MY NAME'S HUNTER RUSH WITH MHS PLANNING AND DESIGN, UH, SENIOR PLANNER AND PARTNER AT THE FIRM HERE TO TALK ABOUT THE, UH, QUICK SUMMARY OF THE, THE ATHLETIC, UH, FEASIBILITY STUDY. I KNOW, UH, YOU GUYS GOT A LENGTHY AGENDA, SO I'LL TRY TO KEEP IT PRETTY QUICK. AND IF THERE'S ANY QUESTIONS, YOU KNOW, PLE, PLEASE FEEL FREE TO INTERRUPT ME AT ANY TIME. SO, REAL QUICKLY, OUR AGENDA TODAY, WE'RE GONNA RUN THROUGH KINDA THE PURPOSE OF THIS PLAN, THE INVENTORY, UH, THE STAKEHOLDERS THAT WERE INVOLVED, THE NEEDS THAT WERE DETERMINED THROUGH THAT, THE RECOMMENDATIONS AND THE PLAN, AND THEN THE IMPLEMENTATION SCHEDULE MOVING FORWARD. SO AGAIN, THE PURPOSE IS TO DE TO DETERMINE THE ATHLETIC NEEDS AND HUDDLES FOR ALL KIND OF ATHLETIC FIELDS, UH, WHICH HELP WILL ASSIST IN PLANNING AND BUDGETING AS THE CITY MOVES FORWARD. AND THEN IT PROVIDES RECREATIONAL OPPORTUNITIES AND HEALTH, ECONOMIC AND ENVIRONMENTAL BENEFITS, UM, THROUGHOUT, THROUGHOUT THE COMMUNITY. SO YOU CAN SEE THERE'S SOME NUMBERS OF THROUGHOUT THE STATE OF TEXAS, SOME OF THE, THE BILLIONS OF DOLLARS THAT THE IMPACT CAN HAVE THROUGH ATHLETIC STUDIES OR ATHLETIC FIELDS AND RECREATION. SO WE DID PERFORM AN INVENTORY. WE WENT AND TOURED ALL THE DIFFERENT PARKS THAT HAD ATHLETIC FACILITIES WITH ALL THE PARKS ACROSS THE, UM, THROUGHOUT THE CITY. SOME OF OUR STAKEHOLDERS, WE HAD HU INDEPENDENT SCHOOL DISTRICT, THE YOUTH BASEBALL, SOFTBALL STING, SOCCER, HU YOUTH FOOTBALL AND CHEER ASSOCIATION, THE, UH, ECONOMIC, YOU ALL, THE GROUP. UM, WE MET WITH MARCUS A WHILE BACK. AND THEN THE HU FAMILY, YMCA. SO SOME NATIONAL STANDARDS. JUST REAL QUICK TO LOOK AT. UM, THERE IS A NATIONAL STANDARD TO HOW MANY FIELDS THERE SHOULD BE PER, UH, PER RESIDENCE AS YOU CAN SEE THERE. IF YOU LOOK ON THIS THIRD COLUMN, THE EXISTING INVENTORY FOR ALL YOUR AMENITIES VERSUS THE COLUMN NEXT TO IT. YOUR, UM, YOUR FOURTH COLUMN. YOU CAN SEE YOU CURRENTLY HAVE THREE BASEBALL FIELDS RECOMMENDED AS 10, UH, BASEBALL SOFTBALL PRACTICE AREAS. [00:05:01] CURRENTLY YOU HAVE THREE RECOMMENDED AS 12. UH, SO YOU CAN SEE IN, IN TERMS OF NATIONALLY NATIONAL STANDARDS, YOU'RE A LITTLE BEHIND. UH, BUT, BUT AGAIN, THAT IS NATIONAL. THAT IS INCLUDING, THAT'S ANYWHERE FROM WAY SMALLER COMMUNITIES TO CHICAGO, NEW YORK, UM, AREAS LIKE THAT. SO, SO WE ALWAYS WANT TO DIVE INTO SOME LOCAL STANDARDS AND WE CAN PUT SOME TABLES AND CHARTS TOGETHER THAT HELP US DETERMINE, YOU KNOW, THERE'S ONLY SO MANY DAYLIGHT, UM, DAYLIGHT HOURS IN THE DAY. SOME FIELDS ARE DELIGHTED, SOME AREN'T. SO WE CAN DO SOME CALCULATIONS OF REALLY HOW MANY GAMES CAN BE PLAYED PER DAY BASED ON THE SCHEDULES THAT, THAT THE COMMUNITY HAS AND THE LEAGUES HAVE. UH, SO YOU CAN SEE RIGHT HERE IN, IN BASEBALL, UM, AND SOFTBALL THAT THERE'S CURRENTLY NO DEFICITS. HOWEVER, BY 2029, WHICH WHEN WE, WHEN WE STARTED THIS PLAN WAS MEANT TO BE KIND OF A FIVE YEAR PLAN TO, TO VENTURE FORWARD AND BUILD OUT, UH, THERE WILL BE A DEFICIT OF ONE BASEBALL FIELD, ONE SOFTBALL FIELD, UH, WILL BE IMPORTANT TO NOTE THAT RIGHT NOW, ALTHOUGH THERE IS NO DEFICIT, THEY DO SHARE FIELDS, YOUTH, BASEBALL AND SOFTBALL, IF THERE ARE ANY ISSUES ALONG THOSE LINES, UH, WITH SCHEDULING. SO I KNOW I WENT THROUGH THAT REALLY QUICKLY AND I'M, I'M TRYING TO GET TO THE END PART, WHICH IS PROBABLY WHAT YOU ARE MOST INTERESTED IN. SO, UH, YOUR LOCAL NEEDS FOR SOCCER, FOOTBALL, AND CHEER, SOCCER'S PRETTY CONTENT WITH THE AMOUNT OF FIELDS THEY HAVE. IT IS DESIGNED AS A JUST LARGE OPEN FIELD. YOU CAN ARRANGE FIELD THAT'S DIFFERENT SIZES AS NECESSARY. UH, SO THEY'RE LOOKING MORE FOR GRADING IMPROVEMENTS, IMPROVE LIGHTING AND A RESTROOM FACILITY AND FOOTBALL AND CHEER. THEY MOSTLY USE ISD, UH, FACILITIES. AND SO THEY'RE JUST LOOKING FOR ADDITIONAL EQUIPMENT AND PRACTICE AREAS IF IT'S SOMETHING THE CITY WOULD PROVIDE. SO WE MOVE INTO OUR RECOMMENDATIONS BASED ON THIS REPORT, AND IT WAS TO CONSTRUCT, UM, EIGHT DIAMOND FIELDS, UH, THROUGHOUT, WHICH IS ESSENTIALLY SIX BASEBALL FIELDS, TWO SOFTBALL FIELDS. UH, AND, AND THROUGH THAT LARGE COMPLEX FOR THIS FIVE-YEAR BUILD OUT, YOU'D ALSO HAVE YOUR SUPPORTING AMENITIES, BATTING CAGES, RESTROOMS, ALL THOSE DIFFERENT AMENITIES THAT WOULD GO AT A COMMUNITY WIDE PARK THAT WOULD PROVIDE BOTH ATHLETICS AND AMENITIES FOR RESIDENTS OUTSIDE OF UTILIZING THE ATHLETIC FIELDS. SO AS YOU CAN SEE, UM, THERE IS A, A LARGE AMOUNT OF FIELDS TO BE CONSTRUCTED, UH, AT THAT FACILITY. UH, WHEN, WHEN THAT TIME COMES. SO ONE OF THE ITEMS WE HAD LOOKED AT, UH, THAT OF COURSE THIS IS PART OF THE COTTONWOOD, UH, PROPERTIES, UH, IN THE SOUTH. WHAT IS THAT? THE SOUTHWEST CORNER? UH, IT'S APPROXIMATELY 72 ACRES TOTAL, UH, KIND OF IN THAT FLOODPLAIN AREA, WHICH IS THE, THE COLORED AREAS IS REALLY THE, THE RECOMMENDED AREA FOR SPORTS FIELDS THAT WOULD BE, YOU COULD BUILD FOR SPORTS FIELDS IN THE, IT'S NOT TRULY USABLE DEVELOPABLE LAND FOR THE MOST PART. UH, SOME OF THE, THE PROS OF THAT WERE, THAT IS DIRECTLY EAST OF FRITZ PARK. SO IT WOULD COMBINE THOSE EXISTING, UH, SPORTS FIELDS. IT'S CURRENTLY OWNED BY THE EDC I'M SURE, AS YOU ALL KNOW, AS YOU'RE WORKING ON SOME DIFFERENT PLANTS THROUGH THAT. IT'S ESSENTIALLY LOCATED IN HU IT HAS POSITIVE ECONOMIC IMPACTS THROUGH THE YOUTH, YOUTH SPORTS. UH, IT IMPROVES CONNECTIVITY, UH, THROUGHOUT THE COMMUNITY. UH, AND, AND JUST TO NOTE AGAIN THAT IT'S THE FLOODPLAIN, WHICH IS ESSENTIALLY UNDEVELOPABLE LAND, UM, IN THAT, IN THAT AREA. SO SOME OTHER RECOMMENDATIONS FOR RIVERWALK PARK, WHICH IS CURRENTLY WHERE SOCCER'S PLAYED AGAIN, TO GRADE THE REGRADE, THE LOW LYING AREAS, UH, PROVIDE PORTABLE GOALS THAT THAT HELPS ASSIST THE FLEXIBILITY IN THE SPORTS FIELDS, IMPROVE YOUR LIGHTING, UH, CONSTRUCT, SUPPORTING AMENITIES, AGAIN, RESTROOM CONCESSIONS, UH, AREAS OF THAT NATURE. UH, FRITZ PARK. SO THERE ARE THREE NICE FIELDS THERE CURRENTLY. IF YOU WERE TO BUILD A NEW COMPLEX, IT WOULD BE GOOD TO HAVE THOSE BE UTILIZED AS GAME AND PRACTICE FIELDS, RENTAL FACILITIES AND OR OVERFLOW FOR TOURNAMENTS. UH, SINCE THOSE, AGAIN, ARE NICE QUALITY FIELDS, THEY ARE, IT IS IMPORTANT TO NOTE, THEY'RE NOT BUILT TO LEAGUE RECOMMENDATIONS. THEY WERE CONSTRUCTED AT THE TIME TO KIND OF THE SPACE THAT WAS ALLOWABLE. SO THEY'RE CLOSE TO THOSE NEEDS, BUT, BUT THEY DON'T MEET, MEET THE CURRENT RECOMMENDATIONS FOR THE LEAGUES THAT CURRENTLY PLAY IN HUDU, AGAIN, WITH CREEKSIDE PARK, UH, THAT WOULD BE A LOT OF IT'S, RIGHT NOW IT'S A PRACTICE FACILITY AREA. ALLOWING THAT, ALLOWING OTHER AREAS TO BECOME PRACTICE FACILITIES WOULD REALLY PROVIDE AN OPPORTUNITY FOR THIS TO BE A DIFFERENT FORM OF PARK. RIGHT NOW IT'S A LOT OF OPEN, UH, LAWN AREA. SO, SO THERE'S ANOTHER MASTER PLAN GOING ON CURRENTLY ALONG WITH THIS. WE'VE BEEN COORDINATING WITH THEM ON WHAT THAT COULD BE. AND AGAIN, JUST GENERAL PARK IMPROVEMENTS THROUGHOUT THE COMMUNITY. THERE'S A LOT OF DISCUSSION AS WE TALKED ABOUT PARKS AND OR ATHLETIC FIELDS AND THEIR BENEFITS, ALL THE DIFFERENT AMENITIES THAT SHOULD BE INCORPORATED WITH THAT. SO ALL THIS IS OUR IMPLEMENTATION SCHEDULE, WHICH IS PROBABLY WHAT YOU'RE PROBABLY MOST INTERESTED IN. THIS IS WHERE WE START TO FOCUS ON [00:10:01] BUILDING OUT THE YEAR AND THE TIMELINE OF HOW WE WOULD GO ABOUT, UH, DEVELOPING THESE THINGS AND IF THERE'S ENOUGH LAND AND THE RIGHT AMOUNT OF FIELDS AND DIVERSITY WITHIN THOSE FIELDS TO CONSTRUCT. SO AS YOU CAN SEE, THE FIRST THING IS TO DEVELOP THE SPORTS COMPLEX, WHICH WOULD BE A COMPLEX, UH, DEDICATED SOLELY FOR SPORTS, UH, WHICH WOULD MAKE THE OTHER SPORTS FIELDS YOU HAVE HERE AS MOSTLY PRACTICE FACILITIES OR OVERFLOW FOR TOURNAMENTS, UM, TO REALLY HAVE KIND OF THAT WANT IT BE FOR LOCAL RECREATIONAL PLAY, BUT ALSO THAT DRAW OF A LARGER, UH, COMPLEX THAT FITS THE NEEDS OF JUDO SPECIFICALLY. UH, YOU CAN SEE THE, THE PRICE TAG ON THAT IS ABOUT 14 MILLION, UH, FOR THOSE FIELDS. UH, AND THAT'S, THAT WOULD BE JUST FOR THE, FOR THE CONSTRUCTION OF THAT ASPECT IN THE PLAN ITSELF. WE DO BREAK THAT OUT AND SHOW THE PRICE INCREASE OVER TIME OF WHAT THAT WOULD BE BASED ON. UM, JUST BASICALLY INFLATION, UH, WHICH YOU, YOU GET UP, IT'S ABOUT A MILLION DOLLARS A YEAR EVERY YEAR THAT IT POSTPONES. AND AS YOU CAN SEE, WE DID MAKE A NOTE, WE DID PRESENT TO PARKS BOARD AND THERE WERE SOME COMMENTS ABOUT ADJUSTING THE TIMEFRAME. SO WE WANTED TO NOTE, UH, SOME OF THOSE AS WELL. HMM. SO THEN WE MOVE INTO SOME OTHER PARKS, YOU KNOW, AGAIN, I'D MENTIONED, UH, RIVERWALK PARK AND CREEKSIDE PARK OF, OF UPGRADING UPDATING THOSE AS AS NECESSARY, UH, WITH DIFFERENT AMENITIES. AND AGAIN, YOU CAN SEE YOUR PRICE TAGS ON SOME OF THOSE ITEMS. SO ONE OF THE THINGS I KNOW, AND, AND HERE HERE'S ONE OF THE FUNDING SOURCES. WE'VE GOT LOCAL PARKS GRANTS, WHICH, UH, THOSE HAVE BEEN VERY SUCCESSFUL TO A LOT OF COMMUNITIES THROUGHOUT THE STATE. UH, THEY TAKE ADVANTAGE OF, OF THOSE OPPORTUNITIES, ESPECIALLY WHEN YOU'RE ALREADY PLANNING ON BUILDING SOMETHING OF THIS MAGNITUDE. YOU'VE ALREADY GOT PLENTY OF MATCH AND SKIN IN THE GAME TO HELP SUPPORT THOSE PROJECTS. UH, YOU'VE GOT PUBLIC PRIVATE PARTNERSHIPS, GENERAL FUND, GENERAL OBLIGATION BONDS, USER FEES, AND OF COURSE YOUR PRIVATE OR CORPORATE DONATIONS. SO WE DID PRESENT THIS TO COUNCIL BACK IN APRIL, UM, AND, AND SOME OF THE DISCUSSION POINTS WERE TO DEVELOP FIELD PROJECTION NEEDS TO BUILD OUT. SO WE, AGAIN, WE HAD GONE, WE HAD LOOKED ABOUT FIVE YEARS OUT. ONE OF THE RECOMMENDATIONS WAS, WELL, WHAT IS THIS GONNA TAKE TO GET ALL THE WAY TO ABOUT A HUNDRED THOUSAND IN POPULATION BUILD OUT? AND KIND OF WHAT LAND USE WOULD THAT TAKE ALSO TO CONTINUE TO EXPLORE A PARTNERSHIP WITH THIS GROUP ON, ON THAT SITE? AND WHAT AMENITIES DO YOU THINK WOULD BENEFIT YOUR SITE? I KNOW THERE'S SOME, SOME COORDINATION WITH DIFFERENT GROUPS ON THAT SITE, UH, CURRENTLY AND HOW THIS WOULD TIE IN OR PLAY IN IF IT IS SOMETHING YOU, YOU WANNA MOVE, UH, MOVE FORWARD WITH. AND THEN OF COURSE CONSIDER ADDITIONAL PROPERTIES THAT COULD FIT A LARGER, LARGER PROJECT. SO WE DID GO, WE DID LOOK INTO THE, THE BUILD OUT NUMBERS. UM, AND YOU CAN SEE IT, IT DOES INCREASE A LOT OF THE, THE FIELDS THAT ARE NEEDED. UH, YOU NEED A TOTAL OF EIGHT BASEBALL FIELDS, THREE SOFTBALL FIELDS, 16 SOCCER FIELDS, AND THREE, UH, FOOTBALL FIELDS. SO THAT IS AN INCREASE OF TWO BASEBALL FIELDS, ONE SOFTBALL FIELD, AND THEN THE FULL AMOUNT OF BOTH SOCCER AND FOOTBALL. UH, SO IT DOES, IT DOES IN, UH, JUST SOCCER ALONE, YOU KNOW, AT THOSE, EXCUSE ME, AT THOSE 16 FIELDS, THAT'S APPROXIMATELY, PROBABLY CLOSE TO 16 ACRES OF LAND JUST FOR SOCCER. YOU KNOW, IF YOU KIND OF ASSUME THE LARGE FIELDS, THE LARGE FIELDS ARE ABOUT AN ACRE, AN ACRE SIZE. UM, SO AS YOU START ADDING THOSE UP, THE PROPERTY WOULD NEED TO GO UP. UH, CURRENTLY WE HAD IT AT 25 ACRES. APPROXIMATELY THIS, WE'RE PROBABLY LOOKING AROUND 50 TO 60 ACRES AGAIN TO INCLUDE ALL THESE FIELDS PLUS ADDITIONAL, UM, YOU KNOW, AMENITIES, PARK-LIKE AMENITIES THAT INDIVIDUALS COULD USE ON A DAILY BASIS OUTSIDE OF ORGANIZED YOUTH ATHLETICS. SO THAT IS, UH, I KNOW I BLEW THROUGH THAT VERY QUICKLY, BUT I WANTED TO LEAVE TIME, UH, AGAIN, KNOWING YOU HAD A TIGHT AGENDA, UH, AND IF YOU HAD ANY QUESTIONS ON THAT, AND I CAN GO BACK TO ANY SLIDE YOU'D WANNA LOOK AT. UH, BUT, UH, BUT I DID WANT TO BRING IT TO Y'ALL'S ATTENTION THAT WE HAD CONSIDERED UTILIZING THE PROPERTY THAT IS OWNED BY THE HEDC, UH, IN THAT FLOODPLAIN AREA.
