AND WHEREAS NATIONAL PREPAREDNESS MONTH IS AN OPPORTUNITY FOR THE CITY OF HUTTO TO ENCOURAGE RESIDENTS, BUSINESSES, SCHOOLS, AND COMMUNITY ORGANIZATIONS ON THE IMPORTANCE OF BEING PREPARED TO PREVENT, PROTECT AGAINST, RESPOND TO, AND RECOVER FROM, AND MITIGATE ALL THREATS AND HAZARDS.

AND WHEREAS SUICIDE REMAINS A SIGNIFICANT PUBLIC HEALTH ISSUE AFFECTING PEOPLE, FAMILIES AND COMMUNITIES ACROSS THE GLOBE.

AND WHEREAS DE-STIGMATIZING MENTAL ILLNESS, ENCOURAGING OPEN DISCUSSIONS ABOUT EMOTIONAL WELLNESS AND PRIORITIZING MENTAL HEALTH EDUCATION ARE ESSENTIAL COMPONENTS OF A COMPREHENSIVE STRATEGY FOR SUICIDE PREVENTION AND MENTAL WELL-BEING.

I'D LIKE TO BEGIN THIS EVENING BY REMINDING EVERYBODY ABOUT OUR OLD TIMES DAY, WHICH WILL BE ON OCTOBER THE 11TH, 2025.

WE'RE LOOKING FORWARD TO SEEING EVERYONE THERE. FOR THOSE OF YOU WHO ARE GOING TO BE PRESENT AND WANT TO SUPPORT US, I'D LIKE TO GIVE YOU A LITTLE TIDBIT.

I BELIEVE WE WERE SOMEWHERE IN THE TWO EIGHT AND 285.

SO ROUGHLY IN A TWO YEAR TIME PERIOD, WE HAVE SEEN THE CITY GROW ALONG WITH THE CHAMBER. AND SO TO DATE, I CAN SAY THAT WE HAVE BROKEN THE 400 MEMBER THRESHOLD. WE ARE AT NOW AT 440 MEMBERS WITH 30 MEMBERS, NEW MEMBERS SINCE THE LAST UPDATE.

THIS IS ATTRIBUTED TO THE CONTINUAL GROWTH IN THE COMMUNITY AND REFLECTS THE COMMUNITY AND THE INCREASING ENGAGEMENT AND INTEREST OF ALL LOCAL INTERESTS.

SO WE'VE ACTUALLY COME A LONG WAYS ALONG WITH THE CITY.

WE'RE TRYING TO KEEP PACE WITH THE CITY AND TRYING TO SUPPORT THE CITY WITH EVERYTHING THAT WE DO. SO WE WANT TO DEFINITELY THANK YOU AND THANK THE MEMBERS AND EVERYONE WHO SUPPORTS US AS WELL. ANOTHER THING THAT WE'RE DOING OVER AT THE CHAMBER IS WE'RE WORKING ON A STRATEGIC PLAN FOR 2026.

WE WILL BE GOING OVER THE STRATEGIC PLAN IN OUR BOARD, THE BOARD OF DIRECTORS RETREAT IN DECEMBER.

WE HOPE TO HAVE THE PLANS SOLIDIFIED BY THEN AND TAKE A GOOD LOOK AT WHAT WE'RE GOING TO BE DOING GOING FORWARD IN 26, 27 AND 28.

THE PURPOSE OF THE PLAN IS TO ENGAGE IN A LONG TERM VISION AND A VISION THAT WILL ENSURE AN ALIGNMENT WITH THE CITY AND THE CITY AND THEIR PRIORITIES.

SO WE DEFINITELY ARE GOING TO CREATE THIS PLAN WITH THE CITY IN MIND, AND TO SEE WHAT WE CAN DO AS A PARTNERSHIP MOVING FORWARD AND WORK WITH YOU WHERE WE CAN. SO I HOPE TO HAVE THAT LIKE I SAID, FINISHED BY THE END OF 2025 AND BRINGS THE RESULTS TO YOU GUYS ON THE NEXT QUARTERLY UPDATE.

I AM GOING TO MOVE ON TO UPCOMING INITIATIVES AND PROGRAMS. YES, LEAD. THE PROGRAM IS BACK.

OUR NEXT STEP IS TO HOPEFULLY GET THIS OUT, GATHER THE INFORMATION, ANALYZE IT, AND PREPARE FOR THE FUTURE FOR OUR MEMBERS, THE CITY, AND OUR COMMUNITY.

WE HADN'T REALLY DONE IT.

THIS LAST SESSION, I WAS ABLE TO TAKE PART IN A COMMITTEE OF THAT NATURE, AND I FOUND IT TO BE VERY VALUABLE.

IT WAS A LITTLE TIME CONSUMING, BUT THERE WERE A LOT OF ISSUES THAT AFFECTED A LOT OF THE SMALLER CITIES SURROUNDING THE AUSTIN, TEXAS AREA. AND WHAT I EXPERIENCED IS THERE WERE A LOT OF PEOPLE WHO GAVE US A LOT OF INFORMATION, A LOT OF FEEDBACK, A LOT OF INQUIRY, AND PEOPLE THAT WERE VERY CONCERNED ABOUT WHAT WAS HAPPENING.

SO WE JUST THOUGHT, SINCE WE TAKE A GOOD LOOK AT WHAT'S HAPPENING AROUND US TODAY AND TAYLOR HUDDLE ROUND ROCK SURROUNDING CITIES, IS THAT THE HUDDLE CHAMBER SHOULD CREATE A COMMITTEE TO BETTER SERVE THEIR MEMBERS AND KEEP THEIR MEMBERS IN THE COMMUNITY MORE INFORMED OF WHAT'S GOING ON AROUND THEM.

SO BEING A LOOKOUT FOR THAT, IT'LL BE A COMMITTEE THAT WILL CONSIST OF BOARD MEMBERS AT THE CHAMBER.

I DO WANT TO KIND OF CAP IT OFF WITH AN EVENT THAT WE HAD RECENTLY.

CONSIDERATION AND POSSIBLE ACTION ON RESOLUTION NUMBER R 2025 287 REGARDING A CONTRACT WITH THE CAPITAL AREA COUNCIL OF GOVERNMENTS TO COORDINATE AND HOST A BASIC PEACE OFFICER COURSE STARTING ON OR ABOUT DECEMBER 15TH, 2025. MAYOR. MEMBERS OF THE COUNCIL JEFF YARBOROUGH, CHIEF OF POLICE OF THE POLICE DEPARTMENT. I'M BRINGING THIS RESOLUTION TO YOU TONIGHT.

AND TO GIVE YOU A LITTLE CONTEXT ON WHY WE WANT TO HOST ANOTHER BASIC PEACE OFFICER'S ACADEMY HERE IN THE CITY OF HUTTO IN PARTNERSHIP WITH COG.

WE'VE DONE IT PREVIOUSLY TWICE.

WE'VE HAD TWO PREVIOUS ACADEMIES.

AND THE WAY IT WAS STRUCTURED WAS OUR OFFICERS WERE PARTICIPATING IN AS INSTRUCTORS TO PAY OFF THE SALARY OR THE COST FOR OUR CADETS.

THIS THIS ONE IS STRUCTURED DIFFERENTLY.

THERE IS ZERO COST TO THE CITY.

COG IS PAYING THE SALARIES OF THE INSTRUCTORS.

THEY'RE THERE PAYING FOR THE FACILITIES FOR THE ENTIRE TIME.

AND IN ADDITION TO THAT, THEY ARE PAYING THE CITY OF HUTTO.

THEY'RE PROPOSING TO PAY THE CITY OF HUTTO $2,800 PER CADET, WHICH WE'RE CAPPED AT 32 CADETS.

THEY'RE PROPOSED TO PAY US $2,800 PER CADET, AND THEY KEEP $1,000 OF THAT.

SO THERE WILL BE THERE'S A REALLY STRONG INCENTIVE.

NUMBER ONE, WE PARTNER WITH THEM. WE'VE GOT A REALLY STRONG PARTNERSHIP WITH KELLOGG, AND WE'RE ABLE TO HAVE CADETS IN THAT ACADEMY.

BUT AT THE SAME TIME, WE'RE ABLE TO PROVIDE THIS RESOURCE AND FACILITIES AND THE QUALITY TRAINING THAT THEY EXPECT.

SO THERE IS APPROXIMATELY $10,000 FOR THE USE OF THE FACILITIES THROUGHOUT THE COURSE OF THE TEN MONTHS. IT'S ANOTHER $79,000 FOR THE COORDINATION AND INSTRUCTION FEES, THAT IS, WILL COVER THE COST THAT THE CITY WILL HAVE TO COVER FOR THE INSTRUCTIONAL

PART. IN ADDITION TO THAT, THE TUITION PER CADET IS $3,800 PER CADET THAT IS PAYABLE BY CAPCO.

AND THE ONLY REASON WHY WE'RE LIMITED AT 30 IS BECAUSE THAT'S THE NUMBER OF SEATS I HAVE AVAILABLE IN MY TRAINING CLASS. OKAY, SO THE NET BENEFIT TO THE CITY IS ROUGHLY 85 85,000. SO WHERE DOES THAT 85,000.

DOES THAT GO TO OUR GENERAL REVENUE OR IS THAT.

THOSE THAT ARE COMING INTO THE ACADEMY, THEY'RE LEAVING KNOWING THAT THEY WERE TRAINED BY OFFICERS AND THE SUBJECT MATTER EXPERTS IN OUR DEPARTMENT AS THEY GO TO THEIR RESPECTIVE DEPARTMENTS OR THEY JOIN THIS POLICE DEPARTMENT. SO THERE'S THERE'S JUST IT'S JUST A WIN WIN. AND THE BEAUTIFUL THING ABOUT THIS ONE, COMPARED TO THE PREVIOUS TWO, LIKE I SAID EARLIER, IS THAT THERE ARE NO ADDITIONAL COSTS INCURRED TO US OR THAT CHALLENGE THAT WE HAD PREVIOUSLY.

AUTHORIZING THE CITY MANAGER TO EXECUTE THE EMORY CROSSING FIRST AMENDMENT TO THE SECOND AMENDED AND RESTATED DEVELOPMENT AGREEMENT.

AND MAYOR AND COUNCIL, WE HAVE BRIEFED THE COUNCIL SEVERAL TIMES BEFORE. THE LAST TIME WE BRIEFED YOU WAS IN JULY 16TH, WHERE THEY HAD SUBMITTED THE COST FOR THE TOTAL AMOUNT FOR THE TURN LANE WAS OVER 18, $1,800,000, AND THEY WERE REQUESTING TO USE THE PIT FEES.

THEY HAVE COME BACK AND THEY'RE PRESENTED THIS AGREEMENT INSTEAD OF USING THE ENTIRE PIT FEES TO REIMBURSE THEM.

THEY WOULD LIKE THE REIMBURSEMENT JUST TO BE UP TO THE MILLION DOLLARS, WHICH IS THE TWO AS A CREDIT FOR THE TWO PIT FEES THAT THEY WOULD MAKE WHEN THEY ASKED FOR THE THIRD SERIES OF BONDS IN THE FOURTH SERIES OF BONDS.

SO THEY'RE SAYING THAT WHEN YOU LOOK AT THE AGREEMENT THAT THEY HAD NO OBLIGATION, REALLY, TO MAKE ANY MORE TRAFFIC IMPROVEMENTS OTHER THAN DOING THE TRAFFIC STUDY.
