEEL LIKE SOMETIMES QUESTIONS COULD BE GEARED TOWARDS GETTING A CERTAIN ANSWER OR GEARED TOWARDS, YOU KNOW, HEY, LET'S, YOU KNOW, THESE ARE THE ONLY OPTIONS. THIS IS WHAT YOU GOT TO CHOOSE FROM. AND SO THAT'S WHY I ASKED TO SEE, YOU KNOW, IN THE FUTURE, COULD WE HAVE OR NOT, COULD WE HAVE, BUT COULD WE TALK ABOUT POTENTIALLY WITH, YOU KNOW, CITY MANAGER OR SOMEBODY, YOU KNOW, QUESTIONS THAT WOULD BE JUST A LITTLE BIT DIFFERENT THAT YOU KNOW, OF THINGS THAT WE HAVEN'T THOUGHT ABOUT DOING HERE IN THE CITY. YOU KNOW, KIND OF GARNER FEEDBACK THAT WAY BECAUSE I DON'T THINK THAT, YOU KNOW, WE CAN GO OUT THERE AND MAKE A GOOD DECISION, AN EDUCATED DECISION IF WE'RE JUST ASKING QUESTIONS THAT WE ONLY KNOW ABOUT. LET'S ASKING QUESTIONS THAT WE HAVE NO IDEA ABOUT. LET'S SEE WHAT, YOU KNOW, PEOPLE THINK ABOUT THAT. SO THAT'S WHERE THE QUESTION WAS COMING FROM. I UNDERSTAND WHERE YOU'RE COMING FROM AND I I I, I WOULD TELL YOU YOU'RE THE CLIENT, UH, TO THE CITY AS OUR CLIENT AND WE'LL TAKE OUR MARCHING ORDERS FROM THE CITY. IF YOU'RE INTERESTED IN ASKING CERTAIN QUESTIONS, WE MAY GIVE YOU FEEDBACK THAT WE'VE TRIED THAT SOMEWHERE ELSE OR WE SEE AN ISSUE WITH IT. RIGHT? OTHERWISE YOU'RE NOT GETTING THE BENEFIT OF OUR EXPERIENCE. MM-HMM. . UM, YOU COULD MAYBE EVEN GIVE US THE TOPIC AND SAY WE WANNA REALLY ASK ABOUT HAVE YOU, HAVE YOU ASKED THIS TOPIC ANYWHERE ELSE, RIGHT? WE'RE CERTAINLY WILLING TO GIVE THAT, BUT ULTIMATELY IT'S WORKING WITH THEIR CITY MANAGER, WORKING WITH YOUR STAFF TO KIND OF GIVE THAT FEEDBACK FOR THEM AND AS, AS MORE SPECIFIC FEEDBACK THEY CAN GET, UH, BEFORE WE DO THE NEXT SURVEY. I'M SURE THE CITY MANAGER WOULD SAY THE BETTER THE THE, THE SOONER THEY CAN KIND OF UNDERSTAND WHAT YOU'RE TRYING TO DO, THE MORE WE CAN LOOK INTO IT WITH YOUR STAFF RIGHT. AND [00:45:01] TRY TO COME UP WITH QUESTIONS THAT WOULD BE WORKABLE. THAT'S AWESOME. THAT'S AWESOME. UM, I WILL SAY, YOU KNOW, BECAUSE YOU WANT THE HISTORICAL DATA TO HAVE TRENDS AS WE'VE GROWN OVER TIME TO SEE IF WE'VE IMPROVED OR WHATEVER. YOU DON'T WANNA EVER GET RID OF ALL OF THE HISTORICAL QUESTION MARKS. SO I WOULD SAY LESS THAN FIVE TO 10% NEW EACH TIME, UH, TO GROW YOUR DATA SET. BECAUSE OTHERWISE THAT'S WHY WE HAVE A MULTI-YEAR PARTNERSHIP. MM-HMM. OTHERWISE YOU'D LOSE THAT. AND IF I COULD ADD, BECAUSE I WAS PART OF THE INITIAL SURVEY DEVELOPMENT, UH, I WANNA ASSURE YOU THAT THE, THE VAST MAJORITY OF THESE QUESTIONS CAME STRAIGHT FROM ETC INSTITUTE AND THEIR EXPERTISE AND THEIR KNOWLEDGE FOR NOT WRITING LEADING QUESTIONS. SO IF THERE WAS A TOPIC THAT WE WANTED TO PULL ON THAT THEY DON'T ALWAYS PULL ON, IT WAS, THE QUESTION WAS STILL THOROUGHLY VETTED BY A TC IN TERMS OF HOW IT WAS WORDED AND HOW, WHAT THE OPTIONS WERE. WE ARE NOT THE EXPERTS IN SURVEY WRITING NOR ADMINISTERING. UM, AND THEY'VE BEEN A GREAT PARTNER ON THAT AND I BELIEVE THAT YOU'RE FAMILIAR WITH THIS, BUT WE ARE GOING TO AGAIN, DO THIS SAME SURVEY IN 2026. SO WE'LL KEEP AS MANY QUESTIONS AS POSSIBLE TO SEE THAT TREND DATA OVER TIME, BUT WE CAN ALWAYS ADD AND REDUCE QUESTIONS WITH THEIR GUIDANCE. WHEN, WHEN WAS THE SURVEY CONDUCTED? WHAT, WHAT MONTHS? NOVEMBER, DECEMBER. WELL, I THINK WOULD BE HELPFUL WHEN WE DID THIS IN 22, THAT LAST YEAR'S BUDGET, SOME OF THE CONVERSATIONS I HEARD FROM DIFFERENT PEOPLE WERE, WELL, LIKE IF I BROUGHT UP, WELL THIS WAS, UH, WAS NOT A PRIORITY OR THIS WAS A PRIORITY, THEN THE ANSWER WAS YEAH, BUT THAT'S, THAT SURVEY'S LIKE A YEAR OLD AND SO THINGS HAVE CHANGED, BUT I THINK IT'D BE HELPFUL IF YOU DID IT IN 2026 IF YOU BY TAKE OF NOVEMBER, DECEMBER. BUT NOW WE'VE ALREADY DONE A BUDGET, WE'VE ALREADY INSTITUTED SOME CHANGES. SO NOW WE DON'T KNOW, DID THE CHANGES WE INSTITUTE, HAVE THEY AFFECTED THE SURVEY OR NOT? SO IF THERE'S A WAY TO GET THE SURVEY OUT, SAY JUNE, JULY, RESULTS BACK IN AUGUST, SEPTEMBER WHERE WE CAN TWEAK A BUDGET TO WHERE WE'RE HITTING A YEAR ALREADY TRYING TO TWEAK, OTHERWISE WE GET THE INFORMATION NOW. AND FOR INSTANCE, WE MAY HAVE MADE DECISIONS, MILLION DOLLAR DECISIONS GOING DOWN A PATH THAT PEOPLE ARE HEAVILY SATISFIED IN AND MAYBE NOT DONE SOME THAT THEY'RE DISSATISFIED IN. AND NOW WE'RE GONNA WAIT A WHOLE NOTHER YEAR. AND BY THE TIME A YEAR GOES BY, PEOPLE EVEN MORE FRUSTRATED. YOU KNOW, LIKE IF A POOL CAME IN AT ONLY 10% OF PEOPLE WANT IT AND WE'RE OUT GETTING READY TO BUILD A POOL, PEOPLE WOULD BE LOOKING AT THIS AND GOING, YOU GUYS OBVIOUSLY DON'T LISTEN TO US. AND IT'S LIKE, YEAH, BUT WE ALREADY SET THAT IN MOTION THEN WE GOT THE SURVEY DATA. BUT, BUT THAT, BUT THAT ALWAYS WOULD BE THE CASE, RIGHT? I MEAN, WE DON'T BUILD ANYTHING, IT'D BE ONE YEAR OFF, BUT IT'S JUST, IT'S JUST A COMMENT. NOT, I'M NOT TRYING THE MAIN, I CAN AGREE ON THAT. MAYBE NOT NECESSARILY I GUESS THE DETAILS OF IT, BUT NOVEMBER, DECEMBER, A LOT OF PEOPLE ARE BUSY. YEAH. BUSY NOT BRIGHT, RIGHT? LIKE EVERYBODY'S JOYFUL. YEAH. , EVERYBODY'S HAPPY 10 DEGREES AND THEY'RE MAD, THEY'RE LIKE, WE DON'T WANT AS SUMMER VACATION. THEY DON'T CHECK THE MAIL, THEY DON'T LOOK AT IT. I WOULD SAY YOU GOT LIKE AN APRIL MAY TIMEFRAME. I WAS JUST DOING IT ON THE B FLIP SIDE OF LIKE JUST THE NEXT SURVEY WHENEVER YOU WANT. IF YOU WANT TO MOVE IT UP A YEAR OR SOMETHING, THAT'S FINE WITH US. IF YOU WANNA SIGN US UP FOR 10 MORE ANNUAL SURVEYS, WE'LL DO THAT TOO. I, I WOULD SAY THAT, THAT WE HAVE NOTICED THAT ON CERTAIN TYPES OF SURVEYS, 'CAUSE WE DO BUSINESS SURVEYS, WE DO TRANSPORTATION SURVEYS, WE DO ALL KINDS OF DIFFERENT SURVEYS FOR COMMUNITIES LIKE YOURS. I WILL SAY THAT WE DON'T REALLY SEE A DROP OFF. I KNOW IT'S INTUITIVE, YOU THINK IT MIGHT, BUT FOR THE RESIDENTIAL SURVEYS, WE HAVE NOT SEEN MUCH OF A DROP OFF IN TERMS OF THE RESPONSE RATES IF IT'S, IF IT'S IN THAT NOVEMBER DECEMBER TIMEFRAME. BUT FOR BUSINESS SURVEYS, DEFINITELY, UM, FOR POLITICAL SEASONS, DEFINITELY WE DON'T WANT TO GO OUT WITH A SURVEY NEXT OCTOBER WHEN THE MAILBOXES ARE FULL OF POLITICAL, UH, FLYERS AND THINGS LIKE THAT. PEOPLE WILL ASSUME IT'S JUST ANOTHER ONE OF THOSE AND THEY'LL DISREGARD IT. UM, BUT IIII KNOW WHAT YOU'RE, I HEAR WHAT YOU'RE SAYING, COUNCIL MEMBER AND I, I I, I KNOW THAT'S THE INTUITIVE THING. PEOPLE WOULD DISREGARD IT, BUT WE GOT A, WE GOT A STRONG RESPONSE. YEAH. TARGETED. SO ONLY BECAUSE THERE'S A COUPLE OF CITIES THAT DO IT YEARLY AND THEY USE IT TO KIND OF DIRECT HOW THEY'RE GONNA SPEND THEIR MONEY FOR THE NEXT YEAR. BUT IF WE, THE ONLY OTHER THING I'D SAY, BECAUSE WE'RE OUTTA TIME, THE ONLY THING I'D CAUTION IS WHEN WE SAY NEUTRAL RESPONSES MAY NEED MORE COMMUNICATION TO GET PEOPLE TO SEE SOMETHING THAT CAN ALSO BE LOOKED AT BY SOME PEOPLE'S PROPAGANDA TO WHERE IF YOU WANNA MOVE 25% TO A CERTAIN WAY, ONE WAY OR THE OTHER, I THINK THE CITY'S GOTTA BE CAREFUL IN THE INFORMATION BECAUSE THE CITY CAN PUT IT OUT AND THEY CAN MOVE 25 OR 40% ONE WAY OR THE OTHER BASED ON HOW THEY PRESENT THE INFORMATION. LIKE IF WE JUST PUT FACTS OUT AND 40% OF NEUTRAL, MAYBE 40% JUST DON'T CARE. BUT IF WE TWEAK IT A LITTLE BIT, WE [00:50:01] COULD MAYBE GET 40% THAT MAYBE DIDN'T CARE OR AREN'T HAPPY OR ARE HAPPY AND MOVE THEM A CERTAIN WAY JUST LIKE YOU WOULD WITH A QUESTION. SO I'D BE A LITTLE CAUTIOUS ANYTIME WE DO THAT BECAUSE JUST LIKE YOU DON'T WANT LEADING QUESTIONS, YOU DON'T WANNA LEAD PEOPLE A CERTAIN WAY. I MEAN EITHER TO ME, FACTS DO IT AND THEN PEOPLE TAKE, MAKE UP THEIR MINDS. SURE. BUT, UH, SO MORE SPECIFIC OR LESS SPECIFIC QUESTIONS? WELL, NO, IT'S THE TIME. LIKE, BECAUSE I GET WHAT YOU'RE SAYING WITH THE POLITICAL SEASON, BUT NO, NO, WE'RE TALKING ABOUT THE NEUTRAL QUESTION TO GET THEM TO NOT SAY NEUTRAL FOR THE QUESTIONS. SOME PEOPLE ARE JUST UNINFORMED ABOUT THE ISSUE, YOU KNOW? RIGHT. WHAT I GATHER WAS, HE WAS TALKING ABOUT MAYBE YOU JUST DO MORE COMMUNICATION, BUT OH, LIKE YOU DON'T WANNA, I MEAN, THERE'S SOME COUNTRIES OUT THERE, THEY'RE COMPLETELY HAPPY WITH THEIR GOVERNMENT BECAUSE THEY DON'T KNOW WHAT'S HAPPENING. ALL THEY HERE IS ONE THING AND I THINK IT'S CAREFUL YOU ALWAYS HAVE TO TOE A FINE LINE OF COMMUNICATING BUT THEN NOT COMMUNICATE BECAUSE WE ALL HAVE A BIAS. UNDERSTAND. AND THAT'S HOW WE, I WOULD TELL YOU, I WE'RE NOT TRYING TO BE PROPAGANDA FOR THE CITY. THEY'RE NOT TRYING TO DO THAT EITHER. AND, BUT I WOULD SAY, UM, SOMETIMES PEOPLE, I'LL GIVE YOU AN EXAMPLE, COMMUNITY I WORKED WITH, UH, THEY THEY WERE CONCERNED THAT AT A HIGH LEVEL OF DISSATISFACTION WITH STREET MAINTENANCE AND IN TALKING WITH RESIDENTS, THEY SAID PEOPLE JUST DIDN'T BELIEVE THEY WERE GONNA EVER BE ON THE OVERLAY LIST. THEIR ROAD WAS NEVER TO, THEIR HOUSE WAS NEVER GONNA BE PAVED AGAIN AND IT'S OLD AND IT NEEDED TO BE UPDATED. WELL, THEY STARTED PUTTING OUT POSTCARD TO EVERYBODY IN THOSE AREAS WHERE THEY HAD PLANNED WORK, NOT JUST FOR THE NEXT YEAR BUT FOR TWO YEARS. AND THEY HAD MAPS SO THAT PEOPLE COULD SEE, OH, OKAY, I'M NOT ON THE LIST THIS YEAR, BUT I AM PROGRAMMED TO BE THERE FOR NEXT YEAR. THAT DIALS THEIR CONCERN DOWN A LITTLE BIT OR HELPS THEM. YOU, YOU, WHILE I'M TALKING ABOUT IS GIVING THEM BETTER INFORMATION SO THAT THEY FEEL THAT THEY'RE INFORMED. MM-HMM. , I AGREE WITH THAT. NOT TRYING TO MANIPULATE ANYTHING. RIGHT. BUT ANOTHER, LET'S SAY I WANTED TO MANIPULATE IT. I COULD SAY ALL YOUR PROBLEMS ARE ON T DOT ROADS, NOT OUR ROADS. AND SO THAT'S OUT OF OUR CONTROL. IN AN EFFORT TO MOVE PEOPLE TO GO, WELL THE CITY'S DOING GOOD, IT'S THE STATE. WHEREAS WHAT YOU JUST SAID I THINK IS VERY ACCURATE BECAUSE THAT'S LIKE, LOOK, HERE'S JUST FACTS. IT'S JUST INFORMATION. HERE'S WHERE YOU'RE AT. AND THAT'S WHAT I MEAN. IT'S ALL HOW YOU, HOW YOU DO IT. RIGHT. AND YOU CAN MOVE THEM. I MEAN WE JUST SEE IT IN POLITICS ALL THE TIME. THAT'S HOW PEOPLE GO. THOSE PEOPLE CERTAIN WAYS. BUT ANYWAY, IT'S UH, WE GOT LIKE TWO MINUTES. WELL, I APPRECIATE YOUR TIME. I WILL SAY I AM VERY EXCITED TO SEE THAT WHAT THEY ARE DISSATISFIED WITH, WE ALREADY HAVE ON THE PLAN. SO WE DID VERY GOOD. WE HAVE HIT THOSE HIGH POINTS WITHOUT THE SURVEY BEING IN FRONT OF US, YOU'RE IN TUNE WITH YOUR COMMUNITY. WE'RE IN TUNE WITH OUR COMMUNITY. OUR FINGERS ARE ON THE PULSE. OKAY, GOOD. IS THERE NO MORE QUESTIONS? APPRECIATE YOUR TIME. THANK YOU. THANKS. 6 53. * This transcript was created by voice-to-text technology.
