SO JUST A LITTLE BIT MORE DETAIL ABOUT THAT PROJECT.

IT'S A PROPOSED COMMERCIAL DEVELOPMENT ON THE NORTHEAST CORNER OF HIGHWAY 79 AND STATE HIGHWAY 130. IT'S PLANNED TO BE ANCHORED BY AN APPROXIMATE 23,000 SQUARE FOOT SPROUTS FARMERS MARKET GROCERY STORE, WITH AN ADDITIONAL 24,000FT² OF PLANNED COMMERCIAL SPACE SPLIT BETWEEN TWO MULTI-TENANT BUILDINGS AS WELL AS PAD SITES FOR ADDITIONAL TENANTS.

THEY'RE SEEKING INCENTIVES OF $875,000 FROM THE EDC IN THE FORM OF ECONOMIC DEVELOPMENT GRANT FUNDS, TO BE SPREAD OUT OVER A THREE YEAR TERM CONDITIONED UPON THE OPENING OF THE SPROUTS STORE AND THE COMPLETION AND PARTIAL LEASING OF THE TWO ADDITIONAL MULTI-TENANT BUILDINGS. SO I JUST WANTED TO DO A RECAP KIND OF OVER THE LAST 18 TO 24 ISH MONTHS.

THESE ARE JUST HIGHLIGHTS.

THIS IS NOT ALL ENCOMPASSING.

AND I DID TRY MY BEST TO DRAW SORT OF THE GRAY LINE BETWEEN EDC ITEMS AND ECONOMIC DEVELOPMENT FROM THE CITY SIDE.

SO THIS IS PRIMARILY GOING TO BE THINGS THAT ARE DIRECTLY IMPACTED BY OR FROM THE EDC.

SO WE'LL GO OVER SOME KEY PROJECTS, PARTNERSHIP UPDATES AND STRATEGIC MILESTONES.

AND IT'S ABOUT A 24 MONTH ISH ACTIVITY RECAP.

SO WE'LL TALK ABOUT THE STRATEGIC PLAN, BUSINESS RECRUITMENT AND RETENTION, INFRASTRUCTURE DEVELOPMENT AND SITE ACQUISITION, MASTER PLANNING AND THEN SOME COMMUNITY ENGAGEMENT AND SUPPORT PROGRAMS. SO FIRST OFF, THE ECONOMIC DEVELOPMENT CORPORATION BOARD DID COMPLETE A STRATEGIC PLAN. TO MY KNOWLEDGE, IT IS THE FIRST ONE THAT THE EDC, THE EDC HAS DONE. DEFINITELY IN MY TENURE ON THE BOARD PRIOR TO BEING ON STAFF INCLUDED.

SO IT TOOK APPROXIMATELY 90 DAYS.

THERE WERE MULTIPLE WORK SESSIONS SPECIAL CALLED TO ACHIEVE THAT.

IT DOES ALIGN WITH THE CITY COUNCIL STRATEGIC PLAN, AND IT DID USE A VARIETY OF RESOURCES AND INPUTS.

SO THAT STRATEGIC PLAN THAT COUNCIL ADOPTED EARLIER THIS YEAR, THE COMP 2040 PLAN, THE VARIOUS MASTER PLANS OF THE CITY, AS WELL AS STAFF INSIGHTS.

THIS DIFFERS A LITTLE BIT FROM THE STRATEGIC PLAN FROM COUNCIL.

IT GOES A LITTLE BIT MORE IN DEPTH AND INCLUDES GOALS.

SO THOSE INCLUDE CERTAIN DELIVERABLES FROM STAFF AND METRICS TO RECORD OUR PROGRESS AND WHETHER OR NOT WE ACHIEVE THOSE GOALS.

AND THEN ALSO TO HELP IT BETTER ALIGN WITH THE, THE STRATEGIC PLAN FROM THE CITY.

THERE'S AN EXECUTIVE SUMMARY THAT'S A ONE PAGER THAT THE CITY HAS.

AND SO WE ARE WORKING ON THAT TO MAKE THAT A LITTLE BIT EASIER TO DIGEST AND, AND EASY REFERENCE MARKETING AND RECRUITMENT EFFORTS.

WE ARE ALSO CONSISTENTLY PUTTING OUT ADS EACH YEAR IN THE COMMUNITY IMPACT AND THE TEXAS REAL ESTATE BUSINESS JOURNAL. AND THEN WE ALSO DID THE AUSTIN BUSINESS JOURNAL BOOK OF LISTS AND STRATEGICALLY PLACED US RIGHT NEXT TO THE COMMERCIAL REAL ESTATE LIST.

SO TRYING TO BE VERY INTENTIONAL ABOUT WHERE WE PUT THOSE.

AND THEN WE'RE ALSO LEVERAGING PLACER.AI REPORTS THE LEAKAGE REPORT AND THE VOID ANALYSIS TO HELP US IDENTIFY THE GREATEST OPPORTUNITY TO IMPACT THE COMMUNITY WITH THE TYPE OF RECRUITMENT FOR RETAIL AND COMMERCIAL THAT WE PURSUE.

ATTENDING RIBBON CUTTINGS, CHAMBER LUNCHEONS AND THEN SHARING OUR DATA FROM PLACER.AI. IN ADDITION TO THOSE VOID AND LEAKAGE REPORTS, WE ALSO GET WE CAN GEOFENCE CERTAIN AREAS AND SHARE WHEN THERE'S EVENTS.

SO WE SHARE THAT WITH OTHER DEPARTMENTS.

PRESENTATIONS. WE CONTINUE TO ENGAGE IN THE COMMUNITY AND OUR DIFFERENT GROUPS AND ORGANIZATIONS. WE'VE PRESENTED TO LIONS CLUB THE ESD THREE BOARD, THE PROPERTY INFORMATION EXCHANGE, WHICH IS ACTUALLY WHERE I MET CAITLIN.

SO WHICH IS A COMMERCIAL REAL ESTATE GROUP.

WOMEN IN MEDIA. AND THEN ALSO THE STATE SALES TAX TRAINING THAT WAS PUT ON BY THE TDC.

WE PRESENT EVERY SESSION OF CITIZENS UNIVERSITY WE PRESENTED TO ROTARY CLUB AND THEN ALSO PRESENT EVERY MONTH AT THE POWER BREAKFAST.

FOR OUR BIG AND SMALL BUSINESS SUPPORT.

SO WE'VE ENGAGED WITH MAESTRO.

IT'S BEEN, I THINK, EIGHT MONTHS.

EMILY STARTED WITH US.

SHE'S OUR BUSINESS RESOURCE SPECIALIST AND ENGAGED WITH MAESTRO AND WAS ABLE TO CONNECT THEM TO THE RIGHT FOLKS AT TSC.

AND SO THEY'RE LEVERAGING THOSE RESOURCES AS FAR AS WORKFORCE DEVELOPMENT AS WELL AS SOME TRAINING OPPORTUNITIES.

AND THEN WE CONTINUE TO PURSUE A POTENTIAL LAND SWAP OPPORTUNITY AND THEN PROVIDE DEVELOPMENT SUPPORT, AND WE'LL CONTINUE TO DO SO AS FAR AS WHAT THEY MIGHT NEED FOR THE PERMITTING PROCESS, ETC.

SHOULD THEY DECIDE TO MOVE FORWARD.

WE ALSO HAVE A BOOKSTORE OPPORTUNITY THAT'S AN EXPANSION.

IT'LL BE THEIR FIRST ONE IN HUTTO, BUT AN EXPANSION.

THEY ACTUALLY OWN SEVERAL OTHER BUSINESSES, SO WE'RE EXCITED TO BRING THAT FORWARD.

SO WE FOCUS ON DIFFERENT CRITICAL AREAS FOR SMALL BUSINESS, WHETHER THAT'S YOU'RE STARTING A BUSINESS, YOU HAVE A BUSINESS.

SO WE FOCUS ON MARKETING AND LEGAL REAL ESTATE KIND OF SELECTION, YOU KNOW, WHAT LOCATION? AND THEN ALSO SOME FINANCIAL INSIGHTS AS WELL.

WE'VE ALSO UPDATED THE BUSINESS DIRECTORY.

WE CURRENTLY HAVE 580 BUSINESSES LISTED.

THAT'S A CONSTANT KIND OF PRUNING EFFORT BECAUSE WE HAVE A LOT OF BUSINESSES COMING TO HUTTO, BUT THEN WE ALSO HAVE SOME THAT ARE CLOSING OR THEIR CHANGING NAME CHANGING OWNERSHIP, THINGS LIKE THAT. SO WE WANT TO KEEP THAT ACCURATE. EMILY'S DONE A GREAT JOB WITH THAT. KEEPING AN ACCURATE CRM TO RECORD ALL OF OUR BUSINESS SUPPORT ACTIVITIES, WHETHER THAT'S PHONE CALLS, EMAILS, MEETINGS ALL THOSE ACTIVITIES ARE RECORDED SO THEY CAN BE REPORTED OUT AS WELL.

AND THEN THERE'S ALSO AN ANNUAL BUSINESS SURVEY THAT GOES OUT AND WE COLLECT INFORMATION ABOUT KIND OF THE CURRENT STATUS OF THAT BUSINESS, BUT THEN ALSO WHAT THEY'RE EXPECTING, IF THEY'RE EXPECTING TO GROW BY HOW MUCH, IF THEY'RE EXPECTING TO SHRINK BY HOW MUCH, STAY ABOUT THE SAME, AND THEN ALSO WHAT THEIR BIGGEST CHALLENGES ARE FOR ADDITIONAL PROSPERITY, WHETHER THAT'S, YOU KNOW, INFLATION.

WE CAN'T DO A LOT ABOUT THAT.

AND THEN IN NOVEMBER OF THAT YEAR SELECTED MIDWAY AFTER AN RFP PROCESS FOR THE MASTER DEVELOPMENT OF THAT PROPERTY FOCUSING ON MIXED USE WALKABLE DESTINATION TO INCLUDE RETAIL, GROCERY, RESIDENTIAL AND PARKLAND, AS WELL AS MULTIPLE CITY USES.

SO AS WE'VE DISCUSSED BEFORE, BUT JUST TO REITERATE, THERE ARE CURRENTLY THREE FACILITIES PLANNED CITY FACILITIES PLANNED FOR THE COTTONWOOD PROPERTIES THE JUSTICE CENTER, REC CENTER, AND LIBRARY.

SO LAND HAS BEEN SET ASIDE FOR THOSE USES ON THE COTTONWOOD PROPERTIES.

MOVING ON TO THE MEGA SITE THIS IS THE BIG INDUSTRIAL PARK OUT ON 79 AND 33.

49 EDC OWNS APPROXIMATELY 450 ACRES OF THAT, AND I'LL GO THROUGH KIND OF THE CURRENT PROJECTS AND THE ACTIVITY THAT WE'VE HAD OUT THERE.

SO FIRST, THE ACTIVE PROJECTS.

SO RIGHT NOW WE HAVE THREE CONTRACTS OUT THERE, STRAT, THREE FLEX AND SCL.

AND THEN POTENTIALLY PROJECT MAESTRO IS GOING TO BE A POSSIBLE LAND SWAP WE'RE STILL WORKING THROUGH. DISCUSSIONS ARE ONGOING WITH THAT, BUT WE'RE EXCITED ABOUT THAT OPPORTUNITY.

THEN ALSO ON THE MEGA SITE OUTSIDE OF THE EDC LAND, THERE'S PROJECT TITAN, WHICH IS ABOUT 180 ACRES FOR A PLANNED INDUSTRIAL PARK, AND PROJECT SKYBOX, WHICH IS 210 ACRES.

THAT'S DATA CENTER CAMPUS, BUT ALSO INCLUDES AN LCRA AND ENCORE POWER FACILITIES. SO INACTIVE PROJECTS.

AND THIS IS JUST WHAT I COULD FIND BECAUSE SOME OF THIS DOES PREDATE ME.

BUT THESE ARE SOME OF THE PROJECTS THAT HAVE COME THROUGH FOR CONSIDERATION BUT HAVE NOT LANDED. SO WE HAVE PRIMERO FE, FIRE ROCK AND CHEM DC TO CHICAGO.

GRACELAND. POLY POLLY, TPX2, MARGARITA AND PUMPKIN.

AND SO I WANTED TO INCLUDE THOSE BECAUSE I DIDN'T WANT TO GIVE THE IMPRESSION THAT WE'RE LANDING EVERYTHING THAT COMES THROUGH.

NOR SHOULD WE BE, BECAUSE THERE'S GOING TO BE PROJECTS THAT COME THROUGH THAT AREN'T A GOOD FIT. AND THEN ALSO, I THINK IT JUST SHOWS THE ACTIVITY ON THE SITE, WHICH I THINK IS IMPORTANT TOO.

AND THEN SOME INACTIVE OR ONE INACTIVE PROJECT THAT'S ON NON EDC LAND AS WELL.

IT'S PROJECT GARDEN AND THAT WAS A 300 ACRE PROJECT THAT WAS A PHARMACEUTICAL MANUFACTURING. AND THEY SELECTED ANOTHER SITE.

INFRASTRUCTURE AND INVESTMENT HIGHLIGHTS. SO THE MEGA-SITE SPINE ROAD, AS WE WERE JUST DISCUSSING PRIOR TO THE MEETING, IS COMPLETE.

AND THAT'S OUR PHASE ONE OF THAT PROJECT.

AND THAT'S THE ROADWAY, WATER, WASTEWATER AND DRAINAGE, AS WELL AS THE DETENTION POND THAT IS COMPLETE AND ACCEPTED AS OF A COUPLE OF WEEKS AGO AT CITY COUNCIL SOME INCENTIVES THAT HAVE BEEN AWARDED OVER THE LAST COUPLE OF YEARS.

WE HAVE NRK2 WAS THE PROJECT NAME THAT'S TOWN WEST COMMONS PHASE TWO, AND THAT INCLUDES THE ACADEMY AND CHEWY'S AND SOME ADDITIONAL COMMERCIAL THAT IS STILL TO COME. PROJECT V WAS IS NOW HOOKY ENTERTAINMENT.

WE HAVE PROJECT HWB WHICH IS A WINE BAR IN HISTORIC DOWNTOWN AND HAPPY PANINI.

WINE BAR WAS A NEW BUSINESS.

HAPPY PANINI WAS AN EXPANSION FROM THEIR FOOD TRUCK INTO THEIR FIRST BRICK AND MORTAR.

AND THEN I ALSO WANTED TO HIGHLIGHT OUR CIVIC SERVE SOFTWARE.

SO THIS IS A COMMUNICATIONS AND COMPLIANCE PLATFORM THAT INCREASES EFFICIENCIES BETWEEN ECONOMIC DEVELOPMENT AND FINANCE TO MANAGE A VARIETY OF INCENTIVES.

RIGHT NOW WE HAVE IT STRUCTURED FOR TWO YEARS AND THREE 80S, BUT WE DO HAVE FUTURE PLANS TO INCORPORATE THE SPONSORSHIPS PROGRAM.

HOT PROGRAM. AND THEN ALSO FOLD IN THE CRM COMPONENT.

REGARDING THIS THE COTTONWOOD PROPERTIES IS A VITAL OPPORTUNITY FOR WE'RE DISAPPOINTED IN THE LACK OF PROGRESS FOR OUR MASTER DEVELOPER MIDWAY. THE MOU CLEARLY SETS EXPECTATIONS, AND WE LOOK FORWARD TO THE DEVELOPER MEETING THOSE OBLIGATIONS.
