SO THE FIRST UPDATE WE HAVE IS, UM, ON OUR SPINE ROAD AND JORDAN FOSTER CONSTRUCTION WENT OUT AND MADE US A VIDEO TO SHOW THEIR PROGRESS AND OUR VERY OWN IN-HOUSE.

UH, SO AS YOU CAN SEE FROM THAT VIDEO, UH, JORDAN FOSTER AND THEIR SUBS HAVE BEEN VERY BUSY OUT THERE AND HAVE CUT, UM, THE ROAD ALL THE WAY TO THE ROUNDABOUT AND THEY ARE WORKING NOW ON THE, OR ON THE ROAD SEGMENT WEST OF THE ROUNDABOUT.

SO UP ALONG TITAN'S PROPERTY, THEY'VE CUT THE CHANNEL FROM THE SPINE ROAD DOWN TO THE DETENTION POND AND ARE WORKING ON THE CHANNEL, UM, ALONG THE SOUTH BORDER OF THE EDC PROPERTY AND THEN ON THE EDGE OF THE PROJECT SQL PROPERTY UP TO, UH, TITAN PROPERTY AGAIN.

SO LOTS OF PROGRESS AND WE'RE REALLY PLEASED DESPITE ALL THE RAIN THEY ARE ON SCHEDULE, THEY'VE BEEN WORKING WEEKENDS TO MAKE SURE THAT THEY STAY ON SCHEDULE.

UM, SO REALLY KUDOS TO YOU GUYS FOR SELECTING A STRONG PARTNER 'CAUSE THEY'VE BEEN VERY COMMUNICATIVE.

UM, WE'RE CONTINUING OUR COMMUNICATION WITH MIDWAY AND WORKING THROUGH SOME REQUESTED INFORMATION AND DOCUMENTS AND THE GOAL IS TO BRING AT LEAST TERMS, IF NOT A DRAFT CONTRACT TO YOU ALL FOR CONSIDERATION, UM, ON YOUR MARCH MEETING.

SO THAT'S WHAT WE'RE WORKING TOWARDS THERE.

EVENTS.

SO I ATTENDED ICSE RED RIVER ON, UH, FEBRUARY 1ST UP IN DALLAS.

UH, JUST WENT UP FOR THE DAY AND CAME BACK.

WE HAD COUNCIL THAT NIGHT, SO LONG DAY.

UM, BUT THERE WERE SOME REALLY GOOD LEARNING SESSIONS THERE.

UM, SO REALLY GOOD OPPORTUNITIES THAT I'LL SHARE WITH Y'ALL AND MIDWAY AS WE START TO IMPLEMENT, UH, THE PLANNING PROCESS FOR THE COTTONWOOD PROPERTIES.

ONE THING IN PARTICULAR I THOUGHT WAS REALLY NEAT.

THEY HAD A FULL SEGMENT ON ENTERTAINMENT, WHICH IS KIND OF A NEW SUBSEGMENT.

IT'S ALL OF THE PLACES THAT, UM, MAY HAVE STARTED OFF AS JUST AN ENTERTAINMENT VENUE AND THEN ALSO SERVED FOOD, BUT HAVE REALLY SHIFTED INTO WHAT WE'RE SEEING WITH LIKE, UH, SCRATCH KITCHENS AND LIKE FULL SERVICE, UM, MENUS AND RESTAURANTS AND, YOU KNOW, UH, SPECIALTY DRINKS AND THINGS LIKE THAT THAT WE'RE SEEING.

AND SO THAT WAS REALLY NEAT.

SO I WAS ABLE TO CONNECT WITH SOME OF THE PANELISTS ON THERE.

UM, AND SO WE WILL MAKE SURE THAT, THAT WE LOOP THEM IN WHEN IT'S TIME TO START REALLY GETTING INTO WHAT TYPE OF, UM, BUSINESSES WE WANNA BRING TO THE COTTONWOOD PROPERTIES.

SO THAT WAS REALLY GOOD.

UM, WORLD HIPPO DAY IS THIS THURSDAY FROM FOUR TO SIX AT CITY HALL.

TCS WINTER CONFERENCES NEXT WEEK AND KRISHNA'S GONNA BE ATTENDING THAT CONFERENCE DOWN IN SAN ANTONIO.

UM, IN REVIEWING THE AGENDA FOR THAT CONFERENCE, THERE'S A LOT OF BRE CONTENT.

SO AS OUR BUSINESS BUSINESS RETENTION AND EXPANSION , UH, STAFF MEMBER, IT'S A GREAT FIT FOR HER TO BE ABLE TO GO AND START BUILDING HER NETWORK IN THE ECONOMIC DEVELOPMENT COMMUNITY AS WELL AS, UM, TAKE PART IN THOSE SESSIONS RELATED TO BRE EFFORTS.

SO WE'LL LOOK FORWARD TO SEEING WHAT SHE LEARNS AND BRINGS BACK SO THAT WE CAN IMPLEMENT INTO OUR PROGRAM HERE.

UH, WILCO ECONOMIC DEVELOPMENT PARTNERSHIP.

SO, UM, THIS WAS A NEW PARTNERSHIP THAT Y'ALL ENTERED INTO LAST YEAR AND SO I DID WANNA BRING YOU GUYS BACK SOME UPDATES, UH, ABOUT THAT, UM, PARTICIPATION IN THAT GROUP.

SO HUDU ACTUALLY HOSTED THE JANUARY BOARD MEETING FOR WILCO EDP, UM, WHICH WAS GREAT.

IT WAS THE FIRST TIME HUDU HAD HOSTED AND THEN A SMALL DELEGATION OF THE PARTNERSHIP JUST RETURNED FROM KOREA.

THEY WERE ABLE TO FOLLOW UP AND CONNECT WITH ONE OF THE PROSPECT, UH, PROJECTS THAT WE WERE, UM, COMMUNICATING WITH FOR THE LAST FEW MONTHS.

SO GRATEFUL THAT THEY WERE ABLE TO MAKE THAT CONNECTION AND FOLLOW UP.

AND THEN WE SHOULD GET A FULL REPORT BACK FROM THEM, UH, AT THEIR FEBRUARY MEETING ON THE 23RD OR HOUR I SHOULD SAY.

UM, WE ALSO MET LAST WEEK, UM, JUST A SMALLER GROUP OF US AS WELL TO TALK ABOUT A HIGHWAY 79 CORRIDOR STUDY.

AND WHAT THIS WOULD ENTAIL IS, UM, A, A COMPREHENSIVE STUDY OF THE ENTIRE 79 CORRIDOR FROM ROUND ROCK ALL THE WAY OVER TO COLLEGE STATION.

UM, AS WE LOOK TOWARDS THE FUTURE OF GROWTH OPPORTUNITIES, WE ARE SEEING CERTAIN THINGS COMING ONLINE IN ROCKDALE, UM, AND THRA AND YOU KNOW, OBVIOUSLY TAYLOR IS GONNA KEEP EXPANDING AS WELL.

SO, UM, AS WELL AS HOW, AND THERE'S QUITE A BIT ALONG 79 THERE.

AND SO WE JUST WANNA MAKE SURE THAT WE'RE STAYING IN FRONT OF THAT AND UM, ARE COGNIZANT OF ANY POTENTIAL OPPORTUNITIES TO COLLABORATE WITH OUR PARTNERS TO THE EAST, UM, SPECIFICALLY FOR INFRASTRUCTURE OPPORTUNITIES.

SO, UM, I'LL KEEP YOU GUYS POSTED ON THAT.

UM, THEN ALSO FOR WILCO UDP, WE ARE HOSTING ANOTHER FAM TOUR TOUR, WHICH IS A FAMILIARITY TOUR FAM FOR SHORT.

SO WE'LL HAVE SIX SITE SELECTORS SIMILAR TO WHAT WE DID LAST YEAR.

UM, BUT WE'LL HAVE SIX SITE SELECTORS FROM ALL OVER THE COUNTRY IN TOWN TO SHOW THEM AROUND WILLIAMSON COUNTY AND SHOW THEM OUR AVAILABLE LAND AND TALK ABOUT, UM, EACH CITY GETS A LITTLE SPOTLIGHT OPPORTUNITY.

SO, UM, I'LL BRING YOU BACK SOME INFORMATION ON THAT AFTER WE, WE ENGAGE THOSE FOLKS.

AND SO ONCE BOARD PARTICIPATION IS CONFIRMED, I'M STILL WAITING TO HEAR FROM A COUPLE OF FOLKS, UM, ON THAT.

ONCE THAT'S CONFIRMED, THEN I'LL, I'LL REACH OUT TO COUNCIL AND REGISTER, UM, HOWEVER MANY WE CAN WITH THE, THE AVAILABLE FUNDS THAT YOU GUYS INDICATED.

UM, AND THEN ALSO JUST SETTING THE EXPECTATION THAT AS THAT EVENT GETS CLOSER AND THEY FINALIZE THEIR DETAILED AGENDA, WE'LL GO OVER UM, KIND OF BEST PRACTICES AND SOME OF YOU GUYS THAT HAVE ATTENDED BEFORE CAN SHARE THAT INFORMATION, UM, AND JUST KIND OF DIVIDE AND CONQUER AND MAKE SURE THAT WE'RE GETTING GOOD COVERAGE ON THE SESSIONS THAT WE THINK WOULD BE HELPFUL.

AND THEN WE'VE ALSO BEEN HAVING SOME EXTERNAL MEETINGS WITH OUR EDUCATION AND WORKFORCE TRAINING PARTNERS, SO O-T-S-T-C AND TEMPLE COLLEGE SO FAR.

UM, AND THEN SHE ACTUALLY HAS SOME MEETINGS THIS WEEK WITH A COUPLE OF BRE STAFF MEMBERS FROM SOME OTHER CITIES TO KIND OF SEE WHAT OTHER FOLKS ARE DOING, WHAT RESOURCES ARE OUT THERE, UM, TO SEE LIKE IF THERE'S BEST PRACTICES THAT WE CAN INCORPORATE AS WE'RE BUILDING OUT OUR PROGRAM AS WELL.

AND THEN, UM, JUST FOR AWARENESS, UH, HER POSITION AND THE UPCOMING COMMUNICATION EFFORTS HAVE BEEN COMMUNICATED AT THE POWER BREAKFAST SO FAR.

UM, JUST TRYING TO SET THAT EXPECTATION WITH OUR BUSINESS COMMUNITY THAT WE ARE GONNA BE REACHING OUT.

THERE'S A SURVEY COMING, SO WE'RE WORKING ON FINALIZING THAT AS WELL SO THAT WE CAN GATHER SOME PERTINENT BUSINESS INFORMATION, UH, THAT'LL HELP US PRIORITIZE OUR OUTREACH EFFORTS AND JUST KIND OF OUR PROGRAM AND, UM, HELP SHAPE SOME OF THOSE RESOURCES AVAILABLE COMMUNICATIONS UPDATES.

I KNOW, UH, THIS HAS BEEN A TOPIC THAT THE BOARD HAS BEEN INTERESTED IN, SO I DID WANNA BRING BACK A LITTLE BIT OF AN UPDATE.

UM, WE HAVE BEEN ATTENDING THE MONTHLY POWER BREAKFAST, SO FOR THOSE OF YOU WHO DON'T KNOW, THAT IS A JOINT EVENT WITH THE ESD THREE AND THE CHAMBER.

AND SO IT'S A GREAT OPPORTUNITY FOR US TO PROVIDE UPDATES ON ALL THINGS ECONOMIC DEVELOPMENT,

SO WE'VE BEEN DOING THAT, UM, HIGHLIGHTING SOME UPDATES, UM, THAT WE HAVE EVERY SINGLE MONTH, WHICH IS GREAT.

UM, AND THEN WE GET TO HEAR ALL THE INFORMATION COMING IN TOO FROM THE OTHER COMMUNITY PARTNERS.

SO THAT HELPS KIND OF FILL THOSE GAPS FOR US.

UH, AND THEN ONE UPDATE I WANTED TO PROVIDE, UH, A BJ HAS REACHED OUT, UH, REGARDING THE MEGA SITE.

UM, NOT SURE ON A PUBLICATION DATE ON THAT, IT'S JUST A FOLLOW UP TO, UM, SOME PREVIOUS PIECES THAT THEY'VE BEEN WRITING TO FOLLOW THAT DEVELOPMENT.

SO STAFF, UH, CONTINUES TO IMPLEMENT THE BUDGET THAT Y'ALL APPROVED AND, UM, YOU KNOW, FOCUSING ON OUR MEMBERSHIP AND CONFERENCE REGISTRATION SUCH AS ICSC, LIKE I MENTIONED, UH, FOR AWARENESS FY 25 BUDGET SEASON STARTS NEXT MONTH.

SO UH, STAFF WILL BE BRINGING FORWARD SOME RECOMMENDATIONS.

I'VE BEEN TAKING NOTES THROUGHOUT THE YEAR ON VARIOUS OPPORTUNITIES THAT Y'ALL APPROVED AND WHAT WE'VE SPENT AND THEN SOME OTHER OPPORTUNITIES THAT WEREN'T IN THE BUDGET THAT I THINK WOULD BE, UM, GOOD THINGS FOR THE BOARD TO CONSIDER, UM, PUTTING FUNDS TOWARD FOR THIS NEXT YEAR.

SO I'LL BE BRINGING THAT FORWARD.

UM, AND AS THE SAME PROCESS LAST YEAR.

SO, UH, THE PLAN IS TO BRING YOU GUYS A DRAFT, UM, BUDGET IN MAY SO THAT WE CAN INCORPORATE ANYTHING THAT YOU'D LIKE TO CHANGE WITH THOSE RECOMMENDATIONS FROM STAFF AND THEN TO FINALIZE IT IN JUNE.

UH, AND I THINK THAT FOLLOWS WHAT'S REQUIRED, UM, FOR US TO SUBMIT AND HAVE AN APPROVED BUDGET 60 DAYS OR 90 DAYS PRIOR TO COUNCIL APPROVING THE BUDGET FOR THE CITY.

SO JUST TO START OFF, UH, IT'S NOT IN THE PRESENTATION, BUT I DID WANT TO GIVE YOU SOME BACKGROUND ABOUT THE SURVEY.

IT WAS ADMINISTERED TO 429 RESIDENTS, UM, WHO RESPONDED.

UM, THEIR GOAL WAS TO MEET 400, SO THEY DID GO ABOVE THAT, WHICH IS REALLY GOOD.

49% OF THE RESPONDENTS LIVED IN HUDDLE FOR TWO TO FIVE YEARS.

UH, 23% LIVED IN HUDDLE FOR SIX TO 10 YEARS, AND 24% LIVED IN HUDDLE FOR 11 TO 20 YEARS.

SO IT'S VERY, UH, UH, CLOSE, UH, IN PERCENTAGES AS FAR AS, UH, HOW LONG THE RESIDENTS HAVE BEEN HERE.

SIMILARLY, THERE WAS A CLOSE DISTRIBUTION, UH, REGARDING THE AGES OF THE RESPONDENTS.

SO 24% WERE 35 TO 44 YEARS OF AGE, 22% WERE UNDER 35 AND 21%, 45 TO 54.

UH, BEFORE I OPEN UP, OPEN IT UP FOR QUESTIONS.

I HAVE JUST A COUPLE OF NOTES I WANNA MAKE.

UH, THE FIRST IS THAT THE CITY HAS A NEW FINANCE DIRECTOR, ALBERTA BARRETT.

SHE HAS OVER 20 YEARS OF EXPERIENCE.

WE'RE IN MUNICIPAL GOVERNMENT.

WE'RE VERY EXCITED TO HAVE HER ON BOARD.

UM, ONE OF THE THINGS THAT I HAVE DISCUSSED WITH HER WHILE SHE'S BEEN HERE IS THE SALES TAX ACCOUNTING FOR THIS CITY.

UM, SHE ESSENTIALLY HAS SALES TAX IS ACCOUNTED FOR IS IT'S, UM, WE RECEIVE THE CASH TWO MONTHS IN ARREAR.

SO REVENUE THAT'S EARNED IN OCTOBER BY BUSINESSES WE DON'T RECEIVE UNTIL DECEMBER.

UH, SO WHEN WE DO FINANCIAL REPORTING AND YOUR YOUR MONTHLY UPDATES, WE MAKE ESTIMATES SO THAT IF IT'S JANUARY, YOU ALWAYS HAVE FOUR MONTHS OF REVENUE REFLECTED BECAUSE IT'S SUCH A MAJOR SOURCE OF INCOME.

UH, SHE WAS KIND OF UNCOMFORTABLE WITH THE ESTIMATE METHOD AND WE HAD AGREED TO SORT OF START OPERATING ON MORE OF A CASH BASIS IF THAT MAKES, HAS ANY MEANING TO YOU.

SO, UM, IT HAS NO IMPACT ON YOUR CASH FLOWS.

IT JUST, UM, JUST, JUST A SMALL TWEAK TO YOUR REPORTING.

SO I WANTED TO MAKE THAT SORT OF CLEAR.

UM, IF THE BOARD HAS ANY CONCERNS, WE CAN, YOU KNOW, ADDRESS MAYBE ACCOUNTING FOR THE EDC DIFFERENTLY

BUT FOR RIGHT NOW, WE JUST FIND IT EASIER TO ACCOUNT FOR BOTH ENTITIES THE SAME WAY.

UH, WE GOT OUR FINANCIAL REPORT BOOKS ARE COMPLETELY CLOSED.

UM, SO, UH, THE EDC RECEIVED AN UNQUALIFIED OPINION, MEANING THERE WERE NO MODIFICATIONS TO THE FINANCIALS THAT HAVE BEEN PRESENTED TO YOU IN THE PAST, BUT THERE WAS ONE COMMENT FROM THE PARTNER AT THE AUDIT FIRM THAT I WANTED TO PASS ON.

HE FOUND AN OPPORTUNITY, UM, JUST FOR SOME INTERNAL CONTROLS WITH PURCHASING TO BE IMPLEMENTED MO MOSTLY.

SO CHENEY AND I MAYBE DON'T, UH, PRE PRESENT AN INVOICE TO YOU AND YOU SAY, WHAT THE HECK IS THIS? AND NOW YOU'RE BOUND TO PAY IT.

SO I'M GONNA PASS THAT COMMENTS ONTO THE FINANCIAL POLICY TEAM FOR YOU TO CONSIDER.

UM, YOU KNOW, OVERALL WE HAVE PRETTY GOOD CONTROLS HERE, BUT HE, HE NEEDED TO FIND SOMETHING TO SAY ABOUT THE EDC SO .

UM, OTHER THAN THAT, UH, THOSE ARE THE ONLY COUPLE OF NOTES I WANTED TO MAKE.
