Consideration and possible action regarding possible appointments, re-appointments and/or removals to City Boards, Commissions, Task Forces, Economic Development Corporations, Local Government Corporations and Tax Increment Reinvestment Zone Boards, City Council Liaisons, and Area Government appointments. ]
SAW QUITE THAT BRINGS US TO ITEM A .1. POSSIBLE ACTION REGARDING POSSIBLE APPOINTMENTS TO CITY BOARDS, COMMISSIONS, TASK FORCES, ECONOMIC CORPORATIONS, LOCAL GOVERNMENT CORPORATIONS, TAX INCREMENT REINVESTMENT, CITY COUNCIL LIAISONS, AND AREA GOVERNMENT APPOINTMENTS.>> MAYOR, I'M GOING TO TAKE THE LEAD ON THIS. THEY ARE VIRTUAL. THE NOMINATING COMMITTEE THAT WE MET TWICE, TRYING TO GET A GAME PLAN TOGETHER. TRYING TO INTERVIEW QUITE A NEW -- FEW PEOPLE. THEY WANTED TO CONTINUE TO SERVE. WE WILL BE REAPPOINTING THEM THIS EVENING. THE ASSISTANT CITY MANAGER, DID SHARE THE DOCUMENT WITH THE REST OF THE COUNCIL.
IF YOU WOULD LIKE TO FOLLOW ALONG, I WOULD LIKE TO MAKE A MOTION. SHOULD I MAKE IT ALL IN ONE MOTION? THIS IS ALL THE
>> THIS IS GOING TO BE A LONG ONE. I WILL MAKE A MOTION TO APPOINT ERIC BELL. THIS IS TO THE DIVERSITY AND INCLUSION COMMISSION. ARE YOU READY FOR THE NEXT ONE? WE ARE GOING TO REAPPOINT ROBERT LYKINS, AND JOHN STEVENSON. AS WELL AS CATHERINE SKEEN, TO HISTORIC PRESERVATION. WE ARE GOING TO MAKE A MOTION TO REAPPOINT MORGAN HUBBARD TO THE LIBRARY ADVISORY BOARD. REAPPOINT SHARON DYER AND KATIE WEISS TO PARK ADVISORY BOARD. REAPPOINTING JIM MORRIS AND

RICK HUDSON, TO PLANNING AND ZONING. REAPPOINTING DAN THORTON TO COTTONWOOD CREEK DEVELOPMENT CORPORATION.REAPPOINTING DAN THORTON TO RIVER CREEK CORPORATION.
REAPPOINTING TO THE STANDARDS COMMISSION. ALSO, REAPPOINTING JEFF ADMIRE. THIS IS TO THE ZONING BOARD OF ADJUSTMENTS.
REAPPOINTING PETER GORDON, RICK HUDSON, FOR THE TURNER'S BOARD NUMBER ONE CO-OP DISTRICT. REAPPOINTING CLANCY. RANDALL CLARK, TO THE BOARD NUMBER TWO. SPORTS AND HEALTH DISTRICT.
REAPPOINTING RANDALL CLARK AND RICK HUDSON TO BOARD NUMBER
THREE. MEGA SITE. THAT'S IT. >> WE HAVE A SECOND? IS ANYONE ONLY TO REPEAT ON THAT? PLEASE CALL TO VOTE.
>> ITEMS FOR THE REPORTS AND COMMISSIONS? I HAVE ON THE EDC, THE CHAIRMAN HAS COMMUNICATED TO ME THAT WE SHOULD START LOOKING AT ADDITIONAL NUMBERS, DUE TO LACK OF ATTENDANCE AND PERFORMANCE ISSUES. I KNOW THAT SOME OF OUR BOARDS, YOU HAVE TO ATTEND A MINIMUM AMOUNT OF MEETINGS. IT JUST SOUNDS LIKE WE NEED TO HAVE SOMEONE READY, IN CASE WE ARE ASKING SOME
PEOPLE TO REMOVE THEMSELVES. >> THE NOMINATING COMMITTEE, WE HAVE DISCUSSED THAT ON THE SIDE. WE ARE IN COMMUNICATION WITH THE CHAIRMAN, ABOUT ABSENCES OR ATTENDANCE. ALSO, WE ARE LOOKING TO DISCUSS THAT FURTHER WITH HIM. WE WILL HAVE SOME MORE CLARITY WITH NOMINATING PEOPLE. WE WEREN'T ABLE TO DO IT. EVERYBODY IS WILLING TO HOLD OVER AND CONTINUE AS IS RIGHT NOW. NEXT MONTH, WE WILL BE INTERVIEWING AND MAKING A NEAR DECISION. WE ARE TRYING TO TALK ABOUT THAT
MORE. >> I'M JUST LOOKING TO THAT POINT. LOOKING AT THE BYLAWS, THERE WASN'T ANYTHING NOTED IN THEIR ON MEETINGS MISSED. THAT MIGHT BE SOMETHING THAT WE WANT TO ADD IN. WHETHER US AS A CITY COUNCIL, THERE NEEDS TO BE A CERTAIN AMOUNT THAT YOU CAN MISS IN A CALENDAR YEAR. THIS IS WITHIN THE QUARTER. THERE ISN'T ONE SPECIFIED IN THE BYLAWS. WE LOOK AT THAT FROM LAST YEAR PERHAPS. MAYBE EARLIER THIS YEAR. WE FOUND THAT WAS JUST TO SAVE A SHORT TIME. WE EITHER WANT TO ENCOURAGE THEM TO DO IT, OR DO
THAT ON OUR SIDE. >> THERE ARE TWO BOARDS, WHEN IT COMES TO EXPERIENCE. I WOULD ASK THE COUNCIL TO REACH OUT FROM THE PERSPECTIVE CONSTITUENCIES, LOOK FOR PEOPLE WHO ARE TRYING TO APPLY. THEY HAVE SOME SORT OF EXPERIENCE THAT WOULD BE USEFUL TO THE BOARD. THIS IS NOT A SPECIFIC SKILL TRAIT. SOMETHING AS WE MENTIONED, THESE BIG DECISIONS.
THEY HAVE EXPERIENCE IN PERMITTING. IF WE DON'T HAVE THAT CURRENTLY ON, WE ARE TRYING TO ADD SOME EXPERIENCE.
YOU ARE NOT TRYING TO LOOK AT ALL OF THE EXPERIENCE LEVEL.
[00:20:06]
YOU ARE TRYING TO BRING MORE OF THAT BACK? MEETING? WE ARE[8.2. Consideration and possible action appointing the Mayor Pro Tern pursuant to Hutto City Charter Section 3.05 (Legal) ]
MOVING ON TO ITEM 8.2. MAYOR, PURSUANT TO HUTTO CITY CHARTER SECTION 305. I WENT OFF OF MEMORY. I DIDN'T PULL OFF THE PROTOCOLS. WE WILL OPEN THE FLOOR TO NOMINATIONS.>> I WOULD LIKE TO NOMINATE THE COUNCILMEMBER.
>> ANY DISCUSSION ON THE WISE? -- I?
>> CANNOT END. >> COUNCILMEMBER PORTERFIELD, NOMINATED THE COUNCILMEMBER. THEY NOMINATED THEM.
>> YES MA'AM. >> OKAY, THANK YOU.
>> DISCUSSIONS OF NOMINATIONS?
>> ARE WE TRYING TO ACCEPT THE NOMINATIONS? DO YOU JUST HAVE TO ACCEPT IT IF YOU WANT TO BE NOMINATED?
>> PROTOCOL DOESN'T SAY ANYTHING ABOUT IT.
COUNCILMEMBER KOHLER, THIS IS WHAT THE MAYOR HAS DONE. THIS IS PART OF THE NOMINATION. WE DON'T AGREE ABOUT EVERYTHING.
THIS IS OPPOSITE OF ME ON THINGS. I MADE ANOTHER NOMINATION. NOTHING TO DO WITH VIEWS OR OPINIONS. ANYTHING THAT HAS HAPPENED WITH THE CURRENT MAYOR. COUNCILMEMBER CLARK WASN'T HERE. IN MY OPINION, THIS IS THE SECOND LONGEST SERVING COUNCILMEMBER NOT TO HAVE BEEN MAYOR PRO TEM.
THIS IS A DIFFERENT BORDER EXPERIENCE LEVEL. THIS IS GOING TO BE DONE IN A DAY. THIRD MAYOR PRO TEM. TRYING TO HAVE A DIFFERENT EXPERIENCE. THEY ARE LOOKING AT HAVING SOME SORT OF THING IN IT. THAT IS WHAT BROUGHT ME A LAST MEETING. THEY FELT LIKE THEY WERE GOING TO PUSH FOR MAKING US ALL MORE
EXPERIENCE. >> THAT IS REALLY WHAT I WAS GOING OFF OF AS WELL. I THINK COUNCILMEMBER IS A GO-GETTER.
THEY REPRESENT THE CITY WELL, I DO BELIEVE. I THINK IT IS GOOD THAT THEY DO NOT AGREE WITH MIKE. WE ARE TRYING TO LOOK AT A DIFFERENT DISCUSSION I WAS VERY PROFESSIONAL. SHE HAS DEFINITELY IMPRESSED ME IN THAT REGARD. ALL RIGHT, HEARING NO OTHER DISCUSSION, TRYING TO KEEP IT GOING.
[00:26:09]
>> WE DIDN'T HAVE TO VOTE ON IT.
>> MOTION FOR THE MAYOR TO REMAIN. DO WE HAVE A SECOND?
>> SECOND. >> SECOND BY COUNCILMEMBER
THOMPSON. >> COUNCILMEMBER THOMPSON? ANY
[9.1. Discussion and possible action regarding Council Protocols including but not limited to Section 2 - Meetings (Mayor Snyder)]
>> MOTION PASSES 7-0. ITEM 9.1. PROTOCOLS NOT LIMITED TO
SECTION 2 MEETINGS. >> I WOULD LIKE TO MAKE A MOTION THAT WE TABLE THIS TO THE NEXT ITEM SINCE WE HAVE NO BACKGROUND ON ANY INFORMATION PROVIDED. WE JUST NEED TO START DOING THAT. THIS ALLOWS US TO CONDUCT INFORMATION PRIOR TO THE MEETINGS THAT ARE NOT DONE. THAT IS THE MOTION THAT I WOULD
LIKE TO MAKE. >> THE PERSON HAS ITEM, SPEAKS ON ITEM. THIS IS THE MOTION. I WOULD JUST SAY THAT YOU MAKE THE MOTION. YOU EXPLAIN THE MOTION. THIS IS THE SECOND.
>> HE WANTS TO EXPLAIN HIS ITEM.
>> I'M TRYING TO UNDERSTAND WHAT THE EXPECTATIONS ARE, WHEN IT COMES TO HOW WE DO MEETINGS. THIS IS HOW WE DO AGENDA ITEMS. THIS IS THE CONVERSATION HAD BY THE MAYOR. VIOLATING THE COUNCIL PROTOCOLS. WE TAKE THE STUFF SERIOUSLY. WE ARE REPRIMANDING HIM FOR THE APPEARANCE OF VIOLATING SOMETHING. IT WILL APPEAR THAT I DID NOT VIOLATE ANYTHING.
MAYBE WE NEED TO BRING IT BACK DID YOU ARE READING THE MEETINGS AND FOLLOWING THE MEETINGS FOR THE UNDERSTANDING.
IN MY RESEARCH, IT IS INTERESTING ON JANUARY 18TH, 2024. ITEM 13.5. COUNCIL MEMBER THOMPSON, HAD ANOTHER ITEM.
THERE IS NO BACKUP TO IT. FEBRUARY 1ST, 2024, BLESSING ANOTHER ITEM BY THE COUNCILMEMBER. ITEM 13.3, DID NOT HAVE THE DESIRED ACTION. MARCH 7, 2024, COUNCILMEMBER HAD ANOTHER ITEM. LOOKING AT THE DESIRED ACTION. COUNCIL MEMBER THORTON HAVE THE ITEM. THEY HAVE ANOTHER ITEM. THIS IS MARCH 31ST. NO ACTION. COUNCILMEMBER THORTON HAD ITEM
[00:30:02]
4.5. NO DESIRED ACTION. APRIL 18, COUNCILMEMBER THOMPSON HAD ITEM 10.2. THEY HAVE NO DESIRED ACTION. EVERYBODY THAT HAS BEEN UP HERE, HAS DONE WHAT WE HAVE BEEN DOING BASICALLY FOR THE PROTOCOLS AND THE DESIRED ACTION. I DON'T KNOW HOW YOU CAN DO THAT. THE MAYOR HASN'T HAD ANY OTHER ITEMS ALL YEAR.THIS WAS BROUGHT UP. THIS IS WHAT THEY HAVEN'T FOLLOWED.
THE REQUEST IS LOOKING AT THE NATURE OF THE ITEM. THIS IS THE DESIRED ACTION BY THE COUNCIL. I FIND IT TROUBLING THAT WE ARE BRINGING THE ITEM, AND WE ARE LOOKING AS IT SHOULD BE. WE ARE WORKING ON THESE OPINIONS. BASED ON MY OPINION, WE ARE MAKING THE DECISION THAT INCORPORATES EVERYONE THOUGHT.
THIS DOESN'T INCLUDE ANY SUPPORTIVE MATERIAL. I DON'T INTERACT WITH STAFF A WHOLE LOT. I THINK IF WE WANT THAT TO HAPPEN, IT IS FINE. WE ARE BEING ADDED INTO THE PROTOCOLS.
AS THE COUNCILMEMBER GRACIOUSLY SAID, WE ARE FOLLOWING PROTOCOLS FOR THE MOST PART. THE PROTOCOLS HAVEN'T BEEN UPDATED. I THOUGHT I WAS BEING INVESTIGATED. THEY SAID THAT I WAS VIOLATING PROTOCOLS AGAIN. MY POINT TONIGHT, IS BRINGING IT UP WE CAN TAKE NO ACTION. WE ARE GOING TO BE EDUCATED ON WHAT THE PROTOCOLS TELL US TO DO. WE TAKE ACTION. IF WE START TELLING PEOPLE THAT THEY VIOLATE THEM. WE CORRECT OURSELVES AND HAVE A BETTER UNDERSTANDING OF WHAT THE PROTOCOLS SAY TO DO. THEN WE WE ARE NOT DISTRACTED BY OFF-THE-CUFF REMARKS AND ACTIONS. PEOPLE ARE HUTTO THAT I HAVE MET, THEY DON'T CARE TO HAVE PROTOCOLS. THEY HAVE BEEN AMENDED FOUR TIMES IN THE PAST YEAR. 1.3 BILLION PROJECTS FUNDED, ROADS BUILT, PARKS BUILT. THAT IS WHAT THEY WANT.
THEY DON'T WANT WHO DID WHAT. IF WE WANT TO MAKE A CHANGE, OTHERWISE, LET'S GET EDUCATED. LET'S NOT GET BOGGED DOWN. ARE
WE GOING TO MAKE A MOTION? >> REGARDLESS OF WHAT HAS DONE
>> I MAKE A MOTION THAT WE TABLE THE ITEM TO THE NEXT COUNCIL MEETING ONCE THE BACKGROUND INFORMATION AND SUMMARY REQUEST CAN BE FILLED OUT AS PER REQUEST TO THE
AGENDA ITEM. >> MOTION BY COUNCILMEMBER CLARK. SUMMARY REQUEST. GETTING THIS FILLED OUT. THIS IS FOR THE FORM. DO WE HAVE A SECOND?
>> I WILL SECOND. >> SECOND BY COUNCILMEMBER THOMPSON? DISCUSSION ON THE MOTION?
>> WE CREATED A CITY COUNCIL FORM. THE IDEA, THIS IS A LEGAL DOCUMENT. THIS IS PART OF THE COUNCIL CHAMBERS. THIS IS GOING TO BE PROVIDING INFORMATION. THIS IS GOING TO BE APPROPRIATE AT THIS TIME. THIS WAS PROVIDED AHEAD OF TIME. THIS WAS PART OF THE WORD. THIS IS JUST THE SUBJECT OF ONE SENTENCE. I'M NOT SAYING THAT IS WHAT WE HAVE NOT DONE IN THE PAST. THIS IS PART OF THE LEADER OF THE COUNCIL. HE SHOWED GOOD EXAMPLE. WE CAN PAY EXACTLY HOW THE MAYOR DID IT THIS EVENING.
THEY ARE DONE. THIS IS MY THINKING ON THAT.
[00:35:02]
>> I SECOND THE MOTION. I'M NOT GOING TO DENY THAT YOU ARE RIGHT. THIS IS GOING TO BE LEARNING FORWARD AND PROVIDING THAT FROM SETTING THE INPUT NATION DOWN. THIS IS PERTINENT INFORMATION. THIS IS PART OF THE COUNSEL FOR THE AGENDA ITEMS. THIS IS GOING TO BE BETTER FOR THE MOVE FORWARD.
>> YOU ARE ASKING TO SOMETHING IN ORDER TO HAVE THE ITEM.
>> THAT IS MY ONLY ISSUE. MEETING MINUTES DISCUSS ACTION.
THIS IS NOT WITH THE COUNCIL. IT IS A GROUP THING. THEY BOTH WANT TO DO IT THAT WAY. THIS IS THE PROCESS THAT YOU DO. YOU WANTED TO BE THERE TO BRING IT UP. WE ARE NOT DISCUSSING THE ITEM ANYMORE UNTIL YOU DO IT MY WAY. THAT IS NOT HOW GOVERNMENT
IS RUN. >> IT GOT SECOND, NOW WE TAKE A VOTE ON THAT. IF FOUR PEOPLE THINK YOU HAVE PROVIDED ENOUGH AND YOU WANT TO MOVE FORWARD, THAT WILL PASS. WE WILL GO TO SECTION 2 READ THIS WILL BE THE TIRE PROTOCOL THING. THAT IS FINE. I HAVE ASKED THAT I HAVE WANTED IT TABLED UNTIL I CAN ASK FOR MORE INFORMATION. IF YOU AGREE WITH ME, THAT IS WHAT WILL HAPPEN. IF THEY DON'T, THEN THEY WILL GO THE OTHER WAY. I DON'T THINK IT IS. I MADE A MOTION.
>> I WON'T BE VOTING IN FAVOR OF THIS. I THINK WE NEED TO DISCUSS THE SECTION 2 MEETING OF THE COUNCIL PROTOCOL. THIS IS PART OF THE AMENDMENT STAFF. WE ARE ADJUSTING THE COUNCIL PROTOCOLS. IT WE HAVE TO PROVIDE INFORMATION TO STAFF FOR THE PACKET. TAKING IT UP AT A LATER DATE. IT IS JUST NOT
REUSABLE. >> ANY OTHER DISCUSSION ON THE
MOTION TO TABLE? >> I WOULD LIKE TO MAKE A COMMENT. THIS IS A PROCESS FOR GETTING SOMETHING. THIS IS BY NOON. SUFFICIENT MATERIAL SHOULD BE PROVIDED. THIS IS THE WAY IT IS WORDED. THIS SHOULD STATE THE NATURE OF THE ITEM FROM THE DECIDED ACTION. THAT DOESN'T NECESSARILY MEAN THAT WE ARE SAYING THIS IS HOW THEY WANT TO VOTE, BUT THIS IS THOUGHT PROCESS BEHIND WHERE HE WAS. THEY KNOW WHY THE ITEM IS ON THE AGENDA. THIS PARTICULAR ITEM, THIS IS NOT LIMITED TO IT. THIS WAS ACROSS THE ENTIRE EDC. THE ONLY ARRANGEMENT THEY PROVIDED THEM WITH, WAS RECOMMENDING CHANGES TO IT.
EVERYONE IS CHANGING THE RECOMMENDATIONS. THEY HAVE MORE RECOMMENDED CHANGE. I WOULD NOT KNOW WHERE TO FOCUS MY ATTENTION ON THE CHANGE. THEY JUST BROUGHT US THE DOCUMENTS.
[00:40:14]
THEY HAVE REQUESTED WHERE THE RED LINE IS. I UNDERSTAND THE WHY BEHIND WHAT IS HAPPENING. FOR ME, THE EXPECTATION IS THAT IT HAS BEEN PROVIDED. WE HAVE SOME OF THE SAME DANGERS. WE ARE TRYING TO PROVIDE THIS. THIS IS MY BULLETIN FOR MY CONCERNS. THAT WOULD HAVE BEEN EXTREMELY HELPFUL. WE WANT TO DO THAT NIGHT, I THINK THAT IS FINE. IF YOU WANT TO HASH THAT ON TONIGHT, THEN YOU CAN DO THAT.>> MAYOR, I THINK I'M GOING TO PLAY TO MY NAIVETY. IT SAYS DISCUSSION. WE ARE APPEAR TO DISCUSS ACTION, AND THAT IS WHAT WE SHOULD DO. IF SOMEONE DOESN'T LIKE THAT THERE IS NOT ENOUGH INFORMATION, I DON'T KNOW WHAT TO TELL YOU. I DON'T KNOW HOW TO SPEAK TO THAT. IT KIND OF ANNOYS ME THAT WE ARE SITTING ON THE OTHER SIDE OF THIS DESK, HOW MUCH TIME WE HAVE WASTED. THAT IS HOW I FEEL ABOUT THAT.
>> NO OTHER DISCUSSION, WE ARE VOTING ON TINGLING. THESE CALL
>> PER PROTOCOLS, WE NEED TO OBTAIN A MOTION TO DISCUSS THE BOARD. I WILL MAKE THE MOTION FOR THE MEETINGS TO PARAGRAPH.
THIS IS TAKING ON THE DESIRED ACTION BY CITY COUNCIL. ALSO, WE ARE ALLOWING FOR ONE MEMBER TO COME OUT ON THE AGENDA.
>> ON THE APPENDIX? EXHIBIT A?
>> TO REMOVE WHAT? >> ONE MEMBER CAN PUT IT ON THE CITY COUNCIL AGENDA. THIS IS PART OF THE NATURE ITEM TO STRIKE OUT THE DESIRED ACTION BY THE CITY COUNCIL. KEEPING AND INCLUDING ANY SUPPORTING MATERIAL.
>> THIS IS THE REASON FOR MY MOTION. ANYBODY SHOULD BE ABLE TO BRING THE ITEM UP TO BE ABLE TO DISCUSS. ONE PERSON'S OPINION SHOULD NOT BE DIFFERENT FROM THE OTHER. THIS IS NOT REQUIRED. THE DISCUSSION IS AHEAD OF TIME. THIS IS THE REASON FOR THE DESIRED ACTION. THIS IS GOING TO BE ANOTHER ITEM. QUITE FRANKLY, WE WERE TRYING TO BRING IT UP. DIAL THIS DOWN. THIS IS WITH THE DESIRED ACTION BY CITY COUNCIL.
THIS IS LEGAL. YOU'RE GOING TO SAY THAT THERE IS AN ITEM.
THERE IS SOME MATERIAL THAT IF YOU THINK ABOUT IT, WHAT MATERIAL WOULD YOU PROVIDE? YOU WOULD PROVIDE MATERIAL THAT YOU WANT THAT HELPS YOU GET THE DESIRED RESULT THAT YOU WANT.
[00:45:01]
THIS IS GOING TO BE A MAJOR. WE NEED TO HASH IT OUT. WE NEED TO COMPLETED WITH THE HASH -- ACTION ITEM. THIS IS BY COUNSEL. WE ARE NOT EVEN ALLOWED TO DISCUSS LINE BEFORE YOU MAKE A MOTION. I THOUGHT THAT WAS SILLY WHEN WE DID THAT. WE HAVE THE ITEM. FIRST THING WE DO, IS ASK FOR A MOTION. THIS IS WHAT SOMEONE WANTS TO HAVE DONE. THIS IS THE PROCESS THAT WE HAVE. IF YOU WANT TO MAKE US FILL OUT A WHOLE FORM, WHICH IS ONE IT BE CAREFUL IN MY MIND. THEY PUT A SLIDESHOW TOGETHER. FIRST TIME I SAW IT WAS THE FIRST AND EVERYONE ELSE SAW IT. I DID AND ASKED THEM TO DO THAT OR FOR A PEAK AHEAD OF TIME. THIS WAS A 42 INCH WASTEWATER LINE. I SAT IN THE MEETING. I WANT TO BRING IT TO THE COUNCIL JUST FOR US TO KNOW THE ISSUE. I DON'T HAVE ANY SUPPORTING MATERIAL. I DON'T KNOW HOW TO GET IT. OTHER THAN TO GET IT WITH THE CITY STAFF. CAN YOU COME UP WITH SOMETHING? THE COUNCIL WON'T LET ME TALK ABOUT IT UNTIL I HAVE SOMETHING TO SUPPORT. ALL I HAD WAS A MEETING WHERE SOMEONE THROUGHOUT A COMMENT. THIS IS ALL I HAD FOR SUPPORTING.>> IS THE SOMETHING FOR STAFF TO PROVIDE?
>> THAT IS WHY I MADE THAT MOTION. I'M LOOKING AT PLENTY OF THAT STUFF. WE ARE OPENING OTHER PEOPLE'S OPINIONS. WE ARE LOOKING AT THIS GREAT RESULT.
>> FOR EXAMPLE, ON THIS, YOU WANTED TO MAKE CHANGES? YOU WANTED MEMBERS AND STRIKING UP THE DESIRED ACTION BY CITY COUNCIL? NOW, YOU HAD A WEEK AND A HALF TO THINK THAT THIS IS WHAT YOU WANTED OUT. THIS IS SOME OF YOUR REQUEST. ONLY ONE PERSON HAS TO DO IT. YOU CAN KEEP THE SUBJECT THE SAME.
DISCUSSING THE POSSIBLE ACTION THAT INCLUDED THIS. IT IS NOT LIMITED. THIS MEANS THAT THE COUNCIL NEEDS TO GO OTHER PLACES. THEY ARE TRYING TO DISCUSS THIS OR WHATEVER. THAT IS STILL OPEN IN THE SUBJECT LINE. FOR THE SUMMARY OF REQUEST, ARE YOU GOING TO GO TO ONE MEMBER? ARE YOU GOING TO STRIKE OUT THE DESIRED ACTION BY THE CITY COUNCILMEMBER? I CAN AGREE WITH THE ONE. I WANT TO KEEP IT AT TWO. I READ THIS WHOLE THING. THIS IS THE WORD DESIRED ACTION. AT LEAST WITH THE CURRENT CHANGES ARE THAT THE PERSON IS BRINGING AND DESIRING. THIS IS WHAT THE ONE FOR EXAMPLE. THIS IS UPDATING ANOTHER SCHEDULE. WE ARE TRYING TO DISCUSS. THIS IS THE SCHEDULE THAT IS TOO HIGH. WE ARE LOOKING AT THE STAFF REPORT. WE HAVE THE POSSIBLE OPTIONS. THIS IS WHAT YOU ARE WANTING TO DISCUSS. TALKING ABOUT EFFICIENCY OF GOVERNMENT.
IF I KNOW IT IS TWO ITEMS, I'M GOING TO SIT IN AWE. WHAT IS THE CITY AND ACTUALITY? THESE ARE THE RED LINE ITEMS THAT I KNOW YOU WANT. IT COULD BE MORE OR LESS. I AM NOT SAYING YOU ARE TIED BY THE SUBJECT. YOU ARE NOT TIED TO WHAT YOUR REDLINE CHANGES ARE. WE HAVE A CITY FORM. MAYBE INSTEAD OF DESIRED ACTION BY CITY COUNCIL, MAYBE YOU CAN START THE DISCUSSION OF THE UPDATES IN THE FORM. WE ARE STARTING TO USE IT THAT WAY. IT STILL ALLOWS THE SAME FREEDOM OF FLEXIBILITY AND TALKING. YOU ARE NOT DOING IT ON THE HEAR DAY OF FLAT FOOTED. YOU CAN START THE DISCUSSION WHEN YOU PUT IT UP ON TUESDAY. EVERY COUNCIL MEMBER CAN RIGHT AND RESPOND TO YOU. THOSE THAT DON'T WANT TO PARTICIPATE, DON'T HAVE TO. THIS IS THE WHOLE REASON WE CREATED THAT FORM. THIS WAS TO DO THAT. WE ARE GOING TO TWEAK THIS, I WOULDN'T SAY STRIKE THE DESIRED ACTION BY CITY COUNCIL.
I WOULD EXPLAIN AND GIVE IN DETAIL, THE DESIRED CITY ACTION IN THE FORM. WE ARE GOING TO TALK ABOUT IT. WHEN WE COME TO COUNSEL, THIS IS WHERE WE START HAVING THE ACTION. THEY HAVE ALSO BEEN ABLE TO SEE THE DISCUSSION ONGOING THROUGHOUT THE WEEK. WE CAN COME UP AND SAY THAT WE REALLY LIKE THAT
[00:50:04]
MAYOR. THAT ACTUALLY MAKES IT MORE EFFICIENT. INSTEAD OF ACTUALLY SITTING HERE. WE COULD HAVE ALREADY HAD THIS ITEM DONE. I STILL THINK MY POINT IS VALID. I WOULD SAY THAT I WOULD LIKE TO MAKE AN AMENDMENT FOR THE DESIRED ACTION BY THE CITY COUNCIL. LEAVE IT. THIS IS ADDED TO THE CITY COUNCIL FORM.THIS IS GOING TO BE ALLOWING THE DISCUSSION TO HAPPEN. WE ARE NOT WASTING TIME. WE ARE MORE EFFICIENT. THERE ARE MORE PEOPLE IN THIS MEETING THAT OUR STAFF. WE ARE BRINGING THEM OUT BECAUSE WE ARE DISCUSSING THIS ITEM. WE CAN DO IT IN A BETTER WAY. I WOULD SAY THE DESIRED ACTION BY CITY COUNCIL, IS EXPLAINED IN THE CITY FOR THE PUBLIC FORM. THIS WOULD BE THE AMENDMENT THAT I WOULD LIKE TO MAKE.
>> FROM THE PROTOCOL, EVERYBODY HAS TO MAKE -- SPEAK.
>> NO. YOU CAN MAKE THE AMENDMENT TO YOUR MOTION WHEN YOU START THE DISCUSSION ON IT.
>> DOES EVERYBODY HAVE TO GIVE A CHANCE TO SPEAK BEFORE WE
START MAKING LIMITS? >> I DON'T KNOW THAT IT GETS THAT GRANULAR FROM THAT ORDER. I THINK IT DOES MAKE SENSE TO ALLOW PEOPLE TO START ALL OF THAT. WE CAN DO THE AMENDMENT
TO THAT AFTER. >> IT SAYS FOR THE FORMATTED MEETINGS. THEY WILL ACCEPT ANY MOTIONS, AND ALLOW FOR THE DISCUSSION OF THE MOTIONS. THE PRESIDING OFFICER WILL REDO THE MOTION AND ANY AMENDMENTS AND AS FOR DISCUSSION ON THE MOTION. EACH COUNCILMEMBER WILL BE GIVEN AN OPPORTUNITY TO SPEAK. I'M LOOKING AT ALL THE COUNCIL MEMBERS GIVEN THE OPPORTUNITY TO SPEAK. OTHERWISE ALLOWED BY THE BORDERS. NO COUNCILMEMBER SHALL SPEAK MORE THAN TWICE ON THE AGENDA ITEM.
THIS IS GOING TO BE SUSPENDED AS CIRCUMSTANCES REQUIRE TIME FOR EACH COUNCILMEMBER TO SPEAK ON THE ITEM NUMBER . THEY WILL HAVE THE CONTINUED OPPORTUNITY TO SPEAK. WHAT WOULD YOU LIKE TO MOTION TO BE? THE AMENDMENT?
>> INSTEAD OF STRIKING THE DESIRED ACTIONS, THIS IS PART OF THE CITY COUNCIL. NO ONLINE MESSAGE BOARD. AS A PART OF THE DESIRED ACTION. THIS WAS THE DESIRED ACTION.
>> WHAT DID YOU CALL THAT? AMENDMENT BY COUNSEL FOR CLARK.
TAKEN BY COUNCILMEMBER THOMPSON. THIS IS PART OF THE
>> I LIKE PUTTING THE DESIRED OUTCOME ON THE MESSAGE BOARD. I THINK THAT IS PART OF THE PUBLIC. WE ARE UNDERSTANDING WHAT WE ARE WANTING. THIS IS THE END RESULT. THIS IS PART OF THE COMMENT. THIS IS FROM THE CITIZENS. THIS IS A POTENTIAL PROBLEM. WHAT ARE YOU WANTING? OPEN UP. THIS IS VERSUS YOU PUT THEIR DESIRED OUTCOME IN YOUR MOUTH. THIS IS THE DISCREPANCY.
THIS IS WHAT WE ARE TRYING TO ACCOMPLISH. THIS IS THE ITEM AT
HAND. >> WE ARE TAKING YOU BACK TO LAST WEEK. WE DON'T HAVE ACTION OTHER THAN TO DISCUSS
IT. >> THIS IS WITH THE WASTEWATER THING. THIS IS THE DESIRED OUTCOME. THIS IS TO THE COUNCIL BY THE CITY ENGINEER. TRYING TO INFORM EVERYONE. THEY ARE
COMING UP AND SPEAKING. >> THIS IS FOR THE CITY
MANAGER. THAT IS NOT CORRECT. >> THE MAYOR IS ASKING ABOUT ITEMS. I DON'T KNOW HOW THAT HAPPENED.
[00:55:02]
>> IS THIS ITEM? >> IS THIS ITEM THAT YOU ARE WANTING TO BRING? IS THIS HOW THEY WANT TO BRING? THEY KNOW WHEN THEY ARE BRINGING THE ITEM. WHATEVER THE REASON IS THAT THEY WANT TO DISCUSS, THEY ARE LOOKING AT THE CHANGES PROVIDING MORE INFORMATION. FOR THE ITEM, THIS IS MY DESIRED OUTCOME. WE CAN BE MORE EFFICIENT TONIGHT. IF YOU HAVE HASHED OUT THIS ENTIRE THING, WE WOULD ALREADY HAVE A MOTION.
IT IS PERFECTLY LEGAL. THAT IS WHY WE MADE IT.
>> THIS IS THE REASON WHY I ASKED THAT QUESTION. SOME PEOPLE CALL THEM WITH THE POLICY. ANYTIME THE MAYOR HAS SOMETHING THAT THEY DON'T LIKE, WE HAVE AMENDED IT. WE AMENDED IN NOVEMBER, 2023. WE AMENDED IT AGAIN, MAY 2ND. YOU MAY NOT LIKE THAT THE MAYOR HAVE FOLLOWED THE PROTOCOL.
I'M NOT GOING TO VOTE IN FAVOR OF THIS AMENDMENT. WE ARE GETTING TO A POINT WHERE A MAJORITY OF THE COUNCIL IS GOING TO VOTE THIS WAY. THEY WANT TO TELL PEOPLE HOW THEY ARE GOING TO COMMUNICATE, WHEN THEY ARE GOING TO COMMUNICATE, WHY THEY ARE GOING TO COMMUNICATE, AND TO WHO THEY ARE GOING TO COMMUNICATE. I DIDN'T HAVE SIX OF YOU TELL ME WHAT TO DO, HOW TO DO, OR WHERE TO SIT. EVERYBODY WANTS TO COMMUNICATE A CERTAIN WAY. NO ONE IS TELLING YOU HOW YOU NEED TO TALK. MAYBE THE MESSAGEBOARD IS WHERE YOU PREFER TO DO YOUR BUSINESS. NO ONE IS TELLING YOU NOT TO. THE ONLY WAY I CAN HAVE THE AGENDA ITEM GOING FORWARD, IS FINE. KEEP IN MIND, THE REASON THIS KEEPS GETTING AMENDED, BECAUSE THE REASON THIS HAS BEEN SAID, WHAT DO I DO? THE MINUTE YOU HAVE THE DESIRED ACTIONS, I'M GOING TO SAY THAT WE ARE TAUGHT ABOUT THE ITEM. THIS IS NOT MY PROBLEM. ARTICLES ARE PROTOCOLS. YOU GUYS ARE CONSTANTLY TRYING TO TAKE TO WHO AND WHEN. THIS IS LIKE A FREE ELECTION. I LIKE THE TWO THINGS, I GUESS. THIS IS MY OPINION THAT MATTERS. TWO MEMBERS OF CITY COUNCIL MAY HAVE THE AGENDA. THIS IS INCLUDED IN THE CITY MANAGER. THIS JUST OPENS YOU UP TO A WALKING FORM. I HAVE TO TALK ABOUT IT AND TRUST THAT THEY ARE NOT GOING TO TALK ABOUT IT. I LIKE THE ONE FOR EVERYTHING.
FROM THE CITY OF HUTTO, I DON'T FEEL LIKE I SHOULD ASK PERMISSION BACK. IF THE CITIZENS NEED SOMETHING, I WANT THEM TO TAKE IT. THIS IS WHY I AM NOT A LAWYER. YOU HAD SO MANY WORDS, YOU START NARROWING THE HARD WAY. -- HALLWAY. THIS IS GOING TO BE SPECIFIC ENOUGH THAT THE NATURE OF THE ITEM IS PART OF THE SUPPORTING MATERIAL. THIS GOING TO BE PART OF THE MATERIAL. THAT IS NOT ON ME IF THERE IS A MINUTE OR SOMETHING LIKE THAT FROM EARLIER OR A PREVIOUS MEETING.
THIS IS IN THE CASE. OTHERWISE, I'M GOING TO AS THE CITY STAFF AND THE CITY MANAGER TO LOOK AT THAT INFORMATION. TO ME, YOU ARE NARROWING THE HALLWAY. THIS IS JUST MAKING IT MORE CUMBERSOME. I LIKE AS IT STANDS AS THE ORIGINAL MOTION,
PERSONALLY. KEEP IT SIMPLE. >> MAYOR GORDON, I BELIEVE YOU
HAVE SOMETHING TO SAY? >> YES.
>> WE HAVE HAD A LAPSE OF MEMORY. WHAT HAPPENS, THEY ARE GIVING ME THE DOWN LOW. THIS IS THE PACKET. I ASKED QUESTIONS.
[01:00:09]
YOUR MEETING HAPPENS RIGHT AFTER MINE. THEY ARE LOOKING TO CIRCLE BACK. THIS IS SUBSEQUENT TO ALL OF THAT. I WOULD LIKE TO LOOK AT THE MOTION AS ME. MY INTENTION HAS NEVER BEEN TO HAVE ONE OF THOSE PUT INTO THE ITEM. THIS IS WHERE THEY WERE EXPECTED TO VOTE. WE ARE CERTAINLY HAPPY WITH IT. THEY WERE TRYING TO NOT GET WRAPPED UP IN SEMANTICS. IT TOOK A LONG TIME TO DELIBERATE THINGS. WE ARE JUST TRYING TO MAKE IT EASIER ON ALL OF US. THIS IS FOR MORE INFORMATION. I THINK THE DISCUSSIONS GO BETTER WHEN WE HAVE MORE INFORMATION. IS GOING TO BE PART OF THE AGENDA. THIS IS ANOTHER WEEKEND TO LOOK AT. I THINK THE MORE INFORMATION WE CAN HAVE, IS A STRAIN TO GET TO THAT POINT. THEY HAVE MORE INFORMATION TO BE PROVIDED. I'M LOOKING AT CONSISTENCY. THEY ARE LOOKING AT THE PUBLIC COMMENT. THIS IS GOING TO BE THE MAIN MOTION.I'M GETTING MORE BACKUP. WHY IS THE ITEM ON THE AGENDA?
>> I UNDERSTAND THOSE POINTS. THERE IS VALIDITY TO THEM. THE DISCUSSION CAN GO FASTER THE MORE YOU DON'T GO INTO IT. YOU HAVE THE ONE PERSON THAT IS LOOKING AT THE AGENDA ITEM. YOU WANT THE ONE PERSON WITH THE AGENDA ITEM TO TELL YOU EVERYTHING THAT THEY HAVE IN MIND. PEOPLE MAY NOT TELL YOU ANYTHING THAT THEY HAD IN MIND. THEY HAVE FOUR AGENDA ITEMS AT THE MEETING. I DON'T KNOW WHAT CHANGES THAT. I DON'T KNOW WHAT THE AGENDA ITEM DOES EITHER TO FIX A PROBLEM.
ANYBODY CAN DO IT AT ANY TIME. I DON'T THINK I TRIED TO MAKE A HABIT OF SNEAKING THINGS IN. IF I HAD SIX AMENDMENTS THAT I WAS READY TO MAKE TONIGHT, WE'RE TRYING TO DO THAT. WE ARE JUST TRYING TO MAKE A MOTION. THIS IS GOING TO BE VALID. I DON'T THINK WE NEED TO TRY TO FORCE A WHOLE LOT OF INFORMATION. I'M LOOKING AT THE EMINENCE RIGHT NOW. IT JUST SEEMS SIMPLE. ADDING ANOTHER EXTRA AGENDA ACTION. THIS IS SOMETHING THAT IS NOT HAPPENING. THIS IS MORE, GET IT BY TELLING SOMEONE TO DO SOMETHING ELSE. GETTING MORE INFORMATION ON THE AGENDA. I DON'T THINK THAT IS ON THE
AGENDA. >> COUNCILMAN THOMPSON?
>> OF TRIED TO GO BACK TO THE ORIGINAL.
>> LOOKING AT THE MOTION. >> FROM TWO TO ONE. DESIRED
ACTION BY CITY COUNCIL. >> DO I HAVE A DISCUSSION ON
[01:05:03]
THE MOTION? >> MAY BE ONE CLARIFICATION.
THIS IS NECESSARY. WE ARE LOOKING AT THE COUNCIL MEMBERS.
TO CLARIFY? IT WAS BEFORE THE MAYOR? SOMEONE IS LITERALLY GOING TO LOOK AT IT. THEY ARE GOING TO FIND JUST HOW THE
WORDING IS. >> THE MAYOR IS PART OF CITY COUNCIL. THIS IS MY INTERPRETATION.
>> I JUST WANT TO MAKE SURE THAT NO ONE CAN COME BACK
LATER. >> THIS IS THE INTERVIEW.
>> AS FAR AS DISCUSSION GOES, WE ARE LIKING THE CHANGES. WE ARE CHANGING THE DESIRE ACTION. THIS IS WHENEVER I DO HAVE THE AGENDA ITEM ON THE AGENDA. I DO LIKE TO GO TO THE MESSAGEBOARD TO START CONVERSATION, OR TO PUT OUT IDEAS OF WHATEVER I AM THINKING MOST RECENTLY. THEY ARE NOT TRYING TO APPROPRIATE.
I JUST PUT OUT A FEW THINGS THAT I THOUGHT WERE PRIORITY TO GET THE CONVERSATION STARTED. SOME OF THOSE THINGS DID NOT MAKE IT IN THE COUNCIL ACTION. THIS IS JUST GETTING PEOPLE THINKING ABOUT WHAT IS IMPORTANT TO THEM. THEY HAVE TO BE OPTIONAL TO USE THAT. THEY ARE TRYING TO USE THAT TO BE SUPPLEMENTAL. I DON'T THINK IT SHOULD NOT BE REQUIRED. IT WOULD BE GREAT TO ENCOURAGE PEOPLE TO USE THAT. THEY HAVE IDEAS TO START THE DISCUSSION.
>> THEY ARE TRYING TO HAVE INFORMATION. JUST SO YOU KNOW,
THAT IS NOT IT. >> THIS IS PREDETERMINED. THIS IS UNLESS IT IS PART OF THE ENCORE VALUE. FOR THE VAST MAJORITY OF THINGS THAT WE DO AS A CITY, I WANT TO UNDERSTAND EVERYBODY'S THOUGHTS. I REALLY HATE THAT WE HAVE TO MAKE A MOTION FIRST. THAT IS ONE OF THE BIGGEST DETRIMENTS OF THIS COUNSEL. I WOULD RATHER HAVE A DISCUSSION. COUNCILMEMBER CLARK, THAT IS A REALLY GOOD POINT. I WOULD LIKE TO HEAR THAT. BASED ON THAT DISCUSSION, THIS IS EVERYTHING THAT I DO.
WE HAVE PROCLAMATIONS. WE DON'T SAY THE MAYOR PROCLAIMS. CITY COUNCIL IS GOING TO PROCLAIM IT. WE ARE TRYING TO BRING EVERYBODY IN. WE HAVE THE THOUGHTS AND INCLUSIVITY. THIS IS ABOUT THIS COUNCILMEMBER. I AM GOING TO TRY TO PROVIDE MORE. MOST PEOPLE GENERALLY KNOW THAT I AM PRETTY UNITED.
IT IS TOUGH TO TAKE IN SOMETIMES. WE KNOW YOU ARE THINKING ON THIS. I'M DEFINITELY WORKING TO GIVE PEOPLE MORE OPINIONS. HOW I FEEL AND WHY I FEEL A CERTAIN WAY. I'M NOT WORRIED ABOUT SOMEONE THROWING AN AMENDMENT OF THE LAST MINUTE. I MAY THINK THAT IT IS DONE. IF I DON'T LIKE THAT, I WILL SAY THAT I DISAGREE WITH IT. JUST WANTED TO LET YOU GUYS KNOW THAT I AM NOT TRYING TO LOOK AT THAT AND BE NEFARIOUS. ALL RIGHT. WE ARE VOTING ON THE --
>> ORIGINAL MOTION. >> DESIRED ACTION BY CITY COUNCIL. MAYOR AND COUNCILMEMBER PORTERFIELD?
PLEASE CALL THE VOTE. >> SORRY.
>> MAYOR, DID YOU HAVE ANYTHING IN THERE? YOU HAD A THIRD
POINT. SUPPORTING MATERIAL? >> IT IS ALREADY THERE.
>> TO KEEP ANY INCLUDED SUPPORTING MATERIAL.
>> OKAY. >> PLEASE CALL THE VOTE?
[01:10:13]
>> WE WERE INFORMED THAT WE RECEIVED A PUBLIC COMMENT THAT NEEDED TO BE SPOKEN. WE HAVE A CHANGE IN STAFF. CITY SECRETARY DUTIES ARE NOT HERE FOR PRESENT FOR A PUBLIC COMMENT.
>> LET ME FINISH HIS ITEM. WE WILL CALL UPON THEM. ARE THERE ANY OTHER CHANGES BUT WE HAVE THIS ITEM? HAS ANYBODY SEEN THESE AND IS NOT WORKING WITH IT? ARE THESE ALL PART OF THE
COUNCIL PROTOCOLS? >> WHAT ARE WE TRYING TO CHANGE A DISCUSSION ITEM AHEAD OF THE MOTION? I AGREE. IT GETS A LITTLE BIT OFF. THIS WASN'T A STIFLING DISCUSSION. THIS IS WHAT WE WERE DOING. A LOT OF TIMES, WE WERE DELIBERATING A MOTION WITHOUT THE EMOTION. THIS WAS A DIFFERENT POSITION.
THIS IS WHEN THAT HAVE BEEN NAMED. AGAIN, THIS IS WHAT I'M TRYING TO GET TO. THEY WERE A LITTLE BIT BETTER. THEY WERE CERTAINLY OPEN TO HAVING IT. ALLOWING MORE DISCUSSION. WHAT WE USED TO DO, WE WOULD DELIBERATE, AND WE WOULD TALK.
WE WOULD PROBABLY DO THAT MORE THAN WE NEEDED TO. THEN WE WOULD MAKE MOTIONS. WE ARE TRYING TO REITERATE OUR EDITION. WE ARE TRYING TO MAKE OUR MEANS MORE FOCUSED. IF THERE IS ANOTHER WAY THAT WE CAN WORK AT IT, WE ARE GETTING
THERE. >> I HAVE AN IDEA. WE ARE ALLOWING THEM NO MORE THAN TWICE TO SPEAK ON AN AGENDA ITEM. THAT IS UNDER THE MOTION SECTION. WE HAVE A NEW NUMBER.
FIVE AND SIX, SO THAT YOU GET ONE, TWO MINUTE OPPORTUNITY AFTER RECEIVING A REPORT. EVERY COUNCILMEMBER HAS TWO MINUTES TO SPEAK. THEN MOTIONS CAN BE MADE. YOU HAVE THE TWO, FIVE-MINUTE TIMES. FIGURING OUT WHAT A MOTION SHOULD BE. WE DON'T GET BOGGED DOWN IN THE WEEDS TOO MUCH PRIOR TO A
MOTION BEING MADE. >> ANY OTHER DISCUSSIONS?
[7. PUBLIC COMMENT]
HEARING ON, WE WILL MOVE ON. NO OBJECTIONS, WE WILL RECALL ITEM SEVEN. I APOLOGIZE FOR THE CITIZEN. IF YOU WILL PLEASE COME UP. SIR, IF YOU WILL STATE YOUR NAME. YOU WILL HAVE THREE MINUTES TO SPEAK. THE LIGHT WILL START GREEN WHEN THERE ARE 30 SECONDS LEFT. IT WILL START YELLOW.>> ALL RIGHT. SORRY TO BREAK THE FLOW OF THE MEETING. YOU GOT TO THE PUBLIC COMMENT PART. THIS WAS GREASE RIGHT OVER. I DIDN'T FEEL POWER TO STOP THE FLOW. HERE I AM NOW. I LIVE IN THE STAR RANCH NEIGHBORHOOD. THIS IS IN HUTTO'S E TJ. I WANT TO BE IN THE ACQUIRING RETENTION OF STAR RANCH BOULEVARD WEST OF HIGHWAY 79. I HEARD THAT IS THE IDEA THAT HAS BEEN TOSSED AROUND BEFORE. I DON'T KNOW THAT THERE ARE ANY CURRENT PLANS FOR THAT. I DO BELIEVE THAT IT WILL BE A PRIMARILY ACTION FOR THE TOWN AND THE SCHOOLS FOR THE NEIGHBORHOOD. CURRENTLY, MOST OF STAR RANCH IS ZONED FOR THE ELEMENTARY. NOW, TO THE MIDDLE SCHOOL. CURRENTLY, THE DRIVE FROM MY HOUSE TO THOSE SCHOOLS, TAKES 22 MINUTES. WE HAVE TO TAKE A ROUNDABOUT METHOD TO GET THERE. WE HAD TO PASS UNDER TWO HIGHWAYS. WE HAD TO GO THROUGH THE SCHOOLS. WITH THE RESULTS IN, IS US DRIVING EIGHT MILES TO GET TO SCHOOLS THAT ARE 2.5 MILES AWAY FROM US. AS THE CROW FLIES, THEY ARE DUE NORTH FROM THE NEIGHBORHOOD. I DON'T THINK THIS IS A PARTICULARLY SMALL ISSUE FOR HUTTO. IN THE STAR RANCH NEIGHBORHOOD, THESE TWO SCHOOLS, THEY SERVE CHILDREN FROM PRE-K ALL THE WAY THROUGH EIGHTH GRADE. THIS IS ÷10 FOR EACH STUDENT. THEY'LL BE 10 YEARS FOR PARENTS AND BUS DRIVERS. THEY WILL BOTH CONTINUE TO MAKE THAT DRIVE. IN THE STAR RANCH NEIGHBORHOOD,
[01:15:05]
THERE ARE AROUND 800 SINGLE-FAMILY HOMES. WE HAVE HIGHER COMMUNITIES, WHERE THE TOWN HAS BEEN INVOLVED. ALL THE PEOPLE LIVING IN THAT AREA ARE GOING TO BE MAKING THE SAME ROUNDABOUT DRIVE. DRIVING A LITTLE BIT MORE THAN I WOULD LIKE TO. THIS IS IF THEY WOULD LIKE TO GET TO THE ELEMENTARY AND MIDDLE SCHOOLS. SEEING AS HUTTO IS A PRETTY EXPENSIVE CITY, WE HAVE THESE TWO SCHOOLS, TWO NEW SCHOOLS AS I UNDERSTAND IT. WE HAVE THIS WHOLE NEIGHBORHOOD SECTION SOUTH OF 79. THERE IS NO CURRENT OR DIRECT ROUTE BETWEEN THOSE TWO. I HOPE THAT THE EXTENSION OF STAR RANCH BOULEVARD NORTH, I KNOW THAT WAS SOMETHING THAT WAS DISCUSSED PREVIOUSLY. I'M WONDERING IF IT CAN BE CONSIDERED A PRIORITY ITEM IN ANY CAPACITY. A COUPLE OTHER BENEFITS THAT I THOUGHT THIS PROVIDED, WAS THE WHOLE DEERFIELD NEIGHBORHOOD SOUTH OF 79 AND WEST OF 130. THIS WOULD PROVIDE THOSE NEIGHBORHOODS BETTER ACCESS SELF. ALSO, ANY ROAD EXPANSION GOING THROUGH THIS AREA, MIGHT PROVIDE ACCESS POINT TO THE REGIONAL TRAIL. THIS WOULD RUN RIGHT THROUGH HERE ON ITS WAY TO THE PARK. THIS IS FOR THE HUTTO SEGMENT OF THE TRAIL. SOME ADDITIONAL BENEFITS THAT MIGHT PROVIDE SOME CONSIDERATION FOR THE ROAD EXPANSION LIKE THAT.>> THANK YOU SIR. WILL YOU PLEASE STOP ME? WE CAN'T ENGAGE AND ASK QUESTIONS SINCE IT IS PUBLIC ITEM ON THE ITEM.
I WILL GIVE YOU MY CARD. I WILL BE HAPPY TO GIVE YOU THE UPDATE ON STAR RANCH BOULEVARD. JUST WANT TO MAKE SURE THAT I CAN BE OUTSIDE. STAR RANCH, THE COMMUNITY IS ACTUALLY NOT PART OF THE CITY OF HUTTO. IT IS ITS OWN GOVERNING BODY WITH ITS OWN BOARD, IF YOU WILL. CITY LIMITS ACTUALLY STOP BEFORE YOU GET TO 130 IN SOME SECTIONS. IT PICKS UP IN OTHER PARTS. HERE'S A CARD. I'M HAPPY TO TALK TO YOU, SINCE WE CAN ASK QUESTIONS, OR GO BACK AND FORTH. I APPRECIATE YOU
SPEAKING TO US. >> OKAY. NEXT ITEM WE HAVE,
[9.2. Discussion and possible action on repealing or directing staff to amend Ordinances No. 0 -2023-024 and/or 0-2023-060 regarding personal financial disclosure statements (Mayor Snyder)]
DISCUSSION OF POSSIBLE ACTION FOR APPEALING DIRECTIVE STAFF 2023-024. 0-2023-060, REGARDING FINANCIAL STATEMENTS. I BROUGHT THIS UP. I DON'T THINK THIS IS ANY SURPRISE TO ANYBODY. WE ARE LOOKING AT THE ITEM ACTION ON THIS. ORIGINALLY, IT IS IN THERE THAT WE HAVE PASSED THIS MEASURE IN 2023, APRIL 20TH.REQUIRED THAT EVERYBODY FILL THESE OUT. THIS IS ON THE 30TH OF EACH YEAR. SUBSEQUENTLY FOUR OR FIVE MONTHS LATER, WE AMENDED THIS TO MAKE A PROCEDURE WITH THE PUBLIC. IN ORDER TO GET ACCESS TO IT, THEY HAD TO APPEAR. THEY COULD NOT TAKE COPIES OR NOTES. THEY JUST HAD TO LEAVE. THE SECRETARY WAS GOING TO MAKE A WRITTEN OR ELECTRONIC LOG OF WHO REVIEWED AND INSPECTED THEM. MY DESIRED ACTION ON THIS, IS TO TAKE AWAY SECTION 2.0 5.046. THE SECRETARY SHALL REMAIN IN ELECTRONIC LOG OF THOSE WHO INSPECT THEM. TAKING A WAY THAT NO ONE COULD MAKE A COPY. THIS IS FROM THE STATEMENTS OR THE PHOTOGRAPHS. I THINK WITH A, WE PUT THE ADDRESS, PHONE NUMBERS, AND EVERYTHING ELSE THAT IS GOING TO FOLLOW STATE LAW. THIS IS ACCEPTABLE PUBLIC INFORMATION. THIS IS WHY I BROUGHT THIS UP. I GUESS WE ARE GOING TO DISCUSS. I WILL MAKE A MOTION TO AMEND ORDINANCE NUMBER 0-2023-060. STRIKE SECTION 2.0 5.046. SUBSECTION B. TO KEEP THE REST OF THE ORDINANCE, AS IT HAS BEEN ENACTED CURRENTLY.
>> SECOND FOR THE MOTION? >> SECOND.
>> SECOND BY COUNCILMEMBER GORDON.
>> CAN YOU REPEAT THE ORDINANCE AGAIN?
>> TO STRIKE SECTION 2.0 5.046 SUBSECTION B. REQUIRES A CITY
[01:20:01]
SECRETARY TO MAINTAIN THE WRITTEN ELECTRONIC LOG OF WHOEVER EXPECTS IT. THEY DO NOT ALLOW COPIES OF IT TO BE MADE.ESSENTIALLY, THIS IS WHAT I THINK. I HAVE HAD PEOPLE FROM THE MEDIA REACH OUT. IF THE PERSON REACHES OUT TO THE CITY, THIS IS FOR YOUR FINANCIAL DISCLOSURE. I'M JUST GOING TO BE EMAILING PEOPLE. WE SHOULDN'T HAVE A PROCESS WHERE THEY CANNOT TAKE A GLANCE. THEY ARE TRYING TO GO BACK HOME. I WOULD RATHER BE POSTED ON THE WEBSITE THAT WE RE-ENACTED.
>> AS IT STANDS RIGHT NOW, IF I'M READING THIS RIGHT, YOU HAVE TO GO TO THE CITY SECRETARY, REQUEST THAT YOU KEEP THE ELECTRONIC LOG OF WHO WAS THERE, AND YOU CAN VIEW IT, BUT YOU CANNOT MAKE COPIES OR TAKE ANOTHER PHOTOGRAPH? THAT
IS IT, RIGHT? >> THIS IS PART OF THE BUSINESS HOURS. I DON'T KNOW WHEN THE CITY HALL OPENED UP. THIS IS
BETWEEN 8:00 AND 5:00 >> THEY ARE LOOKING AT THE PROCEDURE. THIS IS IF YOU WANT TO DO IT. THEY'RE GOING TO
HAVE TO COME TO CITY HALL. >> ANY DISCUSSION ON THE
MOTION? >> YES. I WAS TRYING TO PULL UP -- I FINALLY FOUND IT. IS THAT RIGHT? THEY ARE SUGGESTING THE CHANGES TO GET RID OF PARAGRAPH B.
>> WILL BE THE EFFECT? >> IS ANYONE TALKING ABOUT IT?
>> YES SIR. WE HAVE LOOKED AT SUBSECTION A.
>> I AM LOOKING AT ALL OF THESE ACTIONS HAPPENING. THIS IS THE REASON IN VOTING OF HOW IT IS TODAY. THEY'RE TRYING TO PROTECT INFORMATION. IF WE ARE FOLLOWING THE LAW, WE ARE FOLLOWING WHAT THE STATE SAYS. IT SHOULD BE REDACTED.
>> I HAVE A QUESTION FOR THE CITY ATTORNEY. WHAT INFORMATION WOULD BE REDACTED? CAN YOU GIVE ME A QUICK RUNDOWN?
>> IT IS YOUR ADDRESS. PHONE NUMBER, AND THAT ALSO INCLUDES
YOUR FAMILY MEMBERS. >> COUNCILMEMBER, YOU MAY WANT TO READ UP ON THIS. THIS IS A FORM YOU HAVE TO FILL OUT.
>> I THINK THE SOCIAL SECURITY NUMBERS ARE REDACTED AUTOMATICALLY. EVEN THOUGH WE DIDN'T PUT IT IN THE ORDINANCE, THERE IS ANOTHER SECTION. THIS IS PART OF THE PUBLIC INFORMATION ACT. THE ELECTED PUBLIC OFFICES PERSONAL INFORMATION IS EXCEPTED FROM DISCLOSURE, WHETHER OR NOT THE OFFICER AFFIRMATIVELY AFFIXED TO HAVE HIS OR HER INFORMATION KEPT CONFIDENTIAL. THERE IS THE OVERRIDE SECTION THAT TALKS ABOUT KEEPING YOUR PERSONAL INFORMATION CONFIDENTIAL. I THINK THIS IS WHY WE SET UP THE PROCEDURE THAT WAY.
>> COMMENTS FOR ME? I'M OKAY WITH DOING PERSONAL FINANCIAL DISCLOSURE. MINE IS PRETTY SIMPLE. WHENEVER I FILL IT OUT, THIS IS NOT A REQUIREMENT. THIS IS SOMETHING THAT THE CITY COUNCIL HAS DECIDED THAT WE WOULD DO. THIS IS NOT A REQUIREMENT FOR CITIES UNDER 100,000. THIS IS ONCE WE DO MEET THAT OF COURSE. IT IS GOING TO BE REQUIRED ABSOLUTELY. IT IS GOING TO BE POSTED IN A PUBLIC WAY. IF YOU ARE SEEKING HIGHER OFFICE, AND LOOKING AT DIFFERENT ROLES, THERE ARE RULES. THAT INFORMATION IS ABSOLUTELY PUBLIC ALREADY. YOU ARE IN A HIGHER OFFICE. THIS IS THE CITY COUNCILMEMBER. ORIGINALLY, I WAS AGAINST THE PROCEDURE THAT WE HAVE. THE POLICY OR PROCEDURE THAT WE HAVE IN PLACE. SECTION B. IT WAS NOT A POLICY OR A PROCEDURE THAT THE SEVEN OF US CAME UP WITH OURSELVES. I ORIGINALLY DID NOT
[01:25:01]
AGREE WITH HOW THIS IS GOING ON. OF COURSE, IT MADE IT INTO THE ORDINANCE. I'M OKAY WITH GETTING RID OF SECTION KEPT BE.OF COURSE, I WOULD LIKE TO EMPHASIZE WITH THE ATTORNEY SAID. IF YOU WANT TO MAINTAIN PRIVACY, YOU HAVE THE OPTION TO DO SO. DID I UNDERSTAND THAT RIGHT?
>> THAT IS WHAT THE LAW SAYS. WE ARE WRITING IT INTO THE
ORDINANCE THAT WAY. >> THERE IS THAT LAYER OF PROTECTION. THIS IS FOR SOMEONE WHO MAY BE HESITANT WITH THEIR FINANCIAL DISCLOSURE INFORMATION. THERE IS THE EXTRA LAYER IN THE ORDINANCE. THIS ALLOWS YOUR INFORMATION TO BE REDACTED. I'M OKAY WITH THIS. I WASN'T A FAN OF THE POLICY OR PROCEDURE INITIALLY. I'M OKAY WITH GETTING RID OF IT. IF WE WOULD HAVE COME UP WITH SOMETHING BETTER, UNIQUELY HUTTO FROM THE PROCEDURE, THAT WOULD HAVE BEEN GREAT.
>> THEY FELT LIKE THEY GOT WHAT THEY NEEDED.
>> TO BE FAIR, I WANT TO GIVE A LITTLE CONTEXT FOR WHY THEY ARE TRYING TO COME FROM ANOTHER CITY. THERE IS A REASON THAT THIS LEVEL OF DETAIL IS NOT PROVIDED UNTIL YOUR CITY IS LOOKING AT SOME PERMANENT FILTERS. IT TURNS INTO A SMALL TOWN. I WANT TO SEE WHAT STOCKS YOU OWN. IT IS NOT 1% OF OWNERSHIP. SHARES OF SIGNALS, I OWN ENOUGH THAT IT IS NOT PART OF THEIR SHARE PRICE. IF WE ARE GOING TO GO WITH THE STRICTEST A-LEVEL, THEN AT LEAST THAT VERSION IS RIGHT THERE. I DON'T KNOW WHAT ELSE IT IS. SHE DIDN'T HAVE ANY FINANCIAL INTERESTS. ANY THAT YOU ACTUALLY OWN INSIDE THE CITY, INCLUDING BUSINESS, THE HOUSE, OR RENTAL PROPERTY. YOU CAN FIND OUT IF YOU ARE NOT TAKING A VOTE. IN LOOKING AT THE FIRE TREATMENT PLAN TO BE NEXT WEEK. THIS IS WHAT IT WAS SUPPOSED TO BE. IF YOU TOOK A VOTE WHEN YOU SHOULDN'T HAVE, YOU SHOULD HAVE REFUSED YOURSELF. NOW YOU HAVE TWO -- PROOF THAT YOU SHOULD HAVE DONE IT. YOU NEED TO HAVE IT IN THE PUBLIC AND I TOOK A VOTE THAT I SHOULDN'T HAVE. YOU CAN LOOK AT IT. THIS IS WITHIN 50 FEET OF YOUR HOUSE. I THINK THERE WAS A PROBLEM. THIS IS A SMOKING GUN. THIS WAS THE ISSUE THAT WAS POSTED ON FACEBOOK THIS IS HOW IT CAME ABOUT. WE ARE LOOKING AT THE OTHER COUNCILMEMBERS. THIS COULD BE DEBATED ABOUT WHETHER THEY HAVE GONE ELSE OR NOT. DO YOU WANT TO KNOW WHY THE PRODUCTION WAS PUT IN PLACE? OTHER COUNSEL PEOPLE WEAPON IS THE INFORMATION AND PUT IT OUT THERE. THIS IS WITHOUT THEIR DISCLOSURE ON FACEBOOK. I HAVE HAD MINE EVERY TIME. YOU WANT TO KNOW WHAT DISCUSSIONS HAPPENED. THAT IS WHAT IT WAS. I'M NOT GOING TO SAY THAT I AM VOTING NOW.
>> ANY OTHER DISCUSSIONS FOR MOTIONS? HEARING NONE, PLEASE
[9.3. Discussion and possible action regarding City of Hutto Utility Credit Card Processing Statements (Councilmember Porterfield) ]
>> MOTION PASSES, 6-1. POSSIBLE ACTION. REGARDING THE CITY OF HUTTO CREDIT CARD PROCESSING STATEMENTS.
>> I WAS TRYING TO GET THE HISTORY OF THINGS RENEWED. THIS IS HOW TO WHERE WE GOT WHERE WE WERE. WE ULTIMATELY VOTED ON
[01:30:03]
DIRECT STAFF. THIS IS PART OF THE UTILITY. THAT IS REALLY US GETTING THE IDEA OF THE HISTORY OF WHAT HAPPENED. I DO OWN A BUSINESS IN TOWN. I DON'T HAVE NEAR AS MUCH CREDIT CARD TRANSACTIONS. THIS IS A MUCH LOWER FEE. I FEEL LIKE WE ARE GETTING ROBBED. FIGURING OUT WHAT WE ARE DOING. IN THE MEANTIME, WE HAVE ARTIE DIRECTED STAFF TO DO SOMETHING.WE HAVE MORE DISCUSSION ABOUT IT.
>> THIS IS BASED ON THE QUESTIONS THAT YOU ASKED AND ANSWERED. ANYTHING THAT YOU WANT TO RELATE TO US
>> THIS IS JUST ONE. THERE WAS ONE THING THAT I JUST WANTED CLARIFICATION ON. WHERE DO WE BEGIN WITH THE CREDIT CARD RIGHT? HOW DID THE COUNCIL APPROVE THE MOST CREDIT CARD RATES FOR SEPTEMBER 28, 2023? I DIDN'T GET A CHANCE TO LOOK UP THAT RESOLUTION. LOOKING AT WHAT THE DISCUSSION IS ON THAT.
>> ARE WE LOOKING AT THE VOTE ON WHAT THE CITY WOULD BE CHARGED? THIS IS BASED ON WHAT WE WERE TOLD? IS THIS BEING PAID? WHAT WAS REASONABLE CHARGE FOR THE RENT PAYERS?
>> THIS IS WHAT WE ARE SIGNING TO SET THE RIGHT FOR.
>> THIS IS FOR THE CITY THINGS. WE HAVE NO CONTROL OVER IT.
>> MAYBE IT IS THE BUDGET. $100,000. THIS IS WHAT THEY
HAD. >> THIS IS 9000 THAT HAVE COME IN. THEY ARE COMING OUT OF THE GENERAL FUND TO COVER THE CHARGES FOR CREDIT CARDS. THE DISCUSSION WAS, HOW DO WE INCREASE AND LOOK AT PEOPLE WHO USE THE CREDIT CARD? THIS IS IN THE FULL COST OF USING CREDIT CARDS. NOW, WE ARE COMING BACK AND SAYING THAT IDEA IS ABSORBENT. SHOULD WE LOOK AT A DIFFERENT CREDIT CARD COMPANY? THIS IS A GREAT PAIR VERSION ONCE WE ARE LOOKING AT THE REAGAN NEGOTIATED CONTRACTS. WE ARE TRYING TO CHANGE THE SCHEDULE ON THE SUMMERSIDE.
>> I'M STILL CONFUSED. I'M STILL TRYING TO KNOW WHEN WE APPROVED THE CITY'S VARIED THIS IS PART OF THE CONTRACT. I WOULD LIKE TO KNOW WHAT AGREEMENT WE HAVE, AND IF WE HAVE THE AGREEMENT THAT IS PART OF THE ELECTRIC BILL. I'M PAYING $.14. IF I FORGET, NEXT MONTH, THEY ARE PUMPING IT UP TO $.25. THE AGREEMENT IS OVER. THEY HAVE PICKED IT UP. THIS GETS ME LAUGHED AT. WHOEVER SIGNED THE AGREEMENT, THEY HAVE THE AUTHORITY. THE RIGHT IS SO HIGH, THAT I CAN'T STOP AND THINK THAT SOMEONE IS BENEFITING FROM THAT. THIS IS PART OF THE CITY COUNCIL. WHY ARE WE PAYING FOR SOMETHING THAT IS DOUBLE WHAT EVERY OTHER MERCHANDISE THERE PAYS? THIS IS WHAT I HAVE BEEN LOOKING FOR. THIS CAME TO US. WE ARE LOOKING AT SOME CREDIT CARD FEES. SHE HAS GONE TO PEOPLE WHO PAY THE FEES. SHE NEVER ASKED. HOW ARE THESE FEES BEING CALCULATED? I THINK WE HAVE FAILED TO ASK WHAT THE RIGHT IS.
>> ALBERTA BARRETT, FINANCE DIRECTOR. I WOULD LIKE TO ADD THAT I HAVE CHRISTINA BISHOP, CONTROLLER, AND MONICA BURKART, UTILITY SUPERVISOR. THEY HAVE A LOT MORE HISTORIC BACKGROUND.
[01:35:06]
THIS IS GOING TO BE PART OF THE PACKAGE. THEY ARE TRYING TO PROVIDE THE REAL-TIME PAYMENT PROCESSING PORTION. IN MY OPINION, I DON'T THINK ANY SEPARATE CONTRACT CAME BACK ON THE CREDIT CARD PROCESSING. THIS IS PART OF THE PACKAGE.YES, TO WHERE WE ARE TODAY, WE AGREE THAT WE THINK IT IS TOO HIGH. AGAIN, THEY ARE LOOKING AT THE TWO FIRMS THAT WE ARE RESEARCHING. WE ARE GOING TO ELIMINATE THE TRANSACTION FEE AND THE PROCESSING FEE. THIS WILL GO TO 2.5%. THIS IS MUCH MORE REASONABLE. DO ONE OF YOU WANT TO ADD ANYTHING TO THAT? DO YOU WANT TO CLARIFY ANYTHING? I MISSPOKE.
>> I HAVE A QUESTION FOR MONICA. IT MIGHT BE CONTROVERSIAL. CAN WE GET RID OF TYLER? UTILITY MANAGER.
>> WHAT ARE THE PROS AND CONS OF THAT?
>> TYLER IS NOT A BAD PERSON, IT IS JUST PART OF THAT
SOFTWARE. >> IT IS NOT THAT SIMPLE.
GETTING RID OF THE UTILITY. >> THIS IS THE COURT. WE DO
HAVE OPTIONS. >> THEY HAVE A PROCESS CALLED
OPEN EDGE. >> THIS IS PART OF IT FROM THE BACKEND. THEY ALSO HAVE A SEPARATE TWO DOLLAR TRANSACTION. THIS IS WHAT DOUBLES EVERYTHING. THIS IS WHERE WE ARE TODAY. IT HAS GONE UP WAY TOO MUCH. WE DO HAVE THE OPTION TO LOOK FOR OTHER FIRMS. THIS IS FOR THE PAYMENT PLATFORMS. BEING ABLE TO PROCESS THE CREDIT CARD FEES.
THEY JUST NEED TO INTERFACE THIS WITH THE UTILITY BILL AND SOFTWARE. YOU HAVE TO HAVE THAT BILLING INFORMATION. HOW MUCH IS YOUR WATER, SEWER, AND GARBAGE? IT HAS TO HAVE ALL OF THAT INTERFACED WITH THAT. THEY HAVE BEEN ABLE TO DO THAT. ON THE BACKEND, IT WILL BE ALL THE WORK. THE CUSTOMER IS GOING TO SAY THAT THEY MADE A PAYMENT. WE JUST NEED TO MAKE SURE THAT
ALL OF THAT WAS TOGETHER. >> YOU CAN JUST GO BUY A
SQUARE. >> I KNOW. I JUST WANTED TO BE BLUNT TO GET THAT INFORMATION FROM YOU. I'M NOT TRYING TO DERAIL THE CITY OF HUTTO'S UTILITY AND MUNICIPAL BUILDING.
>> THERE IS ALWAYS THAT OPTION.
>> YOU HAVE LEGAL VARMINTS. >> IT IS NOT A VERY COMPLEX
SYSTEM. >> THERE LOOKING AT SO MUCH STAFF. YOU ASKED THE QUESTION.
>> I WILL ASK A QUESTION. I AM CURIOUS. WHAT WOULD THAT LOOK LIKE? IT IS CONVENIENCE TO OFFER THAT. THEY WANT THOSE AIRLINE MILES. THEY HAVE THOSE WHATEVER POINTS. I GET THAT.
PLENTY OF OTHER UTILITY BILLS THAT I HAVE PAID THAT DON'T ALLOW THE CREDIT CARD PAYMENT. OVER THE LOOK LIKE IT HUTTO WENT THAT DIRECTION? I AM JUST CURIOUS TO KNOW.
>> FROM THE CUSTOMER SIDE, THEY HAVE CAUSED A LOT OF HEARTACHE.
[01:40:05]
THIS IS SOMETHING THAT THEY CANNOT DO. I DON'T THINK IT WOULD BE THE BEST OPTION. THE BEST OPTION WOULD BE US FINDING ANOTHER PLATFORM. THE CITY WILL BE ABLE TO PAY.>> THIS IS THE BIG SUSPENSE. >> IS A 71% OF THESE. THEY ARE
PAYING WITH A CREDIT CARD. >> THAT IS BECAUSE WE GIVE THEM
THE OPTION. >> I'M NOT ARGUING THAT.
>> AM CURIOUS TO KNOW WE ARE LOOKING AT A SIGNIFICANT COST SAVINGS. EVERYBODY HAS BILLS. THIS IS TO SOMEWHERE.
>> PEOPLE ARE GOING TO WELCOME YOU AT THE DOOR. THIS IS ALSO
GOING TO BE PROCESSED. >> IS THE ONLINE BILL PLAY.
>> YOU HAVE A BANK THE COUNT. YOU CAN PAY YOUR UTILITY BILL.
>> HAVE THEM SEND THE PAYMENT?
>> THIS IS ELECTRONICALLY. >> THIS IS REALLY ACH,
BASICALLY? >> NO GOOD THIS IS A WHILE.
>> THIS IS LIKE A WIRE TRANSFER.
>> WE ARE TRYING TO DOWNLOAD A FILE AND THE BANK. THEY'RE TRYING TO LOOK AT THIS FROM YOUR BANK. THIS IS YOUR
PERMISSION AND YOUR BANK. >> IS GOING TO BE ON THAT ONE.
>> THERE IS NO FEE. >> THEY ARE GOING TO GIVE MORE
IMPLICATION ON THAT. >> $350 FOR MY WATER BILL. THEY ARE TRYING TO TAKE THAT WORK AWAY FROM THE CUSTOMER.
>> THIS IS FROM 150. THIS IS THE AVERAGE BILL. CLOSE TO
$400. >> I DON'T LIKE WHATEVER THE COST IS. WE ALSO HAVE TO BE CAREFUL WITH WHAT WE ARE DOING.
THIS IS GOING TO BE A DECENT SIZED POPULATION. THERE IS A NAME FOR THAT. I'M TALKING TO A GUY. WE NEED TO MAKE SURE THAT THERE ARE SOME PEOPLE THAT LIVE HERE. WE ARE TRYING TO TAKE THAT IN CASH. WE DON'T NEED THAT. I WAS LOOKING BACK.
ONE OF THE REASONS THAT WE ARE GETTING IN THESE THINGS. WE DID THIS AT THE PUMP. 4 1/4. THAT WAS PRETTY HIGH. ANYTHING YOU GUYS CAN DO TO BRING IT DOWN, I AM IN SUPPORT. I QUESTION WHENEVER THE CONTRACT COMES UP. I WANT TO MAKE SURE THAT THEY CAN'T RAISE IT UP. THERE'S GOING TO BE A DOLLAR PROCESSING FEE. THAT IS WHAT IT IS. IF THEY WANT TO GO TO $1.50, I THINK OF THE LOWER. THEY ARE STILL USING CREDIT CARDS TO BUY COACH PURSES. THEY CANNOT PAY THE WATER BILL FOR THE HOUSE.
MY GUESS, THE AMOUNT OF FRAUDULENT CHARGES THAT ARE BEING KICKED BACK, ARE PROBABLY LOWER ON THE WATER SYSTEM. I DO
[01:45:06]
APPRECIATE YOU BRINGING THIS UP. AND YOU GUYS LOOK LIKE YOU ARE GETTING GRILLED. IF ANYTHING, IT IS BECAUSE MONICA HAS BEEN INVOLVED. I LEARNED THAT AFTER YOU GUYS SAID THAT.WE WANT TO KNOW EVERY SINGLE DETAIL. WE ARE TRYING TO COMMUNICATE TO THE PUBLIC. THIS IS SIX DOLLARS FOR THE USES
WITH CREDIT CARDS. >> I HAVE SEEN THE COST GO UP.
I DON'T KNOW. LIKE EVERYTHING ELSE, IT SEEMS TO HAVE BEEN BROUGHT UP. $1.25. IT GOES TO TWO DOLLARS.
>> I HAVEN'T DONE IT LATELY. PEOPLE SAY THAT THEY DON'T KNOW WHAT TO DO HERE. YOU GUYS AREN'T BAD PEOPLE WHEN YOU SHUT WATER OFF. A COUPLE OF TIMES, I HAVE TRIED TO FIGURE OUT A WAY TO PAY SOMEONE'S BILL. THEY HAVE ALREADY BEEN BEHIND FIVE TIMES SINCE LAST YEAR. THE WATER IS GOING TO BE SHUT OFF. I DON'T HAVE ANY CASH.
>> DEFINITELY. PEOPLE ARE PAYCHECK TO PAYCHECK. IT MAKES A DIFFERENCE WHEN YOU MESS UP. YOU HAVE A CREDIT CARD OR DEBIT CARD PAYMENT. IT IS GOING TO GET REJECTED. IF YOU MESS UP, YOU ARE GOING TO GET THE INSUFFICIENT FUNDS FEE. IT IS A FLEXIBILITY THING. IT HELPS SOME PEOPLE.
>> DO WE HAVE ANY DISCUSSIONS OR ACTIONS TONIGHT?
>> YOU ALL ARE BRINGING IT BACK IN JULY? THANK YOU ALL SO MUCH.

DOES THAT SOUND ABOUT RIGHT? >> WE TALKED ABOUT IT INITIALLY. WE WERE TRYING TO TALK ABOUT FUNDING.
>> YOU GUYS ARE OKAY? ARE YOU GOING TO HAVE THIS
CONVERSATION? >> UNLESS ANYBODY HAS ANY IDEAS ON HOW TO FIND THE $30 MILLION WASTELAND, THAT IS IT.

DIFFERENTLY. >> WATER, $80. SEWER, $60. IF YOU ARE ON THE QUARTER AND, THIS IS WHAT WE NEEDED TO DO.
WE HAVE THE ATTENTION. THREE QUARTERS ARE IN. MAYBE YOU THINK I HAVE IT. PAYING $25 FOR IT. I WOULD BE LOOKING FOR IT.
I'M GOING TO BE SHARING IT ON THE INTERNET.
>> THIS IS THE WAY THIS PORTAL WAS INTENDED TO WORK. EXPLAIN YOUR BILL. IT IS ALSO GOING TO HELP EXPLAIN YOUR BILL ON HOW YOU ARE BEING CHARGED. THIS IS WHAT IT IS GOING TO LOOK LIKE.
FROM THE MONTHLY USAGE, IT WOULD BREAK OUT TO THE DAILY USAGE. THIS IS GOING TO BE REPORTED ON A DAILY USES. THIS IS YOUR BILL ESTIMATOR. YOU WOULD BE ENHANCED BY THE PORTAL. YOU CAN BREAK IT DOWN. THIS IS HOW IT HAS BEEN USED IN OTHER UTILITIES. THIS IS A BREAKDOWN OF YOUR RACE ESSENTIALLY. MORE TRANSPARENCY.
>> NOT EVERYBODY GOES ONLINE TO CLICK ON THEM. THIS IS GOING TO BE WITH THE CHANGE INFORMATION.
>> THIS IS NOT GOING TO AFFECT PART OF YOUR BILL. THIS IS NOT A PAPER BILL. THIS IS WHAT I WOULD LOOK INTO. WE ARE TRYING TO SEE IF THEY HAD MORE DETAIL. THIS PARTICULAR SOFTWARE, IS JUST MORE WHERE YOU WANT TO GO ONLINE.
>> QUESTION. I LOOKED IN THIS DEMO. YOU CAN PICK HOW YOUR BILL IS DELIVERED. I DIDN'T SHOW THAT CLICK. IF YOU CAN PICK TO HAVE THAT EMAIL ONLY, THEN THEY ARE NOT MAILING SOMETHING. IMMEDIATELY, WE START ADVERTISING THAT. SOME PEOPLE ARE ALWAYS GOING TO WANT THE BILL. THEY ARE GOING TO PAY $.50 MORE. IF I'M WILLING TO GO ELECTRIC BILL AND PAY IT TO MY PHONE RIGHT THERE, AND NOT GET ANOTHER JUNK MAIL, THIS IS
IN MY INBOX. >> RIGHT NOW, WE HAVE THE OPPORTUNITIES. THIS IS THE CURRENT WEBSITE THAT WE HAVE.
YOU HAVE TO HAVE A REGISTERED THE COUNT. THIS IS GOING TO BE EVEN MORE DETAILED. SORRY, GO AHEAD.
>> IS THERE A GRACE. WITH THIS -- PERIOD WITH THIS TRIAL? ARE WE TRYING TO RE-EVALUATE? IS THIS LOCKING IT IN?
>> IS THE RECOMMENDED SOLUTION. THIS IS USED BY A LOT OF MAJOR CITIES. THIS IS BEST IN CLASS. THEY ARE GOING WITH SOMETHING DIFFERENT. THIS IS WHAT WE ARE GOING TO LIKE. WE HAVE THE
CUSTOMER PORTAL. >> BEAR LOCKING IT IN FOR X
AMOUNT OF YEARS. >> THIS IS 60 MONTHS.
>> WHAT IF THERE ARE SOME ISSUES? ARE YOU RECOMMENDING THAT THERE ARE SOME EBBS AND FLOWS WITH THAT? IS THERE ANOTHER OPPORTUNITY IF THIS ISN'T THE SOLUTION FOR US?
>> I HAVE WORKED WITH THIS PRODUCT IN THE PAST. THEY HAVE WORKED WITH THESE ISSUES. RIGHT NOW, WHAT THEY HAVE, IS A FAIRLY GOOD PRODUCT IN THE MARKET. I'M CONFIDENT THAT THEY WILL WORK THROUGH ANY ISSUES. THIS IS THROUGH THE INTEGRATION PROCESS. YOU HAVE THE BIGGEST PICKUPS. YOU ARE TRYING TO INTEGRATE THE SYSTEMS.
>> THIS IS ANOTHER QUESTION. DO THEY HAVE ANY APPLICATION FORMATS? THIS IS PART OF THE WEB BROWSER?
>> THIS IS NORMALLY FROM THE SYSTEM NOW. THIS IS TAILORED TO THE DIFFERENT BROWSERS. THIS IS THE DESKTOP. I HAVE HAD A
[02:00:03]
MOBILE DEVICE OR PHONE. YOU ARE GOING TO SEE THE BEST OF YOU FOR THOSE DEVICES. THIS IS WHAT YOU ARE LOOKING AT. THIS IS NOT APP THAT YOU DOWNLOAD. THIS IS GOING TO BE THROUGH A BROTHER.>> I DIDN'T NOTICE THAT YOU GUYS WERE GOING TO HAVE SO MUCH ACTION. ANY OTHER DISCUSSIONS ON THE MOTIONS? PLEASE CALL THE

>> THIS IS WHAT I WANTED TO BRING IT UP. THIS IS PART OF THE PUBLIC'S ATTENTION. I WANT TO THANK THE CITY ENGINEERING.
I WANT TO THANK THIS DEPARTMENT TO HELP FIND WAYS TO PAY FOR THINGS. THIS IS A GRANT WRITING PROJECT. THIS IS PART OF THE RAILROAD CROSSING. THIS IS A $9 MILLION GRANT. THIS IS A SIGNIFICANT AMOUNT TOWARDS THE BRIDGE. THIS IS PART OF THE OVERPASS. I JUST WANTED TO SAY THAT THIS IS WHAT THIS WAS FOR.
THEY WILL GET THE GRANT. THEY WITH THE $5000 STUB POTENTIALLY. THIS IS TOWARDS THE BRIDGE. I'M LOOKING AT THE PUBLIC'S ATTENTION. I'M TRYING TO MAKE A MOTION TO APPROVE THE RESOLUTION. AS PRESENTED.

[10.5. Consideration and possible action on acceptance of the May 2024 financial report (Alberta Barrett)]
>> MOTION PASSES, 7-0. WE HAVE ITEM 10.5. CONSIDERING POSSIBLE ACTION ON ACCEPTANCE OF THE MAY 2024 FINANCIAL 24 BOARD. SOME COMMENTS, I DON'T KNOW IF YOU CAN NECESSARILY GET EVERYTHING.
TWO MONTHS IN A ROW, WE ARE UNDER THE SALES TAX PROJECTIONS. THIS IS NOT SIGNIFICANT. WE FOUGHT UNTIL 3:00 IN THE MORNING AND WE IS THE BEST WAY TO BALANCE IT WAS UP PROJECTIONS. I'M ALWAYS NERVOUS ABOUT THAT. YOU ARE TRYING TO BE CONSISTENT FOR ME. I LIKE TO SEE THE MOST CONSERVATIVE THING. IF YOU GO OVER BUDGET ON SALES TAX, OR UNDER ON BUDGET, YOU HAVE TO CUT IT SOMEWHERE. I DON'T THINK THE RESERVE FUND HAS A WHOLE LOT OF ROOM. UNLESS IT IS $50,000 OR UNDER, TWO MONTHS IN A ROW, MAYBE IT IS NOT A TREND.
I HAD A DIFFERENT QUESTION. THERE WAS A LOT OF INFORMATION.
I APPRECIATE THAT. THERE WAS SO MUCH. I THINK IT IS ON PAGE 15.
197. ANOTHER THING ON ATTORNEY SERVICES. ORIGINAL BUDGET WAS 500,000. CURRENT BUDGET, 500,000 YEAR TO DATE. I WAS
$14.52. 4000 LEFT. >> THIS IS FOR COTTONWOOD.
>> THAT IS WHAT THAT MEANS. >> THEY HAD A NEGATIVE BALANCE.
[02:05:09]
WE DID ANOTHER BUDGET. 500,000 FOR ATTORNEY FEES. I'M LOOKING AT THE FINANCE DIRECTOR. THIS IS THE ATTORNEY FEE. THIS IS A LOT LESS THAN THAT. THIS IS THE FUND BALANCE. THEY ARE TRYING TO BRING IT TO ZERO. WE ARE LOOKING AT THE BUDGET PROCESS.THEY DIDN'T REALLY HAVE A GOOD IDEA OF WHAT KIND OF COSTS WERE GOING TO BE INVOLVED. THIS IS THROUGH THIS PROCESS.
>> COTTONWOOD DOESN'T HAVE THE INCOME. THE BUDGET OF 500,000,
WHERE WAS THIS BEING USED? >> TRANSFER FOR 500,000.
>> THERE IS THE AGREEMENT THAT WE ARE PROVIDING.
>> THIS IS PART OF THE BUDGETING WORLD. MAKING SURE THAT WE DON'T RUN OUT OF MONEY AGAIN. WE ARE NOT HIRING TOO MANY PEOPLE. WE HAVE ONE COMPANY, ONE GROUP. 500,000 THAT THEY HAVE TO SPEND. THIS IS THE CITY AND THE GENERAL FUND THAT THEY ARE GOING TO PAY FOR. 500,000, THIS HAS BEEN PUT OFF TO THE SIDE. THIS IS THE BUDGET FOR THAT.
>> IT HAS ITS OWN SEPARATE LINE ITEM THAT WILL BE EARMARKED FOR WHATEVER HE NEEDS TO BE TRANSFERRED FOR.
>> IS IS NOT GOING TO BE THE SAME? EXTRA 400 SOMETHING THOUSAND DOLLARS. IS THIS THE WAY THEY WOULD BE BUDGETED? IS
THIS 13.5? >> IT WOULD LOWER YOUR EXPENSE, YES. I WENT THROUGH EVERYTHING TO TRY TO FIND HOW MUCH WE ARE TRYING TO LOOK AT. I GOT IT AUTHORIZED. IS THIS REALLY A SEWER BOND FROM MARCH 18TH? THEY STILL HAVE SOME MONEY?
>> IN FACT, I WAS JUST TALKING ABOUT THREE TO FOUR WEEKS AGO TO THE BOND COUNSEL. THIS IS ABOUT THIS OLD, OUTSTANDING ISSUE. HE SUGGESTED THAT WE SHOULD JUST TAKE IT OFF AND
RIGHT IT OFF. >> HOW MUCH DO WE HAVE IN THE BANK? I LOOK AT ALL OF THIS. YOU WEREN'T HERE. WE HAD ANOTHER BUDGET. $600,000 THAT WE WERE BUDGETING THIS LAST FEW YEARS. WE DID THE 6 MILLION. THIS WAS PART OF THE GENERAL FUND AND THE UTILITY FUNDS. HOW MUCH MONEY DOES A PERSON HAVE TO HAVE TWO $6 MILLION IN INTEREST? I'M LOOKING TO FIND IT. THIS IS WHAT I AM LOOKING FOR. I FEEL LIKE WE SAY LET'S GO DESIGN AROUND. WE ARE LOOKING AT THE TALK IN JULY.
HOW MUCH MONEY DO WE HAVE IN THE BANK? THIS IS ALL UNENCUMBERED. THIS IS ALL ABOUT THE UTILITIES. THIS IS ALL ABOUT WHAT WE WANT. THIS IS WHAT I'M LOOKING FOR. HOW MUCH
ACTION DO WE HAVE? >> IS OF THE CAUSES THAT WE HAVE FOR REFERENCE HERE TONIGHT. THIS IS PAGE 187. IT IS GOING TO START WITH THE GENERAL FUND REVENUES. WE ARE LOOKING AT THE GENERAL DEFENSE SUMMARY. THIS IS STARTING TO GEAR. WE HAVE THE GENERAL FUND. 746. THIS IS GOING TO RELATE TO YOUR CASH. WE ARE TRYING TO BUDGET AND ADD 31,000,982 $649,000 IN REVENUE. 1025. CAPITAL EXPENDITURES AT 1,000,001 94 195 BURIED LEAVING US THE FUND BALANCE FROM THAT LEVERAGED $6 MILLION IN CASH. THAT'S REALLY WHAT YOUR
CACHES. >> THERE SITTING ON THE BANK.
>> $2 MILLION IN BONDS. >> THIS IS ONE OF THE
[02:10:01]
ARGUMENTS. THIS IS ONE OF MY CONCERNS. THIS IS FROM THE LAST MEETING. THIS IS WHAT THEY ARE NOT BUILDING FROM NEXT YEAR.I'VE ALWAYS HAD A CONCERN THAT WE ARE CHARGING THE TAXPAYER INTEREST TODAY. WE HAVE TO BE MORE PRUDENT WITH THE MONEY. WE HAVE 30 MILLION THAT WE SELL TODAY. WE ARE CHARGING THE TAX CREDIT. THIS IS GOING TO BE ENCUMBERED.
>> THEY WILL GO THROUGH IT AGAIN.
>> THEY ARE GOING TO BE HEARING THIS.
>> I THINK THIS QUESTION CAME UP LAST TIME. WE MIGHT HAVE ISSUED THAT OVER SEVERAL YEARS. THIS IS FROM BOND MONEY. I'M WORKING AT SOMETHING TO PREPARE. IF YOU BORROWED MANY, FOR THE PARTICULAR PROJECT, THOSE FUNDS HAVE BEEN RESTRICTED FOR THAT PROJECT. SOME OF IT IS IN CONSTRUCTION PHASE. SOME OF THEM ARE IN DESIGN PHASE. THEY ARE NOT NEAR COMPLETION. ALL OF THOSE ARE STILL IN THE WORKS. THEY HAVE NOT BEEN SPENT. THEY ARE RESTRICTED FOR THAT PARTICULAR
PROJECT. >> THERE ARE ORIGINAL PROJECT I AM PERTAINING TO. THE PACKAGE OF 2018, LISTED THREE MEASURES THAT THEY HAD TO GO TO, AS I REMEMBER. 1660 NORTH, NORTH SOUTH 79, WE HAVE THE IRS. THEY HAD TO COME HERE. THIS IS WHAT THEY HAVE RESTRICTED TO. THE REST OF IT WAS WIDE OPEN. THIS IS ME IN THE COUNCILMEMBER THAT WE ARE TENDING TO DISAGREE. IS A $10 MILLION TO REBUILD. $1.3 BILLION TO $1.5 BILLION PROJECT LIST. WE ARE TRYING TO CHANGE AND SAY THAT WE HAVE REPAVED IT. 10 MILLION RIGHT HERE, AND MOVE IT OVER TO ANOTHER PROJECT. I DISAGREE. IF WE BOUGHT $100 MILLION IN ROAD MONEY, THIS IS PART OF THE PROJECT WINGBACK. WE ARE STUCK
WITH THOSE PROJECTS. >> WE ARE TRYING TO LIST HOW WE ARE GOING TO SPEND THAT MONEY. THIS IS BROUGHT FROM THE RESPECT FROM THE STREETS. IT IS NOT VERY COMMON. THEY ARE LOOKING AT THE PROJECT SUCH AS 1660. THIS IS JUST FOR IT. THIS IS A X AMOUNT OF DOLLARS. I'M SAYING IT IS RESTRICTED. WE CANNOT TAKE THAT MONEY AND USE IT FOR OPERATIONS OR
MAINTENANCE. >> IS ILLEGAL. HE DID THAT.
>> IS RESTRICTED. THIS IS WHAT YOU PUBLISHED IN YOUR NOTICE OF INTENT. THIS IS WHAT YOU ABIDE BY.
>> THEY ARE LOOKING AT DRAINAGE.
>> IT HAS TO BE A CAPITAL IMPROVEMENT. THIS IS PART OF THE PRODUCT THAT IS NOT GOING TO LAST 10 YEARS.
>> THAT IS WHAT I AM LOOKING FOR.
>> I KNOW YOU ARE NEW HERE. >> WE DON'T KNOW THAT. YOU ARE COMING IN. I'M HOPING TO ONE DAY GET TO A POINT. THEY HAVE $100 MILLION IN ROAD MONEY LEFT. IT ALWAYS SCARES ME. $75 PACKAGES INCLUDED. WE DIDN'T HAVE A WHOLE LOT. WE ARE STILL
WORKING ON THAT. >> THEY WERE LOOKING AT IT.
THIS IS WHAT I'M TRYING TO DO. THEY WOULD LIKE TO HAVE AN
ANSWER FOR YOU. >> THIS IS WHY WE TOOK OUT THE
[02:15:07]
BOND THAT WE DID. WE HAD $6 MILLION TOTAL IN ROAD BONDS.THEY HAVE BEEN ALLOCATED. THEY WERE ENCUMBERED. THIS INCLUDED $50 MILLION. WE HAD IT EARLIER TODAY. THIS IS THE REST OF THE $60 MILLION THAT CAME FROM A ROAD THAT WE ISSUED FOR THE SPINE ROAD. WE HAD A WHOLE DISCUSSION ABOUT IT EARLIER THIS AFTERNOON. 60 MILLION, ALL ENCUMBERED, NAMED PROJECTS THAT ARE CURRENTLY UNDER CONSTRUCTION FOR FINAL DESIGN.
THEY HAVE BEEN NAMED IN THE ACTUAL BOND ISSUANCE THAT HE WENT TO THE VOTERS IN 2018. WHEN WE WENT AHEAD AND ISSUED EVERYTHING, AS I HAD ARGUED AT THAT TIME, WE WERE AT A 3.3 INTEREST RIGHT. THAT IS GOING TO BE RAISING RATES. THIS IS UNTIL WE CAN ACTUALLY USE IT. UNTIL WE GET BETTER PRICING, CONTRACTORS KNOW THAT WE HAVE THE MONEY IN HAND TO DO THE PROJECTS. THEY ARE NOT GOING TO RELEASE THE FUNDS TO DO IT UNLESS WE 100% PUT INTO AN THE COUNT, THE ENCUMBERED THREE MAIN PROJECTS. FOR YOU, AND FOR THE HISTORY, IF YOU HAVE IT.
THE MONEY WAS PUT INTO THE BANK THE COUNT. WE WERE NOT READY TO START SPENDING IT. THESE BILLS WERE ALLOWED. WE HAD BEEN EARNING 5%. THERE IS A LAW THAT YOU SAY -- YOU CAN'T EARN MORE MONEY THAN YOUR ROUTE. EFFECTIVELY, WHAT THAT MEANS, WE ARE GOING TO TAKE OUT A 30 YEAR NOTE TO BUILD THESE REMOTE -- ROADS REGARDLESS. WE HAVE BEEN ABLE TO PAY NO INTEREST.
OUT OF OUR 30 YEAR NOTE, TWO YEARS OF INTEREST FREE. THIS IS A HUGE AND STABLE. THIS IS THE PERSON THAT IS GOING TO BE LOOKING AT 5%. IT KIND OF FRUSTRATES ME. WE ACTUALLY DID THINGS FROM WHAT HAD BEEN DONE IN THE PAST. THIS IS THE BEST LEMON THAT WE COULD OUT OF WHAT WE WERE GIVEN. I JUST GET FRUSTRATED SOMETIMES WHEN I'M TRYING TO CREATE A SOUND BITE.
WE ARE DISTORTING THE IDEA OF IT. THAT'S MY UNDERSTANDING NOW. I'M TRYING TO FIND MORE MONEY THAT WE ARE NOT AWARE OF.
THIS IS ALREADY FROM THOSE THREE MAIN PROJECTS. THIS IS THE REMAINDER OF THAT BOND TOWARDS THE SPINE ROAD.
HOPEFULLY THAT HELPS YOU OUT RIGHT THERE.
>> ALL OF THE INFORMATION IS HELPFUL. IF I COULD ADDRESS THE SALES TAXES BRIEFLY, THIS IS FROM WHAT I KNOW. WE HAVE BEEN BUDGETING FOR A DIFFERENT 18% SALES TAX INCREASE. THIS IS A REVENUE-GENERATING SALES TAX. THIS IS COMING ONLINE. IT JUST HASN'T HAPPENED YET. IT IS GROUNDBREAKING. THIS IS WHEN WE DID THIS BUDGET. WE DO THIS ONLINE AND MUCH SOONER READ WE HAVE BUDGETED 18%. THIS IS CLOSER TO ABOUT 10%. WE ARE TAKING THAT INTO CONSIDERATION, AND OUR PREP RATION.
>> I'M TRYING TO ASK A FOLLOW-UP QUESTION, IF I MAY.
>> WE ARE LOOKING AT FROM THE FIRST TWO YEARS. WE HAVE BEEN LISTED AS REVENUE. THIS HAS BEEN NEGATED OUT. WE HAVE SHOWED A REVENUE OF 70% INCREASES. THIS IS GOING TO BE BACK OUT. THIS IS PART OF THE WASH. THIS IS MORE COMPLEX.
THIS IS ALSO ABOUT THE EXPENSE.
>> THIS IS A REBATE LINE ITEM?
>> THERE IS A WAY THAT YOU CAN GET MORE CLARIFICATION. THEY ARE TRYING TO GET ALL OF THESE AGREEMENTS. OTHER COUNCILMEMBERS WERE BRAND-NEW. THEY HAVE DETERMINED ALL OF THIS. I KNOW THAT WE HAVE ASKED THE REQUEST. WE HAVE SEEN IT ANNUALLY. THESE ARE THE CHANGES THAT THEY WERE TRYING TO
PROVIDE. >> I THINK YOU WILL SEE THAT.
THIS IS WHEN WE LOOK AT NEXT YEAR'S BUDGET. THIS IS OUT ON
[02:20:04]
THE GENERAL FUND SIDE. HERE ARE THE GROWTH SALES TAX ESTIMATES.HIS WILL WE HAVE AS FAR AS INCENTIVE PAYMENTS. BROKEN DOWN BY AGENTS. WE CAN KIND OF SEE BOTH PIECES OF THAT.
>> LAST QUESTION. IN JULY, CAN WE HAVE A BREAKDOWN OF THE FIRST 75 MILLION OF ALLOTTED MONEY?
>> I'M WORKING ON IT. THAT IS MY GOAL.
>> I'M NOT GETTING INTO IT WITH THE COUNCILMEMBERS. THIS IS THE REASON I KEEP ASKING. THEY NEVER GOT INTO ACCOUNTING.
I APPRECIATE YOUR ASSISTANCE. YOU KNOW WHERE ALL THE MONEY WENT. YOU WEREN'T HERE AT 2:00 IN THE MORNING WHEN WE WERE TRYING TO FIGURE OUT HOW WE FIGURE IT OUT. WE ARE TRYING TO LOOK AT SUBMISSIONS TO NOT HAVE PROBLEMS. WHEN YOU TALK ABOUT IT, EVERYTHING IS FINE. THE FINANCE DEPARTMENT IS NOT GOING TO TELL US WHERE WE CAN SPEND 75 MILLION. MAYBE YOU GUYS CAN GET TOGETHER AND TELL HER WHERE ALL OF THE MONEY WENT. I KNOW SOMEONE TO OPERATE EXPENSES. WE KNOW THAT SOMEONE WENT TO PARKLAND. SOME OF THEM WENT TO ROADS. SOME OF THEM WERE TRYING TO BE PURCHASED. I'M JUST ASKING FOR A BREAKDOWN OF THE INFORMATION. I'M TIRED OF DEBATING WITH YOU ABOUT KNOWING EVERYTHING AND KNOWING WHERE ALL THE MONEY WENT. HOW DO YOU KNOW ALL THIS? YOU WEREN'T HERE.
>> I WAS NOT TALKING ABOUT IT. I SAID WHAT HAPPENED ON THE 60 MILLION THAT WE HAVE ISSUED SINCE I HAVE BEEN ON THE COUNCIL THAT'S WHAT I WAS REFERRING TO. THAT IS A
DIFFERENT ASK READ >> HOW MUCH MONEY IS IN THE BANK? WHERE DID IT GO? I DON'T NEED A DEBATE ON IT. NO ONE CAN PROVIDE THE INFORMATION. THIS IS WHAT THEY'RE TRYING TO SCREW UP WITH THE PAST CFO. YOU HAVE SEEN THIS AT SOME POINT.
THIS IS PART OF THE FORENSIC AUDIT IN THE CITY. THIS IS SO BAD THE FINANCES GOT. I OPENED UP A WHOLE OTHER ROUND THINGS.
I'M NOT PROPOSING ANY OF THAT. AT SOME POINT, I TOLD THE CITY MANAGER THAT WE HAVE TO COME BACK. WHERE DID YOU TELL FROM THE FIRST 75 MILLION? I CAN JUST SAY THAT THE COUNCILMEMBER KNOWS WHERE IT WENT. AT SOME POINT, THAT'S ALL I'M ASKING FOR. I'M TIRED OF DEBATING IT. I'M NOT TRYING TO TELL HER TO
NOT DIVIDE THAT DATA. >> THIS IS ALREADY ENCUMBERED.
THAT IS WHERE IT WAS. THAT IS WHERE I WAS REFERRING TO.
>> ANYTHING ELSE? >> WE ARE GOING TO MOVE ON TO

I'M GOING TO ASK FOR A WORK SESSION ON INDUSTRIAL DEVELOPMENT IN THE CITY. THAT WILL BE IN REGARDS TO CURRENT CODE, CURRENT PROPOSED CODE, AND HOW WE GET FROM TODAY TO THE FUTURE IN THE MIDDLE OF WHILE THEY ARE DEVELOPING. STAFF EXPECTATION TO KNOW WHAT TODAY'S CODE IS, TO KNOW WHAT THE CODE IS THEY ARE GOING TO PROPOSE IN THE FUTURE, AND THE CHALLENGES THE DEVELOPERS ARE CURRENTLY HAVING. SO WE DON'T HAVE TO JUST FOLLOW CODE . AND THEN AN AGENDA ITEM THAT GOES WITHOUT THAT'S IN THE MEETING .
DISCUSS AN ACTION BASED ON THAT . I DON'T THINK WE ARE GOING TO GET ALL THIS TALKING DONE IN 45 MINUTES BACK THERE. AND THEN ALSO AN ITEM ON WATER BILL TRANSPARENCY. I WILL PROVIDE STAFF WITH A COPY OF MY WATER BILL SO SOMEONE HAS TO PUT THEIR WATER BILL OUT THERE. EVERYONE KNOWS MY ADDRESS. I WILL PUT THAT OUT THERE, AND THE EXPECTATION OF LOOKING FOR IS FOR TO HAVE HOW MANY GOWNS PEOPLE ARE USING, HOW MUCH WE ARE PAYING FOR BASE CHARGES. BASICALLY, A BREAKDOWN TO WHERE PEOPLE UNDERSTAND , WHEN THEY LOOK AT THE FEE SCHEDULE, THEY CAN SEE WHAT IT IS, AND A DISCUSSION ON THAT. I THINK THAT COVERS PROTOCOLS. ALL RIGHT. ANY OTHER ITEMS?
